2. Executive summary of the project / Brief description of the project

2.1. The purpose of the project is to collectivize women farmers at various levels for creating strategic role for them in

agriculture and creating sustainable agriculture based livelihood for them. The major components of the project thus would

include- (a) Building and nurturing women farmers’ groups at the primary and apex level, (b) Planning and implementation

of agriculture based livelihood initiatives, (c) Formation and development of Mahila Kisan Producer Company for market

linkage and obtaining extension and knowledge services

2.2. The project will be implemented with 112500 small and marginal women farmers spread over in 15 blocks of 9

districts.

2.3. BRLPS has invested in building community institution architecture of Village organization and Self Help groups. These

community institutions will the main driving force for this project. The VOs will appoint village resource persons per 50-80

farmers who will handhold the mahila kisan in adopting the interventions. With incentive mechanism positively biased for

inclusion of poorest of poor and resource poor farmers, the project will ensure that poorest of poor are benefitted.

2.4. The VRPs will be monitored by Skilled Extension Worker who will be appointed by a higher tier of institution at cluster

level. The SEWs will be responsible for handholding and mentoring of VRPs.

2.5. Community monitoring mechanism will be implemented through capacitating the Livelihoods Committee at VO level and

CLF level. Cross monitoring mechanism would ensure accountability to be built within the community. Payments of resource

persons will be sole prerogative of community institutions.

2.6. Training, exposure and constant handholding to the Women’s institutions and CRPs will be the key strategy of the

project. The VOs and the CRPs are expected to be leading the project implementation with facilitation support by the project

staff.

2.7. A large proportion (around 70%) of poor families in Bihar is small and marginal farmers. For these families; with average

landholding ranging from 1/15th to 1/5th of a hectare – usually with no irrigation, inaccessibility to quality seed; the options in

agriculture are limited to production of cereals and pulses for subsistence; and in some cases taking a small second crop.

Productivity is low with an average return of Rs 4500 per hectare in rain-fed conditions; with food security of 3 to 5 months

from own lands. Looking at the availability of small landholding in the form of own land / leasing land / share-cropping land and

yielding less production leading to inadequate food security, the project has strong belief to pilot and scale up System of Root

Intensification in pulses, oilseed, vegetable to increase the productivity of all the crops by two times and ensure food and

nutrition security along with creation of additional income at the level of poor households.

2.8 Key activities. There are three main set of activities: (a) training, exposure and several capacity building

interventions for the mahila kisan, VRP and CRP, (b) agriculture based livelihood interventions such as – trial and

demonstration of Sustainable Agriculture Practices (replacement of varieties, SRI, SWI, vegetable garden, seed production

and dissemination, INM, IPM, N P M , Z B N F etc.), and (c) setting up decentralized extension system with asset base for

income generation of women farmer.

3. Rationale for Support under MKSP

The proposed project addresses the issues of – (a) unorganized and poorly recognized status of women farmers despite

their significant contribution in agriculture, (b) low productivity in agriculture due to insignificant extension activities and

poor status of resource base (low seed replacement rate, poor soil health, high dependency on rainfall, etc.), (c) poor

extension system, (e) disadvantaged areas in terms of incidence of poverty and backwardness.

The proposed project addresses the above issues by – (a) Dedicated support structures build and strengthen the institutional

platforms of the poor. These platforms, with the support of their built-up human and social capital, offer a variety of livelihoods

services to their members across the value-chains of key products and services of the poor; (b) The interventions in farm

sector primarily comprise of productivity enhancement, participatory varietal selection and promotion of seeds, value chain

interventions. The easy to adopt, poor friendly & less costly productivity enhancement technologies is the preference of the

marginal, small & landless farmers to enhance the productivity and maximize their income from the agriculture. The

methodologies are System of Rice Intensification (SRI), System of Wheat Intensification (SWI) and System of Crop

Intensification (SCI). In SCI, the productivity enhancement is observed in all the pulses, oilseeds and vegetable crops. (c)

Establishment of decentralized community based extension system through community professionals and creation of

demonstrations and rigourous handholding of women farmers by VRPs and SEWs. (d) Building asset base at community

level to enable them to adopt improved practices of SCI and irrigation water availability in lean period through

community based assets. and (e) Promotion of cost reduction technologies and increased dependence on local

resources for farming eg. NPM & ZBNF.

4. Budget

The total project cost is INR97.60 Crore of which 75% which is INR 73.2 Crore is requested from the MKSP and state share of

INR 24.4 crore (25%) will be released by state.

13. Expenditure on capacity building and organizational development of women farmers is 26.35% of the total budget.

5. Project Results

Economic

Agriculture productivity will on an average increase yield increment up to 30-40% overthe present level. Through increase in cropping intensity and adoption of improved practices through program investment per SHG Member / Woman Farmer of INR 8676 the project expects to add Gross Incremental Annual income of women farmer over a period of three years is expected to be INR 36492, ceteris paribus.

Additional food security will be ensured to the 100% of the target families by increased production.

There will be additional employment generated due to increased intensity of farming.

There will be sub-sector development for agriculture such as seed production, organic fertilizer production,

aggregation of produce and primary processing, poultry production, etc.. All these will contribute to energize the

local economy for multiplier effect.

Social

There will be significant impact on the social front.

Firstly, there will be social capital built in the form of women’s groups in the village who will lead the project

initiatives.

Further, there will be MKPC which will weave the Primary groups together and therefore will carry a lot of collective

bargaining power.

There will be lot of women leadership emerges which will be key for the development of the area. Most

importantly the women will find a place in the mainstream political system and recognition as farmers.

The benefits of project in terms of reduction in migration, food security, nutritional security, etc. will reduce

drudgery of women and contribute to improve their strategic role in agriculture.

Environmental

The environmental impact of the project would be many. Firstly, due to adoption of appropriate farming practices there will be reduction of negative impact on environment. For instance, the adoption of SRI will reduce water use, recommended doses of fertilizers and chemicals will have positive impact on soils and environment, promotion of INM and IPM will help in improving the health of soil, testing of soil will help farmers to use only those fertilizers which are required. There will be biological control measures for pests and diseases. So, there will be numerous benefits of following appropriate agronomy. Secondly, the soil and water conservation measures will reduce soil erosion and increase ground water level. On the contrary, none of the technologies will have any negative impact on environment.

6. Activities undertaken so far:

a. The project has formally started from 14th September 2011, the date of sanctioning of the project by the MoRD. However,

as stated already that BRLPS has been working in the area for some time for agriculture based livelihood promotion and the

progress that has been happening in the area is all inclusive under the progress of MKSP. The MKSP is a value addition

initiative of BRLPS’s past and current work in the area.

b. Deployment of Staff: In all the nine districts staff has been deployed. BRLPS already had team establishment in blocks;

however, exclusive staff allocation has been done for the MKSP project. The staff included professionals from agriculture,

management backgrounds. Besides there are CRPs in each cluster. In addition, the cluster level staff is supported by the

district team. In short, the full capacity of staff are in place with well coordinated support system for them to undertake

project activities.

c. Orientation and training of staff on MKSP:

For all the Cluster team, District team and State team, one round of orientation programme has been conducted. The

programme contained discussion about the project and modus operandi, institutional mechanism, impact results and roles

and responsibilities among the cluster team and district team. MKSP block launch workshops have been planned and

organized in each block to sensitize line departments, Community based organisations and project staff. Besides training

monthly review meetings in districts have also discussed the MKSP which has further helped in clarifying approach. Project

proposal, MKSP guidelines have been circulated among the project staff f.

e. Institution building Initiatives: Primary groups of women i.e. SHG & village organizations are in place covering almost 60%

of the target community. More are being organized. A three tier development of community based organizations. Following

table provides the information on community institutions formed so far and being instrumental in project implementation.

In total there are 55704 SHGs functioning in the project area covering about 6,25,742 families. All are women SHGs.

Mobilization process is going on to cover more number of households in the programme. In total it is estimated that nearly

112500 households would be covered under the project.

f. Training and exposure: A series of trainings of women farmers and CRPs are being organized to train Mahila Kisan on aspect

of sustainable agriculture through cost reduction and resource conservation technologies such as SRI, SWI, ZBNF. This

includes detailed training on soil health, vermicompost production, seed treatment, line spacing, weeding, roughing,

irrigation, multiple cropping etc.

g. Livelihood initiatives:

i. Agriculture productivity enhancement activities :

Different agriculture productivity enhancement measures have been initiated where farmers have realized yield

increment from 20 - 25%. Sustainable agriculture practices have been disseminated amongst target project

beneficiaries. Good agriculture practices like line sowing, seed treatment, proper seed rate, plant spacing, integrated

pest management practices, use of organic fertilizers like vermi composting, S R I , SWI, irrigation water

management, etc. have been disseminated which has resulted not only in the terms of productivity enhancement

but also have reduced cost of production.

System of root intensification for paddy and wheat is widely disseminated resulting in higher yield and cost cutting in

production. Basing on the grass-root realities, the Bihar Rural Livelihoods Project has piloted PVSP, SRI, SWI,

System of Root Intensification in Rapeseed, Green Gram and the women farmers got encouraging results. In SRI, SWI &

System of Root Intensification in Rapeseed, Green Gram has increased the productivity by two times and ensured food

security for the poor households. Hence, looking at the availability of small landholding in the form of own land / leasing

land / share-cropping land / izara land and yielding less production leading to inadequate food security, the project has

strong belief to pilot and scale up System of Root Intensification in pulses, oilseed, vegetable to increase the productivity

of all the crops by two times and ensure food and nutrition security along with creation of additional income at the level

of poor households. Under this proposed project; SRI and SWI will be undertaken in the new villages and pilot and scale

up of System of Root Intensification in pulses, oilseed, vegetable, etc. NPM based natural farming, vermi-compost pit

making and apiculture will also be added in the basket of poor for reduction of input cost in agriculture and additional

income through sale of vermi-compost and honey in the market. Quality seed production, processing, certification and

selling will be undertaken to provide quality certified seeds to the poor women farmers through Participatory Varietal

Selection & Promotion (PVSP) programme. The project mobilizes the poor household women to forms Self Help Groups

(SHGs) with the help of transect walk and social mapping. Each Self Help Groups comprises around 10- 15 members

belonging to poor households. The project follows the saturation approach and in every village, efforts are made to

mobilize all the poor households into the fold of SHGs. There are around 7-15 nos. of SHGs are existing depending on the

population & poor households in the villages. The SHGs are federated into the Village Organizations at the Village level,

which undertake the larger level interventions for the benefit of the SHG members. Till December 2010, the project has

mobilized around 354540 poor households to form 29545 SHGs and 1452 VOs have been formed in the project. The

project has undertaken System of Rice Intensification (SRI), System of Wheat Intensification (SWI), Participatory Varietal

Selection & Promotion (PVSP) programme, Vermi-compost pit and Green Manuring promotion under the agriculture

based livelihoods with existing SHGs.

In the project, the SHG members have selected seed by adopting Participatory Varietal Selection & Promotion (PVSP)

programme and followed the System of Rice Intensification (SRI) and System of Wheat Intensification (SWI) and the yield

have been more than two times in both paddy and wheat. Basing on the success of the SRI and SWI; System of Root

Intensification (SRI) have been piloted in Rapeseed & Green Gram and the yield have been more than 2 times.

Promotion of vermi-compost pit making and its use has improved the soil health by enhancing the water retention

capacity of the soil. The use of green manure is also found to be beneficial in improving the soil health.

The low cost community based extension1 & monitoring mechanism has been inbuilt within the community institution.

Each village organization has a Village Resource Person, who has been trained to handhold the SHG members and manage

the Management Information System (MIS) of the Agriculture Intervention. The village organization has a 3 member

livelihoods committee, which monitor the agriculture programme and verifies the work of the VRP. Weekly VRP meeting

is organized to update the progress and support the VRP for better performance in the agriculture plot of the SHG

members.

7. Micro plan preparation: With the MKSP funding the project staff has started preparing detailed village level micro plan. BRLPS follows a standard format for this purpose which will be used for

the documentation of the plan. Participatory exercises are being conducted in the village for the preparation of the plan in village organizations.

9. Reasoning for timing of activity

The activities have been phased keeping in view the seasonality of the activity and the capacity of the community

institutions to implement them. For instance, all the agriculture interventions are planned during kharif and rabi

seasons. The training and exposure visits are planned during lean season of agriculture to enable maximum

participation of women farmers in the activity.

10. How the individual activity will be undertaken and by whom

The planned activities of the project are expected to be carried out by the community institutions under the

facilitation support by the project team. The community institutions shall be playing the pivotal role in terms of

work and beneficiary identification, implementation and monitoring of the activity. As the project progresses and

with the increased capacity of the community institutions the financial powers will be delegated up to the

Community institutions level.

12. Expected Convergence

The project is expected to have convergence of programmes and schemes of various government

departments. To that extent the project has so far secured commitment for a good amount of resources

through convergence. The following table provides cluster wise details on the commitment of

resources through convergence in the same villages where MKSP is operational. There will be more

resources mobilized through the convergence in due course.
