MARCH 15 THROUGH 17, 2010 LEMON LANE LANDFILL SITE

AECOM Oversight Personnel: Andy Duwelius Reporting Period: March 15 through 17, 2010

INTRODUCTION

As requested by the U.S. Environmental Protection Agency (EPA) under contract number EP-S5-06-02

and work assignment number 034-ROBE-05ZZ, SulTRAC conducted oversight of drilling and soil

sampling activities at the Illinois Central Spring (ICS) emergence area near the ICS Water Treatment

Plant. The ICS emergence area and treatment plant are located about 0.5 mile southeast and

downgradient of the Lemon Lane Landfill site in Bloomington, Indiana. Polychlorinated biphenyl (PCB)-

contaminated groundwater from the site emerges at ICS and is subsequently captured and treated at the

plant. During extreme high-flow storm conditions, stormwater volume may exceed storage capacity at

the plant, resulting in overflows of the on-site storage tanks that then drain into the ICS drainage basin

(swallowhole). CBS Corporation (CBS) is the responsible party for the site, and its environmental

contractor is PSARA Technologies, Inc. (PSARA). PSARA contracted Environmental Field Services to

perform the drilling activities.

The scope of the field work was performed as part of the Sampling and Analysis Plan (SAP) for the

emergence area prepared by CBS (CBS 2009). During the field oversight, 18 soil borings were advanced

along with three hand auger borings to collect soil samples for PCB analysis. The work was conducted to

delineate PCB contamination in soils within portions of the emergence area pursuant to a Consent Decree

Amendment and associated Record of Decision Amendment and Statement of Work (U.S. District Court

2009).

The field oversight was performed from March 15 through 17, 2010, by SulTRAC’s local subcontractor,

AECOM Technical Services, Inc. (AECOM). This report summarizes drilling and sampling activities,

SulTRAC’s (AECOM’s) field oversight activities, and issues and developments that arose during the field

investigation. Appendix A contains a photographic log of SulTRAC’s (AECOM’s) field oversight

activities. A copy of SulTRAC’s (AECOM’s) field oversight notes is included in Appendix B.

FIELD ACTIVITIES

On March 1, 2010, John Bassett (AECOM) was on site to review proposed sampling locations in the

emergence area with CBS and PSARA. Sampling nodes were established on a 15-foot or 30-foot grid

except where steep sinkhole terrain or trees prohibited access to the center-of-grid point. In those cases,

an offset boring was marked at an alternative location within the grid area, as agreed upon by EPA’s

AECOM representative. During this site visit, AECOM took Photographs No. 1, 2, and 3 (see

Appendix A) that show the terrain and soil boring locations.

Subsequently, PSARA collected soil samples within the 15-foot and 30-foot grid system layout over a

three-day period from March 15 through 17, 2010. Sampling activities accorded with the EPA-approved

work plan (CBS 2009). Soil samples within the 15-foot grid area were collected using a track-mounted,

direct-push Geoprobe® drilling rig and a large bore sampler. All of these locations were sampled to

bedrock. Soil samples within the 30-foot grid area were sampled to the designated 12-inch depth. These

samples were obtained using an AMS hand sampling system. When soil recovery was poor, offset

borings were advanced to resample the interval.

Monday, March 15, 2010

Andy Duwelius (AECOM) met with Eric Swaisgood (PSARA) on site at 3:00 p.m. PSARA collected soil

samples at eight soil boring locations: ED-4, ED-5, ED-10, ED-11, ED-16, ED-17, ED-22, and ED-23

(see Photograph No. 3 for locations of ED-10 and ED-16). Bedrock was encountered at 8 to 9 feet (ft)

below ground surface (bgs) at these locations. AECOM informed SulTRAC that variable bedrock depth

could be expected in the emergence area due to the presence of karst sinkhole features and bedrock

collapse areas (see Photograph No. 4 in Appendix A).

At soil boring location ED-23, the sample interval from 2 to 4 ft bgs could not be recovered due to

encounter with red bricks at 2 ft bgs. The soil boring at ED-23 was offset 1 foot to the west to collect

samples from 2 to 3 ft bgs and 3 to 4 ft bgs. AECOM left the site at 5:00 p.m.

Tuesday, March 16, 2010

At 10:00 a.m., AECOM (Andy Duwelius) arrived on site. Jessica Fliss (Indiana Department of

Environmental Management [IDEM]) and Eric Swaisgood (PSARA) were on site. At 10:30 a.m., Mike

McCann (CBS) arrived on site and discussed the shallow bedrock area. Before lunchtime, PSARA

collected soil samples at five soil boring locations: ED-14, ED-18, ED-19, ED-21, and ED-22 (see

Photographs No. 1, 2, and 3 in Appendix A). Bedrock was encountered from 1.8 to 16 ft below existing

grade at these locations. Shallow bedrock was encountered at locations ED-14, ED-20, and ED-21 (from

1.8 to 2.2 ft bgs). PSARA encountered bedrock at soil boring locations ED-19 (13 ft bgs) and ED-18

(12 ft bgs). The off-set location (7 feet east to outside of sinkhole) for ED-18 was determined per John

Bassett’s (AECOM) recommendation. Soil samples collected in the tube liner at soil boring location

ED-18 appear in Photograph No. 5 in Appendix A. Geoprobe set-up at soil boring location ED-19

appears in Photograph No. 6 in Appendix A. At 12:15 p.m., AECOM left the site.

Wednesday, March 17, 2010

At 11:00 a.m., AECOM (Andy Duwelius) arrived on site. PSARA collected soil samples at four soil

boring locations: ED-1, ED-2, ED-3 and ED-6. At location ED-6, PSARA encountered bedrock (8.5 ft

bgs) in a 5-foot offset boring to the northwest (see Photographs No. 1 and 2 in Appendix A). At location

ED-3, water was encountered on the bedrock surface at 16 feet. However, PSARA did not advance offset

boring at this location.

PSARA advanced 5-foot offset borings at three other locations to evaluate the shallow bedrock

encountered on the previous day (see Photograph No. 7). The following offset borings were advanced at

locations ED-14, ED-20 and ED-21 due to encounters with shallow bedrock:

• ED-14 offset 5 feet southeast – encountered bedrock at about 2 feet • ED-20 offset 5 feet east – encountered bedrock at about 3 feet • ED-21 offset 5 feet southeast – encountered bedrock at about 2 feet.

PSARA collected shallow soil samples on a 30-foot grid system layout using an AMS soil core sampler.

The cores were driven by hand using a slide hammer. The sample core was decontaminated, and a new

plastic liner was used at each location (see Photograph No. 8 in Appendix A).

ISSUES AND DEVELOPMENTS

PSARA encountered shallow bedrock during Geoprobe activities. Several borings were offset (some by

1 ft and others by 5 ft) to enable a deeper boring and recovery at each location. AECOM discussed these

with PSARA prior to moving the boring locations.

FUTURE ACTIVITIES

SulTRAC will provide oversight of any additional pre-remedial design sampling activities as requested by EPA. Upon review of analytical data, CBS will remove PCB-contaminated soil according to EPA’s consent decree amendment for the site. Cleanup criteria for the ICS area are:

• Final drainageways: 1 part per million (ppm) average PCBs, not to exceed 5 ppm PCBs  • Non Drainageways: 5 ppm average PCBs, not to exceed 10 ppm PCBs
