    PART 1 GENERAL1.01

    GENERALProvide 4 (two inlet gates and two outlet gates) 30 diameter modulating continuous duty slide gates andpositioner. Provide on site technical support for 2 days during installation (gate manufacturer) and 2 daysduring commissioning (actuator/controls manufacturer). Provide a minimum of 2 hours of operator trainingduring the commissioning of the gates and controls. Sketches 1 and 2 are provided to assist in preparingyour proposal and for use during commissioning of the gates.

    2.02 STEM AND STEM GUIDESA. Design and manufacture in accordance with AWWA C513, Except:

    1. No portion of stem shall have cross-sectional area smaller than root area of threadedportion of stem. Minimum stem size 1 diameter.

    2. Stem may have upset end or stem block.3. Stem block:

    a. Thread or screw onto bottom end of stem, or designed for an upset stem end.b. Rigidly pin or key to stem.

    4. Stem guides: Fully adjustable.2.03 MOTOR-OPERATED GATE LIFTA. Design and manufacture in accordance with AWWA C540, Except:

    1. Handwheel and declutching mechanism:a. Provide handwheel for manual operation.

    1) Manual operation not prevented by fused motor.2) Handwheel pull, maximum: 40 pounds when raising or lowering gate

    under maximum load.

    3) Handwheel is to be mounted 2 to 3 feet above top of headwall.b. Declutching lever:

    1) Place operator in manual operation by mechanically disconnecting motordrive from gear train.

    2) Provide positive indication for remote use when handwheel is engaged formanual operation.

    6. Connect limit switches to associated starters so that motor will stop when valve hasreached its associated fully open or fully closed limit.

    L. Connections and terminal blocks:1. Conductors:

    Copper, type THW, THWN, or XHHW.b. Enclose in liquid-tight conduit with black jacket flexible metal conduit, or rigid steel

    conduit.

    c. Attach identification marker near each conductor termination.2. Furnish conductors necessary for interconnecting enclosures mounted on motor operator.3. Terminate, on terminal blocks, in one enclosure, power and control conductors for

    connections external to gates.

    4. Mark terminals with terminal designations.5. Hub: Suitable for liquid-tight flexible-metal or rigid steel conduit.

    M. Rotork or equal. Provide any hand held controller or programmable configurator necessary toadjust the motor operator.

    Quote should be clear and concise. The quote shall include all associated costs, labor and material.Quotes shall contain, but are not limited to, the following items:

    Evaluation Factors

    1. Technical Provide literature and/or brochures on items proposed that meet the Governments

    requirement.

    2. Past Performance The offeror shall include a narrative summary of 3 to 5 recent relevant orders insufficient detail that describes the work performed. The offeror shall include:

    (i) Projects completed within the period of 3 years immediately prior to submission of this offer. (ii)Name(s) and telephone number(s) of references from the acquiring agency or customer who may becontacted for further information. It shall include the order number, dollar value of the contract, andthe estimated and/or actual completion date. (iii) Successful past performance of technical supportstaff performing the installation and commissioning.

    Award will be made to the responsive and responsible offeror whose proposal conforms to the evaluationfactors and is the most advantageous to the Government. The following factors shall be used to evaluateoffers:1) Technical, 2) Past Performance and 3) Price.Offerors are required to complete and submit 52.212-03 Offeror Representations and Certifications Commercial Items, under Section I of the solicitation with the proposal.
