MINUTES OF THE MEETING CONDUCTED WITH DISTRICT ELECTRICITY COMMITTEE ON

06.09.15 AT 10 AM IN COLLECTORATE SRIKAKULAM UNDER THE CHAIR PERSON OF SRI

ASHOK GAJAPATHI RAJU FOR CIVIL AVIATION GOVT OF INDIA AND SENIOR MOST MP ON

DEEN DAYAL UPADHAYAYA GRAMJYOTHI YOJANA ( DDUGJY) AND INTEGRATED POWER

DEVELOPMENT SCHEME (IPDS).

Activities of the District Level Committee : 1) The committee should meet at least once in 3 months at the District Head Quarters. 2) The committee shall be consulted in the preparation of DPRs under DDUGJY and IPDS and would monitor the implementation of these schemes. 3) The committee would review the quality of power supply and consumer satisfaction and would promote energy efficiency and energy conservation. 4) Minutes of the meeting to be issued by the convener.

5) It is the responsibility of the Member Secretary to ensure that requisite meeting take place and a quarterly report is sent to the Nodal Agency i.e., REC (DDUGJY) and PFC (IPDS).

The Government of India has launched 2 Nos. new schemes "Deen Dayal Upadhayaya Gram

Jyoti Yojana" (DDUGJY) for rural areas and Integrated Power Development Scheme (IPDS) for

urban areas for 24X7 power supply in the state.

The objectives of scheme are:

DEEN DAYAL UPADHAYAYA GRAM JYOTI YOJANA (DDUGJY)

1) providing access to all house holds

2) Feeder Separation - Separation of agriculture and non-agriculture feeders facilitating judicious rostering of

supply to agricultural & non- agricultural consumers in the rural areas.

3) System Strengthening - Strengthening and augmentation of sub-transmission & distribution (ST&D)

infrastructure in rural areas.

4) Metering -Metering at distribution transformers, feeders and consumers end Under this scheme 60% of

the amount will be given as grant, and the balance 40% as loan. The infrastructure is proposed for an

amount of Rs. 136.71 Crores and submitted to M/s RURAL ELECTRIFICATION CORPORATION LIMITED

(REC), NEW DELHI for sanction.

INTEGRATED POWER DEVELOPMENT SCHEME (IPDS)

(i) Strengthening of Sub-transmission and Distribution network in urban areas

(ii) Metering of distribution transformers / feeders / consumers in urban areas

(iii) Rooftop Solar Project, installation of solar panels and smart/net meters

(iv) Continuing IT enablement of distribution sector and distribution network strengthening

Under this scheme 60% of the amount will be given as grant, and the balance 40% as loan. The

infrastructure is proposed for an amount of Rs.40.86 Crores and submitted to M/s Power Finance

Corporation, NEW DELHI for sanction.

The following points were raised by Hon’ble committee members:

District Collector, convener has briefed on the 2nos Central Govt Schemes namely DDUGJY

and IPDS

Sri Ashok Gajapathi Raju, Minister Chairperson has reviewed on the power supply position in

the district and instructed to intimate the local surpanchs on the interruptions or breakdowns

etc. And discussed on the proposed electrification of rural households under DUGVY and told

to complete within the time frame after awarding of the work, as per the guidelines and to

prepare time lines of monthly schedule for electrification of rural households and other works.

Sri Ram Mohan Naidu, MP Chairperson, discussed on the earlier submitted proposal for

Rs.385 crores and present prosposal for Rs 136.7 crores. And told to submit the future

requirements for lines and Sub-Stations other than House holds.

District Collector told to submit a report on the differences on the above proposals

Minister discussed on the solar pump sets works and told to speed up the works.

Sri K.Ravi Kumar , WHIP Member asked Solar pump sets work not completed in Narasapuram

(V) of Ponduru Mandal & told to complete the work at the earliest and told lines laid long back

in house sites and over new houses constructing.

A New Sub Station was required at Sarubujji and also raised the point to require 24 Hrs

supply to Industrial estate in Amadalavalasa and proposed with new 33/11 KV Sub Station.

Smt G. Laxmi Devi, MLA Srikakulam /Member, told that in Srikakulam constituency lines are

passing over houses, lines getting rusted in sea coast areas, lineman handicapped to be

transferred.

District Collector discussed on the 15 nos Sub Stations proposed in DDUGVY.

Sri K. Ravi Kumar, WHIP/Govt. of AP is told in Amadalavalasa Asst. Engineer post not filled.

District Collector told to write a DO Letter to CMD, APEPDCL.

Smt Ch.Dhana Lakshmi, ZP Chairperson & Member DEC told iron poles laid long back got

rusted including agriculture lines laid 50 years back and to replace lines passing over houses

are to be shifted.

Sri B.Ramana Murthy, MLA Narasannapeta and Member DEC told to provide UG cable in Sea

coast area, in Saravakota mandal the nunmber of households proposed to be electrified is

low, the Timadam & Allada villages of Saravakota mandal are getting supply from

Challavanipeta SS and requested to propose a new Sub station at Timadam(V).

The Hon’’ble Minister discussed on extension of continuous 7 hrs supply to Agricultural pump

sets and the system improvement provision for regular works and also discussed on power

supply status to Srikakulam Town. At present the Srikakulam town is getting supply from

132KV Substation Chilakapalem, which is at 10 KM distance from Srikakulam town. Recently a

new 132KV Substation has been sanctioned for Srikakulam town. It is necessary to construct

the new 132KV Sub station in Srikakulam town only.

District Collector finally concluded the meeting and told that time lines to be framed for the

targeted quantities proposed in the scheme and the committee will meet once in 3 months.

The objectives of scheme are:

INTEGRATED POWERDEVELOPMENTSCHEME(IPDS)

The Government of India has launched a new scheme "Integrated PowerDevelopment Scheme" (IPDS) for Urban/Semi-urban areas.

The objectives of scheme are:

>- Strengthening of Sub-transmissionand Distribution network in urban areas;>- Metering of distribution transformers / feeders / consumers in urban areasand,

>- Rooftop Solar Project, installation of solar panels and smart! net meters as amandatory component under IPDS

>- Continuing IT enablement of distribution sector and distribution networkstrengthening as per the norms of the ongoing scheme of RAPDRPby subsumingthesame in IPDS.

Under this scheme 60%of the amount will be given as grant, and the balance 40%asloan. under this scheme the following infrastructure is proposed for an amount of Rs. Rs.

11868.58lakhs and submitted to M/s Power FinanceCorporation, NEWDELHIfor sanction.

The following points were raised by Honorable Member:

The Chairperson of the Committee Sri Muttamsetti Srinivasarao, Hon'ble MP,Loksabha, Anakapalli has instructed to maintain un-interrupted power supply andquality of power to all the consumers.

The Co-Chairpersonof the Committee Sri Kambhampati Haribabu, Hon'ble Memberof Parliament (Loksabha), Visakhapatnam and Members are instructed to conduct

awareness programme on Rooftop Solar System and Agricultural Solar Pump setsthrough Pamphlets and Media.

The Co-Chairpersonof the Committee Sri Kambhampati Haribabu, Hon'ble Memberof Parliament (Loksabha), Visakhapatnam has instructed to obtain clarification toadopt Agricultural Solar Systemfor extsting Agricultural Services.

The Committee Member of Sri Peela Govinda Satyanarayana, Hon'ble MLA,Anakapalli has informed that the Agricultural Solar System not adopted in RECs,

Kasimkota as the Agricultural application registered nearly 600 Nos. in RECsarea.

But single .service was not released on Agricultural Solar System. Accordingly theDistrict Collector, Visakhapatnam informed that this issuewill be taken to notice ofGovernment of Andhra Pradesh.

The Hon'ble Minister for HRDSri Ganta SrinivasaRaohas instructed to commence allschemeswhich were aided / granted by either union Govt. or State Govt. with priorintimation to Public Representatives only.

All the members informed that in the next meeting there will be a detailed reviewon scheme power supply posttion and consumer problems. Insisted for presence ofRECMDand other higher authorities of APEPDCLto attend the next ReviewMeeting.

about the two schemes launched by Government of India.

~ DDUGJY (Deeo Dayal Upadhyaya Gram Jyothi Yojana Scheme)

The main objectives of the scheme are

• 24X7 Power for all households.

• Providing access to all households.

• To separate agricultural and non-agriculture feeders in rural areas.

• Strengthening and Augmentation of Sub Transmission & Distribution infrastructure in

rural areas.• The DDUGJY scheme is prepared for Rs.363.78 crores. In this scheme 60%of theamount will be given as grant and the balance 40% as loan from MIs. Rural

Electrification Corporation Limited (REC), New Delhi.

~ Integrated Power Development Scheme (IPDS)

The main objectives of the scheme are

• Strengthening and Augmentation of Sub Transmission & Distribution infrastructure and

metering urban / semi urban areas. 9Nos. towns in East Godavari District (Rajahmundry,

Kakinada, Pithapuram, Samalkota, Peddapuram, Ramachandrapuram, Mandapeta, Tuni,

Amalapuram)

• The scheme is prepared first priority for Rs.89.l1 crores. In this scheme 60% of the

amount will be given as grant, and the balance 40% as loan from MIs Power Finance

Corporation (PFC), New Delhi.

The fallowing points were raised and suggested by the Honorable Members of the

committee.

• Sri. Varupula Subbarao, Honorable MLA, Prathipadu requested to fulfill the schemes

and extend supply to remote hilly areas. The Honorable MLA also requested to shift all

the electrical lines passing over households and also requested for new 132/33 KV

Substation at Annavaram and 33/11 KV SS at Lingamparthy.

Sri. D.Ramalingeswara rao, Honorable MLA, Tuni pointed out that there is no supply

to housing colony in Uppragudem, Ward No:23 of Tuni and also requested for

rectification of low voltage in Tuni-Rural area.

Sri. Jyothula Venkata Apparao, (Nehru) Honorable MLA, Jaggampeta requested for

replacement of old conductor and poles in villages under this scheme. The Honorable

MLA requested not to erect new EHT lines in the present corridor and requested for

change of corridor for future line and also requested to enhance compensation to farmers

who loose the lands due to tower lines. The Honorable MLA also requested for

construction of new 220 KV SS at Kirlampudi, 132 KV SS at Jaggampeta, 2 Nos. 33/11

KV Substations at Irripaka and Nayakampalli villages.

• Sri. Vanthala Rajeswari, Honorable MLA, Rampachodavaram requested to extend

supply in Rajavomrnangi village for the consumers who paid Rs. 125/- & Requested to

rectify low voltage problem. The Honorable MLA also requested to convert the existing

6.3 KV line with over head cable to reduce interruptions & accidents and requested to

rectify loose spans and asked for new DTRs in her constituency.

• Smt. Pilli Anantha Lakshmi, Honorable MLA, Kakinada-Rural requested for 3 Nos.

Substations at Indrapalem, Gaigolupadu and Ramanayyapeta. The Honorable MLA also

requested for 108 Nos. DTRs in her constituency and requested to extend supply to un-

electrified colonies in Kakinada and Karapa.

• Sri. Vanamadi Venkateswara Rao, Honorable MLA, Kakinada-City requested for 5

Nos. Substations in Kakinada Town, and requested to carry out GGH Substation work on

top priority irrespective of schemes in view of emergency. The Honorable MLA also

requested for 120 Nos. Distribution Transformers in his constituency, and for

replacement of damaged lines and poles.

The Honorable M.P. and chairperson of the committee conveyed all the points

covered in the schemes and requested the honorable collector to provide vacant lands for

construction of new substation at Kirlampudi, Annavaram and Jaggampeta.

The Honorable M.P. and chairperson also requested all the members and

APEPDCL members to make the schemes grand success.
