Commander’s Responsibility
• The commander who does not act promptly to correct environmental violations that she is aware of, or should be aware of, may be subject to prosecution even though she had no direct or indirect involvement in the violation.

Commander’s Responsibilities
• If violations do occur, the best course of action for the commander to take is to inform the appropriate regulatory authorities immediately and engage in good efforts to comply.

• A small priming spill extends and

Response Phases -Eliminate sources of sparks or flames
-Control the source of the discharge
