Space as Critical National Infrastructure
Colin Armstrong MBEHead of Space Security Policy
The growing importance of space: weather forecasting
Over 90% of data for weather forecasting comes from space.
Five day forecasts are now as good as one day forecasts used to be in 1980s.
- Space-based technologies can contribute to all phases of the disaster management cycle
- Satellites are also reliable and rapid communication, observation and positioning, which become particularly vital to relief and recovery operations when ground based infrastructure is damaged
The growing importance of space: disaster response
Electricity transmission
Broadcasting
Bus timetables
Offender management programmes
The growing importance of space: navigation and timing
- £5 billion: economic impacts to the UK from a five-day disruption to GNSS.
- System-of-systems issue: GNSS receivers deeply embedded in countless systems and applications.
- Operators of CNI not completely aware of their reliance on GNSS.
We are starting to understand the impacts from losing access to space
Leading the UKinto a new space age
Space was designated as a Critical National Infrastructure Sector in 2015
We are interested in those critical elements of infrastructure (facilities, systems, sites, property, information, people, networks and processes), the loss or compromise of which would result in major detrimental impact on the availability, delivery or integrity of essential services, leading to severe
Identify critical assets within the space sector and assess potential impacts arising from disruption.
Identify potential threats and hazards that could affect critical assets and share info with operators.
Work with industry to regularly review the risks arising from threats and hazards.
The National Security Councilsub committee on Threats, Hazards,
Resilience and Contingencies governs CNI activities. This ministerial-led group
is supported by an Officials group, which is chaired by the Deputy National Security Advisor
for Intelligence, Security and Resilience.
Our CNI responsibilities:
Develop and implement polices to improve the security and resilience of critical assets.
Develop and maintain emergency plans
- Engaging with other CNI sectors – energy, transport, water, etc – to identify what space data they rely on.
- Space Discovery Day brought together 60 industry and government representatives from eight CNI sectors.
- Highlighted at a high-level the significant dependencies on space derived services
Identifying critical assets
Collaborating with industry
We are working with space companies to identify vulnerabilities.
We with the National Cyber Security Centre and the Centre for the Protection of National Infrastructure to share information on threats.
We promote the safe, secure andresponsible use of space by all
We regulate satellites and have designed a traffic lightsystem to make navigating the licencing process easier
We passed the Space Industry Act 2018, making the UKattractive to responsible spaceflight operators
We are leading work on a UK sovereign GNSS system if we cannot secure future participation in Galileo
