A. Dr. Shonna Christian, Case No. 16-052 - Investigative Interview Dr. Christian was present. Dr. Sadilek made a motion to go into Executive Session for legal advice. Seconded by Ms. Tibbitts. Dr. Marchese pointed out that the medical records reviewed by the Board, include a form signed by the patient, giving Dr. Christian the authority to act as their primary care physician. Dr. Christian stated the medical marijuana certification center is not set up as a primary care clinic. Dr. Marchese stated that Dr. Christian is an independent licensed physician, and it is the job of the physician to figure out why the patient has pain. Dr. Marchese asked Dr. Christian if she was paid if she did not certify. Dr. Christian answered no. Dr. Sadilek pointed out that without appropriate prior medical records, a full work up is needed in order to find out what is causing the pain and to make an appropriate diagnosis. Regarding the records reviewed by the Board, Dr. Marchese stated Dr. Christian didn't make a diagnosis, she didn't do a thorough exam of all the symptoms in order to make an appropriate diagnosis. The diagnosis was based on the patient's story. Dr. Marchese stated she is concerned that Dr. Christian does not even know what is in the chart, and reminded her that the chart is a legal document for both the physician and the patient. Dr. Marchese made a motion to offer a consent agreement for a 3 year probationary term, with medical marijuana certification restriction, within the first year of the probationary term, additional continuing medical education must be completed in the areas of differential diagnosis for chronic pain, pain management and record keeping with 10 hours being in each category. This continuing education is in addition to the hours required each year for renewal of license. Early termination of probation can be requested after one year upon successful completion of the requirements. Seconded by Dr. Sadilek.
