INSTITUTIONS OF HIGHER EDUCATION Holland­has­two­main­types­of­higher­education­institutions:

-­Research universities- Universities of applied sciences

Research­universities­focus­on­the­independent­practice­of­re-search-oriented­work­in­academic­or­professional­setting.­Uni-versities­ of­ applied­ sciences­ are­ more­ practically-oriented,preparing­students­directly­for­specific­careers.­A­third­smallerbranch­of­higher­education­is­provided­by­Institutes­for­Interna-tional­Education­which­offer­programmes­designed­especially­forinternational­students.­

There­are­Government-funded institutions entitled­to­award­of-ficially­recognized­degrees­and­legally­protected­titles­to­graduatesof­their­accredited­programmes.­To­obtain­government­funding,institutions­must­satisfy­a­number­of­quality­requirements.­

Government-approved institutions are­not­funded­by­the­go-vernment,­but­have­the­right­to­award­officially­recognized­de-grees­and­legally­protected­titles­to­graduates­of­their­accreditedprogrammes.­Government­approval­is­official­recognition­that­thequality­of­a­private­educational­institution­has­been­inspected­andapproved.­

Private institutions that­have­not­applied­for­government­fun-ding­or­approval.­The­fact­that­an­institution­is­not­government-funded­or­government-approved­does­not­necessarily­mean­thatthe­quality­they­provide­is­below­par.­They­cannot­offer­bache-lor’s­programmes­for­accreditation.

RESEARCH UNIVERSITIES

The­Netherlands­have­13­universities­which­train­students­for­in-dependent­practice­of­science.­The­oldest­is­Leiden­which­was­es-tablished­in­1575.

The­universities­do­not­all­have­programmes­of­education­and­re-search­in­the­same­disciplines.Nine­offer­education­in­a­broad­range­of­fields:­natural­sciences,health,­economics,­law,­behaviour­and­society,­language­and­cul-ture.­These­are­the­universities­of­Leiden,­Amsterdam­(2­institu-tions),­ Groningen,­ Utrecht,­ Maastricht,­ Nijmegen,­ Tilburg­ andRotterdam.Three­universities­specialize­mainly­in­engineering­(Delft,­Twente,Eindhoven),­and­one­specializes­in­agriculture­(Wageningen).Alongside­ the­ traditional­ institutions­ is­ the­Open­ University,which­offers­higher­education­distance­learning­(some­of­its­studyprogrammes­are­in­English).­UNIVERSITIES OF APPLIED SCIENCES (Hogescholen)The­ «­Hogescholen­»­ are­ degree-awarding­ institutions­whichconcentrate­on­applied­science,­arts­and­technology.­Students­areprepared­for­professions­that­require­scientific­knowledge­as­wellas­skills­for­applying­that­knowledge.

INTERNATIONAL EDUCATION INSTITUTESThe­Netherlands­have­several­higher­education­institutions­devo-ted­specially­to­international­education,­or­IE.­The­IE­institutes­fea-ture­development-oriented­education­in­a­wide­range­of­fields­andon­different­levels.­The­possibilities­vary­from­short­courses­toPhD.­degrees.English­is­usually­the­language­of­teaching­for­those­courses.

RankingThe­systems­of­quality­assurance­and­accreditation­guarantee­thateducation­offered­at­all­universities­and­universities­of­professio-

nal­education­in­Holland­meets­the­same­high­standards.­There­isno­official­ranking.­When­Dutch­students­decide­on­where­theywant­to­study,­they­do­not­think­in­terms­of­‘the­best­institution’.Instead,­they­look­for­any­particular­features­that­may­distinguishone­university­or­university­of­professional­education­from­ano-ther,­such­as­specialization­or­academic­tradition.­

DIPLOMAS

The­higher­education­in­the­Netherlands­is­organised­around­athree-cycle­degree­system,­consisting­of­bachelor’s,­master’s­andPhD­degrees.

Bachelor’s degrees A­bachelor’s­programme­at­a­university­requires­three­years­of­full-time­ study­ (180­ credits)­ to­ complete­ while­ a­ bachelor’s­ pro-gramme­offered­by­a­university­of­applied­sciences­requires­fouryears­of­full-time­study­(240­credits).­

In­universities­of­applied­sciences­initial­degree­programmes­alsorequire­at­least­3­years­to­complete,­at­the­end­of­which­a­Bache-lor’s­degree­is­awarded.­An­essential­component­of­all­those­pro-

grammes­is­the­internship,­or­work­placement,­through­which­stu-dents­acquire­practical­experience­in­real­work­situations.The­last­year­of­study­is­taken­up­mainly­by­an­individual­projectand­thesis;­this­too­usually­involves­solving­a­real­problem­in­a­pro-fessional­setting.The­institutions­pride­themselves­on­being­flexible­and­alert.­Thygenerally­have­close­ties­with­the­industries­and­organizations­thatemploy­graduates.Advanced­programmes­are­available­in­virtually­all­these­sectors.They­can­last­anywhere­between­2­weeks­and­2­years.­Some­leadto­postgraduate­diplomas,­and­some­to­accredited­Master’s­de-grees.­

Master’s degreesDepending­on­the­discipline,­master’s­programmes­at­universities,universities­of­applied­sciences­and­institutes­for­InternationalEducation­will­last­one­to­two­years­(60-120­credits).­

PhDThe­doctorate­(PhD)­is­only­offered­at­universities­and­takes­atleast­four­years.­A­master’s­degree­is­compulsory­for­admission.

RequirementsThe­main­requirement­for­admission­to­a­Bachelor’s­programmeis­a­secondary-school­diploma­at­the­appropriate­level.­Foreignstudents­must­have­a­diploma­judged­equivalent­to­the­minimumdiploma­required.­There­are­also­study­programmes­-­in­the­artsfor­example­-­for­which­institutions­set­their­own­additional­re-quirements.­

Follow­the­directions­from­the­institution­on­how­to­apply.­Oftenthis­information­is­listed­on­the­website­of­the­institution.Be­aware­of­the­deadlines!­Some­institutions­require­a­centralizedapplication­procedure.

If­you­want­to­attend­a­Dutch-taught­study­programme,­you­willgenerally­need­to­pass­the­state­examination­in­‘Dutch­as­a­secondlanguage’­(NT2).­However,­some­higher­education­institutes­havetheir­own­language­test.­Check­with­your­chosen­institute­to­makesure!

Further­more­it­is­essential­for­foreign­students­to­be­able­to­speak,read­and­write­English­well­(especially­when­they­want­to­attenda­degree­course­held­in­English).­Students­must­have­passed­anEnglish­language­test.­IELTS­and­TOEFL­are­commonly­accepted,but­institutions­may­accept­other­tests­as­well.The­required­scores­are­at­least­550­(paper­based)­or­213­(com-puter­based)­for­TOEFL.­For­IELTS­a­score­of­at­least­6­is­required.

Learning DutchYou­will­usually­have­to­learn­to­speak­Dutch­if­you­plan­to­enrolas­a­regular­student,­unless­you­plan­to­follow­an­internationalcourse­in­English.­There­are­various­possibilities­to­learn­Dutch.Especially­in­the­months­prior­to­the­start­of­the­academic­year,most­institutions­of­higher­education­in­the­Netherlands­offerDutch­lessons­for­foreign­students.

Nuffic-Netherlands­organization­for­international­cooperation­inhigher­education­publishes­a­facts-sheet­with­their­addresses.It­is­called­«­Dutch­language­courses­foreign­students­».­Munici-pal­education­departments­can­also­give­you­a­list­of­the­languagecourses­available­locally.

Private­schools­offer­many­of­such­courses¸­these­are­more­ex-pensive­than­those­offered­by­the­higher­education­institutionsand­the­municipalities

Tuition feesEducation­in­Holland­is­not­free,­but­tuition­fees­are­reasonablecompared­with­other­countries.­

The­fees­that­foreign­students­pay­for­registration­and­tuition­varyfrom­one­institution­to­the­next,­since­the­institutions­set­thesefees­themselves.Students­from­EU­countries­have­to­pay­tuition­fees­around­1670€­a­year.­For­English-taught­programmes­as­well­as­Master’s­de-grees,­tuition­fees­might­be­much­higher.People­from­countries­outside­EU­have­to­pay­even­higher­tuitionfees.

ACADEMIC YEARThe­academic­year­is­long,­starting­at­the­end­of­August­and­en-ding­in­mid-June.­Programmes­are­designed­to­require­40­hours­ofwork­a­week,­including­both­contact­hours­and­hours­of­inde-pendent­work.­

DISTANCE LEARNINGThe­Dutch­Open Universiteit Nederland is­a­university­or­insti-tution­for­distance­learning­for­higher­education­at­higher­anduniversity­level.­This­means­that­students­do­not­attend­classesbut­study­at­home.­The­Open­Universiteit­uses­a­variety­of­me-thods­for­distance­learning,­including­written­materials,­the­in-ternet,­and­occasional­evening­seminars­or­day­sessions.

ENTRY REGULATIONSThere­are­no­specific­requirements­concerning­residence­permitand­ insurance­ for­ students­who­ are­ citizens­ of­ the­ EuropeanUnion.­Those­students­hardly­need­a­residence­permit­(institu-tions­of­higher­education­just­might­recommend­it­in­order­to­getsome­advantages­with­libraries,­public­transport,­sports­facilitiesetc.).­To­get­this­permit­from­the­«­Alien­police­Department­»­orfrom­the­Immigration­Department­»­of­the­municipalities,­youmust­give­evidence­that­you­are­registered­at­an­institution­of­hi-gher­education.­The­fee­is­28­€­per­year.­

COSTS OF LIVINGExperience­shows­that­to­live­in­the­Netherlands­for­one­year­costsa­foreign­student­between­800.-­€­and­1.100.-­€­a­month.­This­isneeded­to­cover­daily­expenses­and­housing.­An­average­room­inHolland­costs­somewhere­between­300.-­€­­and­600.-­€­­a­month.
