The Quality Management System (QMS) at

Quartet Engineers incorporates quality

planning and provides a basis for managing

project activities allowing us to monitor

processes for continual improvement and

overall cost control.

instructions, specifications, and drawings that

contain appropriate criteria for determining

whether prescribed activities have been

Vijay K. Jha PhD, PE, PMP President

Dr. Jha has more than two decades of

experience in the field of civil engineering

including geotechnical, construction

material testing, structural engineering, and

project management.

Dr. Jha has worked on numerous projects

with various clients managing geotechnical

and construction material testing labs,

developing laboratory testing program, and

carrying out engineering analyses. Dr. Jha

has also worked extensively in developing

civil engineering design for many

commercial, residential, infrastructure and

industrial projects. In addition, over the

course of his long experience, Dr. Jha has

been involved with many structural

engineering works for onshore and offshore

projects.

Always a hands-on engineer, Dr. Jha

realized he could serve the needs of the

clients much better by engaging with them

directly on business level. He started

Quartet Engineers in 2015 together with his

A-team with an intent to bring the best

value, quality, and service to the clients.

Mr. Niyongabo is Construction Materials

Engineering Project Manager at Quartet

Engineers with the responsibility for the

daily operations of construction materials

testing, technicians, and client assistance.

Civil Engineer by education, he has

experience in the fields of construction

materials, geotechnical, transportation,

and structural engineering. A person

simultaneously at ease with field activities

as well as engineering calculations, Mr.

Niyongabo is well versed in all aspects of

construction materials engineering and

testing, geotechnical engineering, roadway

design, and construction engineering. He

has worked on projects which include

municipal works, industrial facilities,

commercial developments, water and

wastewater facilities, power plants, dams,

marine terminals, roadways, and health

facilities. Samuel is also experienced and

certified to conduct laboratory and field

testing of construction materials and

quality control activities including

inspection and testing on fill placement,

subgrade for roadways and house pads,

aggregate subbase and base materials, lime

stabilization, asphalt, concrete, steel,

bolted and welded connections, non-

destructive testing and underground utility

installations.

Stephen Rohrer Director, Business Development

Mr. Rohrer is Director of Business

Development at Quartet Engineers. A well-

rounded business person, he always works

to create sincere value proposition to clients

using his significant experience in

Geotechnical and Construction Materials

Testing including management and business

operations. Before joining Quartet

Engineers, Mr. Rohrer worked more than

five years in the industry. He has good

experience developing projects with public

organizations including City of Houston,

Harris and other neighboring counties and

other public entities. He has also worked

with residential and commercial developers,

architects and contractors to develop

proposals based on needs of individual

clients.

and administrative support personnel who work every day to provide our clients with best service
