A soft copy set of Tender Documents can be obtained from the Stone Ridge
Country Estate Manager on request via email to the following email address:
All Technical queries are to be formally submitted to the email contact detail
provided above. It is further noted that ALL Tender Queries will close on midday
on Thursday, 11th July 2019.
Only Tenders complying with the following requirements will be considered:
A. Tenders submitted on the prescribed Form of Tender.
B. Tenders MUST BE SEALED IN AN ENVELOP and conspicuously marked as follows:

1. CONDITIONS OF TENDER
1.1. COMPULSORY SITE CLARIFICATION MEETING
Tenderers must inspect and examine the site and its surroundings and shall take
full account of the form and nature of the site, its surroundings and other local
conditions, the supply and conditions regarding labour, transport and materials
as well as the access to the site. Claims based on insufficient knowledge of such
aspects will not be considered.
Persons entering and visiting the site shall indemnify the Employer against all
liabilities and will not enter the site without prior approval.

1.2. TENDERING PROCEDURE
The tenderer must price the Bill of Quantities and submit a complete tender to
undertake the building works. Tenderers failing to submit a complete tender will
be considered non-responsive.
1.3. VALUE-ADDED TAX AND CONTRACT PRICE ADJUSTMENT
Tenderers must make provision for all taxes, regional services levies and any other
levies in their tendered rates and lump sums. Tenderers must however not include
value added tax in their tendered rates and lump sums. VAT shall be added to
the "Calculation of Tender Amount" in the Bill of Quantities.
Contract Price Adjustment (CPA) will not be applicable for this contract.
1.4. COSTS INCURRED BY TENDERER
The Employer will neither be responsible nor pay for expenses incurred or losses
suffered by any Tenderer in preparing and submitting the Tender, in visiting the
Site in connection therewith, or for his attendance at any clarification meeting (if
any), or for any reason whatsoever concerning this Tender.

1.5. VALIDITY OF TENDER
The Tender shall be valid for the period of 90 days from date of Tender Closing.
1.6. COMPLETION PERIOD
We anticipate the time for completion of the Works to be less than one (1) month.
Should the tenderer find the contract period to be unreasonable, the tenderer
is to motivate reasons for an extended contract period on submission of his
contract price. No revised contract period will be considered post tender
submission, unless otherwise agreed by the adjudication committee. The
tenderer is obliged to include a contract schedule \ program with his \ her tender
submission pack.
It must also be noted that the Estate may decide not to carry out all the work at
once due to budget constraints and may want to split the work between two
budget periods. The financial year end is February.
1.7. GENERAL TENDER RULES AND DELIVERABLES
To enable Stone Ridge Country Estate to evaluate the Tenderer’s offer in detail on
the same comparative basis with other tender offers, the tender document shall
contain all information requested in these Instructions, the Scope of Work and the
Tender Data Sheets including the following:
a. A cover letter stating the Company’s details (company name, office address,
contact person, telephone number, fax number and e-mail address) signed
by a principal authorised to do so.
b. A list indicating the contents of the tender documents and all attachments.
c. The Tender Form and all Data Sheets as may be required.
d. An original and valid Tax Clearance Certificate.
e. Proof of Contractor All Risks Insurance.
f. Any registration certificates to Construction Bodies i.e. CIDB, SAFCEC, NHBRC
etc. are to be included in the Tender Submission pack.

g. Original or Certified Copy of a Valid Letter of Good Standing as issued by the
Department of Labour \ Compensation Commissioner.
h. A Methodology on how the works will be executed.
Failure to submit the required tender information and Data Sheets may render
the tender liable to rejection at the Discretion of the Tender Evaluation
Committee.
Compliance with the Enquiry Specification and Conditions
Tenderers shall tender strictly in accordance with the requirements of the Tender
document.
The quoted prices shall include for the complete services specified and for any
additional services considered necessary to complete the project as per the
Tender specification.
Should the Tenderer be unable to tender in accordance with the conditions and
specification of the Tender document, all such deviations and / or qualifications
shall be clearly set out in the tender document.
Tenderers are allowed to submit, in addition to the Basic Tender Offer, an
alternative tender(s) in which case the alternative tender(s) shall be
accompanied by appropriate Tender Forms, Data Sheets, etc.
The Tenderer shall complete and sign the Tender Form and all Data Sheets as may
be required.
1.8. DISCREPANCIES
The Tenderer shall check the contents of the Enquiry document for completeness
prior to tender submission.
Should there appear to be any contradictions, discrepancies and / or
ambiguities between any of the documents or parts thereof embodied in the
Tender document and the drawings, this should be referred to the Estate
Manager of Stone Ridge Country Estate for clarification during the tendering
stage.

2. PROJECT SPECIFICATIONS
2.1. THE WORKS
2.1.1. GENERAL DESCRIPTION
The Works comprises of the following:
Supply, preparation and installing paving in various areas around the estate.
2.1.2. DESCRIPTION OF THE SITE AND ACCESS
Stone Ridge Country Estate is situated approximately 12km west of Centurion
City Centre. The main entrance to the site is from the Pretoria West
interchange on National Road 14 (N14) between Centurion and Krugersdorp.
The Estate can be reached from the R55 (Voortrekker Road) and Spinetail
Street (see map below)

2.1.3. DETAILS OF THE CONTRACT
A. Description
THE WORK COMPRISES OF THE FOLLOWING:
Inspection of the areas to be paved.
Documenting the work to be carried out
Preparation of method statement
Preparation of program
Preliminary scope of work
Site Establishment
Supply of materials
- Paving bricks
- Riversand
- Cement
Site preparation including:
- Removing all weeds and roots
- Spraying appropriate weed killer
- Levelling of area for proper drainage
- Compacting area
Installation
- In line with existing design
- Edging
Site de-establishment
- Removal of excess material
- Clearing of site
The quantity is to be determined during the Site Clarification Meeting. The
Estate will not accept variations on the scope that is clearly identifiable.
B. Omission of Work
The employer reserves the right to cancel the work altogether, reduce the
work or change the schedule as set out in the Schedules of Quantities should
financial constraints or other reason require such action. The final decision
in this regard will be taken during the tender adjudication \ evaluation
process.
It must also be noted that the Estate may decide not to carry out all the
work at once due to budget constraints and may want to split the work
between two budget periods. The financial year end is February.

2.1.4. SITE FACILITIES AVAILABLE
A. Location of Camp and Depot
A site establishment area will be provided within the estate for the
contractor with only the necessary facilities namely, water. The Contractor
shall make his own arrangements with regard to chemical toilet provision,
Domestic solid waste removal, construction spoil material disposal, etc.
Any further arrangements to be made by the contractor within the
designated campsite must be by the consent of the Project Manager \
Estate Manager and strictly adhere to laid out requirements.
B. Water Supply
Water is available on site, which the Contractor may use sparingly free of
charge.
The Estate does not guarantee the sufficiency or continuity of the supply and
no claims will be considered in this regard.
The Contractor will be held responsible for any wastage of water due to
negligence.
C. Power Supply
No power is available on site and arrangements are to be made should
power be required at the Contractor’s expense. Alternative means of power
i.e. generator is to be considered by the Contractor, which the Contractor
may use at his own discretion.
D. Ablution Facilities
Ablution facilities must be provided by the Contractor and management
thereof will be to the Contractor’s account. The Contractor must maintain
and keep these facilities neat and tidy for the duration of the project.

E. Accommodation for Employees
No accommodation is available for the Contractor's employees or
temporary labour on the site. Furthermore, the Contractor is to adhere to
the Estate’s Contractors entry and exit times.
2.1.5. FEATURES REQUIRING SPECIAL ATTENTION
A. Accommodation of Traffic
The Contractor shall work in such a way that traffic can be safely
accommodated at all times. The Contractor shall exercise the necessary
safety precautions and shall provide access at all times.
Temporary detours shall be used to accommodate the traffic and the
Contractor shall ensure not to disturb the natural traffic flow.
The Contractor must move his equipment in such a way that road users are
not endangered. If the Contractor’s fail to erect and maintain traffic signs
during the construction period, the Project Manager has the right to stop
the works.
Accommodation of traffic shall be carried out in accordance with the
latest edition of the South African Road Traffic Signs Manual, Volume 2,
Chapter 13.
The contractor shall keep the occupants of affected properties advised at
all times prior to disrupting access to, or egress from their properties.
No additional payment will be made for accommodating traffic. The cost
thereof will be deemed to be covered in the Contractor’s tendered rates.
B. Existing Structures, Walls, Fences and Manicured Landscaping
The Contractor shall exercise all the necessary care to prevent damages to
structures, fences, walls and specifically Estate Landscaping during the
construction of the works. Should damages occur due to negligence of
the Contractor, he shall be responsible for reinstatement \ repair work at
his own expense.

The work must be restored to its original condition, all to the satisfaction of
the Project Manager and the Employer.
C. Existing Services
The Contractor shall make himself acquainted with the position of all
existing services before any excavation or other work likely to affect the
existing service is commenced. The contractor shall obtain the necessary
plans and / or assistance from the employer of the services to locate all
existing services prior to the start of excavation in any areas.
The Contractor will be held responsible for any damage to known existing
service caused by or arising out of his operations and any damage shall be
made good at his own expense. Damage to unknown services shall be
repaired as soon as possible.
D. Construction in Confined Areas
It may be necessary for the Contractor to work within confined areas. No
additional payment will be made for work done in restricted areas. In
certain places the working space may be confined. The method of
construction in these confined areas largely depends on the Contractor's
constructional plant.
However, the Contractor must note that the tendered rates and amounts
shall include full compensation for all special equipment and construction
methods and for all difficulties encountered when working in confined
areas and narrow widths, and at or around obstructions, and that no extra
payment will be made nor will any claim for additional payment be
considered in such cases.
E. Setting Out
The Contractor shall investigate and inspect all areas to be paved and to
confirm the extent of the paving work required and shall report to the
Project Manager.
The cost of all setting out shall be deemed to be included in the scheduled
rates.

2.1.6. RESTRICTED WORKING HOURS
Normal working hours will be those hours laid down by the Stone Ridge
Country Estate board and in conjunction with the Project Manager.
The contractor will be allowed access to Stone Ridge Country Estate as
follows:
Monday to Friday 07h00 to 17h00
Saturday 09h00 to 14h00
Sunday non-working day
Public Holidays non-working day
Refer to Appendix A for the Stone Ridge Country Estate Contractor Rules and
Regulations. The tenderer to abide to the content of this protocol document
set out by the Estate Committee, unless otherwise exemptions are issued in
writing by the said Committee.
2.1.7. RESTRICTED WORK AREA
The Contractor and his staff will be restricted to the boundaries of the work
area and his site camp.
2.1.8. COMMUNICATION
On a weekly basis, the Contractor must inform the Project Manager or his
designated representative, of the area(s) on site where he plans to undertake
works.
2.1.9. EXTENSION OF TIME ON ACCOUNT OF ADVERSE WEATHER CONDITIONS
In terms of the General Conditions of Contract, an extension of time will be
given for the effects of actual working days lost because of wet weather or
adverse climatic conditions, where the Project Manager assesses that critical
path items have been affected.
A working day lost for this reason is one occurring from Monday to Friday
inclusive on which work on a critical path item or critical items of the
construction program is not possible because of wet weather or adverse
climatic conditions, and which has been so certified by the Project Manager.

Stoppages due to weather conditions shall be recorded on a daily basis and
agreed between the Contractor and the Project Manager. The effect of
these stoppages on the contract completion date will be assessed by the
Project Manager.
2.1.10. EXECUTION OF WORK
At the start of the contract, all the work should be completed as specified.
This work shall include but not be limited to the details specified in the
Specification.
All work shall be executed using approved materials and equipment.
All materials and equipment shall comply fully with the requirements as
specified for each task.
The said work shall be executed in accordance with the relevant codes of
practice, standards and manufacturer’s specifications.
All work shall be furnished with a written guarantee with a defects liability
period of twelve (12) months from date of completion of work. These
guarantees shall be furnished in favour of the Stone Ridge Country Estate.

3. PREAMBLE TO THE SCHEDULE OF QUANTITIES
3.1. PREAMBLE
1. For the purpose of this schedule of quantities, the following words shall have the
meanings hereby assigned to them:
Unit: The unit of measurement for each item of work as defined in the
specifications or project specifications.
Quantity: The number of units of work for each item.
Rate: The payment per unit of work at which the tenderer tenders to do the work.
Amount: The product of the quantity and the rate tendered for an item.
Lump sum: An amount tendered for an item, the extent of which is described in
the schedule of quantities, the specifications or elsewhere, but of which the
quantity of work is not measured in any units.
2. This schedule of quantities forms part of an integral part of the contract
documents.
3. The quantities set out in the schedule of quantities are approximate quantities
only. The quantities of work finally accepted and certified for payment, and not
the quantities given in the schedule of quantities, shall be used for determining
payments to the contractor.
The validity of the contract shall in no way be affected by the differences
between the quantities in the schedule of quantities and the quantities finally
certified for payment. Work shall be valued at the rates or lump sums tendered,
subject only to the provisions of the general conditions of contract and the
provisions of paragraphs 11 and 12 of this preamble.
4. Rates and lump sums shall include full compensation for overheads, profits,
incidentals, levies, taxes, etc., and for the completed items of work as specified.
Full compensation for completing and maintaining, during the maintenance
period, all the work shown on the drawings and specified in the specifications
and project specifications, and for all the risks, obligations and responsibilities
specified in the general conditions of contract, special conditions of contract
and specifications shall be considered as provided for collectively in the items of
payment given in the schedule of quantities, except in so far as the quantities
given in the schedule of quantities are only approximate.

5. Rates and lump sums shall also be exclusive of Value Added Tax (VAT). The
summary of the schedule of quantities allows separately for the calculation of an
allowance for Value Added Tax (VAT) (output tax in terms of the tenderer). Rates
and lump sums shall, however, be inclusive of all other taxes and levies.
6. The tenderer must fill in a rate or lump sum for each item where provision has been
made for it, even where no quantities are given. Items against which no rate or
lump sum has been entered in the tender will not be paid for when the work is
executed, as payment for such work will be regarded as being covered by other
rates or lump sums in the schedule of quantities.
The tenderer shall fill in a rate against all items where the words "rate only" appear
in the amount column. The intention is that, although no work is foreseen under
such items, and quantities are consequently not given in the quantity column, the
tendered rates shall apply should work under this item actually be required.
Tenderers should note the provisions of paragraph 12 of this preamble.
If the tenderer should group a number of items together and tender one lump
sum for such group items, this single tendered lump sum shall apply to that group
of items and not to each individual item, or should he indicate against any item
that full compensation for such item has been included in another item, the rate
for that item included in another item shall be deemed to be nil.
The tendered lump sums and rates shall be valid irrespective of any change in
the quantities during the execution of the contract.
7. The works as executed will be measured for payment in accordance with the
methods described in the contract documents under the various payment items,
notwithstanding any custom to the contrary. The nett measurements or mass of
the finished work in place shall be taken for payment but excluding any volume
or mass of work in excess of that ordered.
8. The amount of work or the quantities of material stated in the schedule of
quantities shall not be considered as restricting or extending the amount of work
to be done, or quantity of material to be supplied by the contractor.
9. The stating of quantities of material or amount of work in the schedule of
quantities shall not be regarded as authorisation for the contractor to order
material or to execute the work. The contractor shall obtain the Project
Manager's detailed instructions for all work before ordering any materials for, or
executing work, or making arrangements in this regard.

10. The short descriptions of payment items given in the schedule of quantities are for
the purpose of identifying the items and providing specific details. Reference
shall be made, inter alia, to the drawings, specifications, project specifications,
general conditions of contract and special conditions of contract for more
detailed information regarding the extent of the work entailed under each item.
11. Reference shall be made to clause 48 of the general conditions of contract
regarding provisional sums and prime cost sums.
12. Subject to the conditions stated in paragraph 13 below, the rates and lump sums
filled in by the tenderer in the schedule of quantities shall be final and binding
and may not be adjusted should there be any mistakes in the extensions thereof
and in the total sums appearing in the tender. Should there be any discrepancies
between the tender sum and the correctly extended and totalled schedule of
quantities, the rates will be regarded as being correct, and the employer shall
have the right to make such adjustments to the tender sum as he may deem
necessary in order to reconcile the total of the schedule of quantities with the
tender sum. In their own interest tenders should make doubly sure of the
correctness of their tendered rates, the extensions and the tender sum. Refer to
clause 16 of the tender conditions.
13. A tender may be rejected if the unit rates or lump sums for some of the items in
the schedule of quantities are, in the opinion of the employer, unreasonable or
out of proportion, and the tenderer fails, within a period of seven (7) days of
having been notified in writing by the employer to adjust the unit rates or lump
sums for such items, to make adjustments, refer to clause 16 of the tender
conditions.
14. The units of measurement indicated in the schedule of quantities are metric units.
The following abbreviations are used in the schedule of quantities:
m² = square metre
m²-pass = square metre-pass
m³ = cubic metre
l = litre
kl = kilolitre
kg = kilogram
t = ton (1 000 kg)
% = percent
No = number
PC sum = prime cost sum
Prov. sum = provisional sum

15. All rates and sums of money quoted in the schedule of quantities shall be in South
African Rands and whole cents. Fractions of a cent shall be discounted.
16. The item numbers appearing in the schedule of quantities refer to the
corresponding item numbers in the standard specifications.
17. The schedule titled calculation of tender sum includes financial provision for
payment of contract price adjustment. Actual payments shall be made in terms
of clause 49(2) of the general conditions of contract.
18. Depending on the duration and ratios of material versus labour, the payments
terms will be negotiated prior to order placement but would be in broken down
typically as follows:
Order placement - 30% of contract value
Delivery of materials on site - 30% of contract value
Installation complete - 30% of contract value
Retention Guarantee (12 months) - 10% of contract value

indicated in paragraph 3 hereof, me / us agree to pay to the Employer, as a
penalty for such default, a sum of Two Thousand Rands (R 2 000-00) for each
calendar day or part thereof in excess of the time for completion stated in
paragraph 3 and the Employer may, without prejudice to any other method of
recovery, deduct such sum monthly from any monies due or to become due to
me / us.
5. If my / our Tender is accepted, I / we undertake to :-
a) within fourteen (14) days of receipt of written acceptance of my/our
Tender, to provide a Contract Guarantee in terms of Clause 10 of the
General Conditions of Contract in a sum representing ten per cent (10 %)
of the Tender Sum mentioned in paragraph 1 above, for the due
performance of the Contract under the terms of a guarantee in the form
included in this document, with such modifications as you may approve;
b) to sign the Form of Agreement included in this document within a period
of twenty- one (21) days of notification that my/our Tender has been
accepted, subject to the prior provision of the approved Contract
guarantee by me/us.
6. I/We agree to abide by this Tender for a period of Ninety (90) days from the
closing date fixed for the submission of tenders, and it shall remain binding upon
me/us and may be accepted at any time before expiry of that period.
7. Unless and until a formal agreement is prepared and executed, this Tender,
together with the written acceptance thereof, shall constitute a binding
Contract between us and shall be deemed for all purposes to be the Contract
Agreement.
8. In the event of there being any arithmetical error in the priced Schedule of

Tender you may receive, and that you will not defray any expenses incurred by

Attention: ALL BUILDING CONTRACTORS, LABOURERS AND FUTURE RESIDENTS.
ACCESS CONTROL AT STONE RIDGE COUNTRY ESTATE:
As a result of recent security related issues at the estate, contractors will be managed a lot
stricter. The cooperation of all parties will be required.
To assist in ensuring the safety of residents, the following security measures will be enforced
without exception.
Security requirements for contractors and labourers:
Before any digging will start, the following will be on your stand: water meter installed by the
city council, toilet, shed and all workers issued with access permits. (NO EXCEPTIONS)
All building contractors, labourers, workers or any person entering the estate must be in
possession of a South African ID document, driver’s license or valid work permit.
Failure to present the required documentation will result in access into the estate being
refused. A copy of ID book and 2 passport photos will be required for each contractor.
Time, date, registration, stand number and driver details of all vehicles entering the estate
via both gates must be recorded.
Working hours from Monday to Friday is 07:00 to 17:00.
All contractors must leave the site before 17:00 from Monday to Friday. Contractors must
be off site by 17:00 and not starting to pack up at 17:00.
Working on Saturdays is permitted from 09:00 to 14:00. Special arrangements regarding the
pour of slabs and foundations may be made with the Estate Manager.
NO WORKING on Sundays and Public holidays.
1. Contractors on site after 17:00 on weekdays and 14:00 on Saturdays: R50.00 pp fine, this
fine will be paid by the employer of the contractor before he is let back into the estate.
If this happens again on the same site: R100:00 pp. For every hour later than the
stipulated time: R50:00 extra pp. Any transgression by contractors like: bribing, disrupting
or Soliciting residents, fires, urinating in public: R500.00 fine and removed from the estate
immediately.
2. Contractors loitering around in the estate: R500.00 pp fine to the owner of the
contractor.

3. Activation of fireworks: Double levy to owner.
4. Owners transporting contractors into the estate without the contractors walking through
the turnstile: R500.00 fine per incident.
5. Owners moving into their residence without final inspection from Orbic and occupation
certificate from the council will forfeit their building deposit and double levy will be
charged until the aforementioned are obtained. Litigation to evict might also follow on
HOA discretion and legal cost will be for the owner’s account.
Nobody is allowed to sleep on site.
All deliveries for building purposes must be done via the contractor’s gate. NO horse and
trailer vehicles allowed doing deliveries in the estate because they damage the curbs.
Building labour on site is restricted to the specific stand they are employed at. Any person
verbally abusing or threatening a security official will be fined R1000.00 to the owners
account and will be removed from the estate and will not let back.
Any person found guilty of threatening security personnel or a member of the HOA with any
form of violence or weapon (including a pipe, brick or any other weapon) will be fined
R1000.00 for the owners account and will be removed from the estate and will not be
allowed back. The HOA will also lay a charge against such an individual or group of workers.
Building contractors must keep building sites clean. Cement bags and other materials that
can be blown away, must be disposed of such that it will not become a nuisance to
residents.
NO cooking fires are allowed on site as per instruction form the City Council.
Contractors and delivery vehicles must obey all traffic rules in the estate. Speed limit is
30 km/h.
Persons found guilty of reckless driving will be refused access into the estate.
Contractors on site will not approach residents for: boiling water, cell phone charge, water
or any such items.
Persons seen urinating in public or using the bushes as a toilet will be removed from site
immediately and not allowed back into the estate.

The HOA receives numerous complaints from owners of empty stands that building
contractors are using empty stands as storage or dumping areas. Please note that building
activities may not spill over to bordering stands.
If extra land is required during a building project, permission to use the neighbouring stands
must be obtained from the owner and the Estate Manager must be informed in writing.
Horse and trailer vehicles are not allowed in the estate for deliveries.
PAYMENTS:
1 WEEK = R10.00 PER PERSON
1 MONTH = R20.00 PER PERSON
4 MONTHS = R40.00 PER PERSON
Proof of payment need to be submitted with the copies of id’s and passport photos in order
for the contractors to be registered.
