Brief Description

This is a part of a four part specification numbered 0 through to 3 describing the requirements for setting up systems for Remote Monitoring and Management of Locomotives and Trains (REMMLOT).

FOREWORD

REMMLOT Enables remote monitoring of Diesel Locomotives. It creates a complete IT enabled ecosystem which provides a platform for remotely monitoring health and operational characteristics of diesel electric locomotives.

It also enables monitoring of performance of crew and helps in identifying lapses, e.g. when he passes a signal at danger. This will enable focused counselling and training of such crew, who are prone to unsafe working.

REMMLOT also monitors condition of locomotive and makes preventive maintenance of locomotives more effective. REMMLOT monitors shutting down of locomotives when idle for a long time and generates management information to ensure this.

The complete specification for REMMLOT is split over four parts numbered from 0 to 3. Together these parts specify the requirements for setting up the complete system.

0 Introduction This document is part of set of documents specifying equipment and services for the deployment of REMMLOT. Kindly see the list of referenced documents for locating other documents of the set.

Diesel locomotives of IR are now fitted with Microprocessor based control, which have fault diagnostic and locomotive health monitoring system. These systems capture the operational and performance data of locomotive continuously.

This document provides the overview of a set of specifications that aim to capture, relay, analyze and present this data to maintainers for improving maintenance by applying condition monitoring strategies.

The specifications of this set of equipment / service requirements are detailed in their respective specification. The relationships of the different specifications included in this set are as given in the diagram below:

1 Objectives and Scope This document outlines the scope of requirements and the inter-relationships for setting up REMMLOT systems. The complete deployment of REMMLOT requires the following sub-systems:

• Locomotive Remote Monitoring System (LRMS) consisting of the on board equipment

• Locomotive & Train Management System (LTMS) consisting of datacenter, internet portal and 24x7 Technical Helpdesk.

• Facilities for access at Diesel Shed’s

The implementation of REMMLOT will require equipment and services to be procured. The related specifications contain the technical details for the procurement and equipment and services. A model document for implementing a Service Level Agreement is also provided for ensuring that the quality of outsource services are monitored and measured ensuring acceptable level of service and taking appropriate corrective and preventive action.

3 Definitions

3.1 SADS

Situation Awareness Display System (SADS) is a network of PCs connected to multiple large-screen LCD monitors which displays real-time information

3.2 Geo-fence

A geo-fence is a virtual perimeter for a real-world geographic area. This is developed using GPS sensing and referencing with a set of coordinates stored in a database that define the virtual fence.

4 Brief description of the system/equipment/components The overall aim of the project is to provide an intelligent, time saving infrastructure that provides capability to identify and grade locomotives in real-time for proper planning of maintenance and prevention of line failures.

The complete REMMLOT system shall consists of locomotive on-board equipment, communication interface, data logging server, data analysis engine, data presentation application, user client (both PC and cellphone based). A 24x7 helpdesk is specified for providing assistance for maintenance of system and also for troubleshooting of the locomotives.

The data shall be collected from the locomotive computer, relayed to the remote server via a GPRS link. The data shall be stored on the server, analyzed as per pre-defined or user defined rules and presented via simple and easy to use web interfaces.

The following figures provide the overview of the equipment and services that are required for implementation of REMMLOT.

5 General requirements The equipment supplied against this specification shall meet the following general requirements.

• The equipment supplied shall be of good quality, rugged and reliable and capable to withstand environmental and use conditions. The individual components shall meet the lifecycle for that category of equipment.

• Wherever outsourced equipment is used care shall be taken to ensure that the equipment is sourced from reputed manufacturers.

• The supplier of equipment supplied under this specification shall ensure proper interfacing and connectivity between equipment / software.

6 Functional Requirements The expected functional requirements of the system components are provided briefly as under.

6.1 Overview of functional requirements

6.1.1 Locomotive on board equipment:

The onboard equipment shall interface to the locomotive Vehicle Computer in a manner such that all parameters acquired by the vehicle computer are available for further processing. This equipment shall have its own independent GPS system for getting the geographical location..

6.1.2 Communication system:

Locomotive on-board equipment shall be equipped with GPRS/EDGE/CDMA based communication system for relaying of acquired data.

6.1.3 Data logging servers:

These servers shall be located at the data centre of the supplier / service provider. These servers shall log data relayed by the locomotive on-board devices.

6.1.4 Data analysis and presentation systems:

These shall be server side applications running at the data centre of the provider and shall analyze the data as per predefined / user defined rules. This software shall also prepare the information generated for display on the internet portal.

6.1.5 Internet Portal:

A secure internet portal shall form the user interface of the REMMLOT system. All users shall interact through the portal.

6.1.6 Client applications:

PC and mobile applications shall form the applications for interaction for users. Additionally data analysis and visualization application shall be provided on the PC for further analysis as required by the user.

6.1.7 Geo-fence development:

The LTMS provider shall be required to develop geo-fences for identification of locomotive location. These fences shall demarcate boundaries of railway zones and divisions.

6.1.8 24x7 technical helpdesk:

This helpdesk shall provide support for running of the system.

6.1.9 Training:

Training of users shall be an inherent part of service to be delivered. The users shall be trained for use of different applications and software provide.

6.2 Overview of REMMLOT Dataflow

The following figure depicts the overview of the dataflow for REMMLOT data.

8. Data stored in the RDBMS shall be made available through http on web pages designed using the SADS concept.

9. The information shall be viewed using clients running on PC / laptops and phones.

10. The TDMS files shall be available for download using FTP.

11. The TDMS files shall be analysed using NI DIADem. It shall also be possible for the DIADem application to connect to data from the RDBMS using ODBC.

12. It shall be possible to download data directly from the LRMS / MBCS using laptops.

13. The downloading programme shall convert the data to TDMS file.

14. The TDMS file so generated in (13) shall be uploaded to LTMS server if required.

15. The TDMS file generated shall also be available for local data analysis using DIADem if required.

Application Note

The complete system has purchased components and outsourced services. The purchased components shall be tested as per requirement of the specifications. The outsourced services shall be tested and monitored as per service level agreements for the same.

The detailed functional requirements, specifications, testing criteria of the subsystems indicated the figures are listed in the respective system specifications.

7 Technical Requirements Detailed technical requirements for each component of the REMMLOT systems are provided in the relevant part of the specification.

8 Applicable drawings Applicable drawings (if any) for each component of the REMMLOT systems are provided in the relevant part of the specification

9 Safety Requirements All equipment provided under this specification shall meet the existing safety norms as applicable for the respective environment. The applicable norms are listed in the relevant part of the specification.

10 Environmental / climatic requirements All equipment provided under this specification shall meet the prescribed environmental requirements as prescribed in the relevant part of the specification.

11 Referred standards The following standards are referred by this specification. It is requested to kindly ensure operational understanding of all the referred standards.

21 Intellectual Property Rights

21.1 Undertaking by equipment manufacturer

All the specifications issued by RDSO shall include a requirement of undertaking to be signed by Vendors on “INFRINGEMENT OF PATENT RIGHTS”. The undertaking can be as under

Indian Railways shall not be responsible for infringement of patent rights arising due to similarity in design, manufacturing process, use of similar components in the design & development of this item and any other factor not mentioned herein which may cause such a dispute. The entire responsibility to settle any such disputes/matters lies with the manufacturer/ supplier.

Details / design/documents given by them are not infringing any IPR and they are responsible in absolute and full measure instead of railways for any such violations. Data, specifications and other IP as generated out of interaction with railways shall not be unilaterally used without the consent of RDSO and right of Railways / RDSO on such IP is acceptable to them.

21.2 Declaration of confidentiality of submitted documents by manufacturers

FOREWORD

REMMLOT Enables remote monitoring of Diesel Locomotives. It creates a complete IT enabled ecosystem which provides a platform for remotely monitoring health and operational characteristics of diesel electric locomotives.

It also enables monitoring of performance of crew and helps in identifying lapses, e.g. when he passes a signal at danger. This will enable focused counselling and training of such crew, who are prone to unsafe working.

REMMLOT also monitors condition of locomotive and makes preventive maintenance of locomotives more effective. REMMLOT monitors shutting down of locomotives when idle for a long time and generates management information to ensure this.

The complete specification for REMMLOT is split over four parts numbered from 0 to 3. Together these parts specify the requirements for setting up the complete system.

0 Introduction This document is a part of set of documents specifying equipment and services for the deployment of Remote Monitoring and Management of Locomotives and Trains (REMMLOT). Kindly see the list of referenced documents for locating other documents of the set.

1 Objectives and Scope of the specification This document describes the requirements of locomotive remote monitoring system consisting of on-board equipment i.e. Locomotive Remote Monitoring System (LRMS) required for the implementation of REMMLOT.

4 Brief description of the system/equipment/components The locomotive remote monitoring system on-board equipment (OBE) consists of hardware components and associated modification and integration of software for making the equipment functional and interfaced to the locomotive computer. The following shall be considered as part of this equipment:

• Interface card for locomotive MBCS providing full functionality required for REMMLOT.

• Antennae suitable for mounting on the locomotive inclusive of mounts and shrouds / covers protecting the antennae from environmental and physical damage.

• Connectors / cables and wiring accessories required for making the equipment functional.

• Software for enabling all equipment features on the locomotive computer.

• Service support required for fitment, integration, software modification for making the features fully operational.

• GPRS/EDGE/CDMA system for transfer data. This provision shall include connectivity (including subscription cost) for the specified warrantee period.

• Training for operations and maintenance of the equipment.

• A utility for download and convert the data logfile of the MBCS to NI TDMS format. This utility shall have features to upload the converted file to the LTMS server. This feature is required incase of failure of system to upload data.

5 General requirements

5.1 Manufacturers qualification

Manufacturer of the equipment shall be an RDSO approved supplier of the MBCS for diesel-electric locomotives.

Incase of third party supply, the LRMS manufacturer shall have a formal MoU with the MBCS manufacturer and approval to supply LRMS modules must be provided by the concerned MBCS manufacturer.

5.2 Equipment Requirements

The equipment specified in this document is expected to meet the following general requirements.

i) The equipment shall be designed for installation on diesel electric locomotives equipped with MBCS. The equipment manufacturer shall get the equipment design approved by RDSO before fitment on locomotives.

ii) The computer interface cards of the equipment shall be interfaced with the locomotive computer, preferably be an integral part of the system and shall plug into the system bus.

iii) The antennae for GPS and GPRS/EDGE/CDMA systems shall be fitted on the locomotive exterior and shall be located for best possible reception / transmission. These antennae shall not violate the MMD of Indian Railways.

iv) The equipment, cabling and connectors shall be designed to handle the harsh environmental conditions of the locomotive.

v) The equipment shall be capable of working in all types of electrified as well as non electrified territories.

5.3 Training

The equipment manufacturers shall arrange, training this shall be a part of the equipment supply. Personnel of Indian Railways shall be nominated to attend. The to and fro fare and living expenses shall be borne by Indian Railways.

6 Functional requirements The LRMS shall provide the following functions:

6.1 GPS Location

The system shall reliably acquire the GPS coordinates and time data of the vehicle both at standstill and on run.

6.2 Communication link for data transfer

The system shall provide GPRS/EDGE/CDMA based communication capability transfer of data from the locomotive to the data server both at standstill and on the run. The GPRS / EDGE module shall be such that it shall be easily upgradable as required to keep up with the changes in technology of the mobile telephony systems in the country.

6.2.1 Performance requirement of communications link

The communication system shall be capable of transmitting all acquired data at rates better than once in 10 minutes. The equipment (including the communications provider) shall achieve this requirement better than 95% of the times in a month.

The equipment provider shall suitably select the modem and service accordingly.

6.2.2 Antennae for GPS/GPRS/EDGE/CDMA

The antennae shall be mounted on the exterior of the locomotive. The design of the mounting and location shall be selected in such a manner that the locomotive with the mounted antennae does not infringe the Indian Railway Maximum Moving Dimensions.

The antennae shall be suitably protected for damage due to environmental elements and physical damage

6.3 Relay of logged data

The system shall be able to access all locomotive parameters as captured by the MBCS and shall relay these and the GPS coordinates and RTC time to a central server at specified intervals. These parameters shall be defined for each locomotive type and microprocessor control combination.

6.3.1 Data to be relayed from the locomotive

The data to be transferred from the locomotive to the remote server shall be a subset of the captured data. The exact data to be transferred and its frequency shall be decided jointly by the MBCS vendor and RDSO.

The presently defined list of parameters and reports based on the same are listed in the table below. The MBCS manufacturer shall define these parameters jointly with RDSO, wherever these are not defined, following the pattern provided in the documents listed in the table below:

6.3.2 Data format for relaying data

The data from the locomotives shall be relayed using the NI-TDMS file format. The exact structure, channel names and information headers shall be detailed separately for each combination of loco class and control type jointly by RDSO and the MBCS manufacturer.

6.3.3 Transfer of logged data by other than wireless means

A software utility shall be provided to download and convert and save the logged data of the MBCS to NI-TDMS format file. These files shall be created such that each file contains the logged data for one day (also see requirement of start and end times for logged data in TDMS files).

6.3.4 Naming of TDMS files

TDMS files shall be named as per the following template: NNNNN-YYYYMMDD.tdms (NNNNN is the locomotive number and YYYYMMDD is the date in year (4-digit), month (2-digit) and date (2-digit) format. It shall be possible to submit these files to the LTMS server for safekeeping, analysis and archival.

6.3.5 Start and end times for logged data in TDMS files

The TDMS file name for a given date shall contain data logged for the 24 hours. The new file shall be created at 00:00 HRS and all 24 hours data shall be logged to this file. Incase the locomotive happens to be in motion at this appointed time; the data shall be logged to the TDMS file currently being used instead of opening a new file. The new file shall be opened when the locomotive comes to a halt.

6.4 Power supply

The GPS and GPRS/EDGE/CDMA sub-systems shall normally be powered from the locomotive computer chassis but shall have backup power source directly from the locomotive battery capable of supporting the system when power has been removed from MBCS.

The system shall have failover features which allow the GPS and GPRS/EDGE/CDMA sub-systems to be switched to the loco battery. This power source selection shall be fully automated and shall require no human intervention.

6.5 Entry of loco pilot details

LRMS shall provide a feature for the loco pilots to enter their details into the system. This detail shall be saved as a part of the datalog file. The following details shall be entered by the loco pilots through the MBCS or the DIALS display.

6.6 SOS Signal

A system of loco pilot SOS signal shall be provided to permit the pilot to call for help by pressing a single button. This shall have the feature of informing the loco pilot whether a message could be sent or not.

When the SOS button is pressed, a snapshot of all I/O and state of the locomotive control system shall be captured and transmitted to the LTMS server.

6.7 GPS Clock Synchronization

The GPS clock data shall be shared with other locomotive systems for synchronization / correction of RTC. This sharing shall be done using NMEA 2000 (high level communication format only) over Ethernet (IEEE 802.3 10baseT 100base Tx M12 D-Coding).

7 Technical requirements The LRMS shall comply with the following technical requirements:

7.1 Equipment

i) All cards and plug-in devices of LRMS interfacing with the vehicle computer shall comply with all requirements of the respective MBCS.

ii) The criteria for testing of the LRMS that interfaces with the MBCS shall be identical to that of the MBCS components.

7.2 GPS system

The GPS sub system shall meet or exceed the following requirements:

i) L1 Frequency C/A Code with 12 (or higher) independent Tracking Module (Channels).

ii) Tracking Sensitivity shall be better than -150 dBm.

iii) Autonomous Positional Accuracy shall be better than 10 metres

iv) Suitable to work upto 250 kmph speed

v) 1Hz Update Time

vi) Reacquisition time < 250 milli seconds

vii) Cold Start better than 45 seconds

viii) Warm Start shall be better than 38 seconds.

ix) Hot start better that 5 seconds

x) Antenna Short Circuit Protection

xi) Built-in Antenna supervisory circuit for determination of active antenna open or short state

xii) Built-in non volatile RTC with battery backup option

xiii) The GPS data shall be made available for other applications / equipment on board the locomotive. This data shall be provided as per the NMEA 2000 (high level communication format only) over Ethernet (IEEE 802.3 10baseT 100base Tx M12 D-Coding).

8 Applicable Drawings There are no drawings forming a part of this specification.

9 Safety requirements The equipment shall meet all statutory and regulatory criteria required for safety of users.

All requirement as specified in the specifications of the respective MBCS equipment shall be complied by the LRMS.

The antennae and its accessories including cables and connectors shall be tested for compliance to AAR-S-9401 or IS equivalent.

10.1 Minimum temperatures The minimum temperatures listed in the AAR standard S-9401 is -40°C. Such temperatures are not encountered on the Indian Railway system. Hence the lower temperatures listed in the standard shall be interpreted as -20°C in lieu of -40°C as stipulated in the standard.

11 Details of standards followed and validation As specified in the specifications of the respective MBCS equipment.

12 Maintenance and diagnostic aid As specified in the specifications of the respective MBCS equipment.

13 Documents to be supplied by equipment supplier The equipment provider shall provide all documents as specified in the specifications of the respective MBCS equipment.

A copy of the detailed bill of materials for the REMMLOT system shall be provided.

14 Accessories

14.1 Tools

The supplier shall provide all tools required for maintenance by the end user. The list of tools shall be jointly approved by RDSO and the equipment provider before supply.

14.2 Spares

The supplier shall provide all spares required for maintenance by the end user. The list of spares shall be jointly approved by RDSO and the equipment provider before supply.

15 Training The equipment manufacturer shall provide training to maintainers operators and other users of the system where required for operations, maintenance and proper use of the system.

16 Tests & Verification: The equipment shall be tested for functional capability, ability to withstand environmental conditions and for reliable performance under field conditions.

16.1 Standards for testing

The equipment interfacing with the MBCS shall be tested in accordance to the requirements of the MBCS.

16.2 Sampling plan.

Unless otherwise specified, the sampling plan shall be in accordance with IS2500.

17.4 Routine test

The routine test shall consist of visual check and functional test as specified under acceptance test.

17.5 Makers test certificate for outsourced item

All items that are outsourced by the equipment manufacturer shall be indicated so. The type and extent of control that has been exercised shall be provided with proper documentation.

The manufacturers (of the outsourced sub-assembly) test certificates shall be provided.

18 Painting, labeling and marking The equipment shall be appropriately painted for aesthetics and protection. The parts, connector ports, mounting points etc shall be clearly marked in a manner that these are easily readable and remain legible over the lifetime of the equipment.

19 Packaging and delivery The equipment consists of sensitive and fragile electronic systems. These should be packed with precautions required to prevent damage in transit.

20 Guarantee / Warrantee The equipment manufacturer shall provide warranty guarantee for performance as per the IRS conditions.

The subscription and the functioning of the GPRS / EDGE connectivity shall be ensured by the manufacturer for the duration of the warrantee and also during the period of extended warrantee.

21 Intellectual Property Rights

21.1 Undertaking by equipment manufacturer

All the specifications issued by RDSO shall include a requirement of undertaking to be signed by Vendors on “INFRINGEMENT OF PATENT RIGHTS”. The undertaking can be as under

Indian Railways shall not be responsible for infringement of patent rights arising due to similarity in design, manufacturing process, use of similar components in the design & development of this item and any other factor not mentioned herein which may cause such a dispute. The entire responsibility to settle any such disputes/matters lies with the manufacturer/ supplier.

Details / design/documents given by them are not infringing any IPR and they are responsible in absolute and full measure instead of railways for any such violations. Data, specifications and other IP as generated out of interaction with railways shall not be unilaterally used without the consent of RDSO and right of Railways / RDSO on such IP is acceptable to them.

21.2 Declaration of confidentiality of submitted documents by manufacturers

While submitting a new proposal/design, manufacturer must classify their documents confidentiality declaration, such as

*Testing can follow Sinusoidal Vibration Test (clause no.5) and Random Vibration Test (clause no.6) or, as an alternative to those sections, can follow Mechanical Shock Test (clause no.7), but not both. 1. Tunnel Temperature Test (As per AAR S-9401- 3.2.2.3) The equipment shall be placed in a chamber and soaked at Tmin at -20°C (designating "minimum temperature") until thermal equilibrium is achieved. While the equipment is powered and undergoing functional test, the chamber temperature shall be raised to the maximum + 140°C tunnel temperature over a period of 5 minutes. The chamber temperature will then be lowered to back down to Tmin at -20°C within the next minute. No equipment malfunctions may occur for successful completion of this test. 2. Temperature Extremes Test (As per AAR S-9401- 3.2.2.3.1) The equipment is run through a functional test initially at ambient temperature, at a high temperature (Tmax +5°C ), and at low temperature (Tmin -5 °C). Tmax and Tmin is +50°C and -20°C. Power is not applied to the equipment until thermal stabilization is achieved. After thermal stabilization, the equipment is powered and acceptable functional performance is verified. 3. Temperature Cycling Test (As per AAR S-9401- 3.2.2.3.2) This test will commence for 75 cycles. The test extreme temperatures will be Tmax +5 °C and Tmin -5 °C, Tmax and Tmin is +50°C and -20°C. Once the equipment temperature has stabilized within 2°C of the extreme temperature, “equilibrium” is reached and the test may advance to the next excursion. The temperature ramp rate of equipment shall be maximized with a goal of 5 °C per minute, minimum. The ramp rate of an excursion is defined as the rate achieved after 80% of the total temperature excursion is completed. The equipment shall be powered on during the transition from cold to hot. The unit shall be powered off during the transition from hot to cold. Health monitoring of the unit shall be perform whenever the equipment is powered on. 4. Steady-State Humidity Test (As per AAR S-9401- 3.2.3.2) The equipment shall be tested condition the equipment at a temperature of 50 °C ±5 °C for a period of 24 hours. At the end of this period, allow the equipment to thermally stabilize under standard conditions of test, and make initial measurements as specified in the specification. The equipment shall be exposed to a relative humidity of 90-95% and a temperature of 40 °C ± 5°C for 96 hours. The equipment shall be functional and meet all published specifications before, during, and after the steady-state humidity test. 5. Sinusoidal Vibration Test (As per AAR S-9401- 3.2.4.1) Vibration test shall be performed according to the standards contained in AAR AAR S-9401-, (3-axis cycled vibration test) and level indicated in table (table- 1) The equipment shall operate satisfactorily when subjected to sinusoidal vibration in the frequency range of 1 to 300 Hz applied along each of three mutually perpendicular axes for a period of 4 hours per axis. Random vibration test shall be performed according to the standards contained in AAR AAR S-9401-, The equipment shall be subject to random vibration with the power spectral density as shown in figure (figure-1), applied along each of three mutually perpendicular axes for a period of 4 hours per axis. The equipment shall be functional and meet all published specifications after the Random Vibration test.

8. Salt Fog Test (As per AAR S-9401- 9.2.5) The salt fog test shall be performed by equipment qualifying to the standards contained AAR S-9401. A 5% salt concentration (by weight) shall be used. The test solution shall be prepared as specified. Preparation of salt solution: Prepare the salt solution dissolving 5 parts by weight of salt 95 parts of water confirming to specification S1193, Type IV. The salt shall be sodium chloride (NaCl). ACS reagent grade. The pH of this solution shall be the range of 6.0 and 7.0. Added 0.25g of reagent grade copper chloride (CuCl2H2O) to each litre of the salt solution. Dissolved and mixed thoroughly. The pH of the salt copper solution shall be the range of 3.1 to 3.3. The pH measurement shall be made electro metrically at 25°C. The Antenna Assembly Unit shall be placed inside the Test Setup. Adjusted the test chamber temperature to 35°C (95%RH) and conditioned the test item for 2 hours before introducing the salt fog. Continuously atomized a salt solution of a composition into the test chamber for a period of 48 hours. During the entire exposure period, the salt fog fallout rate and pH of the fallout solution to be measured of 24-hour intervals. Fallout rate is within the range of 0.5 and 3 ml/80cm/hr. stored the test item in a standard ambient atmosphere for 48 hours for drying. At the end of the drying period, Powered ON the equipment and checked the functionality.

9. Rain Test (As per AAR S-9401- 3.2.6) The Antenna assembly shall be capable of operating in rain and preventing the penetration of rainfall at a minimum rate of 13 cm/hour and an accompanying wind rate of 18 m/sec. This condition shall be maintained for the duration of 30 min. After completion of the test, rain fall will be stopped and air velocity to be decreased to 0 m/sec. 10. Sand and Dust Test (As per AAR S-9401- 3.2.7)

(a) Blowing Sand (As per AAR S-9401- 3.2.7.1)

The sand concentration shall be maintained at 1.1 g/m3. The air velocity shall be 29 m/s. Relative humidity shall be less than 30%, Operating temperature shall be (50°C± 5°C). 2. Insulation Measurement test as per clause 12.2.10.2 of IEC 60571

• All the Input / Output pins of the unit are shorted together. All the Cards are removed from the respective enclosures.

• The Insulation Resistance is measured through a 500V DC Megger between the body of unit and above pins.

• The value should be >100 Meg Ohms.

3. Voltage Withstand (Di-Electric) Test as per clause 12.2.10.3 of IEC 60571

• All the Input / Output pins of the unit are shorted together.

• A test voltage of 1000V ac to be applied by gradually increasing the voltage amplitude to set limit and maintained at that level for 1 min.

Observations

• No disruptive discharge or flash over should occur.The system should work satisfactorily.

IR Test after Dielectric Test

Repeat the “Insulation Resistance Test” after the Dielectric test once again and record the Insulation Resistance Values. Values of insulation resistance should not deteriorate much.

4. Reversal of Polarity as per clause 7.2.6 of IEC 60571

• The equipment is connected with 72V DC in Reverse Polarity at the Power Supply input Terminals and kept in that condition for one minute.

• The equipment is then connected with normal polarity of 72V DC and status LEDs are to be verified

Observations

• No damage to the equipment because of reverse polarity.

• The equipment found working normally after reverse polarity test.

5. Effect of Voltage Variation Test as per clause 5.1.1.2 of IEC 60571

• The equipment is connected to a variable DC source with normal polarity and the voltage is set to 50V DC, (0.7 times of the rated voltage 72V DC).

• Status LEDs are to be verified

• Then the voltage is slowly increased and set at 90V DC (1.25 times of the rated voltage 72V DC).

• Status LEDs are again to be verified

• Finally the voltage is set to rated voltage of 72V DC.

• Status LEDs are to be verified.

• There should be no damage to the equipment or malfunctioning because of voltage variations.

6. Performance Test as per clause 12.2.3 of IEC 60571

• Performance test or functionality of the system as per clause 4 to clause 10 of this specification

is to be checked by RDSO on Simulator/test bed at the firm’s premises.

7. Damp Heat test as per clause 12.2.6 of IEC 60571

• Test to be carried out as per IEC 60068-2-30, Test db. With +55°C as upper temperature limit and 2 cycles of 24 hours.

• The equipment to be placed in the test chamber without powering ON.

• A functional performance test to be carried out at the beginning of second cycle.

• After test to be completed, equipment to be allowed to recover to ambient conditions.

• An Insulation Measurement and Di-electric Test to be carried out.

Observations

• No damage to the equipment or malfunctioning because of Damp Heat.

• The equipment to be working satisfactorily during Damp Heat Test.

• The Insulation Resistance to be measured and found value >100 M Ohms.

• No disruptive discharge or flash over in the Di-electric test.

8. Cooling start Test as per clause 12.2.4 of IEC 60571

• This test to be carried out in accordance with IEC 60068-2-1

• The equipment is placed in a cold chamber without any voltage applied condition.

• The temperature is lowered from ambient to -0±2°C gradually.

• Once the temperature in the chamber is stabilized at -0±2°C, the equipment is retained in the chamber about 2 hours at that temperature.

• The equipment is then powered up after approx 5 to 10 minutes.

• There should not be any damage to the equipment.

• Status LEDs are to be verified.

Observations:

• No damage found to the equipment because of Cooling start test.

• The equipment is working satisfactorily.

9. Dry Heat test as per clause 12.2.5 of IEC 60571

• This test is carried out in accordance with IEC60068-2-2,

• The equipment is connected with 72V DC in normal polarity and placed in a hot chamber.

• The temperature is raised from ambient to 70±2°C.

• Equipment is kept in this condition for 6 hours, after stabilization of temperature.

• Status LEDs are verified as per sl. no. at the end of 6 hours period.

• There should not be any damages to the equipment after the test.

10. Surge Voltage test as per clause 12.2.8.1 of IEC 60571

• The surge waveform shall be generated and tested using the generator and waveform as specified in IEC 62236-3-2:2008

• Surge Voltage to be applied at BP and BN pins of working equipment.

• Status LEDs are to be verified after the test.

• There should not be any damage to the equipment.

Observations:

• No damage observed to the equipment because of Surge Voltage Test.

• The equipment should work satisfactorily after the test.

11. Vibration, Shock and bump test as per clause 12.2.12 of IEC 60571

• The complete cubicle with its mounting arrangements shall be subjected to the tests indicated in IEC 61373.

• There should not be any damages to the equipment after the test.

Observations:

• No damage to the equipment because of test.

• The equipment to be working satisfactorily after the test.

12. Transient Burst Susceptibility test as per 12.2.8.3 of IEC 60571

• Test voltage of 2KV, 5/50 nS, 5KHz as per IEC 62236-3-2:2008 to be used for testing.

• The test to be carried out in working condition of equipment as per procedure of IEC 61000-4-4.

Observations:

• No damage observed to the equipment because of test.

• The equipment to be working satisfactorily after the test.

13. Radio Frequency Interference Immunity test as per 12.2.9.1 of IEC 60571

• Radiated Radio Frequency Interference test to be performance with 10V/m (r.m.s) severity as per IEC IEC61000-4-6

• The equipments to be kept energized during the test.

Observations:

• For conducted disturbances induced by radio frequencies fields, refer to IEC 62236-3-2:2008 (Table 7 and Table 8).

• For radiated disturbances induced by radio frequencies fields, refer to IEC 62236-3-2:2008 (Table 9).

• The equipments were kept energized during the test.

• The test will be carried out at ETDC/NABL Lab.

Observations:

The equipment shall be tested to the requirements as specified in IEC 62236-3-2:2008 (Table 3, Table 4, Table 5, and Table 6). 15. Salt Mist Test as per IEC 60571-12.2.11

Salt solution

• The solution for producing the salt mist shall be prepared by dissolving (50 ± 1) g sodium chloride (NaCl) analytical reagent quality, in distilled or demineralised water to make up(1 ± 0,02) l of final solution at 20 °C; if the pH does not lie between 6,5 and 7,2, the solution shall be rejected.

Test procedure

• During the test, the temperature in the test chamber shall be maintained at (35 ± 2) °C.

• The solution and the air used to produce the salt mist shall have a temperature equal to that of the test chamber.

• The equipment should be tested in the manner in which they are expected to be used, i.e. protective covers should be in position and the equipment arranged, as nearly as possible, inthe position it will occupy in actual use.

• The test chamber shall be kept closed and spraying of the salt solution shall continue without interruption during the whole conditioning period.

• The period shall be:

– for class ST2: 16 h;

• At the end of the test, the equipment shall be washed in running tap water for 5 min, rinsed in distilled or demineralised water, then dried to remove droplets of water and stored under standard atmospheric conditions of the testing area for not less than 1 h, no more than 2 h.

• After that, the equipment is subjected to a visual examination.

Observations:

• No major damage shall occur.

• A performance check shall not show any failure or damage nor any results which are beyond the specified tolerances.

16. Water tightness test as per IEC 60571-12.2.13

• As electronic equipment is generally mounted either inside the body of the vehicle or in boxes outside, there is no need to carry out water tightness tests, apart from exceptional cases to be defined between user and manufacturer.

17. Equipment stress screening test as per IEC 60571-12.2.14

• A screening procedure to be applied to completed equipment or a part of it, for the purpose of eliminating dormant manufacturing or component defects.

After mounting of components, the populated PCB cards kept in proper chassis in energized condition shall be burnt in for minimum 45 hrs at +70 deg. C and - 25 deg C as per the cycle at figure above, wherever specified in the main specification. The PCBs will be tested for functionality to the extent possible during the burn-in test. This will be mutually decided. 18. Low temperature storage test as per IEC 60571-12.2.15

• This test shall be in accordance with IEC 60068-2-1.

• The temperature value for the test shall be –20 °C and the time period shall be 16 h minimum.

• After recovery, a performance check shall be carried out at ambient temperature.

Observations:

• No damage shall occur,

• The functional check does not show any failure nor any results beyond the specified tolerances.

A. Functional test:

These tests will be carried out under simulated conditions at supplier’s premises to establish that the REMMLOT System is functioning as per the specification. The detailed functional test plan may vary from vendor to vendor based on their design. Hence, vendor shall submit the detailed functional test plan as per their design meeting the functional requirement of the specification for approval by RDSO before prototype test. On satisfactory completion of environmental and functional tests, the prototypes will be subjected to Loco Validation tests.

On satisfactory completion of the performance tests, the REMMLOT System will be cleared by the inspecting authority for field trials.

Acceptance Test Plan:

This test is to be conducted for the system other than prototype for purchase inspection. This is the subset of type test mentioned above. Following test is required to be conducted for Acceptance test plan. The sampling plan as per IS: 2500, Pt.I, General Inspection Level-II should be adopted for selecting the samples against the lot and determining the acceptance/rejection of lot based on Acceptance test result.

FOREWORD

REMMLOT Enables remote monitoring of Diesel Locomotives. It creates a complete IT enabled ecosystem which provides a platform for remotely monitoring health and operational characteristics of diesel electric locomotives.

It also enables monitoring of performance of crew and helps in identifying lapses, e.g. when he passes a signal at danger. This will enable focused counselling and training of such crew, who are prone to unsafe working.

REMMLOT also monitors condition of locomotive and makes preventive maintenance of locomotives more effective. REMMLOT monitors shutting down of locomotives when idle for a long time and generates management information to ensure this.

The complete specification for REMMLOT is split over four parts numbered from 0 to 3. Together these parts specify the requirements for setting up the complete system.

0 Introduction This document is part of set of documents specifying equipment and services for the deployment of REMMLOT. This document is one of the set of 4 (four) documents that together comprise of the complete specification for REMMLOT.

1 Objectives and Scope of the specification This document describes the requirements of locomotive and train management system (LTMS) consisting of backend servers, databases, analysis programmes and internet portal based data presentation using the SADS concept.

2 Terminology / Abbreviations Kindly refer common list in part 0 of the specification.

4 Brief description of the system/equipment/components LTMS consists of service provision for the REMMLOT system that aims to provide services for the following: Logging, maintenance, analysis and presentation of data logged on the locomotive control computers for use by the operations and maintenance personnel of Indian Railways.

This service provision shall require internet accessible server cluster, operational 24x7. This system shall collect the data transmitted by the locomotive LRMS, compile the same in suitable databases and also convert and maintain this data in NI-TDMS files. The data in databases shall be available over the internet through dynamic web pages. The TDMS files shall be provided via a FTP interface.

This captured data shall be presented via web based applications for use by maintenance sheds and power control organization for management and maintenance planning of locomotives.

The equipment required for the setup shall not be owned or operated by the Indian Railways. Instead the service shall be purchased using the concept of performance based logistics.

LTMS is a service provision that shall provide required services for the following:

• Setting up, operation and maintenance of web portal running on servers based at an internet data centre

• Setting up, operation and maintenance (including connectivity) of SADS and DAWS at control offices.

• Setting up, operation and maintenance of scaled down system for maintenance of data, programmes and configuration of software used on the internet accessible portal. This system shall be setup at specified premises on Indian Railways.

Application Note: Recommended that equipment described in the parts 2 and 3 of this specification be purchased together for better integration and improved management of the service contracts.

5 General requirements The following general conditions apply to all equipment that shall be supplied against this specification.

5.1 Quality of equipment / software

• The equipment and mounting racks, tables and chairs shall follow OSHA guidelines for office working.

• All equipment shall be from reputed manufacturers and shall be of good quality.

• All software shall be developed with proper documentation and be thoroughly tested before deployment.

• All computers workstations supplied shall have remote management features.

5.2 Requirement for service provider

The LTMS system and its clients (covered in part 3) shall be developed, deployed and maintained by the same service provider.

5.3 Duration of contract

Since a considerable effort and experience are required for developing, testing and deployment, the duration of this service contract shall be atleast three years or more preferably tallying with the life of equipment and technological obsolescence.

The duration of the contracts shall be suitably modified by the agency initiating the contract and as such the correct duration shall be mentioned in the tender documents.

5.4 End of life / termination of contract

The equipment / service provider shall handover the following at the time of:

• Source of all equipment and ordering specifications

• All software source code and configuration files

• Details of header files, libraries and compilers used for creation of software.

• Full rights to ownership of the code and details provided.

Note: The developer may retain rights to re-use the code, configuration and specifications for any other application or customer. This option shall be explicitly stated while entering the supply / service agreements.

Explanatory Note: The applications described in this specification are unique to the Indian Railways and will be developed for use by the Indian Railways. There is no expected re-use of the entire application stack, hence the withholding of source code and other details is not desirable.

6 Functional requirements The LTMS service provider shall provide services with the following features.

6.1 Web portal for LTMS

This web portal shall be hosted on clustered high availability servers located in an internet data centre and shall be available on the internet on a fixed IP address with a registered domain name. The web portal setup shall be compliant to TIA 942 Tier III or better.

The service provider shall setup operate and maintain the web portal for use by the Indian Railways.

6.1.1 Duplicate setup for testing and monitoring

A scaled down but fully functional duplicate of the server setup for the web portal shall be setup at specified location on Indian Railways premises.

Indian Railways shall provide a suitable room for housing the server with electricity, water and network connections. The service provider shall setup up a scaled down but otherwise identical server setup of the internet portal.

The data on this setup shall be synchronized with the main server atleast once a month or better. However whenever configuration and programmes are to be amended, this server shall be modified first. The modifications tested and only then implemented on the main server.

6.1.2 Ownership of data

All data collected on the internet portal servers shall be the property of the Indian Railways. The service provider shall seek written permission for using this data for any purpose other than that specified here.

6.1.3 Ownership of programmes and configuration files

All application packages, configuration files etc. required for operation of the internet portal shall be the property of Indian Railways.

The service provider shall provide fully documented source code for all proprietary applications developed by them for the implementation of features required on the web portals and its clients.

6.1.4 Selection of application packages

It is suggested as a general guideline that the application packages that also have open source licensed copies be selected over proprietary packages.

The preferred server software stack for web portal shall be based on open source technology using Linux, Apache, MySQL and PHP. Other application software for data mining, presentation, security etc. shall also be selected similarly.

The software shall be highly scalable to support growing number of locomotives and clients.

The service provider must propose with detailed justification the selection of software packages for the internet portal and obtain an approval for the same from Motive Power Directorate of RDSO.

6.1.5 Selection of hardware platform

The service provider shall select a suitable hardware platform for creation of web portal. It is recommended to use scalable computing clusters for fault tolerance and expandability.

The service provider must propose with detailed justification the selection of hardware for the internet portal and obtain an approval for the same from Motive Power Directorate of RDSO.

6.2 Access to servers and security

The following features shall be provided for securing and accessing the web portal and its servers.

6.2.1 Access to the servers through internet

All access to the server shall be secure. A two factor authentication system shall be used for authentication and authorization.

The server shall also have atleast three user categories i.e.

• Normal Users: Able to access all reports and data but no changes are permitted

• Power users: Able to access all reports and data and modify parameters and reporting modules.

• Administrators: All functions of power users with additional ability to add / delete users.

Super user accounts shall be retained by the service provider for the system maintenance.

6.2.2 Physical security of server and data

The service provider shall ensure that servers are physically protected from unauthorised access. The server shall be secured with biometric security and all physical access shall be logged.

There shall be adequate provisions to ensure that data available on the server is available only to authorised personnel and the access by all shall be logged for traceability.

6.3 Reception conversion, storage and management of LRMS data

The servers shall be capable of receiving the data transmitted by the locomotive LRMS. The server systems shall be capable simultaneous reception of locomotive data and meet the performance metrics for the same.

The data received from the locomotives shall be checked and then converted and stored in two different formats.

6.3.1 Data on RDBMS Server

The data shall be stored on RDBMS server. The data on the RDBMS server shall be available through ODBC interface and also via predefined dynamic web pages.

6.3.2 Data stored in NI TDMS format

The data shall be converted and stored as National Instruments TDMS (Technical Data Management Streaming) file format. These files shall be prepared on per locomotive per day basis i.e. for a given locomotive number; one file shall be kept for each day. A new file shall be opened when the locomotive is standstill. (Incase a locomotive is in motion at 00:00 HRS, data shall be recorded in the previous day’s file till such time the locomotive comes to a stop.)

These files shall be named as per the following naming template.

File name template NNNNN-YYYYMMDD.tdms

NNNNN 5 digit locomotive number

YYYY Year in 4 digits

MM Month of year in two digits

DD Day of month in two digits

The TDMS files offer three levels of hierarchy – root, group and channel as shown in the figure alongside. The file format also allows the logged data to be stored alongwith the meta-data which can contain properties and names of data channels.

These features shall used to document the captured data extensively and also to internally organize the file.

The internal organization shall be as per the following overall plan:

• Root property fields shall be used to store information like locomotive number and date, train details as entered by the crew.

• All data channels shall be named with names / abbreviations that make the channel name unique and easy to understand.

• The following top level groups shall be used to organize data channels:

o Engine: Shall contain all channels pertaining to the diesel engine and its systems.

o Pneumatic system: Shall contain data related to compressors and pneumatic brake equipment.

o Low Voltage Electrics: All parameters of equipment associated with low voltages on board.

o High Voltage Electrics: Parameters of equipment in the high voltage equipment.

o Vehicle: Parameters related to whole locomotive like speed, TM speed, vehicle speed etc.

o General / Misc Parameters: Parameters that could not be included under the other groupings.

o Data Pack: This group shall contain the data captured for the different data packs i.e. Event Recorder Data Pack, Steady State Data Pack, Cumulative Data Pack and Fault data pack.

All the TDMS format files generated shall be stored in folders by locomotive number. These files shall be available for download via FTP.

6.3.3 Retention period of data

Data shall be stored for a period of four years for each locomotive. Older data shall be archived for a period of six months and if no request is received this shall be automatically purged without any further confirmation.

The data shall be moved from active to archive and purging of archive shall be done once a month on fixed and mutually agreed dates.

6.4 Analysis and presentation of data acquired

The server shall have predefined queries for analysis of the logged data. The server shall also support user defined queries with options to save the same as pre-defined queries.

The results of the queries shall be published on the website in a tabular format, graphs and also links shall be provided to download the data into a MS Excel readable file.

The data shall be presented to the users in the form of reports and data visualization in charts and graphs.

6.4.1 Reports

6.4.1.1 Canned reports

The portal shall have canned (predefined) reports that can be accessed by the users on demand. These reports shall be displayed in a separate new window and options for printing, emailing and exporting (to MS Excel readable file) the same shall be provided.

The following canned reports shall be provided

1. Diesel Shed MIS Report

2. Divisional Power Control MIS Report

3. Zonal Power Control MIS Report

The data and the format for presentation of these reports shall be jointly fixed by RDSO and the service provider.

6.4.1.2 User defined reports

The portal shall have options for users to create their own reports. It shall be possible to save these visualizations as canned reports in the user’s login.

6.4.2 Data visualization

The portal shall offer feature of data visualization. This feature shall provide the users with the ability to select data in a SELECT query and display the same in two different modes for visualization i.e. time trend visualization and aggregate data visualization.

The two modes of data visualization are detailed below.

6.4.2.1 Time trend visualization

This feature shall allow the user to select upto six channels of data which shall be presented as a time trend graph.

It shall be possible to fix Lower Control Limit (LCL) and Upper Control Limit (UCL) on any one parameter out of six and the software shall indicate areas for where the given parameter falls out of these limits. The remaining five time trends shall also be indicated in this graph using suitable scale.

It shall be possible to download the selected data in MS Excel readable file for offline data analysis.

It shall be possible to save these visualizations as canned visualization in the user’s login.

6.4.2.1.1 Visualization of trends with selection of independent parameter

The system shall also have the provision to permit users to design their own custom visualization. It shall be possible to save these custom reports as canned reports for repeated use.

The feature shall permit selecting upto six parameters together for creation of data table and graphs. It shall also have feature permitting selection of any logged parameter as the independent parameter on the X axis.

It shall be possible to download data into an MS Excel readable file.

6.4.2.2 Aggregate data visualization

This feature shall allow the user to select upto two channels of data which shall be presented as aggregate data charts like scatter plot, population distribution, Pareto chart.

It shall be possible to download the selected data in MS Excel readable file for offline data analysis.

It shall be possible to save these visualizations as canned visualization in the user’s login.

6.4.3 Canned visualizations

Time trends of parameters as defined below shall be provided as canned visualization i.e. visualization that are ready to use at a press of a button.

These graphs shall contain the data table and graphs depicting the time trend.

The time period for displaying the trends shall normally be two months however the user shall have the option for changing the same.

These trends shall be displayed for the following parameters.

• Engine Parameters

o Lube oil pressure and lube oil temperature.

o Fuel oil pressure and fuel oil temperature.

o Booster air pressure.

o Coolant temperature and pressure at discharge.

o CC vacuum

o Peak BHP and exhaust gas temperature (EGT) recorded at the max BHP for each day.

o EGT with throttle handle position, exciter current, and inlet air temperature.

• Electrical parameters

o Battery voltage when not charging

o Max differential current recorded between all traction motors. (Max of all samples aggregated to one reading per hour)

• Pneumatic parameters

o MR pressure

o Compressor load / unload events with time duration

• Journal of data pack occurrences alongwith the option to download the relevant data pack

6.4.4 Presentation of data

Information shall be presented by the data centre servers over the internet using the concept of Situation Aware Display System (SADS). The basic underlying concept shall be: “Overview first, zoom and filter, then details on demand.”

The SADS requirements are detailed in another part of this specification. The data centre servers must ensure that the information is generated and presented as required by the SADS clients.

6.5 Geo-fencing

The LTMS provider shall develop suitable applications and create databases to correctly identify the location of the locomotives. These applications shall be based on the concept of geo-fencing.

The following shall be identifiable entities provided in under geo-fencing.

The geo-fencing application and its information store shall be developed in such a manner that it shall be possible to continually refine and add further details in future.

In order to kick start the system the geo-fencing application system shall be developed in the sequence given above.

6.6 Scalability requirement

The servers shall be designed for expandability. The following loads are expected to be serviced by the servers at different stages:

6.7 24x7 Technical support

The service provider shall also provide 24x7 technical support for maintenance and management of REMMLOT systems including LRMS, LTMS and clients over the following media:

• Telephone via a toll free number

• Video conferencing

• Email

• Physical visits

The technical support shall have a documented and advertised issue tracking system (ITS) which shall be fully automated and shall log and issue tickets for issues reported through any of the media above.

6.8 Application performance measurement and management

Established third party systems for monitoring measuring and reporting performance of services provided shall be setup at the data centre or where ever required.

These reports shall be used for determination of quality of service based on which the payments to be made shall be calculated.

Further details are included in another part of this specification. Kindly see Part-0 for details of the Service Level Agreement performance parameters for REMMLOT.

7 Technical requirements

7.1 ISO 9001 Certificate

The service provider must be certified to ISO 9001.

7.2 ISO 27000 certificate

The service provider shall be certified as conformant to ISMS ISO27001. The firm providing the service shall further ensure that the new facilities setup for handling the LTMS shall be included in the scope of certification within 6 months from the date of setting up the services.

7.3 CMMI Level 3 qualification

Service provider for the services requirement described in this document shall be assessed to CMMI Level 3 or better.

7.4 Uptime requirements for internet portal

The internet portal for LTMS shall be compliant to TIA-942 Tier III.

7.5 Guidelines for user interfaces

The user interfaces shall developed using the guidelines contained in ISO 9421.

7.6 Performance indices for service provision

A separate document lists the performance indices for the services expected to be provided in this specification and its concomitant parts. Payments shall be governed by the quality of services provided.

7.7 Power supply

All mains powered equipment shall be suitable to operate on Indian utility supply

8 Applicable Drawings None

9 Safety requirements The equipment shall meet all statutory and regulatory criteria required for safety of users.

• All mains powered equipment shall be compliant to UL 60950 for electrical safety.

10 Environmental/Climatic requirements All equipment (if any) supplied by the service provider, under the requirements mentioned in this document shall be suitable for use in non-air-conditioned office spaces.

11 Referred standards Kindly refer part 0 of the specification.

12 Maintenance and diagnostic aid The service provider shall explicit document and requirements and function of the any special tools and diagnostic aids required.

All such tools and aids shall be provided by the service provider.

13 Documents required from supplier The service provider shall initially provide documents containing concept overview of LTMS. This document shall be approved and filed at RDSO.

The following documents shall be provided and updated as required by the service provider during the duration of the contract.

• All software developed shall be documented and provided in source code in soft copies.

• All configuration files shall be documented and provided in soft copy.

14 Accessories List of accessories required shall be specified by the service provider.

15 Training The service provider shall arrange, training this shall be a part of the service supply.

This training shall be provided to all personnel who shall be required to operate the client programmes for REMMLOT.

Personnel of Indian Railways shall be nominated to attend. The to and fro fare and living expenses shall be borne by Indian Railways incase the training is held outside the normal place of work.

16 Tests & Verification All equipment and software shall be tested for functional working before deployment. Performance tests shall be conducted using the third party APM tools.

These tests and verification shall be conducted by RDSO or by any other third party. A scheme for testing shall be jointly prepared by RDSO and service provider for conducting the tests.

17 Types of tests The following different types of tests shall be conducted at different stages verifying compliance of functional requirements and meeting the performance requirements

17.1 Proof of concept

The proof of concept shall be tested at the initial stages to prove out the concept of LTMS. This shall be done by demonstrating the setup with limited users and simulated data. The complete details of deployment shall be documented and same approved by RDSO for further action.

17.2 Functional test

This test shall be conducted after deployment of LTMS servers. This test shall be conducted for checking the compliance to the functional requirements specified in the set of specifications and developed during the proof of concept tests.

17.3 Load test

Server load test shall be conducted by enabling data transfer from locomotives already equipped with REMMLOT LRMS and simulating additional loads of locomotives and clients on the local area network. The load test parameters shall be monitored using third part APM tools.

The application performance parameters to be tested shall be monitored as described in part-0 of this specification.

These load tests shall be conducted as required for determining stability of the server systems and ability to meet the performance specification.

17.4 Routine tests

The routine test shall be conducted whenever a new locomotive is to be added to the list of locomotives monitored by the REMMLOT system.

This test shall consist of functional check for all features for the particular locomotive to verify the system is working and operational.

17.5 Makers test certificate for outsourced item

All items that are outsourced by the equipment manufacturer shall be indicated so. The type and extent of control that has been exercised shall be provided with proper documentation.

The manufacturers (of the outsourced sub-assembly) test certificates shall be provided.

18 Painting, labeling and marking The equipment shall be appropriately painted for aesthetics and protection. The parts, connector ports, mounting points etc shall be clearly marked in a manner that these are easily readable and remain legible over the lifetime of the equipment.

19 Packaging and delivery The equipment consists of sensitive and fragile electronic systems. These should be packed with precautions required to prevent damage in transit.

20 Guarantee / Warrantee The equipment manufacturer shall provide warranty guarantee for performance as per the IRS conditions.

21 Intellectual Property Rights

21.1 Undertaking by equipment manufacturer

All the specifications issued by RDSO shall include a requirement of undertaking to be signed by Vendors on “INFRINGEMENT OF PATENT RIGHTS”. The undertaking can be as under

Indian Railways shall not be responsible for infringement of patent rights arising due to similarity in design, manufacturing process, use of similar components in the design & development of this item and any other factor not mentioned herein which may cause such a dispute. The entire responsibility to settle any such disputes/matters lies with the manufacturer/ supplier.

Details / design/documents given by them are not infringing any IPR and they are responsible in absolute and full measure instead of railways for any such violations. Data, specifications and other IP as generated out of interaction with railways shall not be unilaterally used without the consent of RDSO and right of Railways / RDSO on such IP is acceptable to them.

21.2 Declaration of confidentiality of submitted documents by manufacturers

While submitting a new proposal/design, manufacturer must classify their documents confidentiality declaration, such as

23 Information to be supplied by purchaser Required design details and layouts of room to house the mockup server and other equipment shall be provided by the purchaser.

FOREWORD

REMMLOT Enables remote monitoring of Diesel Locomotives. It creates a complete IT enabled ecosystem which provides a platform for remotely monitoring health and operational characteristics of diesel electric locomotives.

It also enables monitoring of performance of crew and helps in identifying lapses, e.g. when he passes a signal at danger. This will enable focused counselling and training of such crew, who are prone to unsafe working.

REMMLOT also monitors condition of locomotive and makes preventive maintenance of locomotives more effective. REMMLOT monitors shutting down of locomotives when idle for a long time and generates management information to ensure this.

The complete specification for REMMLOT is split over four parts numbered from 0 to 3. Together these parts specify the requirements for setting up the complete system.

0 Introduction This document is part of set of documents specifying equipment and services for the deployment of REMMLOT. Kindly see the list of referenced documents for locating other documents of the set.

1 Objectives and Scope of the specification This document details the specifications of equipment required for the interface of operations and maintenance staff involved in diesel loco operations. Such systems shall be installed at diesel loco sheds, power controller’s office at the divisional control office, loco driver lobbies and zonal power controller’s office.

This document specifies the requirement of equipment for REMMLOT operation:

4 Brief description of the system/equipment/components The different kinds of the points of control for operations and maintenance of diesel locomotives require varying level of user’s inputs. Different types of interface systems are required handling these requirements. These systems shall use the following different type of components:

• SADS (Situation Awareness Display System): These systems shall consist of large LED backlit displays connected to an embedded PC. These shall be used for displaying the overview of locomotives on a GPS overlaid map.

• DAWS (Data Analysis Work Station): DAWS shall consist of high end PC with two displays, KVM switch and data analysis and office software and network connected laser printers.

• Remote office communications and asset management equipment: This equipment shall be mounted in 19” racks of suitable size. This equipment rack shall provide connectivity for DAWS and SADS and also provide data backup and remote management facility.

• Power conditioning equipment: shall be provided for all mains powered equipment.

• Pre-configured smartphones equipped with apps for data presentation.

• Software only clients working on existing PC and notebooks: These shall be provided as a download from website.

• Apps for use on PDA’s and smart phones: These shall be provided as a download from website.

• Modular furniture prewired and configured to mount computers and display screens.

Application Note: Recommended that equipment described in the parts 2 and 3 of this specification be purchased together for better integration and improved management of the service contracts.

5 General requirements The following general conditions apply to all equipment that shall be supplied against this specification.

5.1 Quality of equipment / software

• The equipment and mounting racks, tables and chairs shall follow OSHA guidelines for office working.

• All equipment shall be from reputed manufacturers and shall be of good quality.

• All software shall be developed with proper documentation and be thoroughly tested before deployment.

• All computers workstations supplied shall have remote management features.

5.2 Requirement for service provider

The LTMS (covered in part 2) and its clients shall be developed, deployed and maintained by the same service provider.

5.3 Duration of contract

Since a considerable effort and experience are required for developing, testing and deployment, the duration of this service contract shall be atleast three years or more preferably tallying with the life of equipment and technological obsolescence.

The duration of the contracts shall be suitably modified by the agency initiating the contract and as such the correct duration shall be mentioned in the tender documents.

5.4 End of life / termination of contract

The equipment / service provider shall handover the following at the time of:

• Source of all equipment and ordering specifications

• All software source code and configuration files

• Details of header files, libraries and compilers used for creation of software.

• Full rights to ownership of the code and details provided.

Note: The developer may retain rights to re-use the code, configuration and specifications for any other application or customer. This option shall be explicitly stated while entering the supply / service agreements.

Explanatory Note: The applications described in this specification are unique to the Indian Railways and will be developed for use by the Indian Railways. There is no expected re-use of the entire application stack, hence the withholding of source code and other details is not desirable.

6 Functional requirements The functional requirements of the system components and the hardware configuration are described for each component in the following paragraphs.

The systems provided here shall abide by the guidelines contained in ISO 9241 as applicable.

6.1 SADS

This display system shall display the locomotives equipped with REMMLOT on large display screens as icons on a map of India.

6.1.1 SADS equipment

The systems shall conform to the following broad specifications:

• 60” or larger LED backlit TFT screen with HDMI interface

• Thin client or mini PC with compatible HDMI output

• Features for remote desktop support and remote management software.

• The PC system shall be connected to the internet access point and the keyboard and mouse input shall be shared with the DAWS through a KVM switch.

The system shall run suitable OS and shall have a SADS application. The SADS application shall be a web based application running within a browser or a client application that gets data from the internet.

6.1.2 SADS Display

A sample picture is provided below for understanding the screen layout as applicable to the current application.

Figure 1: Layout of SADS display (based upon interface of Google Earth) The basic underlying concept for display on the SADS shall be: “Overview first, zoom and filter, then details on demand.” The application software user interface shall be built loosely on the design of ‘Google Earth’.

6.1.2.1 Map display

The following requirement shall be met by the SADS map display.

• The application shall use the large format display as the main display screen.

• The output on the large screen shall be a map of India with GPS mapping overlay.

o This map shall be of good resolution such that the display remains readable at different levels of zooming in / out. Use of Google Maps is suggested.

• The India map shall have dynamic auto zoom and pan feature which shall have the options of switching on or off.

o When the auto zoom and pan feature is selected as on, the display on the screen shall automatically zoom and pan in such a manner that all selected locomotives are displayed on the screen.

o When the auto zoom and pan feature is turned off, the user shall be able to zoom / pan the map manually using mouse and / or keyboard commands.

6.1.2.2 SADS User Interface

The user interface shall be all graphical (GUI) and shall be designed to be similar to modern software user interface. The GUI for commonly used software like MS Office, AutoCAD and Google Earth etc., shall be studied to arrive at the best possible options for menu and options navigation.

The UI shall use hyperlinks and ESC. FORWARD, BACK and HOME options for data navigation.

• Clicking on hyperlink shall open new window with additional data / hyperlinks.

• Pressing ESC shall reverse the last command.

• FORWARD / BACK shall mean one step forward / one step back similar to a web browser.

• If data or options are required to be entered, these shall be done by opening context sensitive forms by following hyperlinks.

• Right clicking from the mouse shall open a context sensitive menu at the cursor location.

• AutoCAD style pan and zoom feature for controlling the map extents shall be implemented.

6.1.2.3 Display of prebuilt reports

Options of prebuilt reports shall also be provided on the display control bar on the left of the screen. It should be possible to view, print and save all pre-built reports.

The list and contents of pre-built reports shall be worked out jointly by the system manufacturer and RDSO. These reports shall be displayed in a new window with options to view, print & save.

6.1.3 Locomotive Icons

Locomotives in communication with the central server shall be shown as icons at the GPS mapped location.

These icons shall be able to display the direction of motion of the locomotive e.g. ( ). The icons shall be colored with different colors depending on the state of the locomotive.

The following color scheme shall be followed for depiction of locomotives on the map. The color of the locomotive icon shall be determined by the locomotive condition.

6.1.3.1 Locomotives with communication loss

Locomotive equipped with REMMLOT but not responding shall be listed in pop up table. A link to this table shall be provided on the left hand side control panel of the main display in a subtle hyperlink and also as a popup menu obtained by right clicking the map.

Clicking on the hyperlink shall open a web page displaying the uncommunicative locomotive numbers. Clicking on the locomotive number shall open additional windows with further details.

6.1.4 Display filters

It shall be possible to reduce clutter on the map display by reducing the number of displayed locomotives by applying criteria filters. This shall be possible using multiple filter options that shall be independent of each other. It shall be possible to apply filter criterion of different categories simultaneously. These filter categories and criteria are listed as below:

6.1.4.1 Category 1, Filter based on locomotive location

This shall have the following mutually exclusive criteria:

• No filter set: Show all locomotives.

• My Division: Show locomotives within the boundaries of My Division. The default division shall be entered in the configuration files of the application.

• My Railway: Show locomotives within the boundaries of My Railway. The default railway shall be entered in the configuration files of the application.

• Select Division: Show locomotives within the boundaries of selected division. The selection of division shall be made via a combo box.

• Select Railway: Show locomotives within the boundaries of selected railway. The selection of division shall be made via a combo box.

• Locomotives with specified radius of cursor location. Show locomotives within specified distance (radius) of the cursor.

• Default: It shall be possible to set one of the filter options as default. The locomotives shall be displayed as per this default option.

6.1.4.2 Category 2, Filter based on locomotive condition

This shall have the following mutually exclusive criteria:

• No filter set: Show all locomotives

• All OK: Show only locomotives that are running all right.

• OVERDUE: Show only locomotives that are running over due schedule.

• IDLE: Show locomotives that are idling.

• AESS: Show locomotives with AESS activated.

• DEAD: Show locomotives that are dead.

• ALERT: Show locomotives with outstanding alerts.

• CRITICAL ALERT: Show locomotives with critical alerts.

• SOS: Show locomotives where SOS has been initiated.

• Default: It shall be possible to set one of the filter options as default. The locomotives shall be displayed as per this default option.

6.1.4.3 Category 3, Filter based on locomotive numbers, ownership, operational control.

• No filter set: Show all locomotives

• My Locos: Show only the locomotives homed by the shed. The default shed shall be entered in the configuration files of the application.

• Select Shed: Show only the locomotives homed by a shed. The selection of shed shall be made via a combo box.

• My Railway: Show only the locomotives owned by the railway. The default railway shall be entered in the configuration files of the application.

• Select Railway: Show only the locomotives owned by the selected railway. The selection of railway shall be made via a combo box.

• Select loco number: Show the selected loco number. The loco number shall be entered in a text box.

• Select a set of listed locomotives: Show only the locomotives listed in a list. A new list of locomotives shall be entered if required. Lists shall be saved by name for reuse.

• Default: It shall be possible to set one of the filter options as default. The locomotives shall be displayed as per this default option.

6.1.4.4 Clicking a locomotive icon on the map

Clicking on a locomotive icon shall open a pop up window showing the locomotive number, homing shed, owning railway and alerts if any. Option for further expansion shall be provided as hyperlinks which shall open other window containing data entry forms and parameter reports.

Updating data on forms presented in this application shall update server and locomotive records.

It shall be possible to display the list of locomotives displayed on the GPS map in a separate pop-up window on requirement. The following details shall be provided in this list. Option to export this list to a MS Excel file shall also be provided.

• Locomotive Number

• Locomotive condition attribute.

• Shed, Railway

• Last schedule done

• Next schedule due

• Faults recorded in last 1/5/10/30/45/90 days. (Time duration to be selectable in the window)

• The window shall have hyperlinks to retrieve the relevant FDP.

• Selection filters set for the list.

6.2 DAWS

The DAWS system shall be a high end PC with the following minimum specifications:

• Quad core processor

• 8 GB RAM

• 500 GB HDD

• Graphics controller for dual head display

• High resolution TFT displays with 24” diagonal screen size, two numbers.

• MS Windows 10 64-bit professional operating system or latest.

• MS Office 2016 Professional Edition or latest.

• National Instruments DIAdem Advanced Edition. (Required only for shed control offices)

• Remote management software.

Each DAWS shall be equipped with a A3 size, heavy duty, color laser printer with network interface.

The SADS PC shall be configured for remote desktop connection with the DAWS system. The keyboard and mouse of DAWS shall be routed through a KVM switch to enable the same to be used on the SADS.

The DAWS system shall be connected to the internet via the communications rack and have full capabilities for communicating with the central server.

6.3 Pre-wired modular workstation

A single control office shall be equipped with two SADS and two DAWS systems. These systems shall be arranged and installed on a T-shaped modular workstation with integrated cable management systems. The following features shall be provided on the modular workstation.

• The workstation shall each be of 5’x5’ making the total size to 10’x5’ approximately.

• The SADS displays shall be installed such that the bottom edge of the display is at a height of 5’ (approximate) from the floor. These shall be installed preferably along the longer edge of the T and facing the operators.

• The DAWS system shall be installed such that it is possible to be used sitting at the workstation.

• Four comfortable chairs shall be provided with each T shaped modular workstation, permitting operators to work efficiently without fatigue.

• All interconnecting wiring for LAN, power supply and telephones shall be done inside the cable management system and adequate ports shall be provided on the work surface. The minimum number of spare ports, per work area (after fitting all specified equipment) required are given below: (Note the requirement shall be double for a T-shaped workstation)

• All wires shall be brought out to interface boxes one for power supply and another for the communications cables. These boxes shall be designed to accept connections from the control room circuits.

6.4 Communications Rack

All communications and remote management equipment shall be housed in a single 19” rack of adequate size.

This rack shall have the following equipment on board:

• WAN communications device

• WAN router

• Firewall / VPN devices

• Application performance measuring device

• NAT edge processor

• Network switch

• Network Attached Storage device of adequate capacity for data backups.

• Power supply distribution, conditioning and UPS system for the rack equipment.

Note: An Integrated Services Router for remote office can be considered for meeting the network requirements listed above.

The communication rack shall provide internet access to all the systems installed at the respective control office.

6.5 Power Conditioning Equipment

Adequate size UPS system capable of providing upto 6 hours backup shall be provided for power supply to the SADS and DAWS equipment.

6.6 PDA’s and smartphones with apps

Smart phones running Android operating system shall be provided with Apps displaying data in manner similar to the SADS.

These phones shall be provided as required for use by the railway officials. Only the equipment and required app shall be provided. The connectivity for voice and data shall not form a part of the scope of supply for this specification.

Apps for Android platform shall also be provided for download from the central server for use by personnel. These shall be provided after due authentication.

6.7 Software clients

Software only clients shall be provided for downloads from the central server. These shall be provided after due authentication. These clients shall be used on existing PC’s and notebooks.

6.8 Standard ordering combinations

The following table lists the general guide for standard ordering combinations for control office equipment. This table is representative and should be used only for guidance. The actual requirement for a given site shall be determined by the respective users.

9 Safety requirements The equipment / systems shall follow the following safety guidelines:

• All mains powered equipment shall be compliant to UL 60950 for electrical safety.

10 Environmental/Climatic requirements All equipment (if any) supplied by the service provider, under the requirements mentioned in this document shall be suitable for use in non-air-conditioned office spaces.

11 Referred standards Kindly refer part 0 of the specification.

12 Maintenance and diagnostic aid The service provider shall explicit document and requirements and function of the any special tools and diagnostic aids required.

All such tools and aids shall be provided by the service provider.

13 Documents required from supplier The service provider shall initially provide documents containing concept overview of LTMS and its clients. This document shall be approved and filed at RDSO.

The following documents shall be provided and updated as required by the service provider during the duration of the contract.

• All software developed shall be documented and provided in source code in soft copies.

• All configuration files shall be documented and provided in soft copy.

14 Accessories List of accessories required shall be specified by the service provider.

15 Training The service provider shall arrange, training this shall be a part of the service supply.

This training shall be provided to all personnel who shall be required to operate the client programmes for REMMLOT.

Personnel of Indian Railways shall be nominated to attend. The to and fro fare and living expenses shall be borne by Indian Railways incase the training is held outside the normal place of work.

16 Tests & Verification All equipment and software shall be tested for functional working before deployment. Performance tests shall be conducted using the third party APM tools.

These tests and verification shall be conducted by RDSO or by any other third party. A scheme for testing shall be jointly prepared by RDSO and service provider for conducting the tests.

17 Types of tests The following different types of tests shall be conducted at different stages verifying compliance of functional requirements and meeting the performance requirements

The proof of concept shall be tested at the initial stages to prove out the concept of LTMS. This shall be done by demonstrating the setup with limited users and simulated data. The complete details of deployment shall be documented and same approved by RDSO for further action.

17.2 Functional test

This test shall be conducted after deployment of LTMS servers. This test shall be conducted for checking the compliance to the functional requirements specified in the set of specifications and developed during the proof of concept tests.

17.3 Load test

Server load test shall be conducted by enabling data transfer from locomotives already equipped with REMMLOT LRMS and simulating additional loads of locomotives and clients on the local area network. The load test parameters shall be monitored using third part APM tools.

The parameters to be tested shall be monitored as described in part-0 of this specification.

These load tests shall be conducted as required for determining stability of the server systems and ability to meet the performance specification.

17.4 Routine tests

The routine test shall be conducted whenever a new locomotive is to be added to the list of locomotives monitored by the REMMLOT system.

This test shall consist of functional check for all features for the particular locomotive to verify the system is working and operational.

17.5 Makers test certificate for outsourced item

All items that are outsourced by the equipment manufacturer shall be indicated so. The type and extent of control that has been exercised shall be provided with proper documentation.

The manufacturers (of the outsourced sub-assembly) test certificates shall be provided.

18 Painting, labeling and marking The equipment shall be appropriately painted for aesthetics and protection. The parts, connector ports, mounting points etc shall be clearly marked in a manner that these are easily readable and remain legible over the lifetime of the equipment.

ID plate Name of Component, Make, Sl. No, Date of Manufacture, Ratings shall be provided on all assemblies/subassemblies.

19 Packaging and delivery The equipment consists of sensitive and fragile electronic systems. These should be packed with precautions required to prevent damage in transit.

All requirements of IRS conditions for packaging and delivery shall be applicable.

20 Guarantee / Warrantee The equipment manufacturer shall provide warranty guarantee for performance as per the IRS conditions.

21 Intellectual Property Rights

21.1 Undertaking by equipment manufacturer

All the specifications issued by RDSO shall include a requirement of undertaking to be signed by Vendors on “INFRINGEMENT OF PATENT RIGHTS”. The undertaking can be as under

Indian Railways shall not be responsible for infringement of patent rights arising due to similarity in design, manufacturing process, use of similar components in the design & development of this item and any other factor not mentioned herein which may cause such a dispute. The entire responsibility to settle any such disputes/matters lies with the manufacturer/ supplier.

Details / design/documents given by them are not infringing any IPR and they are responsible in absolute and full measure instead of railways for any such violations. Data, specifications and other IP as generated out of interaction

21.2 Declaration of confidentiality of submitted documents by manufacturers

While submitting a new proposal/design, manufacturer must classify their documents confidentiality declaration, such as

22 Information to be supplied by supplier The equipment manufacturer must provide to RDSO, the complete details of algorithms, design and drawings required for the purpose of evaluation of the design and its functionality.

Operations and maintenance manuals, spare parts catalog shall be supplied to all users as required in both hard and soft (PDF) copies.

23 Information to be supplied by purchaser Required design details and layouts of room to house the equipment shall be provided by the purchaser.
