    The town is on its way to resolv-ing its recent employee exodus.

    Whitchurch-Stouffville town council passed a motion on Tues-day to hire new staff for its plan-ning and development services department.

    The department was identified to have a staffing shortfall of 6.15 full-time positions in a report pre-sented to council. The report, pre-pared by acting planning manager Isa James, gave a detailed review of the current staff situation in one of the towns largest departments.

    Councillor Ken Ferdinands called the report a cry for help.

    Significant factors were identi-fied in the report that prevented the department from functioning efficiently and productively.

    They included delays in respons-es to queries and correspondence, frustration expressed by develop-ment applicants regarding delays, additional delays in building per-mits, security account deposits and follow-ups, a lack of thorough reviews of submitted planning doc-uments, incomplete coordination and a growing frequency in the number of emotional breakdowns and angry outbursts by staff as written in the report.

    Regarding the high stress lev-els experienced by employees, the report notes, the situation is unac-ceptable and if not rectified quickly is likely to result in additional staff resignations.

    The high-priority need for a staff review in the planning and develop-ment services departments comes at a time when the department is

    receiving a major increase in the number of development applica-tions.

    The report also outlines staff working beyond their shift hours and mentions they have no authority to claim overtime hours. The backlog of work isnt alleviat-ed despite staffs extra hours, the report continues, as applicants and potential applicants still experience delays in correspondence and pro-cessing.

    The department has identi-

    fied nine major positions that are imperative to fill. They are principal planner, zoning/building adminis-trator, development services direc-tor, administrative assistant to the development services director, planning services manager, two planners, building inspector and a development engineer.

    The town aims to fill these posi-tions within the coming year with principal planner, zoning/building administrator and administrative assistant listed as an immediate need.

    But Councillor Maurice Smith stressed that hiring the director should be the main priority.

    I hope we can move quickly into that, he said. It seems to me that a number of these jobs will be reporting directly or indirectly to the director, who can be part of the

    hiring process. Mayor Justin Altmann remarked

    that the planning department was the heart of the body and since 2013 the department has been operating as a team with not a lot of oars in the water.

    Council also approved hiring Gallagher McDowall Associates at $42,490 for consulting services for a review of 130 non-union jobs across the municipality and coun-cil compensations. The review will include full job evaluations, a pay equity review and a market salary survey.

    The consulting review will take three to four months and comes in response to compensation dissat-isfaction as identified by directors, managers and former staff, as out-lined in the council in committee report.

    is Sun-Tribune water-logged by last Thursday nights downpour, the young man

    appeared at our offices for a fresh, dry one Friday.

    Ive never been into town politics at all, he said in a whisper, clutching his copy. But I just have to read what is happening at our town hall.

    Sad, but true.The mass departure of staff

    from the Town of Whitchurch-Stouffville, including mul-tiple CAOs, has become must reading and not just for the handful of usual suspects who follow meetings in the council chambers or on Twitter.

    More than 30 people have left employment with the municipality since Jan. 1, 2015 all but a few exited by choice.

    The Sun-Tribune has researched the exodus of workers since November thanks to a readers tip and written about it since January.

    The Toronto Star this paper is also owned by Torstar reported on it Friday. See their story on page 39.

    Of course, that brought a large new wave of readership to the issue. My phone lit up with calls from friends, ex-politicians and ex-employees alike.

    Whats going on at Stouffville town hall? was the Coles Notes version of their opening lines.

    Any expletives have been deleted.

    The naked numbers are there. So is the shock and dis-appointment.

    Town council unanimously passed a plan to deal with the loss of employees last month.

    On Tuesday, councillors heard first hand of the urgency to fill 6.15 full-time positions in the planning department alone. The workload is grow-ing. Applicants are frustrated. Closing dates are in jeopardy.

    One caller said he had been working on a project with two senior staffers in that depart-

    ment. Both are gone, with their knowledge of the file, he said.

    There will be costs, as anyone who has dealt with a vacancy or two knows. Recruit-ing, training, lost productivity ...

    But beyond the numbers, were talking people here, tax-payers. Real human beings.

    Many of the employees, past and present, are our neighbours. Maybe family members. Many grew up here. They care. This is their town.

    Totally unrelated, but we had an issue likely self-inflicted with the blue box collection at our Main Street office Friday. (That was beyond the bogus ad that ran announcing we are moving. We are not.)

    I called the town who contracts collection out to a private firm. If theres a morale issue or employee shortage in this municipal department, it was invisible.

    I dont believe Ive ever met Lori McNaughton who works out of the operation centre on Bethesda Road. She should receive a customer service award and a gold star, if she already hasnt. Ill sign the nomination.

    Lori solved the problem with great advice and an even better sense of humour.

    t was a war I couldnt win. The enemy was approaching from every side. A few individual invad-

    ers had already infiltrated my line of last defense with more on the way. On reach-ing a point of total surren-der I had no choice but to unfurl a white flag.

    While I tried every ser-viceable weapon avail-able, for every aggressor dispatched, another head popped up in its place. I can justly describe the ordeal as discouraging.

    Why the frustration? It was dandelion time at 381 Rupert Ave. with the season spanning a period of about three weeks.

    While some think these weeds are appealing, even pretty, I consider them obnoxious and ugly. So much so I did everything I could to rid our lawn of the nuisance. With little luck.

    Although the situation was close to hopeless, no one could say I didnt try. Every morning and evening I was out there, hoe, spade and trowel in hand, seeking out the intruders.

    But give them credit, theyre smart little guys, sticking their necks out only when the sun is shin-ing. Before dawn and after dusk they sleep, undoubt-edly conjuring up plans for another days offensive.

    But from where did they come? Our neighbours, just as concerned as I, worked equally hard to keep the pests under control ... with about the same degree of success.

    I believe these small balls of fluff were earlier caught up in the wind and later parachuted them-selves down to earth from miles around.

    Hence I and others will likely face similar problems next year.

    Admittedly, it could have been worse. Thanks

    to continuous poking and prodding, our lawns, both back and front, remained relatively clear.

    Because of this,

    municipality?

    But the boulevard, no thanks to the town, was a weed-infested disas-ter. Because of this, Im prompted to ask: who should be responsible, the homeowner or the munici-pality?

    If its the latter, (and I believe it is), its no won-der some residents allow their flowering infernos to remain unattended in anticipation of a work force, headed by the mayor, drop-ping by to do the job.

    Cant say I wasnt warned. When the lawn care com-pany provided their usual spring application of fertil-izer, they attached a warn-ing note to the bill that read: Weed spray needed.

    But I paid it no heed, figuring I could accomplish just as much for a whole lot less. Ive since learned the hard way this isnt neces-sarily so. Ive also learned

    the same way that dande-lions are, or can be, a defi-nite benefit. There are two sides to every story.

    Its my opinion all things on Gods green earth excluding the mosquito have a purpose. With this thought in mind I did a lit-tle digging into the history of the dandelion in hopes of discovering something brighter than its intimidat-ing yellow bonnet.

    In doing so, I unearthed statistics, presumably fac-tual, that proved somewhat surprising. For example, and I quote in part:

    The dandelion is most often thought of as a pesky weed that likes to take over our lawns and gar-dens. They even pop up in cracked sidewalks and pavement. It is invasive and pervasive.

    Lucky for us, its also an excellent food and herbal medicine that anyone can find, grow and put to use.

    Theres more: Dandeli-ons are a rich source of vita-min A; vitamin B and vita-min C that includes fiber, potassium, iron, calcium and sodium plus vitamin D. Its been eaten for thou-sands of years as a food and a medicine to treat anemia, scurvy, blood disorders and depression

    And more:Dandelions act as a

    mild laxative that promote digestion and stimulate appetite. Its a diuretic that helps the kidneys clear out waste and salt. Its been shown to improve liver function and may even combat cancer.

    The list goes on.However, the informant,

    Sunwarrior, concludes with a warning: Seek the advice of a medical professional before making any changes to your lifestyle or diet.

    Queen Victoria reigned for 63 years and 216 days the longest until Queen Elizabeth II overtook her record last year.

    Victoria Day is this Monday and the Town of Whitchurch-Stouffville is holding its annual fireworks celebration on Sunday, May 22, to celebrate the British monarchy and bring in the summer season.

    The celebration will take place at the Bal-lantrae Community Centre on 5592 Aurora

    Rd. It runs from 6:30 to 9:30 p.m. with fire-works set to begin at 9 p.m. Its presented by the Stouffville Academy of Music & Dance.

    Food, ice cream, balloon twisting and more will be offered to residents. Admission to the event is free.

    Long weekend fireworks in BallantraePickleball players breakfast serves up help for Fort McMurrayThe Stouffville Pickleball Players are

    reaching out to lend a helping hand for the residents of Fort McMurray, Alta. who were displaced due to the recent forest fires by hosting a pancake breakfast at the Pickleball courts in Vandorf May 24 start-ing at 9:30 a.m.

    A minimum $5 donation will be request-ed from those wishing to participate.

    All funds raised will be donated to the Red Cross.

    Dennis Carter, a Stouffville Pickle-ball Players spokesman, cited even prior to their scheduled breakfast they have received a positive response as theyve

    raised close to $400 already from local businesses.

    In addition to holding the breakfast as a means of raising funds, Carter said they have received gift card donations from local businesses to be utilized as draw prizes.

    Those donating a minimum of $10 will receive one free draw ticket.

    The draws will be held at the Stouffville Pickleball Players social June 4 at noon.

    We feel that we have so much com-pared to the people of Fort McMurray and we cannot fathom what they and their families must be going through at this time. We would like to bring awareness to their needs and contribute financially to this worthy cause, Carter said.

    Do you have a ticket for speeding, not wearing your seat belt, being drunk in a public place or selling alcohol or cigarettes to a minor that you figured you could just blow off?

    Think again.With $46 million in unpaid fines on the books, York

    Region is about to crack down on people who dont pay their provincial offences penalties.

    Regional council is expected on Thursday to approve what it is calling aggressive steps to make deadbeats pay their tickets.

    Unpaid fines are lost revenue to the hard-working taxpayers of York Region, Richmond Hill Mayor Dave Barrow, chair of the regions finance committee, said.

    Allowing people to not pay their fines makes a mock-ery of the whole justice system, Markham Mayor Frank Scarpitti, chair of the regions police services board, said.

    We have to do whatever it takes to get this money into our coffers. Its about increasing the revenues, but its about increasing the revenues because weve spent a lot of money to make sure our bylaws and the Provincial Offences Act are adhered to. Its also about the integrity of the justice system and we might as well not have it if, at the end of the day, theres no ability to (force) the people that have committed the offence to pay up.

    Regional chair Wayne Emmerson agreed.It is important all steps are taken to ensure offenders

    live up to their responsibilities and pay court-ordered fines, he said.

    But while some legal experts defending York Region clients sympathize with the regions goal of retrieving unpaid fines, they doubt the steps will make much of a difference.

    York Region administers the second larg-est provincial offences court system in the province, based on the number of charges filed, with courts in Richmond Hill and Newmarket.

    People can be charged with provincial offences (or non-criminal charges) for a number of infractions, including speeding, careless driving, not wearing a seatbelt, using a cellphone while driving, driving with no insurance, selling booze or tobacco to a minor, smoking in a prohibited place, trespassing, failing to obtain a construction permit, noise complaints, transit fare viola-tions or provincial occupational health and safety violations.

    Hundreds of hours were spent integrating the 10-speeds shift performance with the unique power band of the ZL1s supercharged 6.2-litre LT4

    Driver injured in single-car crash

    One person was taken to hospital following a sin-gle-vehicle crash near Hoover Park Drive and Thicket-wood Boulevard in Stouffville Wednesday afternoon.

    York Regional Police received a call at 1:30 p.m. about the crash of a silver Honda Civic into a pole near the intersection.

    No other vehicles were involved and police report only one person injured.

    The collision site was cordoned off with police tape as officers investigated.
