Experience

7/2006 – Present: CEO at High Class Software, Inc. (HCS)https://stevepalmer-public.sharepoint.com

My consulting business consisting of presale, post-sale activities, as well as design, programming, system architecture and delivery of several major projects.

Why the change now? I’m finding it difficult to compete with larger consulting companies and would like to spend more time focusing on those skills that I love so much.

Following are many of the projects that were completed since 2006:

HCS Project: 4/2016 – Present: Alcala Management (San Diego, CA)http://www.alcalalabs.com/ We developed a lab test order system using C#.NET, SQL Server, PDF files, and DevExpress components. This application allows Representatives in the field to order tests. The PDF tests are serialized and recorded in the database. Samples are taken from the patients then sent to Alcala for analysis. Our application tracks the test through the entire work in process. Heavy use of C#.NET, SQL 2012, DevExpress, VBA, Excel, and PDFs.

HCS Project: 2/2016 – 4/2016: Henderson Data Solutions (Remote)http://www.hendersondatasolutions.com/ Used many skills to help Henderson’s Customers with their software development. I conducted many online sessions with Customers using Join.ME and GOTO Meeting. We used C# (desktop and web), SQL Server databases, and Classic ASP programming. Heavy use of C#.NET, SQL 2012, VBA, and MS Excel.

HCS Project: 9/2015 – 12/2015: Healthline Contractor for TEK Systems (Remote)www.echo-solutions.com/

Used C#.NET and SQL Server to scrape data off of external websites and load the data into a database. I designed both the application and the database tables.

Employed extensive use of HTTP Requests / Response, WATIN API in a custom C# program to acquire data from external websites like the FBI, CIA, ICE, and many hospital websites. The data was then loaded into SQL Server tables.

HCS Project: 5/2015 – 9/2015: USD Contractor for TEK Systems (San Diego, CA)www.sandiego.edu/

Filled in for their lead developer while he was on sick leave Used PHP and MySQL to develop several data analysis websites showing student metrics Developed Facebook and Twitter API interfaces for USD web pages. Provided technical lead services for the existing team.

HCS Project: 10/2010 – 3/2011: Miscellaneous Projects (San Diego, CA) Created a 100 plus page website for tracking a pilot’s logbook. This project includes an

integrated iPhone application that synchronizes data to/from the web site. The solution utilizes PHP, COCOA, and MYSQL. It also implements e-Commerce via Authorize.Net.

Created a 50 plus page website scheduling application for hair salons. This site used Microsoft SQL Server, ASP.Net, and VB.NET. It also implements e-Commerce via Authorize.Net and DevExpress components.

HCS Project: 6/2006 – 10/2010: US Navy (San Diego, CA) This project continued our work at InnovaSystems, International when Innova decided it

didn’t want to continue with this business activity. They wanted to concentrate on their DRRS (Defense Readiness Reporting System) product instead.

This position involves knowledge of large and complex military and commercial systems. Service Oriented Architecture (SOA) was used in a Web environment to separate functions into distinct units, or services. We accessed these services over a network in order to allow users to combine and reuse them in the production of applications.

Integrated Business Objects, INFRAGISTICS components, DevExpress components, Microsoft SQL Server, SSIS (Integration Services), SSAS (Analysis Services), and SSRS 2005(Reporting Services) ASP.Net, and C# & VB.NET were used for 2-large web projects for the Navy. Together they were over 100 web pages, 1000 SQL tables in a single database, and highly complex SQL stored procedures.

Created a 140 plus page website for Naval Training Academy that provides school administration. This site tracks students, instructors, classes, courses, and facilities for the school. PHP, CODEIGNITER (model-view-controller), and MYSQL were used to implement this solution.

3/2003 – 7/2006: InnovaSystems, International, LLC. (San Diego, CA)www.innovasi.com Software Architect and Software Development Manager

My team was responsible for customer interfacing, program development and implementation for the Navy’s Explosive Ordnance and Demolition Command.

As team leader I defined, planned, organized, designed, and developed web based software applications.

I gathered the requirements, provided the architectural design and functional specifications, and oversaw the software development process using an AGILE SCRUM Methodology. There was heavy emphasis on Microsoft technologies like VB Version 6.0, VB.NET, C#, and SQL Server 2000 – 2005. UML, Data Modeling, and Database Administration, as well as customer reporting using Crystal Reports and SQL Server Reporting Services were also heavily used.

SQL Server databases were approximately 200GB in size, 800 tables, and 600 stored procedures. When my DBA transferred to another team, I assumed the DBA tasks in order to get the projects finished on time and budget.

Prior to 2002: I’ve always been interested in computers and excited about learning new things about this industry. Prior to 2002, I operated 3-computer consultancy businesses, worked for 2-computer manufacturers, and delivered hundreds of solutions for customers in manufacturing, transportation, medical, and banking. Some of the more pertinent tasks involved the following:

Manufacturing

o Lawry’s Foods Company- Designed, programmed, and implemented over 6000 RPG programs ranging from Accounting and General Ledger to Sales Order Processing.

o HEXFET International- Created an automated labeling application that tracked their product thru the shipping process.

o Hewlett-Packard- System engineer for HP mini computers (HP3000). Presales, post- sales support plus customer/internal training. I wrote the internal training manual for their proprietary database management software (IMAGE).

Transportation- Time and revenue projections for rolling stock. The environment was IBM mainframe utilizing COBOL.

Medical

o California Cryobank- Created a donor identification system utilizing hand scanners.

o Guidant- Performed QA on their internal manufacturing systems that supported their efforts for FDA 510 and ISO 9000 certifications. I was instrumental in creating their automated test scripts with WINRUNNER and LOADRUNNER. My tasks also included the integrity of Guidant’s 12-manafacturing systems on a 7x24x365 basis.

Banking- IT Analyst Manager, responsible for all of Home Federal S&L’s applications.
