Subject:- Review of Capex Budget 2019-20.
1. A meeting was conducted by Advisor (S) to Hon'ble Governor
with all the Administrative Secretaries on 07.05.2019 at 3.00
PM, in which Hon'ble Advisors to Governor and Chief Secretary
also participated. The Divisional Commissioners and the Deputy
Commissioners of all the districts also participated in the
meeting through video conferencing.
2. At the outset, Principal Secretary to Government, Finance
Department welcomed all the participants and expressed
concern regarding the pace of expenditure during first month of
the current financial, primarily due to Model Code of Conduct.
He emphasized the need to catch up with the lost time. All the
Hon'ble Advisors raised concern about progress in the
developmental works. Advisor (S) to Hon'ble Governor
requested all the Administrative Secretaries and Deputy
Commissioners to point out issues faced by them in execution
of the works in a timely manner.
3. Chief Secretary directed Deputy Commissioners to identify
causes of delay in the works in consultation with all the
departments and resolve micro level problems. In case of on
going works, he stressed that problems due to past legacies
need to be addressed. New Works need to be completed timely
and adherence to all the pre-requisite formalities need to be
ensured.
4. Detailed discussions were held on various issues and following
decisions were taken:
(i) Finalization of State Annual Plans:
It was pointed out that the 'departments shown in
annexure-A had not submitted their State Annual Plans.
The departments were instructed to furnish the State Plan
within two days.
(ii) Finalization of District Plans:
District Plans had not been received from districts at
Annexure B. The concerned Deputy Commissioners were
directed to furnish the same within indicated time frames.
(iii) Accord of Administrative Approval:
Departments were directed to ensure that the process of
completion of pre-requisites including accord of AA for
timely implementation of planned activities during the
year is completed not later than end of May, 2019, so that
all tendering processes are completed by the end of June,
2019. Each Administrative Secretary/DC/HoD shall inform
number of AAA needed for 2019-2020 past within a week
and ensure their completion before end of May. It was
unanimously decided that AA must be accorded to each
work before its execution and rules must be followed
strictly. In respect of CSS, if DPR is approved by Central
Government, administrative approval shall be deemed to
have been accorded. Where no DPR has been approved,
AA will need to be accorded.
(iv) AA for ongoing works:
In case of ongoing works, AA must be accorded as per
delegation of powers and in pursuance of circular
instructions issued by the Finance Department from time
to time, however, legacy issues shall be submitted by all
the departments to Finance Department for issuance of
appropriate directions after consideration of a committee
headed by Principal Secretary Finance comprising
Principal Secretary, PD&MD, Housing & Urban
Development Department and Commissioner/Secretary
School Education Department as its members. The
information about all such cases must be furnished before
25th of May, 2019 and committee shall submit its report
by 30th of May, 2019.
(v) Allotment of works on nomination basis:
The issue of allotment of work on nomination basis was
discussed. All the Hon'ble Advisors stated that allotment
of works on nomination was highly undesirable. Principal
Secretary Finance stated that such practice defeats the
purpose of actual discovery of price and is against norms
and canons of financial propriety and should be strictly
avoided. It was also against law laid down by the Hon'ble
Supreme Court. Therefore, all Government Departments
including corporations such as JKPCC, Police House
Corporation etc. must follow tendering process for
allotment of work.
(vi) Regarding languishing projects scheme, it was pointed
out that bills are not being furnished which was viewed
seriously and Administrative Secretaries were requested
to own up these works. A target of 1000 projects was laid
down to be completed during the current financial year.
AA issues, if any, can be looked into by the committee
headed by Principal Secretary to Government, Finance
Department with Principal Secretary to Government,
Housing & Urban Development Department, Principal
Secretary to Government, Planning, Development &
Monitoring Department and Commissioner/Secretary to
Government, School Education Department as its
members.
(vii) Departments were further advised to furnish timely UCs
to Government of India for leveraging more funds under
CSS.
(viii) Out of RS.8000 crores budgeted during last financial year,
J&K State has been able to leverage only RS.2300 crores.
The dismal performance under PMDP was also viewed
seriously and departments were advised to identify and
remove bottlenecks so that works under PMDP are
executedtimely which have been budgeted for the current
financial year.
(ix) Few Deputy Commissioners raised concern about dismal
allocation under district capex, more particularly under
Agriculture and Allied Sectors. Finance Department noted
the concern of the DCs regarding inadequate district
sector allocation.
(x) All the participants were informed that the "JKPaysys" an
online payment system shall be implemented within the
State and instructions would be separately issued, shortly.
The meeting ended with a vote of thanks to the Chair.
