Record Notes of the 8th Meeting of PSS Tuning of Generators held on
20th April 2021 through VC
1. Introduction:
1.1. The 8th Meeting of PSS related issues was held on 20th April 2021 through Video
Conferencing (VC). The list of participants is at Appendix. There was no
representation from APSLDC, TSSLDC, KPTCL, NTPC (RSTPS, Simhadri STPS
& Talcher STPS-II), NPCIL (KKNPP), NLCIL (TS-II, TS-I Exp. & TS-II Exp),
HNPCL, SCCL,UPCL, JSWEL, SEIL (P-I & P-II), CEPL, ITPL (IL&FS), LKPPL,
SEL and MEL.
1.2. Shri A Balan, Member Secretary (MS), SRPC welcomed the participants to the
8th meeting of PSS. He informed that PSS testing reports had been received for 36
generator units of SR after the 7th meeting (14.11.2019) of PSS Tuning and the
analysis of the same would be presented during the course of the meeting. The
action taken status on the recommendations conveyed after 7th PSS tuning also
would be taken up. It has been observed considerable delay in carrying out the PSS
testing in the specified time period (once in three years) by most of the generators.
He requested all the generators to adhere the time line to comply the regulations and
also in view of system security.
2. Summary of Deliberation:
2.1. The following brought to the notice of the utilities:
a) As noted in the previous PSS meetings, generators to furnish required information
(Data sheets for generator, excitation system, governor (existing values) and
stabilizer model) to SRLDC. This information would be used by SRLDC in
simulation and come out with optimal gain set points, which could be used as a
reference while carrying out PSS tuning.
b) As requested in previous meetings, all generators to get in touch with OEM for
the possibility of permanent recording and logging of the PSS response which
may be helpful in assessing the PSS response in real time.
c) National Power Committee (NPC) had constituted a "Sub-group to finalize a
common procedure for Power System Stabilizers (PSS) Tuning" has been
constituted by CEA with members from RPCs, NPC, NLDC, CTU, NTPC and
NHPC.
d) The first meeting of the Sub-Group was held on 16.04.2021 wherein it was
decided that IIT Mumbai also may be consulted on arriving at final common
procedure for Power System Stabilizers (PSS) Tuning.

e) All generators/SLDCs were requested to share their experience/suggestion in
respect of PSS Tuning to SRPC so that the same would be placed before the Sub-
group to facilitate in finalization of common procedure for PSS Tuning at all India
level.
2.2. Points to be ensured for PSS tuning:
1. SRT to be carried out at 50 - 60 % and at > 80% loading
2. Both step up and step down tests to be carried out (2% to 5%).
3. Step up to be followed by step down with a time gap of 20 sec, if taken up,
simultaneously.
4. Real (Active) power scale to be within 10% of the operating point in the
graphs. Proper graphs (soft copy) with visible scale to be provided. Make,
model and type of excitation system to be provided.
5. Testing may be carried out in both the channels.
6. While furnishing the test results, MW scale in graph needs to be taken
appropriately considering the operating range for better comparison and
conclusion.
7. Final adopted settings, damping factor, damping ratio and damping torque
computation with and without PSS needs to be furnished.
8. Power system stabiliser models to be furnished along with the implemented
settings (final).
9. Generators to inform RLDC/SLDC in advance about PSS tuning schedule so
as to enable RLDC to observe nearby PMUs.
2.3. Damping Torque Calculation:
In the 7th meeting of PSS (14.11.2019), SRLDC/SRPC had agreed to look into the
aspect of M (inertia) for computation of Damping Torque. Subsequently, SRLDC
and SRPC had consulted BHEL on the issue. The following emerged:

2.6. The Status of PSS Tuning/SRT of generating Units in SR (as on 30.04.2021) is at
Annexure-III.
The units pending PSS Tuning/SRT (Due prior to the year 2019, during the years
2019, 2020 & 2021) needed to carry out the tuning and submit the report to SRPC.

All generators are to fill the data in the excel sheet (Annexure-IV) and e-mail the
same to SRPC.
This format is for interim period to collect the data. All India level format, if any,
prescribed by the “Sub-group to finalize a common procedure for Power System
Stabilizers (PSS) Tuning" needed to be followed by all.
2.8. Member Secretary, SRPC thanked the participants for the interactive participation
in analysing the PSS test reports. The Generators would look into the
recommendations/observations on the test report and necessary action would be
carried out. The schedule of PSS tuning/SRT would be adhered by all the
generators.

Stabilizer Model.
• The PSS Testing is done at two different loadings of machines and also two different
step %.
• 330 MW(80 %) and ±2 %, ±3 %, ±4 %
• 530 MW (50 %) and ±3 % & ±4 %
• Different Gain settings have been checked for finding out the best settings with Ks1 =
0.8 , 1.4, 1.8 and 1.923 and final implemented 1.8
• With PSS In-service there is improvement in Damping
• Remarks:
• The Test has to be done in both the channel and Channel Changeover test also
to be done. This may be done for all the future testing
