Development of Web-Based Encyclopedia of Indian Experts Consultancy Development Centre (CDC)

Background Consultancy is a knowledge based activity and is used an instrument for enterprise restructuring and privatization, improvement of productivity and quality management systems and better social orientation. It is across-the-board integrative mechanism to streamline enterprise efforts around the main strategic objectives and to improve competitiveness. India has variety of professionals in engineering, management, accounting, banking, law, medical, science etc. Presently the Indian Experts started expanding, not only in terms of size, but also in terms of the service offerings. At present there is no single platform where the information about various experts is available. In the light of this a strong need was felt to prepare the Web-Based Encyclopedia of Indian Experts.

1 Objective

The objectives of the assignment are

• To design and Register (one time)

• To host and maintain (recurring basis)

database driven dynamic portal containing comprehensive information/ profile of experts in India.

2 Scope of the Work • To create database structure as per given format in Annexure-I.

• To register the domain name and web hosting on Government Server (NIC) (As per NIC requirements)

• To design and develop the portal

• To provide database support and integrate database of experts

• To develop various report generation modules (with export facility in PDF for admin users)

• Drill down reports at back end by Admin as per CDC defined formats

• To provide training to the CDC officials on portal management and administration soft and hard copy of the portal management manual may also be provided

• To list the developed portal with various top rate search engines

• To provide all levels of security and safety measures for the portal and database

• To regularly update and maintain the portal

• To provide database backup module and document manager within the portal administration

3 Methodology

3.1 Registration of domain name and Hosting

The domain name will be registered as suggested by CDC. Further, uploading and hosting of the portal will be done in consultation with CDC on NIC Server including code auditing.

3.2 Designing of Portal

The agency should develop various utilities with input, admin moderation, authorized user creation and management for user end data input with moderation and moderation on/off facility management. Agency will develop the content/ utilities in consultation with CDC. The range of utilities in the Portal is stated below:

• Linking of detailed information/ profile about experts across the country with access rights

• Updating information of Indian Experts

• Announcing Project Tender Information (by Clients and Business Opportunities by CDC)

• Search utility: It also includes portal search and Web Search (free usage and paid usage)

• Database access for Unregistered Users/ Registered Users/ Paid Users.

• Animated pictures/logos/display: using Flash with Action Script (browser independent)

• Advertisement Space: Experts may choose to advertise on the site. They will have a facility to send their advertisement to the site administrator for approval & uploading. The site will display changing advertisements on the home page and the top banner.

• Feedback Mechanism/ Customer Rating

• Job Announcement

• Bulletin Board

• E-mail facility through portal including provision of e-mail management software.

• Facility of Registration at the portal, Maintaining Registered Users Database: Experts may fill a form online and submit it for inclusion in the Experts database. This will fire 2 emails one to the expert confirming the receipt of the application and another to the site administrator notifying him of the receipt of the application. After proper verification and auditing of details provided by experts, the same shall be activated by CDC. (The feature if required may be disabled in initial period but will be provided in the design).

• The Agency will do the complete co-ordination with NIC regarding the code audit and final hosting of the portal. The lumpsum price quoted must include the charges of code auditing, if any.

• Reports: The in-build feature should be provided on site for site administrator who can generate all relevant MIS reports (also in PDF) like Number of applicants and registrations by month, details of experts who have requested for advertisement on the portal. Number of updates in a month, Reports on users and usage etc

• Uploading of information received from experts

• Broadcasting electronic newsletter in form of attachment through e-mail regularly

• Any other work relating to Web based portal which has not been specifically mentioned above

• Some of the pages would have to be static, while some others dynamic. The product has to be designed keeping in mind the functionality, interactiveness, user friendliness and the cost factor. Decision regarding this and the corresponding design would have to be made in consultation with CDC.

• The portal will be hosted at Government server . (Multiple T3 connectivity to the internet) The working language of the portal will be English.

• The tentative forms and layout of the web page will be developed by the agency and shall be approved by CDC.

• The portal must be designed and developed by using Front end dot net and Back End MS SQL. Agency must ensure inter-operatability with other platforms (e.g. MS-Sql to MySql or to Oracle).

• The back-end will be CMS based.

3.3 Database Support

About 50,000 experts details/ profile will be linked with the database. It is expected that agency will synchronize the details of experts with portal backend. The future provision for addition of profiles of same number along with database structure should be made for expansion. The database enquiry with search options will be developed by the agency.

• Simple Search: The user may type a word or phrase and will get a list of experts whose data contains this text.

• Structured Search: The user may be allowed to build a Boolean search condition by selecting from available options as provided in the portal. The structured search will be based in single or multiple parameters. The indicative list of parameters as given in section 3.4, the FORMAT given in Annexure-I should also be referred for same

The database structure should support viewing of search results, download search results in Excel format and print search results.

3.4 Report Generation

Agency will develop various report generation modules from the linked database of experts database. The tentative list of various (single variant) fields is given as follows. It is suggested from agency to provide more list of fields reports (multi variants) which can be generated from the database and develop similar features in the web structure.

3.5 Training

3.5.1 To CDC’s Representative

The agency shall provide training for installation and maintenance of the system free of cost as required by the CDC. The agency will provide all training material and documents pertaining to assignments. All technical assistance for installation, commissioning and maintenance of the system shall be provided by the agency at no extra cost.

3.6 Documentation

After satisfactory completion of the portal development work, the complete web enabled portal would be given to CDC in CD-ROM. The agency shall provide following documentations to the CDC

• User Manual

• Administrator Manual

• Source Code with all modules

• Database (both in SQL and CSV form)

• Content generator

o User

o Visitor

o Administrator

o Moderator

The installation would be done satisfactorily so as to facilitate the management of the portal by CDC. The source code should be set up properly in a way so that it can be further modified by CDC staff, if required. All the administrative rights shall rest with CDC.

3.7 Listing with Search Engines

The designed portal will be linked with search engines to increase its popularity and usage. It will be responsibility of agency to suggest few important search engines and facilitate the process of listing with identified search engines in consultation with CDC.

3.8 Security

The designed portal will go through various security audits. It is expected from the agency to provide detail schedule of tests at various stages.

3.9 Regular updating and maintenance

The Agency would be responsible for updating the site as specified and requested by CDC. This includes, but not limited to, adding fresh pages, modifying the content and maintaining the site secure.

4 Time frame

The designing of portal to be completed within 6 months. During the said period, quality service provision in updating and maintenance is expected from the Agency.

5 Data Back UP

The agency must provide fortnightly backup CD of the entire database uploaded on the agency’s temporary / Transit server.

6. Evaluation of Proposals 6.1 The technical proposals shall be opened by a Committee on the date indicated in

the letter of enquiry and verified with respect to the eligibility criteria 6.2 Clarifications, if any, or missing information shall be obtained from the applicant 6.3 Eligible proposals shall be evaluated by Technical Evaluation Committee (TEC).

The TEC shall evaluate the proposals with respect to the following parameters and weightages

o Understanding of the scope of work 25 Marks o Approach and Methodology 25 Marks o Experience of assignments of similar nature 20 Marks o Infrastructure and Resources 30 Marks The Committee may have a presentation/discussion with the eligible agencies if so desires while carrying out the technical evaluation

The agency must provide document provide documentary evidence regarding experience and CVs of the key personnel.

6.4 Agencies securing 75 or more marks shall considered for opening of the financial bid

6.5 The financial bids of technically qualified bidders shall be opened by the

committee and the agency with lowest quote (L1) shall be considered for award INSTRUCTIONS TO BIDDERS

ELIGIBILITY CRITERIA The agency shall meet the following criteria

1. Agency shall be a company registered before 31st March 2007 and should have

annual turnover of minimum INR 10 Lakhs in Web related services and database management services for each of the last three years.

2. Agency must have valid company registration, sales tax registration, Service Tax registration and PAN number. Documentary evidence of the same should be submitted along with the technical proposal

3. Agency should have experience of executing at least one assignment of the order value of at least Rs.5 lakhs or two assignments of order value of at least Rs.3 lakhs for any government ministry /department /autonomous institutions/PSU. Copy of work order(s) to be enclosed with technical proposal as documentary evidence

TERMS AND CONDITIONS

1. Bids must be submitted in Two parts (Technical Bid as per format at Appendix-

A and Price Bid as per format at Appendix- B) in separate sealed covers, super-scribing the Technical Bid , Price Bid, The outer cover should bear the address of the agency submitting the proposal

2. This period of validity of proposal shall be 90 days from the date of opening of

the technical proposal and the prices quoted shall be deemed to remain valid for this period.

3. The bids will be received and opened at the office of CDC on the date and time

mentioned in Invitation of proposals. Only Technical Bid will be opened on due date of opening. The price bids of only technically acceptable agencies will be opened at later date which will be intimated to the agencies concerned.

4. CDC reserves the right to accept partly or reject any offer without assigning any

reason thereof.

5. TECHNICAL BID MUST ACCOMPANY EMD OF RS. 10000/- (RUPEES TEN THOUSAND ONLY) IN THE FORM OF DEMAND DRAFT/ BANKER’S CHEQUE, IN FAVOUR OF “CONSULTANCY DEVELOPMENT CENTRE” VALID FOR 60 DAYS BEYOND THE PERIOD OF VALIDITY OF OFFER. TECHNICAL BID RECEIVED WITHOUT EMD WILL BE SUMMARILY REJECTED.

6. The agency shall itself collect any other information which may be required

before submitting the proposal. Claims and objections due to ignorance of requirements will not be considered after submission of the proposal.

7. Quoted Price should be in words and figures. Any discrepancy between words

and figures, the price in words shall prevail.

8. Shortlisted agency will treat as confidential all data and information about CDC, obtained in the execution of its responsibilities, in strict confidence and will not reveal such information to any other party without the prior written approval of CDC

9. Shortlisted agency will be required to submit security deposit within 30 days of

contract for due performance of contract. The amount of security deposit will be 10% of contract value in Indian Rupees. The security deposit will be in the form of demand draft or bank guarantee on non-judicial stamp paper on a scheduled bank.

10. The agreement can be terminated only by written notice of not less than three

months by either party. However, if the services provide by the agency are not found to be satisfactory, the same can be terminated by CDC within fifteen days notice.

11. Income tax, as per applicable will be deducted at source from the payments

made to the agency.

12. The tender of incomplete technical/financial bid will be liable to be cancelled.

13. In the event of any dispute, the decision of the Director General, CDC shall be final and binding

Terms of Payment

The payment terms are given as follows

• 15 % on Designing of database structure and Layout of the portal and acceptance by CDC

• 5 % on registration of domain name on NIC server and acceptance by CDC

• 35 % on designing and development of database driven dynamic portal and acceptance by CDC

• 10 % on preparation of Report Generation modules and acceptance by CDC

• 10% on training to CDC officials and acceptance by CDC and listing with all standard major search engines and acceptance by CDC

• 25% on development of Online Payment facility and linking with existing payment gateway of CDC and web site hosting including Testing and acceptance by CDC

The above-mentioned price and payment terms supersede any terms or condition mentioned else where in your technical or financial proposal.

Official Secrets Acts

The agency shall ensure that all members of the agency's Personnel are aware that the Official Secrets Acts of India apply to them as they deal with any respective official information.

Tests

The CDC should satisfy himself as the quality of the system and all cooperation should be provided by the agency in this respect.

Copyright

The domain name, portal model, concept, source code, graphics, databases etc. would be the property of the CDC and CDC would hold all copyrights on them.

Time Frame

Time frame would be 6 months.

DESCRIPTION OF APPROACH, METHODOLOGY AND WORK PLAN The agency is suggested to present your Technical Proposal divided into the following two sections:

a) Technical Approach and Methodology, b) Work Plan, and a) Technical Approach and Methodology. In this the agency should explain its

understanding of the objectives of the Assignment/job, approach to the Assignment/job, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The agency should highlight the problems being addressed and their importance, and explain the technical approach it would adopt to address them. Also the methodologies proposed to be adopted including the compatibility of those methodologies with the proposed approach should be explained.

b) Work Plan. The agency should propose the main activities of the

Assignment/job, their content and duration, phasing and interrelations. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the scope of work and ability to translate them into a feasible working plan.
