Construction History: The residence, garage, and grounds are intact from their initial period of significance with the exception of a minor 7' x 18' dining room addition added to the eastside rear of the structure facing the courtyard (see plans and photo provided). The addition was designed and completed in 1953-1954, respectively, and was sympathetic to the original design, matching the stucco finish and pitched tile roof. Noted architects Robert Mosher and partner Roy Drew, who later became two of San Diego's most revered 'Modern' architects, executed the design with great deference to the work of Herbert Mann and Thomas Shepl]erd.

La Jolla Park Subdivision The first defined subdivision of La Jolla was recorded as Pueblo Lot #1284 and portions of Pueblo Lots #1283 and #1282, some 400 acres and was named 'La Jolla Park'. The U.S. Government deeded Pueblo Lots to the City of San Diego in March of 1851, a year after California statehood (later · re-confirmed and re-recorded as late as 1916). A patio courtyard is set to the east of the residence which during the Wallace ownership once served combined parcels in an expanded garden setting. Typical to the style the patio area expresses southern California indoor/outdoor living.

Stucco garden walls, covered with Ficus repens, Creeping fig, located in the front areas of the property are contemporaneous to the initial construction of the residence. Mature plantings of Schinus molle, California Pepper Tree, and Archontophoenix cunninghamiana, King Palm, are also from the original period. The corner slope of the property at Nautilus Street and Muirlands Drive consists of a wide swath of diverse mature plantings that include Phoenix canariensis, Canary Island Palm, Pittosporum undulatum, Victorian Box, and many other adapted species shrubs.

Plantings from the 1950's remodel period are Strelitzia nicolai, Giant Bird of Paradise, Callistemon viminalis, Bottle Brush Tree, as well as several other introductions. The landscape was_part of a property­wide upgrade during this time and has achieved significance in its own right as a succeeding layer in the overall setting.

Much of the land was purchased by California based real estate speculators. La Jolla Park, the first community subdivision of La Jolla was filed in March of 1887 by Frank T. Botsford and George W. Heald under the auspices of the Pacific Coast Land Bureau. The subdivision boundaries were; the shoreline north from approximately Marine Street to State Street (now Torrey Pines Road), east to Girard Avenue, and all land north of the present day La Jolla Country Club and Golf Course. The Botsford Heald plan was the first to configure lots, streets, and parks from raw land. Build out was slow at first, but constant. Today the area is known as the 'Village' and has a period of significance ranging from 1887 to 1920.

La Jolla Park was an architectural collection of Victoriana transitioning into sub-types of the Arts and Crafts era. Not until after the 1915 Panama California Exposition did the Spanish Eclectic style, for which La Jolla has become known, manifest itself, coinciding with the 1920's La Jolla boom. The era also ushered in a new layer of large scale inspired planned developments, ie; The Muirlands, La Jolla Hermosa, the La Jolla Strand and Bird Rock. The 1920's also created a character defining style of architecture that today reads as a perfect climate and cultural fit.

Harold James Muir and the Muirlands Subdivision At the onset of the mid 1920's La Jolla building boom, Harold James Muir, developer and real estate broker, launched his visionary imprint on the highlands above the Village. In his first project, on property purchased in 1921 by the La Jolla Land & Improvement Company, Muir presented a proposal that would erect a clubhouse and greens for an 18 hole golf course overlooking the Village. The La Jolla Country Club clubhouse was designed by noted architect Herbert J. Mann-both architecture and grassy greens cost about $25,000 at the time. The structure sat high on a slope with a panoramic view of the Pacific Ocean and opened on Thanksgiving Day 1927.

Also in 1927, Muir created his first residential subdivision-his namesake-the 'Muirlands', to the south of the clubhouse and across El Camino del Canon (now Nautilus Street). The Muirlands was one of the first subdivisions adjacent to, but outside, La Jolla Park. Upon launching the housing development Muir described it as, "a beautiful scenic tract on Mt. Soledad, with its sweeping view of the sea and hills.". The Muirlands subdivision consisted of the land around the following streets; El Camino del Canon, Muirlands Drive (the main Drive), El Camino del Teatro, El Paso Real, Vista Verde Drive, La Cumbre Drive, Sumidad Drive, and Solymar Drive. The Muirlands, although a diminutive development by today's standard, was distinguished by its remarkable topography, views and proximity to the Village.

Muir set about constructing his personal residence situated on the highest point of the tract facing the ocean. (See supplemental material). In September of 1927 the San Diego Union heralded the plans for an impressive Spanish Revival residence to be designed by noted architect Edgar V. Ullrich who had just completed the Casa de Manana in La Jolla. Later, the news made the February 1929 issue of 'California Arts and Architecture, a prestigious magazine covering high-end residential architecture on the Pacific Coast;

"In this, the third of our series of articles on the homeland of La Jolla, we are assuming that our readers have ... already visited the suburb .. .But the unusual foresight and expert daring of those in whose hands the future of the district lies ... and constitute in themselves the pledge of a continuation of La Jolla's high character as a town of homes and citizens, well contented ... This is shown in the

discarding of concrete sidewalks and in the providing of a landing field for resident and guests' planes on the level top of the Muir/and Hills."

Since the nascent 'Muirlands' subdivision there have been many subsequent efforts (all post-WWII) bearing the name of the notable Harold J. Muir, but not necessarily affiliated, ie; Muirlands Terrace, Muirlands Heights, Muirlands Point, Muirlands Del Norte, Muirlands Acres, Muirlands Vista, Muirlands Village, Muirlands Panorama, and Muirlands Crest. The Muirlands subdivision was the progenitor of a host of imitators that capitalized on the prestige and characteristics of Harold Muir's original vision.

The Palmer-Mann/Shepherd House was one of the first built within the Muirlands subdivision in 1927 and served as a visual 'model' to prospective buyers and builders. 6751 Muirlands Drive was built on the southeast corner at the tee intersection of El Camino del Canon and Muirlands Drive on a high point overlooking the beginnings of the golf course and the Muirlands Sales Office (see historic photos). It is not clear if the house was commissioned first by Muir utilizing the services of his preferred architects, Herbert J. Mann, and new 'associate' Thomas L. Shepherd, to entice permanent residents. A Notice of Completion was filed, however, in December of 1927 at the request of builder Frank L. Stimson, by the home's first owners and occupants, Lester G. Palmer and wife, Helen. Lester Palmer was listed in the 1929 La Jolla Directory as a salesman for John K. Wells Inc., but by 1930, Helen P. Palmer is listed as the widow of L.G. Palmer. The Directory shows the house became vacant in 1931. (See Directory Search)

Criterion C Architecture Resources are those that embody distinctive characteristics of style, type period, or method of construction or is a valuable example of the use of indigenous materials or craftsmanship.

Spanish Eclectic Architecture Southern California, from as early as the 1890's, had embraced Spanish/Mexican precedents somewhat in architecture that manifested in variations of Spanish Colonial and Mission Revival architecture. The Santa Fe Railroad promulgated the Mission Revival style to further romanticize and 'sell' the West to potential residents and investors. The Spanish Eclectic style, however, came into vogue much later as a further hybrid of those same precedents but with more freedom of expression and interpretation.

As the United States prepared to celebrate the opening of the Panama Canal, San Diego was in the position of hosting a coincident exposition since San Francisco was the official site chosen to celebrate the linking of the Atlantic and Pacific Oceans. San Diego, the upstart city that staged its own '1915 Panama California Exposition' without sanction by the federal government, created one of the most character-defining complexes of Spanish Colonial Revival architecture in the Southwest if not the U.S. In 1950, author T.E. Sanford, in his book Architecture of the Southwest. wrote, 'The marriage of what was seen as historical and logical appropriateness and unfamiliarity was a fruitful one' .... 'and Balboa Park became the birthplace of that Spanish Colonial revival which by 1925 had become a nationwide craze.'

'Atmosphere'--in 1915--the word when used metaphorically was still put between quotation marks-­was to be that of 'a Spanish City of flower-grown surfaces, reflecting the sunlight and the history and romance of Southern California."

In San Diego: A Pictorial History. author, Dr. Raymond Starr notes the 'look' of San Diego and the remarkable impact the 1915 Panama-California Exposition had on San Diego's built environment, essentially imprinting the region thereafter with all variations of the style. He writes: "From the arrival of Horton until this time (1915), San Diego had architecturally been a Victorian town, with a few classical buildings thrown in. From this point on, the Hispanic origins of San Diego would be firmly established ... "

After the exposition the flood of Spanish Revival variations coalesced into a more free-style of interpretation. Spanish Eclectic architecture became the character defining style in San Diego from 1915-1940, although it hadn't really manifested into the built environment until1920 (McAlester). It eclipsed latter day Victorian and Arts and Crafts styles but met its end at the onset of WWII. The style borrows from all Spanish Colonial and Mission period historical precedents and is present in almost every older community in San Diego. The Spanish Eclectic style is identifiable by recurring elements such as; asymmetry in fagade and fenestration, low pitch tiled roofs with modest, if any, eave overhang, stucco wall surfaces, at least one large focal window, elaborated chimney tops, balconies, interior courtyards and fountains.

Criterion D Master Builders Resource is representative of the notable work of a master builder, designer, architect, engineer, landscape architect, interior designer, artist or craftsman:

Herbert James Mann, Architect (Recognized by the City of San Diego as a master architect) Herbert Mann was born in Chicago in 1883 and attended the Massachusetts Institute of Technology from 1902-1906. He returned to Chicago and served as a construction superintendent for the Mueller Company. He moved west and started his own firm, the Mann Building Company in Phoenix and Los Angeles. According to the University of San Diego's Directory of Architects, 1991, Herbert Mann had a successful career as a builder and designer of homes as well as a construction overseer.

Mann came to San Diego in 1925 and set up an office in La Jolla. By the late 1920's he had come into his own and flourished professionally. His most known works are centered within the La Jolla community, ie; the Spanish Tower addition to the La Valencia Hotel in La Jolla, the La Jolla Country Club, the La Jolla Stables, the First National Trust and Savings Bank La Jolla Branch, and several notable residences. He formed a brief architectural partnership, 1927-1932, with a younger architect and new arrival to La Jolla, Thomas L. Shepherd. In a 1927 La Jolla Journal article announcing the construction of the Palmer House, in reference to the architects, it cites "Herbert J. Mann, (and) Thomas L. Shepherd, associate", which alludes to Mann being the 'lead' architect. Although it appears that Herbert Mann was commissioned frequently by Harold Muir in the mid to late 1920's, it was Shepherd who rose to greater prominence later on into the 1930's. Mann often

provided design and technical support for several of Shepherd's projects as they seemingly switched roles. Both Mann and Shepherd's designs reflected the Spanish Eclectic styles of the day with a level of simplicity and sophistication, and always with Mann's significant construction integrity. Mann served as the president of the San Diego Association of California Architects in the early 1930's. He left San Diego for opportunities in Los Angeles around the period of World War II and remained there until his death.

Thomas L. Shepherd, Architect (Recognized by the City of San Diego as a master architect) Thomas Shepherd born in 1897 was originally from Wisconsin. He studied architecture at Columbia University in New York, but was influenced chiefly by his travels in Europe and the Mediterranean and subsequently developed his approach to architectural design from those influences. He came west and worked under the noted southern California architect, George Washington Smith in Santa Barbara, and worked briefly in Pasadena.

Shepherd came to La Jolla in 1926 and began designing homes within prestigious subdivisions such as the, Barber Tract, La Jolla Hermosa, the Muirlands as well as other notable sites, mostly in La Jolla. He was especially known for customizing his designs to suit the lifestyles of his clientele. Other buildings attributed to him are; the La Jolla Beach and Tennis Club, the Marine Room, the addition to the La Valencia Hotel, a Scripps residence and several other commercial and residential projects, mostly in La Jolla.

In this, the third of uur series uf articles on the hOmeland of La Jolb, we are assuming that our readers have, where possible, already visited the ::;ub­urb. 'T'he beauty of its unique situa-

tion is ndmitted; the charncter of its 111·

But the .tinusual fore~i.~J:ht and expert daring of thut;c in whose ·hrui·tls the future of the district lie~ are yet to l~e, told, anJ constitute in thern­selves the pledge of a continuation of La Jolla's high character as a town of homes and citizens, well contented.

No haphazard trials of this scheme or thnt have been essityed in the development of La Jolla's adjacent properties. Rather have all of the experiment~· tried in LoS: An~clcs and it~ adjoining territory been examined and their best points admitted-while the expert wisdom of intelligent home mnkers has been applied to the problem of discarding all backward-looking; fea­tures and preparing the land for modern meth­od~ of transportation and the making of a home for the future ns well as for the prugre~sive present. T'hi11 is shown in the di-scarding of concrete sidewalks and in the provi~ling of a Iandin~ field for resident and guests' planes on the level top of the Muirlnnd Hills.

Herbert James Mann

Herbert J. Mann had a successful career as builder, construction architect, radio commentator, and corporation president. But in San Diego, he is best remembered for his designs of the Spanish Tower addition to the Valencia Hotel in La Jolla and the remodeling of the Grand Rapids Furniture Company downtown.

Born in Chicago in 1883, Mann attended the Massachusetts Institute of Technology from 1902-1906. In the subsequent three years, Mann served as superin­tendent for Paul F. P. Mueller Company in Chicago and then established his own building corporation, Mann Building Company, in Phoenix and Los Angeles.

In 1925, Mann came to San Diego and set up an office in La Jolla, where he constructed a number of buildings before he formed partnership with the successful La Jollan architect T. L. Shepard. Unlike many architects, Mann did not concentrate on one style: his designs and structures are very diverse, from the Spanish Revival of the Spanish Tower to "Art Modeme," used in the Grand Rapids Furniture Company building. In his partnership with Shepard, Mann was predominantly concerned with the construction of Shepard's designs.

Mann spent eight years in San Diego and in 1931 served as president of the San Diego branch of the Association of California Architects. In 1932 the Mann-Shepard partnership concluded, and Mann returned to Los Angeles, where he joined KFI as a radio commentator on home building. In 1948 he founded and acted president of a new corporation, the Member Association of Advancement Home Building.

Thomas L. Shepard

Thomas L. Shepard arrived in La Jolla in 1926, after spending a brief period in Pasadena. His architectural influence on La Jolla is substantial, as he designed buildings and homes in the city for almost fifty years.

While Shepard attended the

Addition, La Valencia Hotel, La Jolla

University of Wisconsin, it was at Columbia University where he studied architecture. Influenced by his European travels, Shepard's designs developed a Mediterranean style.

Shepard's architectural office was first located at 1050 9th Avenue, San Diego (per the 1927 San Diego City Directory). He later moved to 1117 Wall Street, La Jolla. There are Shepard­designed homes throughout La Jolla, Rancho Santa Fe, Orange County, Coronado, and Mount Helix.

Shepard consistently and thoughtfully customized his designs to his clients' varied lifestyles. His career touched upon the tail end of the 1921-1925 post-World War I building boom and stretched through the pre-World War II (1938-1941) building
