DESCRIPTION: The attached textbook adoption study groups followed the

procedures recommended in the District-Wide School Improvement Council handbook. All study groups presented at either a sub-committee of the DWSIC or to the full council and were recommended to move forward with the adoption. All adoptions, with the exception of those involving highly technical information, are at the end of the nine-year adoption cycle.

FISCAL NOTE: Proposed new textbook adoptions will cost $393,966.67 for the 2011-12 school year.

RECOMMENDATION: The Board of Education approval of the listed textbook adoptions in an amount not to exceed $393,966.67 plus shipping.

The committees also recommend that Epson Video Projectors, Vernier

Instruments, PASCO Instruments, ELMO Document Cameras, Stereo and Monocular microscopes, Ohaus Electronic balances, SMART Interactive Response clickers, and SMART Interactive White Boards be purchased to support the programs in their totality.

Racine Unified School District ___________________ 2220 Northwestern Avenue, Racine, Wisconsin 53404 TO: Board of Education FROM: Jeff Weiss, Director of Teaching and Learning Ron Viola, Secondary Science Coordinator RE: Chemistry DATE: May 16, 2011 Course: Chemistry, Course #2631 Grades 10, 11, 12 Textbook Title: Pearson Chemistry 2012 Author: Wilbraham, Staley, Matta, Waterman Publisher: Pearson Copyright: 2012 Rationale: In the fall of 2002, the Racine Unified School District adopted the Prentice Hall science program, Prentice Hall: Chemistry. That nine-year adoption, as specified by the Board of Education, concludes this spring, 2011. In the spring of 2010, a committee of teachers, parents and students was convened to choose a replacement program. The committee examined our existing program, identifying components that were obsolete and highlighted strengths that would be desirable in a new program. What follows are the summary findings and recommendations of this committee. It should be noted that the need for various technology components for the delivery of this program was examined carefully. The inclusion of 21st Century Learning Skills using current technology was also a part of this process. These technology components are included at this time since the high schools presently do not have them for their program. Selection: The selection committee consisted of six teachers who presently teach Chemistry at our high schools, along with two former Chemistry students and one parent. The recommendation to adopt this series was made after a sequence of meetings that reviewed our present program, examined local and state standards, and reviewed the programs presently available for adoption. down, the committee, using an extensive evaluation instrument, evaluated two different programs: Modern Chemistry 2009 published by Holt McDougal and Pearson Chemistry 2012 published by Pearson. The final selection was for the Pearson program by a vote of 5-1 (2-votes each for Case and Park High Schools and 1-vote for Horlick and Walden High Schools). Attached is a copy of the evaluation results for the two programs (see page 8). Reading Level: The textbooks’ readability has a Dale-Chall score of 11.2, a Fry score of 10.0, a DRP score of 63, and a Lexile score of 1020, which are all at appropriate reading level for this course. Parent Input: One parent of a present high school Chemistry student evaluated both programs. The focus was on the worthiness of parent involvement in student activities and on-line resources available to parents. Student Input: Two students evaluated both programs. The focus was on what units were covered and the hands-on activities presented in each unit. The students also looked at the online resources for both programs. Program Strengths: The program the committee is recommending provides an excellent alignment to local, state, and national science standards. The program covers all the major areas of chemistry. The program provides content and activities to assist students in the development of process skills and higher level thinking skills, which is consistent with the district’s IP initiative. The student and teacher guides are state-of-the-art and help assist teachers in providing a challenging course. This course provides a wide range of teaching options and the flexibility to choose the resources that meet the needs of our students. The program contains many real-world examples and applications including point-of-use references that guide students to online resources that extend the content of the text. Excellent hands-on investigations are an integral part of the program representing approximately 50% of the curriculum. Technology that is compatible with the Racine Unified School District is embedded in the program. Several multimedia DVD’s allow the teacher and students to engage in simulations and encourages the use creative, critical thinking skills by allowing students to set the perimeters for the simulated experiments, etc. An electronic book is also available in the teacher’s toolkit. Pearson will supply an extensive professional development package for teachers at the onset of the adoption and will continue to provide support throughout the lifetime of the adoption at no cost to the District. Meeting Individual Differences: The program includes many of the important science concepts in chemistry that are repeated in different ways to support a variety of different learning styles. The “Reading and Study Workbook” includes lesson summaries and reading strategies that puts the Big Idea of each chapter in context, math

skills and sample problem features that help students develop math proficiency and gain extra problem-solving practice, chapter vocabulary reviews that help students master key vocabulary, and an assortment of graphic organizers and question formats that test student understanding. All these features allow for individual differences and varying levels of difficulty. Contribution to Integration and Treatment of Minority Groups: Illustrations in the books provide photographs of all races and both sexes. Career explorations also reflect the same. Ancillary Material: The teacher’s toolkit, including a Teacher’s Guide, Teacher’s Resource CD-ROM, Exam View Test Bank Software, Electronic Book CD-ROM, a Multimedia DVD, and a Lesson Planner CD-ROM with multimedia and online resources are all provided to each teacher at no charge on a one per teacher basis. Textbook Adoption Committee Member, Thank you for volunteering to be on the Chemistry textbook adoption committee. This program will be studied this coming fall and then implemented in the fall of 2011. Therefore, you are invited to our first “organizational” meeting. Please reserve Wednesday, May 19, 2010 for our organizational meeting at 3:15 PM in the Science Center in the IMC building. This meeting should not take longer than an hour. That nine-year adoption, as specified by the Board of Education, concludes this spring, 2011. The committee examined our existing program, identifying components that were obsolete and highlighted strengths that would be desirable in a new program. Rationale:

The District’s current textbook is lacking in most technological advances including DVD, CD and mp3 support.

Selection:

In January of 2011 a committee of Elementary Instrumental music teachers were brought together to study textbooks. Letters were then sent to publishers requesting examination materials. Committee members formulated goals and objectives that provided the framework for the study. Committee members shared the submitted textbooks with students, parents and their department members. The month long study culminated with books being recommended for purchase to the Board of Education.

Information gathered from all stakeholders, research provided by the textbook publishers, a review of applicable state standards, the RUSD instructional targets, and textbook reading levels were all important items assisting teachers as they worked in their committee.

Program Strengths:

All recommended materials will serve our students well, and represent the state-of-the-art items available to study these areas. The textbook aligns closely with the District’s instructional targets and matches the maturation levels of our students.

This aligns particularly well with the North Star Teaching and Learning Framework the District is utilizing.

Meeting Individual Differences:

Teachers are provided support materials that will assist them as they work with students below, at, and above grade level. This includes instructional strategies, media, and other similar resources.

Contribution to Integration and Treatment of Minority Groups:

Materials selected for this adoption were carefully analyzed for any stereotyping. A significant amount of time was spent analyzing photographs, readings, charts, etc., to make sure these materials provided a multicultural and non-sexist approach to these subjects.

Economics is a one- semester graduation requirement. Grade 10-12 World Geography is a one-semester elective for students (required at Walden). IB Psychology is a one-semester elective at Case High School only. The current editions students are using were copyrighted in 2001 and written in the late 1990s. IB Psychology is an extension of an existing course. These books will come with all the technological advances that have been made in textbook delivery systems. Selection: In the Spring of 2010 a committee of Economics and World Geography teachers was brought together to study textbooks. Letters were then sent to publishers requesting examination materials. Committee members formulated goals and objectives that provided the framework for the study. Submitted textbooks were reviewed using the Secondary Social Studies Evaluation Form. Committee members shared the submitted textbooks with students, parents, their department members, as well as with colleagues in Special Education. The three-month study culminated with books being recommended for purchase to the Board of Education. Information gathered from all stakeholders, research provided by the textbook publishers, a review of applicable state standards, the RUSD instructional targets, and textbook reading levels were all important items assisting teachers as they worked in their committee. The current IB Psychology instructor met with a number of IB teachers in the United States and decided to choose the recommended text.

Program Strengths: All recommended materials will serve our students well, and represent the state-of-the-art items available to study these areas. Textbooks align closely with the District’s instructional targets and match the maturation levels of our students. A major strength of the Pearson materials is that Grant Wiggins, a well-known expert in instructional design, serves as a co-author. This aligns particularly well with the North Star Teaching and Learning Framework the District is utilizing. Meeting Individual Differences: Teachers are provided support materials that will assist them as they work with students below, at, and above grade level. This includes instructional strategies, variety of Power Point Presentations, media, and other similar resources. Contribution to Integration and Treatment of Minority Groups: Materials selected for this adoption were carefully analyzed for any stereotyping. 1) What is the rationale as to why this textbook series needs to be adopted at this time?

This Retailing course is an additional course to the Marketing Management Career Pathway and will need a book this coming fall. Course instructors will need current textbooks and ancillary materials to teach the processes and technologies used within the Retailing course. It is important for the Business & Information Technology Education Department to remain as current as possible to prepare students for career and/or college readiness.

2) What was the overall process used to select these materials?

Instructors teaching the course were contacted in the fall 2010 to review the needs of the Marketing Management Career Pathway. It was determined a current textbook and ancillary materials were needed to provide current information to students interested in this field. Instructors were given a Textbook & Ancillary Materials Adoption Packet to help guide them and to gather important information for the textbook adoption process. After completing the adoption package in great detail the instructors returned them to the Career & Technical Education (CTE) Office with their recommendations. From these adoption packages the CTE Office completes the textbook adoption process.

3) Did representatives from all impacted stakeholders participate in developing the textbook adoption

recommendation? If not, explain.

Yes. The selection committee was composed of Senior High School Business & Information Technology Education Teacher representatives from multiple high schools including a variety of Marketing teachers and other department members. The committee also included Special Education representative, a representative from the Educator’s Credit Union Board, and the Supervisor of Career & Technical Education to review and give input to the textbook selection. A Marketing Career Pathway committee started working on the pathway in June 2010. The textbook committee then started its work in September 2010 and completed its work in March 2011.

4) What are your current program strengths?

The Retailing course is a new advanced-level course added to the current Marketing Management Career Pathway. This course will introduce students to the fundamental retailing principles with cutting edge updates on the latest trends and practices in today’s fast-paced retail market. Examples of course topics include the retailing environment, market selection and location analysis, retail operations management, and retail administration. Current enrollment in this course will allow students to participate in the Cooperative Marketing Education Program and apply their retail knowledge and skills to real world experiences. Students may earn 3 technical college credits on a Gateway Technical College transcript with a C grade or better.

5) What data and research led the study committee to focus on this textbook series?

The recommendation to adopt this textbook was made after a series of meetings that reviewed our present program, examined program direction at the state, local and national levels, examined the District standards that need to be covered in this course, and reviewed the textbook programs presently available for adoption. Teachers and counselors also met face to face with GTC Staff to discuss pathway and course transitioning for RUSD students to GTC if desired. Additionally, the study committee used

The Career & Technical Education Textbook Evaluation Form was used by each committee member to guide them through the process. This tool provides questions to reviewers for an in-depth consideration of many directly related issues when choosing a textbook.

11) Did school district budget issues influence your decision? Please explain.

No. The study committee progressed through the adoption process without any district budget issues influencing the decision as the alternative were only a few dollars in price difference. The committee believes the best selection was chosen regardless of the minor differences in price.

It was very important to the study committee to have a current text that aligned with state and national standard while providing a rigorous and relevant text that students would enjoy and be able to learn from. It was determined an up-dated textbook and ancillary materials was needed to keep current in this field. After completing the adoption package in great detail the instructors returned them to the Career & Technical Education (CTE) Office with their recommendations. Students use the FoolProof online modules to work through financial activities. Students in this course also participate in the district Financial Literacy activity, Reality Check Day. In addition, this course is articulated with Gateway Technical College and may count for technical college credit upon completion. Completion of this course will allow students to participate in additional advanced-level courses, which lead to potential participation in the Business & Information Technology Co-op Program or the Financial Services Youth Apprenticeship Program.

A Tregoe problem solving process was used throughout the overall adoption process. The Career & Technical Education Textbook Evaluation Form was used by committee members to guide them through the process. This tool provides questions to reviewers for an in-depth consideration of many directly related issues when choosing a textbook.

11) Did school district budget issues influence your decision? Please explain.

No. The study committee progressed through the adoption process without any district budget issues influencing the decision as the alternative were only a few dollars in price difference. The committee believes the best selection was chosen regardless of the minor differences in price.

12) Which issues related to the study committee’s recommendation appears to be the most important? It was very important to the study committee to have an up-dated text that aligned with state and national standards while providing a rigorous and relevant text that students would enjoy and be able to learn from. Easy reading with a clear understanding for students to grasp legal concepts was also very important.

The study committee is recommending purchasing Student Activities and Study Guide for each student to apply their learning. Also recommended are the following: Instructor's Wraparound Edition, Instructor DVD, an EXAMVIEW® Assessment CD, and an Instructor’s Resource CD-ROM.
