SPECIFICATION FOR METRICA GRAPHS AND REPORTS
RADIO PLANNING

1 Introduction.This document specifies Metrica reports and graphs required by the Radio Planning team, classified in four main categories: traffic, accessibility, retainability and features. A few specific functionalities are needed; they are presented at the end of the document.
General information: The reports relate to a group of cells and a specific date. The graphs relate to one, two
or three cells, and to a determined date/time range. The graphs are of type “Line” if not stated otherwise. A so-called ‘graph’ in this document can be shown as several graphs in Metrica, some
of which can have two value axes. This is specified in the columns “Graph #” and “Axis #”.
Decimal numbers must be shown with 2 decimals.
Notice all mentioned dropping and failure rates are to be understood as the ones related to the Radio Network only.
Remark: The period during which data have to remain available in Metrica will be discussed later.
2 Traffic.Some new indicators will be used several times in the following reports and graphs and are presented below:

TCH_key_traffic_dim is used for dimensioning purposes and is defined as the average of the highest 3 hourly traffic values related to a specific week. There is a new value each week.Important note: the highest 3 traffic values are directly selected from the 168 hourly values available, i.e. they can relate to the same day!
TCH_key_traffic_mon is used for monitoring purposes and is as the average of the highest 3 hourly traffic values related to the previous 7 days. 2.1 TCH traffic weekly graph.
This graph relates to selected cells and date range. One value per week is shown. From the date range selected, dates up to present (for which data is available) will be shown as in the first table below. The graph #1 will also show data for the future, based on the traffic and capacity forecast for the considered cell(s), as shown in the second table below.

2.7 TCH congestion/load daily report.
This report relates to a group of cells and a selected date. It only shows cells that meet criteria (>= user-defined thresholds) on TCH BH load and TCH BH congestion in minutes. It is sorted first on TCH BH congestion and then on TCH BH load, both in descending order.

2.8 Low TCH traffic daily report.
This report relates to a group of cells and a selected date. It aims at identifying cells that carry little traffic compared to the installed capacity and at giving input to the TRU re-deployment process. It includes cells having no congestion and a load (TCH 14-day BH load (%)) smaller than a user-defined threshold, sorted on load in ascending order.

This graph relates to selected cells and date range. One value per week is shown. The five indicators always sum up to 100%. The graph shows bars of the same height (100%), one per week, containing parts of different colours and sized according to the value. The mapping of Interference band to colours is shown on a legend below the graph.

This report shows information at cell neighbouring relationship level and is run for a group of serving cells. For each of those all defined neighbours (for more details on neighbouring relationships file import, see 2.9 – Cell zero handover report) are considered as target cells. The report can be sorted in descending order on HO failure rate, HO decisions to attempts or Succ HO back to old 10 sec (%). The user can enter thresholds for HO failure rate (%), for HO decisions to attempts and for Succ HO back to old 10 sec (%).

It can also be processed for an area (based on the first two digits of the cell ID, i.e. “AN”, “BW”, “BX” etc.).The defined neighbouring relationships will be extracted on a weekly basis from a text file, each row containing two fields: ‘Serving Cell’ and ‘Target Cell’. This process will be launched manually.

8 Data to be imported into Metrica.
8.1 Traffic prediction.
On a monthly basis a text file containing traffic predictions will be imported into Metrica. This file will contain one line per cell and per week, from the current week to the end of forecasting period (can be up to 2 years). Each line will show: Cell ID, Date, Predicted traffic, Required capacity.
8.2 Cell neighbouring relationships.
The cell neighbouring relationships will be imported into Metrica to allow identification of zero-handover cells. The frequency will be between weekly and monthly. The file will be a text file with each line containing Serving cell ID and Target cell ID.
9 Miscellaneous.
9.1 Web access.
All the reports and graphs defined in this document will be available through the Metrica web access.
9.2 Cell group creation.
It will be possible for dedicated Metrica users (license) within the Radio Planning team to create new cell groups. Those groups will then be available to web access users.
9.3 Area cell group.
Groups of cells based on the first two digits of the cell ID will be available (by example, the cell AN0246 would belong to the area group “AN”, etc.). They will be based on dynamic queries on cell Ids (as opposed to static definition).
