SIR:

The report herewith submitted is for the calendar year 1950.and is the Seventy-fourth annual report upon conditions of theCoal and Clay mines within the State.

The reports from the various mining operators throughout theState show the tonnage to be as follows::

COAL PRODUCTION

ALLEGANY COUNTY: During the calendar year 1950, AlleganyCounty mines employed 522 miners, 54 drivers (including motor-men, brakemen, etc.), 58 inside laborers, and 100 outside employees,making a total of 734 men. The production of coal for 1950 was322,593.10 net tons. This shows a production of 618 net tons perminer employed during this period.

GARRETT COUNTY: During the calendar year 1950, GarrettCounty mines employed 318 miners, 86 drivers (including motor-men, brakemen, etc.), 224 inside laborers, and 133 outside em-ployees, making a total of 761 men. The production of coal for 1950was 323,646.13 net tons. This shows a production of 1,017.15 nettons per miner employed during this period.

FIRE CLAY PRODUCTIONALLEGANY COUNTY: During the calendar year 1950, the fire

clay mines in Allegany County employed 37 miners, 9 drivers,9 inside laborers, and 6 outside employees, making a total of 61 men.The production of fire clay during 1950 was 68,000.17 net tons, andshows a production of 1,837.17 net tons per miner.

GARRETT COUNTY: During the calendar year 1950, there were75,527 net tons of fire clay produced in Garrett County, all stripped,employing 19 outside employees. This shows a production of3,975.02 net tons per employee.

FATALITIESALLEGANY COUNTY: No fatal accidents occurred in the coal

mines of Allegany County during the calendar year 1950 as com-pared with two (2) during 1949.

GARRETT COUNTY: One (1) fatal accident occurred in the coalmines of Garrett County during the calendar year 1950 as comparedwith two (2) during 1949.

ENTIRE STATE: A total of one (1) fatal accident occurred inthe coal mines of Maryland during the calendar year 1950 as com-pared with four (4) during 1949.

FATAL ACCIDENTS — 1950

GARRETT COUNTY

On May 1, 1950, at 10:30 A. M., a roof fall occurred at thePattison No. 1 Mine of the P. & G. Coal Company, Bloomington,causing the instant death of Joseph Dffley, who was a miner withten years experience.

Apparently the accident occurred as a result of inadequatetimbering. Although it is not definit&y known, it is believed thatroof tests were not made and, if the timbering standards of theMining Law were followed, the accident very tikey would not haveoccurred.

FIRST MOBILE RESCUE STATION AT KITZMILLER OPENSNEW PHASE OF COAL MINING IN WESTERN MARYLAND

A new phase of coal mine rescue work has been instituted inMaryland with the delivery of the first complete mobile rescuestation.

The new truck has been stationed at Kitzmiller, where two teamsof six men each have been trained in its use. In addition, manyothers have been trained along the George's Creek region and thereis a six-man volunteer gas mask crew on call.

The mobile station, developed for the Bureau by the Mine SafetyAppliances Company, Pittsburgh, can transport to mines all thenecessary material and equipment for instruction and practice ofvital safety and first-aid activities, as well as recovery work in casesof fire and explosions.

Has Power, Road Clearance

Designed to accommodate equipment specified by the MarylandBureau of Mines, the tailor-made, all-steel body is mounted on aone-and-a-half-ton truck chassis equipped with two-speed axle andoversize tires. These features give the station maximum powerand road clearance to reach even the smaller mines throughout theState over winding, narrow roads.

Major equipment in the unit includes six McCaa Two-HourOxygen Breathing Apparatus, ten MSA One-Hour Breathing Appa-ratus, six MSA All-Service Masks, Stretchers, First-Aid Suppliesand a motor-driven high-pressure oxygen pump.

Among the equipment carried in the truck are six unique Chemoxbreathing apparatus. These generate their own oxygen supplyand enable the wearers to breathe safely in any oxygen-deficientor fume-filled atmosphere. They are the same type of MSA breath-ing apparatus used on U. S. Navy warships for damage controloperations.

The mobile safety station will provide the means to conduct regu-lar training courses in rescue and first aid at mines throughoutthe State. This unit also will have a good psychological effect inthat it will stimulate interest in safety as it makes its appearanceat mines.

The first Safety Order was issued ordering a better timberingsystem, fuses and caps to be stored in proper containers, the dis-continuance of other than permissible explosives, and defectivewiring to be corrected.

The second Safety Order was issued ordering a large body ofwater at main heading to be removed, a second opening to be made,adequate first-aid and fire-fighting equipment to be kept at mine,flame safety lamps to be provided, and that records be kept in therecord book.

The third Safety Order was issued ordering the main fan to berepaired and ventilation restored.

All Orders were immediately complied with.

METHOD OF TRANSPORTING COAL

The method of transporting Maryland coal from the mine to therailroad car has changed considerably during the past few years.A large number of mines in Maryland are smaller mines and coalis transported from the mines to central loading points, where thecoal is cleaned and sized and made ready for shipment. Thismethod has helped the smaller operator considerably and more ofthese central loading tipples are expected to be installed in thenear future.

LABOR CONDITIONS — 1950

During the year 1950 there was a major suspension of workstarting February 2, 1950 and ending March 5, 1950. All minesceased operation at this time. This accounts for a reduction intonnage for the year 1950. Several of the larger operations whichsuspended work in 1949 were still idle during the entire year 1950due to economic conditions existing in Western Maryland. Muchunemployment is in evidence in Allegany and Garrett Counties.

REPORT ON THE SHORT COURSE IN COAL MINING — 1950

The twenty-seventh annual Short Course in Coal Mining was heldin two sections this year for the first time.

The first section was held at Kitzmiller in the Kitzmiller HighSchool Building beginning June 7, 1950, and ending June 30, 1951,a period of four (4) weeks.

The second section was held at Barton in the Barton High SchoolBuilding beginning July 10, 1950, and ending August 4, 1950, aperiod of four (4) weeks.

Instruction was given in the class room for five (5) consecutivenights each week of the course. Two (2) class room periods wereheld each night for a duration of one hour each.

The course was held by the University of Maryland in coopera-tion with the Maryland Bureau of Mines, the United States Bureauof Mines, the State Board of Education, and the County Boards ofEducation in Allegany and Garrett Counties.

instruction of the United States Bureau of Mines in cooperationwith the Maryland Bureau of Mines.

At both Kitzmiller and Barton, a series of practice tests werecarried on for the first week of the program, both laboratory testsand tests made in the testing gallery built for that purpose. Atthe conclusion of the week of practice tests, during which the stu-dents were urged to do practice testing at any time that might beavailable to them, the students were required to make a series ofrecorded tests, under a variety of conditions, and with varyingatmospheres, in order to check on their ability to detect inflammableand noxious gases by the use of the Flame Safety Lamp. Thesetests were under the supervision of, and were recorded by theFederal Mine Inspectors.

For the duration of the Gas Testing Training Program, the facili-ties for testing were available to the students from 10 :00 A. M. to10 :00 P. M. each day of the course.

Conclusion

The school year just passed was marked chiefly by the steadyattendance at both the Night Classes and the Short Course.

Approximately one-third of the enrollment was made of men whohad never before been enrolled. Of the remainder, the majoritywas made up of men who desired to convert their Certificates ofCompetency of the Second Class to Certificates of Competency ofthe First Class.

The trend toward smaller operations in coal mining has pro-duced a very noticeable increase in the interest manifested in thesecuring of Certificates of Competency. As the number of thesesmaller operations continue to increase, so should the interest infurther technical training be augmented.

Due to geographical and other causes, it was necessary this yearto hold the annual Short Course in two sections, and for a periodat each location of four weeks instead of the usual six weeks.While this meant that the course itself shortened, it was the feelingthat the additional number of men reached by this method justifiedthe change.

Needless to say, the success attained by the program was madepossible by the ambition of the men enrolled, and the fine spirit ofcooperation that existed between all the cooperating agencies.
