As organisations look to improve and expand, it is understood that a certain amount of upgrading is required. However modern views of upgrading are no longer restricted to simple capital such as technology and buildings – now, upgrading also means upthinking.

Upthinking is the process of encouraging employees to evolve their understanding and processing of their daily jobs to encourage increased productivity and quality management at the personal level.

More and more these days, employees are expected to be able to manage and improve upon their own operations, not relying on the overseeing eye of a manager or overseer. New and revised ISOs also take this new culture of ‘an organisation is only as good as its people’ into account, by setting quality and procedure standards for the way employees manage themselves and their work proactively.

This issue of S&Q News elaborates upon this concept, detailing the many and varied ways organisations have been upgrading themselves with improved certifications and management techniques.

In “Mind Transformation” we take a closer look at the interesting positive correlation between an organisation’s success and its employees’ habits. This is built upon in “Value-based Management”, which tells us more about how organisations develop their moral basis through their public core values, and how these values in turn affect the hiring standards and expectations and happiness of employees.

We also introduce you to the concept of Integrated Management Systems, showing you the benefits and challenges that can come with their implementation and how, once established, you can go about certifying your system to an international level.

Economic Impact of Metrology on Fair Trade, Health, Safety and the Environment

The economic success of most manufactured products is critically dependant on how well they are made – a requirement in which measurement plays a key role. High-technology manufacturing, in terms of not only engineering and electronics but also in industrial chemistry and biotechnology, is increasingly operating at the frontiers of science.

This manufacturing process is impossible to carry out if the ability to make accurate and reliable measurements does not exist.

Telecommunications, transport and navigation are increasingly dependent on the most accurate frequency and time services. Human health and safety depend on reliable measurements in medical diagnosis and therapy. Food and agriculture are closely regulated in terms of the use of pesticides and food additives and a reliable means of measuring their presence in the human food

chain remains essential. Even the protection of the environment and large-scale studies related to global climate change depend on accurate measurements over set periods of time. Every process or system is only as reliable as its measurement accuracy.

A new field that is beginning to look into adopting metrology is biotechnology; a sector that, till now, has not had any active traditional metrology systems in place but that will require increasingly accurate data in order to further expand.

The impact of metrology, in a nutshell

Supporting trade: Metrological control lessens unfair commercial advantage and trade practices by ensuring all measuring instruments used are fit for their intended purpose and meet international standards. For example, fuel dispensers at petrol stations must all be approved and verified to ensure they deliver accurate amounts of fuel to consumers.

Reducing death and injury: Legal metrology can significantly reduce accident rates by changing peoples’ behaviour, providing early warning signs and delivering effective enforcement of safety requirements. Public trust in accurate measurement in road traffic enforcement also encourages respect for and compliance with traffic laws.

Managing stock control and reducing fraud: Traceable measurements provide a framework for reliable stock control, reduced fraud and efficient stock management systems.

Improving rice production: The high costs associated with land use in the production of rice have resulted in more farmers disputing the measurements made in relation to wholesaler purchases of their crop. By using approved, verified and sealed rice moisture meters and weighing instruments, confidence is restored and conflict is reduced.

Promoting good governance: A range of government regulations cover areas such as environmental management, occupational health and safety, traffic control, and air traffic control. Good legislation considers the benefits and use of legal metrology in advance.

Collecting government revenue: Governments collect revenue through excise and taxes based on measurement. These include excise duties on products produced, sold, imported and exported. Legal metrology ensures a fair payment of tax for both government and business. The sale by measure of bulk commodities can be a significant component of both export and national income particularly in products such as timber, rice, coffee, palm oil, coal, iron-ore, gold, gems and natural gas.

Measuring within the field of healthcare: Metrology has a strong basis in the medical sector, as measurements help doctors to diagnose and treat their patients. Although the accuracy required in such fields is less distinct than that required in engineering or physics, the reliability of medical figures must be beyond reproach as errors could result in illness or even death.

6 INTEGRATED MANAGEMENT SYSTEMS: BENEFITS AND CHALLENGES

Integrated Management Systems (IMSs) combine all related systems into one framework which enables it to work as a single unit. Nowadays, having more than one certifying standard has become the norm as the business environment becomes increasingly challenging and complex.

Many ISOs are being updated and revised to suit modern times, taking into account evolving management practices and technological advances to ensure all certification standards truly emulate the best practices of the industry.

However this is a process that takes a long time, and in the interim companies have taken to certifying their company with an

amalgamation of different ISOs to cover the entire spectrum of their operations.

Each management system was designed to fill a certain need: ISO 9001 was created to protect the interest of customers; OHSAS 18001 ensures health and safety of employees within the organisation; ISO 50001 aims to instil energy-saving practices into the organisation; ISO 27001 protects the organisation’s critical data; ISO 14001 establishes green, environmentally-friendly practices; and so on. Certain industries even have their own trade-specific certifications tailored to suit the running of the organisation.

But the more certifications an organisation has, the more

confusion that is potentially introduced into the workplace – integrated management systems help to mitigate this problem.

An Integrated Management System can benefit your organisation in many ways.With an integrated management system, you work together, with each function aligned behind a single goal: improving the performance of the entire organisation. Instead of silos, you have a coordinated effort which is greater than the sum of its parts and which is not only more efficient but more effective.

risks. Efficiency is gained from less duplication, and it becomes easier to adopt new systems in the future.

An Integrated Management System also allows your management team to create one system that can help to effectively and efficiently deliver your organisation’s objectives. From its vision, mission and policy, it will be deployed into various KPIs as shown in the chart below.

By combining the administration of the individual functions there should be opportunities to reduce costs through avoidance of duplication. If the functions are successfully integrated, it will be possible to rationalise roles and responsibilities. However, if this is not carefully organised, it

can result in conflict within the integrated function.

Effective communication is a key element in successfully managing safety, health, quality and the environment. Within a structure where these functions have been successfully integrated there is an opportunity for better communication, top-down, bottom-up and horizontally between departments. As poor communication is a frequent contributor to system failure, where the functions are integrated there should be less opportunity for a breakdown.

For any management system to be successful there is a need for individual ownership. This can be facilitated where the systems are united and the people responsible are working together rather than competing.

With a system which integrates the functional disciplines, staff training can be facilitated by elimination of unnecessary duplication.

By using an integrated system for risk assessment and control it will be easier to compare risks arising from environmental impact, process failure and health and safety violations, permitting better prioritisation of issues and allocation of resources.

The combined or integrated system can bring many benefits. If an organisation has a certificated QMS, it can build upon that by adding the necessary processes to cater for health, safety, environmental and other requirements of management system standards.

ISO 9001:2008 specifies requirements for quality management systems. The standard is the world’s most widely used International Standard. Certification to the standard is used in global supply chains to provide assurance about suppliers’ ability to satisfy quality requirements and to enhance customer satisfaction in supplier-customer relationships.

Up to the end of December 2014, at least 1,138,000 certificates had been issued in 187 countries and economies. Given the widespread adoption of the standard by organisations around the world, any change to the standard will have great impact globally.

The standard was first published in 1987. It has undergone four revisions since it was first published. Prior to the latest revision, the last major revision

of the standard was in December 2000, which saw the introduction of the “process approach”. The version of the standard which has just been revised, which involved minor changes to the ISO 9001:2000 standard, was published in November 2008.

Why change?In accordance with the rules of the International Organization for Standardization (ISO), which is responsible for the publication of International Standards, every International Standard is subjected to a systematic review once every five years. The systematic review involves voting by member bodies of the relevant Technical Committee, to decide whether the standard should be confirmed, revised/amended, converted to another form of deliverable, or withdrawn. In 2012, members bodies of sub-committee 2 (SC2) of ISO/

TC 176 “Technical Committee on Quality Management and Quality Assurance” voted by a simple majority to recommend that ISO 9001:2008 should be revised.

This set into motion the start of the revision process, with the formulation of design specifications and the establishment of a new Working Group to undertake the detailed technical work relating to the revision.

Design specification for ISO 9001:2015The main inputs to the design specification were the ISO 9000 User Survey Report, the “Future Concepts” paper drafted by a team of SC2 experts, Annex SL to the ISO/IEC Directives and the revised Quality Management Principles.

The design specification identified the following as key requirements to be considered in the revised standard:

• Changes in QMS practices and technology since the last major revision to ISO 9001 (in the year 2000);

• It should provide a stable core set of requirements for the next 10 years or more;

• The requirements should reflect the changes in the increasingly complex, demanding, and dynamic environments in which organisations operate;

• The revised standard should remain generic and be relevant to all sizes and types of organisations operating in any sector;

• The revised standard needs to be capable of being applied by the widest possible range of organisations with varying degrees of maturity of their quality systems;

• The current purpose of the standard, the title and the field of application shall in general be unchanged from ISO 9001:2008;

• The intent of the “exclusions” clause shall be maintained in the revised standard;

• The focus on effective process management to produce the desired outcomes shall be maintained;

• The revised standard will apply Annex SL to the ISO/IEC Directives to promote compatibility with other ISO published management system standards (MSS).

A project plan for the revision process was developed in October 2012 with the completion of the project targeted for September 2015. The Working Group tasked with carrying out the revision completed the project on 15 September 2015 with the publication of the ISO 9001:2015 standard.

The Main Changes in the new ISO 9001:2015

Civil servants play an important role in realising the government’s dream for the nation to become a developed country by 2020. However to do so successfully, civil servants must undergo a mind transformation to, in turn, transform the nation.

The success of an organisation can be achieved with five basic inputs: human resources, equipment, materials, solid methods and a good working environment. As equipment, materials, methods and environments are greatly influenced by the people that utilise them, whether directly or indirectly, the individuals in question need to have laudable attributes that will in turn influence their work environment to optimal effectiveness. As not all civil servants are equal in their habits and ethics, an overall mind transformation is necessary to bring everyone to the same level of good habits and quality ethics.It is easier to realise the

transformation of civil servants with a collective organisational transformation rather than as individuals, as changes will be widespread, measurable and their effectiveness can be evaluated through the process of certification and recognition of the organisation.

In the process of working towards the goal of obtaining recognition or certification, civil servants indirectly undergo a mind-set change, assimilating best practices and good work habits. The success of the organisation in reaching its goals is solid proof of the positive transformational change its workforce undergoes. For example, when an organisation becomes ISO9001 certified, it is understood that the civil servants within the organisation have undergone the process of change and have understood and adopted the culture of quality management, discarding previous ineffective work methods.

In other words, the transformation of an organisation’s employees has a direct influence on the progress of the organisation’s own success.

To achieve this, organisations should implement several vital initiatives, such as Green 5S, MS 1900 (Islamic quality management), improvement and innovation initiatives and Total Value Management.

The implementation of Green 5S in an organisation helps to increase the quality of service, safety, comfort and health of employees, and overall productivity, while encouraging energy conservation and increasing the organisation’s image from the customer’s perspective. Apart from that, through the practices of Green 5S, the organisation is encouraged to implement the 3R initiatives (Reduce, Reuse and Recycle) which lead to a more environmentally-friendly

organisation. This in turn produces civil servants who are not only concerned with hygiene, discipline, health and safety in the workplace, but also in the external environment, such as public places and at home.

Through the implementation of Quality Management Systems from an Islamic perspective (MS 1900), the assertion of recognisable good values can be appreciated and implemented by every individual. Furthermore, all initiatives that involve the processes, procedures, services or products will be ascertained to comply with Syariah’s requirements. This will generate civil servants with integrity, responsibility, faithfulness and honesty that conduct their work to the best of their ability as part of their religious deed.

By adopting improvement and innovation initiatives such as Quality Control Circle or Innovative and Creative Circle (ICC), issues experienced by the organisation will be brought to

a different channel to be solved as a team. ICC encourages civil servants to think critically and creatively in the efforts of finding a solution to the chosen problems. Besides that, individuals who are involved in the quality initiative will be exposed to the use of quality tools to analyse the source of the problem – a skill that can be transferred to daily work purposes. This initiative will produce creative and innovative employees who will constantly seek opportunities for improvement within their own organisations.

As for Total Value Management, the organisation needs to merge the principles of Total Quality Management with the requirements of MS 2300 (standard on value-based management systems). The performance of an organisation can be assessed as a whole against important elements of Total Quality Management, while the commitment, involvement and loyalty of the employee are further enhanced through the adoption of value management. The practice of these elements will help the organisation to upgrade their management and service delivery system. These elements will then help stabilise the organisation’s performance in fulfilling the “Star Rating” of public sector organisations, increasing their overall competitiveness. This will generate a management team that is responsible, efficient, innovative and committed. It will also lead to the organisation

being more concerned with their customers’ needs and the needs of other parties of importance too, such as the government, community, suppliers and the civil servants themselves.

The impact of the implementation of the initiatives can be depicted as below:-

By teaching civil servants to accept corporate mind transformation as a positive aspect of quality and productivity improvement, organisations can encourage an inwards-out positive change. With the transformation of more productive, creative, innovative and virtuous civil servants, Malaysia will take a leap towards becoming a more developed nation that is stable, peaceful and prosperous.

Islam is a comprehensive, integrated and holistic religion covering all aspects of life. It is not just a religion but a way of life – a deen. As a Muslim, everything is done to seek the pleasure of Allah, and ultimately success is expected to be measured in the Hereafter. This, however, does not mean Muslims can disregard this world. In all their dealings, Muslims are expected to carry out their duty as a servant and vicegerent by doing good and upholding their relationships and dealings with humility and goodwill.

The concept of quality is not alien to the teachings of Islam. From a religious perspective, work quality can be defined as itqan, or perfection, which indicates that Muslims are expected to deliver a product or service at his or her best ability to do so, in an orderly manner with discipline, accuracy, aesthetic

appeal and significant thought. Thus, no matter what their official role or responsibility, the end result given should satisfy the customer’s requirements. In order to achieve itqan, perfection, the element of continual improvement has to be part and parcel of the process and should be applied in daily life. This concept is in harmony with the concept of ISO 9000, which deals with quality management systems (QMSs), and many other management system standards.

Every Muslim has to increase the level of itqan in his/her activities by striving for perfection, as evidenced from surah An Naml and the Prophet’s sayings:

“And you see the mountains and think them firmly fixed, but they shall pass away as the cloud pass away. (Such is) the artistry of Allah, who disposes of all things

in perfect order for He is well acquainted with all you do.” An- Naml, ayat 88 (27:88)

The Prophet said: “Allah likes those who when he/she does something, he/she does it with his/her best ability and is very thorough,” and “ Allah loves, when you perform a deed, to execute it with excellence.”

Apart from itqan, individuals must possess a well-defined set of basic values pertinent to Islam. These should be observed by all Muslims while carrying out their duties.

These values are:

13MS1900:2014 | SYARIAH, A QUALITY MANAGEMENT IDEAL

Through performing good deeds and executing all tasks given with excellence, a Muslim can both satisfy modern definitions of quality and please Allah. These key concepts and principles of Islamic quality management are moderated and certified by the standard MS1900:2014, Syariah-based Quality Management Systems.

By adhering to these principles, individuals and corporations can improve their quality compliance and successfully implement MS1900, using Annex A in the revised standard as guidance on how to build a Syariah-compliant QMS.

Implementing a Syariah-based QMSWhen implementing a Syariah-based QMS, complying with the boundaries of halal (permissible) and haram (forbidden) as set by the Quran is of utmost importance. Some examples of haram activities include charging riba (interest), gharar (deceptive transactions) and gambling, and doing anything with intoxicant substances and pork. As halal activities are far more widespread and generalised, being anything that does not fall within the boundaries of haram, the most common practice is to focus on prohibiting specific practices rather than enumerating permissible ones.

Any organisation can adopt a Syariah-based quality management system to

govern its activities and supporting processes. The design and implementation of an organisation’s quality management system is influenced by its varying needs, specific objectives, provided products, employed processes and the size and structure of the organisation. The Malaysian Standard MS 1900 was developed with the aim of ensuring that organisations are managed in accordance with Syariah principles and practices.

Determining Syariah Critical Control PointsThis standard requires organisations to identify Syariah critical control points throughout their processes, guided by the principles of halal and haram and principles of muamalat (transactions).

A Syariah critical control point is a point within an organisation’s activities or processes where

compliance to Syariah is at risk. Identification of Syariah critical control points is done by carrying out analyses to review the input, processes and outputs of the organisation.

Through this, one can determine whether the organisation is in compliance with halal principles. The analysis reviews all existing resources, processes, equipment and materials for production or delivery of services, in relation to the principles of halal and haram and principles of muamalat. This includes both core and support activities within the specified scope of the organisation’s quality management system.

For organisations, determination of halal and haram should be carried out by the organisation’s appointed Syariah compliance officer, who, apart from being guided by the Islamic legal rules, will also refer to various sources including Al-Quran, Al-Hadith and decrees issued by state, national and international fatwa councils.

Appointing a Syariah Compliance OfficerBeing the party who is responsible for controlling and overseeing the entire organisation, the top management is responsible for ensuring full compliance to Syariah requirements, including both financial and non-financial aspects of the organisation. They should not contradict any decree issued by a recognised local Fiqh Council or Fatwa Committee.

In appointing the organisation’s Syariah compliance officer, it is imperative for the top management to select a person with the required qualification in Syariah from a recognised institution or who is at least trained in Syariah requirements. This is because they will be charged with monitoring the implementation of Syariah requirements and reporting on Syariah matters, including any occurrence of Syariah non-compliance.

Depending on the size and type of the organisation and complexity of the processes and their interactions with regard to Syariah matters, the organisation will be required to appoint a Syariah advisor or establish a Syariah advisory body as a reference point on any matters

arising from the implementation of the quality management system. This is especially important in occasions requiring decisions on complex Syariah

issues.A typical structure for a Syariah-compliant organisation is shown in the below figure. This structure can be used as a guide for organisations planning to implement a Syariah-based QMS within the organisation.

Fundamental core individual values such as honesty, trustworthiness, integrity and responsiveness are imperative to the implementation of the Syariah quality management system. Individuals with good values are the backbone to the success of an organisation. LUX CERTIFY ASIA• Recognition/ Accreditation: Lux Certify is a testing house based in United Kingdom, and has its own arrangement with European Notifi ed Body (e.g. BSI) for the purpose of CE marking.• What does it mean: MoA between SIRIM QAS International and Lux Certify Asia speci-fi es arrangement between the two bodies in assisting industries wishing to obtain the CE mark and exporting their product to European market. Member bodies of IECEE CB Scheme and the regulatory bodies of the member bodies accept CB Test report and Cer-tifi cates for their respective national approval.• Sectors: Electrical and electronics

ASEAN EEE MRA• Recognition/ Accreditation: An arrange-ment between ASEAN member bodies on harmonised regulation and approval system for electrical & electronic appliances.• What does it mean: Mutual recognition of test report and certifi cate of conformity among the ASEAN regulators for EEE.• How it can assist industries: Industries do not need to get their product re-tested. Every organisation has its own set of values. At the basic level, values are the core beliefs and commitments that matter most to an organisation and that make the foundation of the way it conducts business. Sometimes these values are baked into the organisation from the start by the founders. Other times they evolve over time as the organisation goes through an organic growth, differentiating itself from competitors.

But while every organisation has values, not all have formally defined and articulated them – and they’re missing out on a great opportunity.

A set of core values is the bedrock of an organisation’s culture. Values establish standards for ethical decision making and determine how the organisation treats its customers and partners. Grounding policies and training programs in core organisational values help employees understand why certain rules are in place so they can in turn internalise these expectations.

These values can also help the organisation manage change without compromising the factors that made it successful.

Core values help in decision-making processes. For example, if one of your core values is

to stand behind the quality of your products, any products not reaching the satisfactory standard are automatically eliminated.

Core values educate clients and potential customers about what the organisation is about and clarify the identity of the organisation. Especially in this competitive world, having a set of specific core values that speak to the public is definitely a competitive advantage.

In a country like Malaysia, where a majority of the population are Muslims, an organisation’s choice to instil Islamic values at its core can have a distinct positive effect on its running. The organisation will both appeal to Muslim workers who will appreciate the efforts of the management to conform to religiously-approved moral codes and to the Muslim

It’s the in-thing today for organisations to implement Integrated Management Systems (IMSs) and to seek and obtain certification for them. Certifying an IMS involves comparing an organisation’s management system against two or more sets of audit criteria/standards conducted at the same time.

With an ever-increasing number of management system standards being established by the International Organization for Standardization (ISO) and other similar organisations, the implementation of an IMS is an attractive alternative solution for an organization that wishes to improve the effectiveness and efficiency of its management systems. It can be applied by

any organisation that is looking to combine two or more of its management systems into one cohesive system with a holistic set of documentation, policies, procedures and processes, regardless of the type, sector or size of the organisation.

IMSs combine all the related components of a business into one system to ease management and operation. Many Malaysian companies also go a step further by integrating the requirements of the following standards to suit certification standards:

• ISO 9001 (Quality Management System)• ISO14001(EnvironmentalManagement System)• OHSAS18001(OccupationalHealth&SafetyManagement System)

IMSs are particularly good for productivity and cutting out time-consuming processes as it links several databases and systems so that processes can be managed and executed without duplication, allowing the organisation to become a unified whole.

The level of integration is the level to which an organisation uses one single management system to manage multiple aspects of organisational performance to meet the requirements of more than one management system standard. Integration relates to the management system being able to integrate documentation, appropriate management system elements and responsibilities in relation to two or more sets of audit criteria/standards.

The Application Process

Every organisation seeking certification is required to submit a filled questionnaire providing details of the organisation and, more importantly, information relating to the proposed scope of certification. The information provided is used to determine the competence of the audit team and the duration of the two stage initial certification audit as well

as annual surveillance audits.The organisation must also declare information relating to the level of integration of the different management systems, such as document integration, management system elements and responsibilities in the questionnaire.

The level of integration will have a significant bearing on the allowable reduction in

audit duration as compared to auditing the management systems separately.

The management system certification services provided by SIRIM QAS International are carried out in accordance with the policies and procedures established by SIRIM QAS International which are based on the requirements of the various accreditation standards.

Submit Questionnaire Fill questionnaire and submit to SIRIM QAS. A quotation will be prepared based on the information submitted. This will provide an estimate of the total cost for certification.Application Upon acceptance of the quotation, the applicant is required to submit the Application Form together with the application fee. An audit team leader responsible for the client file will be appointed.Audit This is carried out in two stages. The first determines the adequacy of the client’s management system documentation. Internal Audit and Management review need to be completed before this stage. After the findings from Stage 1 are resolved, the client’s management system is evaluated to ascertain implementation and effectiveness.Recommendation The Audit Team Leader prepares a recommendation report for the Certification Panel to approveApproval of Certification The Certification Panel reviews and approves the recommendation for certification under the authority of the Certification Advisory Committee.Issue of Certification The certificate will be issued upon payment of all fees due and the signing of the Certification Agreement. The certificate is valid for 3 years from the date of approval.Surveillance Audit/Recertification All certified organisations will be subjected to one annual surveillance audit no more than 12 months from the date of approval.
