Malawi Flood Response – DTM Strategy / February 2015 1 Strategy DISPLACEMENT TRACKING MATRIX February 2015 Context Since the beginning of January 2015, heavy rains have affected 15 districts of Malawi, in particular in the Southern Region, resulting in the displacement of about 230,000 persons 1 . The Government of Malawi announced the Declaration of State of Disaster mid-January and a UNDAC 2 team was deployed to support the Department of Disaster Management Affairs (DoDMA) in assessing the situation throughout the country. While approximately 250 displacement sites have been identified by DoDMA and the humanitarian community, site locations, demographics and information related to IDP needs remain weak. The International Organization for Migration (IOM), as lead agency of the Global Camp Coordination and Camp Management Cluster (CCCM) in natural disaster situations, has been working closely with the several Ministries of the Government of Malawi on the reinforcement of CCCM capacities within the country to better prepare for emergencies. IOM also benefits from a broad experience in establishing data collection systems for internally displaced persons (IDPs) in various countries and environments. This expertise will contribute to the current flood response through the implementation of the Displacement Tracking Matrix (DTM) that IOM is planning to initiate in the Southern Region of Malawi. IOM will work in close collaboration with DoDMA and humanitarian partners to implement the DTM in the six most affected districts of the country, namely Chikwawa, Mulanje, Blantyre, Nsanje, Zomba and Phalombe as of February 2015. Objective The Displacement Tracking Matrix (DTM) is a data collection system which allows tracking and monitoring of displaced populations. DISPLACEMENT TRACKING MATRIX

Context Since the beginning of January 2015, heavy rains have affected 15 districts of Malawi, in particular in the Southern Region, resulting in the displacement of about 230,000 persons1. The Government of Malawi announced the Declaration of State of Disaster mid-January and a UNDAC2 team was deployed to support the Department of Disaster Management Affairs (DoDMA) in assessing the situation throughout the country. Methodology Following a rapid assessment conducted by IOM in Blantyre and Nsanje districts and as per the preliminary results of the UNDAC mission, the DTM project was introduced to the Government and humanitarian actors to support the flood response in the most affected districts of the Southern Region of the country. It is expected that the DTM will cover 100% of the target zones of intervention3, representing about 250 displacement sites, based on current available figures. Three interventions areas have been pre-defined to ease logistical, reporting and coordination mechanisms:

Each zone of intervention will be led by a DTM Area Coordinator, who will be in charge of managing the District Team Leaders and Data Processing Assistants. The number of enumerators per district will be adjusted based on the numbers of sites assessed throughout the data collection process. Moreover, DTM teams will work in close collaboration with DoDMA representatives at the national and field level as well as two partners, namely SAVE THE CHILDREN who benefits from a thorough knowledge and experience in Zomba and Phalombe districts. All Hands Volunteers will bring technical support to the DTM teams of the three areas.4 The DTM in Malawi will be implemented as per the following steps:

1. Step 1: Master List Update5

DTM teams will make use of the current list of sites shared by the Information Management Working Group to initiate the baseline assessment that will allow DTM teams to check and progressively improve the existing information. In order to update the Master List, DTM teams will conduct rapid assessments of each site to check whether it is still open, get its exact location, a new estimate of the IDP figures, as well as relevant information such as contact details of site focal points, site layout and photographs . If the DTM teams identify new displacement sites that are not present on the existing site, those will be added to the list and an SSID6 will be assigned to it. Once the rapid exercises have been completed and the data has been processed and compiled, IOM will disseminate the updated list of sites together with the corresponding map to DoDMA and the

humanitarian community. The Master List will be updated and shared on a regular basis with key stakeholders.

2. Step 2: Site Assessment7

Secondly, DTM teams will start the full assessment of every open site identified through the Master List Update. The form, which has been implemented in other IOM missions, will be adapted to the specificities of the Malawi context Key informants such as IDP leaders, camp monitors or service providers will be intereviewed to capture reliable and accurate information with regard to site population demographics, needs and gaps of the displaced population. The interviews will be complemented by a direct observation by the enumerators to verify the information provided by key informants. Counting exercises will also be used to check the estimated number of households staying in a site and to get trends on the disaggregation by sex and age, using the Demographic Calculator8. After a first verification of the forms at the field level, the data will be further checked and cleaned in IOM’s offices in Lilongwe before being processed and analyzed for the production of the monthly DTM report. Capacity building DTM core staff will be trained in Blantyre, starting 3rd week of February. At the field level, the Team Leaders will be in charge of training the enumerators, with the assistance of the IOM focal point. DoDMA Officials will also participate in the different sessions and field exercises. The training session will focus on data collection techniques and methodologies and review in detail the site assessment questionnaire while introducing IOM’s data protection principles. A briefing on the use of PDAs (personal digital assistant) will also be conducted for the Data Processing Assistants since the ODK (open data kit) technology will be used to facilitate and speed up data processing. Moreover, IOM’s CCCM Trainer will brief the recently certified camp monitors on the objective and scope of the DTM Project, since those latter will be part of the key informants interviewed by the DTM Teams in the field. Implementation plan IOM started the development of the DTM project in mid-January 2015, in close collaboration with DoDMA and humanitarian partners. It is expected that the DTM will be rolled out in the six targeted districts by the end of February 2015.the first DTM results will be published by mid-march 2015. IOM teams and partners will be deployed to the field on a continuous basis to monitor the evolving displacement situation. One complete DTM report will be issued per month, while the tools will be progressively adjusted to better reflect the realities and specificities of the Malawian context, in particular at the end of the rainy season in April when IDPs will start returning home.
