Modification of ITU Radio Regulation

APT proposed a new agenda item on ITS spectrum harmonization.
Toward WRC-19, SG5 will develop related ITU-R recommendations/reports.
Japan proposed a new agenda item on ITS spectrum harmonization.
IEEE802.11 will contribute FCC and CEPT on coexisting study at 5.8/5.9 GHz band.

What do we need to consider toward WRC-19?
• Global or regional spectrum harmonization of ITS applications.
• Co-existence with ITS applications and Wi-Fi, for example.
• Spectrum requirements for automated driving systems.
Note: If we need new dedicated ITS spectrum, it will take 5 to 10 years until approval by WRC.

Intelligent Transport Systems applications
The World Radiocommunication Conference (Geneva, 2015),
resolves to invite the 2019 World Radiocommunication Conference
taking into account the results of ITU Radiocommunication Sector (ITU-R) studies, to consider possible global or regional harmonized frequency bands for the implementation of evolving ITS under existing mobile-service allocations,
invites the ITU Radiocommunication Sector
to carry out studies on technical and operational aspects of evolving ITS implementation using existing mobile-service allocations,
invites administrations
to contribute actively to the ITU-R studies on this issue.

Summary
In ITU‐R, 5 Recommendations and 2 Reports on ITS applications have been published.
In WRC‐15, Agenda Item 1.18, 77.5‐78 GHz band has been allocated for 79 GHz band (76‐81 GHz) short‐range high‐resolution radar including automotive applications.
Toward WRC‐19, Agenda Item 1.12 ‘Spectrum for ITS application’ should be considered.
