Wind Facility & System Upgrades

As a recognized leader in the power and renewables industries, Ulteig was asked to serve as electrical Engineer of Record for both the wind facility and the system upgrades for this 60 MW wind project located in southern Colorado. Leveraging Ulteig’s Integrated Solutions with experts in our power and renewables Lifeline Sectors, the client will optimize resources and gain efficiencies.

As a valued partner, Ulteig’s first order of business was helping the diversified energy company determine what would be required of the full electrical design. With that established, Ulteig moved forward with collection system, substation and transmission line engineering. This work, as well as procurement of major long-lead materials, was completed under direct contract with the client.

As the layout of the project takes shape, right-of-way acquisition is an essential step in the process of developing a concept into a successful project site. Ulteig’s experienced real estate professionals deliver site acquisition and right-of-way services for a wide range of projects. LINN COUNTY LOOP Lifeline Sectors: Power | Location: Iowa

Ulteig’s client will be constructing approximately 22 miles of new 161/69kV double circuit transmission line and approximately one mile of 69kV single circuit line in the fast-growing area around Iowa City, Coralville, Tiffin and North Liberty. Ulteig provided surveying services for the Linn County Loop project, setting aerial targets for LiDAR ground control and providing supplemental ground survey work. This work included surveying taps and crossings that extend outside of the LiDAR corridor, as well as spot checking the LiDAR survey. Ulteig surveyed all available certified section corners along the project route in conjunction with researching all road right-of-way (ROW) and existing road easement boundaries. Ulteig developed road ROW boundary, cadastral boundary and parcel lines along with landowner information (names, title information and easement lines) based on research and client provided information and plotted plan view drawings for use in PLS-CADD. Ulteig also prepared easement exhibits for new easement acquisition.

ERCOT & EARLY-STAGE PROJECT PORTFOLIO SUPPORT Lifeline Sectors: Power and Renewables | Location: Texas

Clearway Energy, a new company that emerged from the sale of NRG Energy’s renewables platform, is one of the largest clean energy companies in the United States. Its operating footprint includes 2.8 GW of wind, 1.1 GW of utility solar and over 200 MW of distributed and community solar.

With several owned projects under development in Texas, Clearway needed accurate forms and studies to meet the requirements of the regional transmission operator for interconnection applications. Ulteig aided in this process, generating forms that reflected the preliminary project design and PSSE models necessary to submit Clearway’s interconnection studies to ERCOT. Ulteig also performed reactive power studies to determine the sizing of reactive power compensation equipment.

Having become a trusted resource to the Clearway team, Ulteig now offers ongoing support for early-stage studies, layouts and transformer spec reviews across Clearway’s growing portfolio of renewable projects. Preliminary substation, collection and transmission line designs have been added to Ulteig’s scope of work on various wind projects owned by Clearway, such as Patriot Wind and Mesquite Star.

LOPEZ SUBSTATIONLifeline Sector: Power | Location: Tucumcari, NM

This project consists of the engineering and design of a 115 kV electrical substation in Tucumcari, NM. The need for a new substation was driven by the new Quay County Generating Station (turbine relocation project), which provides backup power to the Tucumcari load center. Lopez Substation serves as a point of interconnection for the Quay County generating station. This substation allows for increased electric reliability in the surrounding area. The green field 115 kV switching station consists of an initial threebreaker ring bus configuration that is expandable to a future breaker-and-a-half configuration. The three-breaker ring bus configuration will have positions for a 115 kV line from the existing Norton Substation, 115 kV strain bus to the new generating station, and a retermination of an existing 115 kV transmission line to the existing Campbell Substation. The substation includes three 115 kV line terminations (plus two future) with three 115 kV circuit breakers (up to six future 115 kV breakers, for a total of nine), twelve 115 kV disconnect switches, a 115 kV station service voltage transformer (SSVT), instrument transformers, metering units and surge arresters. A 20’ W x 36’ L x 11.5’ H electrical equipment enclosure with relay and control equipment was also part of the design.

QUALIFYING FACILITY (QF) CONVERSION PROJECT

Location: Snelling, CA

Ulteig’s CAISO team managed a QF conversion from PG&E operations to the CAISO Market in coordination with the Northern California Power Authority (NCPA). This project involved converting plants already owned by the client while also facilitating the client’s purchase of a third plant to give them control of the area’s river watershed. The purchased third plant is a 94.5 MW facility. For the transition from PG&E operation and management to the client, the client joined NCPA and set forth to upgrade their Revenue Metering and Telemetry to current CAISO standards. Our team performed a full suite of CAISO integration services including the hardware, engineering, certification, and process management for the project.

SOLAR METERING PROJECTServices Provided: CAISO Metering and Complex Loss Compensation | Location: Tonopah, AZ

The project owner installed Phase 1 of their solar project in 2013, representing 150MW of a planned 700MW final capacity. Construction and interconnection of Phases 2 & 3 (250MW) of the project began in 2015.

The project is located in Arizona, 30 minutes west of Phoenix, but participates in the CAISO Market as a pseudo-tie. Their point of interconnection is on a major 500kV transmission pathway leading to the California border. However, the project is located miles away from the interconnection point and exports power at 230kV.

Ulteig’s CAISO team was brought in as a sub-contractor to the client to fulfill complex metering requirements in a changing regulatory environment and to ensure project completion while not interrupting the existing operations of Phase 1.

Our close watch on the business practices of CAISO enabled us to help the project owner take advantage of recent policy changes allowing us to model their losses and implement new elements in the revenue metering scheme rather than previously required methods that were not part of the site’s original design.

The Ulteig team put together a loss study to resolve the system losses for all interconnection infrastructure between the CAISO metering point and the 500kV yard, and determined best practices for allocating the losses between the three phases of the project according to their loss contribution. In-house testing was performed to validate and document the scheme before site deployment to integrate with the plant SCADA system and the client’s CAISO RIG.

230KV TRANSMISSSION LINE STORM DAMAGE SUPPORT

Lifeline Sector: Power | Location: Fossum, MN

In 2018, a severe weather event took 70 transmission structures down and placed 12.5 miles of 230kV transmission line out of service. When the firm that had been doing the prior design work was not able to meet the requested timeline for the rebuild, Minnkota Power Cooperative, the electrical generation and transmission cooperative who owned these assets, reached out to Ulteig instead.

Ulteig worked quickly to assemble a team, and in five weeks, completely re-designed the line while the existing conductor and structures were being demolished. The new design consisted of wood pole H-frame tangents, guyed wood three pole deadends and an increased number of terminal dead end structures to minimize service loss from future tornado and severe straight-line wind gusts.

In addition to design, Ulteig also took the lead on construction staking and generated the specifications and bid documents for the construction of this project.

Ulteig’s ability to be nimble, responsive and pool resources quickly enabled the speedy restoration of this transmission line against a tight project timeline.

SYSTEM-WIDE UPGRADESLifeline Sector: Power | Location: Wisconsin

As part of a move to enable smarter monitoring and control of electric distribution systems, Alliant Energy approved funding of $28 million over five years to address five different Supervisory Control and Data Acquisition (SCADA) initiatives. One of the first to take effect is the replacement of legacy remote terminal units (RTU’s) for Alliant Energy’s subsidiary, Interstate Power and Light Company (IPL).

Having recently completed a metering replacement portfolio project for Alliant in Minnesota, Ulteig was the logical choice to help manage these large-scale, multi-site RTU replacement projects.

For each RTU replacement, Ulteig is preparing a scope of work (SOW) and design document package and providing preliminary planning phase and design. The preliminary phase includes site visits, consultations with engineers and the formulation of SOW documents for each of the 85 RTUs to be replaced. The design phase commences upon approval of each SOW. Ulteig is also responsible for project management services, such as consistent stakeholder coordination, comprehensive project planning and the management of all key project components to ensure success.

Much coordination is taking place to meet the requirements for a project of this scale and to meet the overall execution of the schedule. Ulteig currently has three engineers working on two sites at a time, meaning six sites are completed in the first round of scoping before those sites are turned over to the design team.

This approach has equipped Ulteig to get through 18-20 scopes and 12-13 designs throughout the first year. The goal is to complete 80 sites over the next three to four years, or about twenty sites per year.

LEE DEKALB BATTERY ENERGY STORAGELifeline Sector: Power | Location: Dekalb, IL

A 22.5 MW Battery Energy Storage System was implemented to help balance power grid frequency in November 2014. Ulteig provided engineering services to accommodate the new BESS, which was located at a large wind energy center, including an additional 34.5kV position added to an existing 34.5/138 kV collector substation. The added position was made via a 1200A, 34.5kV breaker with metering class CTs and corresponding bus and line switches. The BESS branches were connected with medium voltage underground cable. Ulteig also provided project services supporting integration of controls and protections schemes, as well as an ION meter included for frequency monitoring.

Ulteig was contracted by a major battery energy storage system (BESS) integrator to provide technical and project support for two (2) 10MW/10MWh energy storage projects located in Indiana for a major investor owned utility (IOU) to provide grid support, including microgrid/reliability, power quality, and renewable integration.

Ulteig’s scope included technical/engineering support, factory acceptance testing support, construction management site inspection QA/QC, commissioning, and functional testing of the BESS.

Ulteig personnel participated in an energy storage analysis for a major investor owned utility (IOU) to determine sizing, location and applications for a fleet-wide energy storage road map strategy. The analysis considered multiple applications including bulk generation (ancillary services, peaking resource, arbitrage) and grid services (deferment, power quality, renewable integration) at various locations throughout the utility’s service territory. 69KV REBUILDLifeline Sector: Power | Location: Kentucky

Ulteig was selected to perform Construction quality observation and monitoring on the rebuild of 18 miles of existing 69kV transmission Line. The project involved replacing existing wood structures and wire with new steel structures along the existing line centerline. Responsibilities include on-site monitoring of construction activities, identifying and managing project risks, and ensuring uniform quality policies are being adhered to for the entire project duration. Ulteig provided daily updates to the owner on project activities and issues and acted as the site Storm Water Pollution and Prevention (SWPPP) inspector. In addition, Ulteig helped develop the overall project quality assurance plan and associated checklists which will be completed by the overall construction contractor.

In this case, the client expressed the need for an innovative design process that would increase efficiency by reducing time spent on pre-design activities and communication processes throughout the project. To address those needs, Ulteig conceptualized and executed an in-field design methodology that increased project efficiency when compared to traditional methods of project design that utilize in-office design processes.

The in-field design methodology was achieved using existing Geographic Information System (GIS) application capabilities combined with modern technology like cloud-based web services, in-field iPads and survey-grade GPS receivers. This coordination of hardware and software gave the ability to easily collect existing utility inventory data in-field, which was instantly accessible to all project participants using the real-time web or mobile database.

The methodology has already seen success in decreased time spent on traditional in-office design methods and has streamlined communication between all project participants. These efficiencies have also contributed to less downtime and outages for the client and their surrounding energy consumers.
