Multiparty democracy general electionwill be held on a grand scale. It will go down inthe annals of Myanmar history. The peoplewill march on toward the new democraticnation with democracy administration bychoosing candidates with nationalistic spirit.

An election is important for the futureof the nation and the people. Casting votes inthe election is fundamental rights and duty ofa citizen. The people eligible for casting votesare to choose the good and able persons byeffectively enjoying rights of citizen.

Casting votes in the election is to bedone without fail in transition process to ademocratic nation. People can enjoydemocratic right by choosing candidates ontheir behalf to serve the interest of the State.As democracy is a system to be realized throughconcerted efforts of the people, all the peopleare to join hands in practicing democracy.

The upcoming election is the first stepto shape the nation into democratic one. Inthis case, the ballots of the people are the mostimportant in democratization process. Thus,all the people are to cast votes in order to placeright persons in right places withfarsightedness.

The respective election commissionshave made systematic arrangements to seethat the election is free and fair in all aspects.The people have the opportunity to freely votefor parties and candidates of their choice.Political parties and candidates have beenallowed to take part in the election and tocanvass for the votes in line with the respectiverules and regulations.

BEIRUT, 5 Nov—The Arab world, one of the driestregions on the planet, will tip into severe water scarcityas early as 2015, a report issued on Thursday predicts.By then, Arabs will have to survive on less than 500cubic metres of water a year each, or below a tenth of theworld average of more than 6,000 cubic metres percapita, said the report by the Arab Forum for Environmentand Development (AFED).

“The Arab world is already living a water crisis thatwill only get worse with inaction,” the report says,adding per capita supply has plunged to only a quarterof its 1960 level. Rapid population growth will furtherstress water resources. According to UN projections, theArabs, who now number almost 360 million, willmultiply to nearly 600 million by 2050. Climate changewill aggravate matters. By the end of this century, Arabcountries may experience a 25 percent drop inprecipitation and a 25 percent increase in evaporationrates, according to climate change models cited in thereport.

“As a result, rain-fed agriculture will be threatened,with average yields estimated to decline by 20 percent,”it says. Thirteen Arab countries are among the world’s19 most water-scarce nations. People in eight Arabcountries already have to make do with less than 200cubic metres a year each.

BMW astonishes with 11-fold jumpin quarterly profit

Myanmar’s election will be free and fairPo Yaychan

Having seen several elections, Myanmar hasencountered varieties of evil consequences ofelections. Myanmar had never witnessed (democratic)elections in the time of the colonialists. Chosen to theparliament were only consultant ministers to theBritish governor. So, it was under complete influenceof foreigners. There were so many restrictions on thevoting right and the right to stand for election.Therefore, such unfair elections are not put on the listof democratic elections that reflect the desire ofMyanmar people.

Despite the rule of the British, Myanmarpeople’s independence struggles picked upmomentum, thus pressurizing the British governorgrant permission to General Aung San at the helm ofindependence movements to form a consultant council(Myanmar interim government). So, the nation gotcloser to the goal of independence. That called forformulation of a constitution to be designed to enablethe representatives elected by vote of the people toeffectively exercise State’s sovereign power (thepower to promulgate laws in the public interest, thepower to rule the country in line with those laws, andthe power to put law offenders on trial). So, aconstituent assembly election was convened in 1947to coordinate independence movements and draw aconstitution.

The election was held in the reign of the Britishgovernment but under the aegis of General Aung San,head of the Myanmar Patriotic Army which was ahousehold name for its fine tradition of anti-colonialistmovements, anti-Fascist resistance and independencestruggles. General Aung San steered the AFPFL(Anti-Fascists People’s Freedom League) formed tolaunch attacks with massive participation of the publicfor independence. The entire people firmly believedthat the nation would soon regain independence thanksto the leadership of General Aung San, and the strengthof the AFPFL and the people in combination.Therefore, in the 1947 constituent assembly election,the people expressed massive support for all theAFPFL candidates (except seven Communistcandidates) nominated by General Aung San. In theelection, there were no vote rigging, murders orthreats.

Myanmar regained independence on 4 January1948, and Burma Communist Party, Pyithu Yebaw(White Yebaw) and Red Flag Communists wentunderground shortly thereafter. KNDO (Kayin)

Myanmar saw aparliamentary general election in 1952, an election in1956, and two elections held under the arrangementsof the AFPFL government. Yet, pocket armies ofAFPFL (Pyusawhti, militia, defence, reserve policeforce, and special police) committed the murder ofnine men (killed in Minhla and Sitkwin), and massacrein Sitaung-aing Village, Myeik.

The election was held for three separate sessionsin order that every AFPFL representative could beelected in another election if they were not elected inan election. The election was completely rigged. Theydishonestly arranged the results of the election. Districtcommissioners under the influence of AFPFL wereappointed as officials for district elections. Only afterbeing kept for many days, were the ballot paperscounted. One way or another, they deterred voters whowere in support of Pa-Ma-Nya-Ta (opposition) fromcasting votes. In the meanwhile, insurgents(Communists) made death threats to residents ofvillages in order that the latter would vote for Pa-Ma-Nya-Ta. The book “Towards Fair MultipartyDemocracy Election” written by the chairman of theelection commission Saya Che (Naingngan GonyiGrade I) and published by Aung Sit The PublishingHouse, the books published by opposition party Pa-Ma-Nya-Ta, the-then newspapers and documents onthe election tribunal feature all the dishonestarrangements for election results.

After the ruling AFPFL government split intomany factions, Socialist Party in disguise of AFPFLwas broken into two groups: Nu-Tin (Clean AFPFL)with U Nu, who was not a member of Socialist Partybut who could not bear the situations of losing powerat all, and Thakin Tin; and Swe-Nyein (Stable AFPFL)led by U Ba Swe and U Kyaw Nyein. They were

aggressive to each other. With the intention of takingone jump ahead of their rivals, members of CleanAFPFL smuggled forces and weapons into Yangon,so the situation was on the verge of a bloodstream.Worrying that a battle between two Socialist factswas in the horizon, U Nu resigned from the party asPrime Minister on 28 October 1958, and handedpower to General Ne Win to hold a free and fairelection following restoration of State stability.Taking over power at a parliamentary conference,General Ne Win’s Caretaker Government launchedmeasures to restore stability, and held an election inFebruary 1960.

At the conference of commanding officers inYangon in 1959, General Ne Win said that theTatmadaw government would hold a free and fairelection, instructing senior military officers and high-ranking officials not to interfere in and to be neutralin the election in order that not only the people butalso servicemen would be able to vote for thecandidates they favoured. Stable AFPFL, Clean AFPFL and Pa-Ma-Nya-Ta were major contenders in the election in February1960. In the run-up to the election, U Nu of CleanAFPFL offered religious incentives in canvassing forvotes. Burma Communist Party that went undergroundissued announcements to canvass for votes and madearmed threats to many villages for Pa-Ma-Nya-Ta tocome to power. About 10 military commandingofficers, hard-cores Socialist Party, with attachmentsto Stable (Swe-Nyein) AFPFL also dishonestlyarranged the election results, made threats andcommitted election rigging. Only when the winningparty Clean AFPFL (Pa-Hta-Sa) submitted reports ondishonest arrangements to change election results bysome commanding officers, did the commander-in-chief of defence services know about that. Later, theoffenders were sacked from the Tatmadaw. The headof the Tatmadaw and the whole armed forces served asan upright judge, so the prime minister of Pa-Hta-Sapraised General Ne Win and the Tatmadaw (CaretakerGovernment) at the parliamentary session on 4 April1960. Commanding officers, reserve police andcommanding officers of special police forces whowere in support of Stable AFPFL were widely slammedin the 1960 election. Bo Tet Myint, who supportedStable AFPFL, killed six people who were canvassingfor votes to Clean AFPFL, which was later known asthe murder of six people.

From 1974 to date, the nation saw elections forfour times under the arrangements of theRevolutionary Council and the Myanmar SocialistProgramme Party government. At that time, theMyanmar Socialist Programme Party served as theone party government according to the 1974constitution approved by 90.19 percent of the voters.In the election pattern, a voter had to put his ballot fora party into the white ballot box if he was in faour ofthe representatives nominated by the party, or intothe black ballot box if he was not. At the time, theMyanmar Socialist Programme Party was the mostpopular in the nation, so only the representatives ithad nominated were elected. There were someobjection votes. So, there were no tragedies or riggingin the election.

election. It did not interfere in it. The election washeld in the absence of a constitution. So the electionwas, like the 1947 election, merely a constituentassembly designed to write a constitution. Of the 238parties, 93 parties stood for election. The Tatmadawassigned duties to the election commission to ensurea free and fair election.

However, such foreign radio stations as BBC,VOA, and AIR meddled in the election. They unjustlycanvassed for votes. In addition, insurgentsunderground made armed threats to and squeezed thepeople to cast votes for the candidates the formerfavoured. Some foreign diplomats who did not honourthe diplomatic ethics interfered in the election for thecandidates they were in support of. Many elementslaunched movements as pro-democracy activities fora repeat of 8-8-1988 disturbances. The winnersclaimed that the election was free and fair. If in doubt,anyone can observe the tribunal records or files heardat Yangon High Court at No. 1, Pansodan Street, afterthe election, regarding the complaints lodged bymany parties.

In the times of 1952 and 1956 elections, manypeople did not have national registration cards yet.Taking full advantage of that weak point, somepeople drew ballot papers several times by tellingwho they were and cast votes several times. In a casein Pyinmana, a person was arrested with 45 ballotpapers in his pocket. According to the situation, aperson could put a large number of ballot papers intothe ballot box. In the 1960 election, voters werechecked with their national registration cards.(However, many cases of rigging could not beprevented.)

In the election held on 27 May 1990, everyvoter had to show their national registration cards. Init, ballot paper system was used instead of poll cardsystem. A voter had to make a seal in the square boxshown against the name of the candidates they were

in favour. In some cases, seals were not clear, and insome cases, seals were too inky, which were cancelled.No one had opportunity to rig the election. Whenpolling station hours were over, ballot papers werecounted in front of the candidates. The Tatmadaw wasneutral and made sure that the election was free andfair.

The referendum (2008) was held in the time ofthe State Peace and Development Council (Tatmadaw)government. A voter had to submit his citizenshipscrutiny card to draw a ballot paper, enter a pollingbooth and put a tick if he favoured or a cross if he didnot vaour the draft constitution. Then, he had to putit into the ballot box in front of others. Before thepolling station was opened, some persons who werealready in the station were invited to witness that theballot boxes were empty and set in places where theboxes were easily visible to comers. After the votingprocess was over, last comers were invited to a placewhere ballot boxes were opened and ballot paperswere counted. Then, the papers were classified andput on record, put into sacks and sent to the superiorelection commission. Diplomats of foreign embassiesin Yangon, and representatives of UN agencies wereinvited to the referendum for their firsthandexperience. They came to know that the referendumwas fair.

The reliable Election Commission in the time ofthe Tatmadaw government will hold the forthcomingelection in consistence with the constitution andelection rules on 7 November 2010. Every voter canvote freely in a polling booth. They just have to puttheir ballot papers into the ballot boxes in front ofothers. Before that, they have to fold the ballot papersin half in order that others including the returningofficer cannot know for who voters have voted. Ballotboxes will be set in clearly visible places. As soon asthe polling station is opened, ballot boxes will beopened and proved that they are empty. Only then, willthe ballot boxes be closed. Then, voted ballot paperswill be put into the boxes. When the polling station is

closed at 4 pm, ballot papers will be counted in frontof the candidates or their representatives. Then, ballotpapers will be classified, registered and put intorespective sacks. Then, signs will be put and thesacks will be sealed. If an unauthorized personapproaches the site, he will be clearly visible tobystanders outside the polling station. If so, securitymembers will debar him from advancing. And therepresentatives of the candidates can object suchsuspicious acts. Only ballot papers that carry thesignature of the returning officer will be counted inorder that fake ballot papers cannot be put into theballot boxes. A law has been promulgated to prohibitanyone from canvassing for votes in the area 500yards radius of the polling station.

On 18 October 2010, Chairman of the UnionElection Commission U Thein Soe invited residentrepresentatives of UN agencies, foreign diplomatsand journalists to Nay Pyi Taw and make clarificationto the voting process so that the visitors would seethat the election will be free and fair. Out of pessimismand negative attitude, certain elements are claimingthat they do not think that the upcoming election willbe free and fair. There are so many profound evidencesof elections of other countries. But, I’d rather makeno comments on them because they are the concernsof the nations concerned. I am confident that upcomingMyanmar’s election will be record free and fair.

The Secretary-1 said that to uplift sports stand-ard and to host SEA Games and Asian Games, twointernational-standard football stadiums are beingconstructed in Nay Pyi Taw and Youth Training Centre(Thuwunna) is being upgraded into modern one. Oncompletion of sports facilities in Nay Pyi Taw, Yangonand Mandalay, Myanmar will be able to host AsianGames in a classy manner. He urged the officials tomind for safety of spectators, and to systematicallyconstruct the National Sports Park Complex with fullfacilities.

The Secretary-1 coordinated for constructionof an international-standard football stadium in Man-dalay due to insufficient seating capacity at Bahtoofootball ground which is currently hosting the MNLLeague. The Secretary-1 viewed the layout of theinternational-standard football stadium and gavenecessary instructions.

After inspecting the sites chosen forconstruction of the stadiums, the Secretary-1 left thefootball academy for Nay Pyi Taw and arrived backhere in the evening.

The stadium, which will be able to hold30,000 fans will be 16265 square metres widerunning track with 294,27 square metres-widefootball pitch. The height of its structure will be23.5 metres.

Showroom, office, meeting hall, clinic,dressing room, VIP room, cafetaria, press room,bath room, mega stores, training room, library andoffices for referees and coaches will compose theground floor of the stadium.

Offices, meeting halls, coach rooms, bathroom, and restrooms will be included on its firstfloor.

The construction of the National Sports ParkComplex (Mandalay) is being implemented withthe aim of improving Myanmar’s sports standardand hosting Asian Games as well as SEA Gamesin the future.

Mandalay currently has Ba Htoo andAungmyay Mandalar stadiums, but both of whichdo not meet the seating capacity for local matches.

On completion of the park, it will be able tohold domestic games conveniently.

NAY PYI TAW, 5 Nov— A mine planted byinsurgents in Kyaukkyee Pauk Village in HtantabinTownship, Bago Region exploded at 3:30 of 31 October,leaving one civilian seriously wounded.

Zaw Min Tun, who lives in Kyaukkyee PaukVillage, Htantabin Township, Bago Region, steppedon the mine near Yaukthawa Creek while searchingwood with his companions.

1. Try to know your serial number of ballot list inorder to cast vote without any delay.

2. Voting process can be quick by giving yourserial number of ballot list to the ballot listinspector.

3. Put a tick in the box next to the candidate andthe symbol you want to choose on your ballotpaper.

4. Do not sketch or write anything on your ballotpaper, except putting a tick.

5. Do not sketch anything impossible to decidewhether it is a tick or cross on your ballot paper.

6. Make sure that your ballot paper is not torn.7. Put the ballot paper you have put a tick on into

for the knowledge of voters,(1) A voter must put a tick in the square box

shown against the name of the candidate hefavours.

(2) If a voter puts at least two ticks or crosses insquare boxes shown against candidates, theballot paper is cancelled.

(3) A vote with no tick is cancelled.(4) If a ballot paper carries only one mark in a

box, but the mark is not clear enough todecide whether it is a tick or cross, it iscancelled.

(5) However, if a vote is cast with one tick tofavour only one candidate, it can be deemedto be a firm vote even if the tick is in thesquare box, or it passes through the line ofthe square box, or it is put diagonally orhorizontally, or it has a bent line at its end ornot.

To decide whether a ballot paper is valid orinvalid is up to the returning officer. Candidates tohluttaws, their election representatives, and therepresentatives of a polling station are allowed tocheck the cancelled votes. The reason why a vote iscancelled will be put on record with the designatedform.

Astronauts cast early ballotsfrom space station

CAPE CANAVERAL, 5 Nov—Red states. Blue states.And now voting from a weightless state.

The three Americans orbiting the planet onElection Day have cast their ballots.

Space station astronaut Scott Kelly voted Sundayvia a secure e-mail system. Douglas Wheelock andShannon Walker also voted recently 200-plus-milesup. Kelly said Tuesday it was an “honour and aprivilege” to vote from the International Space Station.

As for the six shuttle astronauts headed soon tothe space station, they voted back home in Houstonbefore heading to NASA’s Florida launch site lastweek. Discovery is scheduled to lift off Wednesday.

Texas legislators passed a bill in 1997 allowingastronauts to vote from orbit. Space station residentshave taken advantage of that many times since.

Plans underway to build international-standardfootball stadium in National Sports Park Complex

NAY PYI TAW, 5 Nov—Secretary-1 of the StatePeace and Development Council Chairman ofMyanmar National Olympic Council Thiha ThuraU Tin Aung Myint Oo held a discussion aboutconstruction of an international-standard footballstadium in National Sports Park Complex(Mandalay) project in Mandalay Region thismorning.

The Secretary-1 together with Maj-Gen MyintSoe of the Ministry of Defence, Deputy Minister forConstruction U Tint Swe and officials left here andarrived at Football Academy in ChanayethazanTownship of Mandalay. They were welcomed byChairman of Mandalay Region Peace andDevelopment Council Commander of CentralCommand Brig-Gen Ye Aung, Minister for SportsThura U Aye Myint, Mandalay Mayor U Phone ZawHan and officials.

The sports minister explained that in accordwith the instruction of the NOC to uplift the nationalsports, a project to construct the National SportsPark Complex (Mandalay) in upper Myanmar wasdrawn. A plot covering 184.94 acres of land betweenThazin and Ngushwewah streets, between 68th and73rd streets in Chanmyathazi Township ofMandalay was chosen to construct the complex.Sports and Physical Education Institute (Mandalay)was opened on 50-acre plot of that ground in 2002.

Secretary-1 holds discussions on implementation of the project

NAY PYI TAW, 5 Nov— The Department of Meteorology and Hydrology announced that accordingto the observations at 5.30 pm MST today, Depression over Southeast Bay of Bengal is centered at about(530) miles Southeast of Chennai (India). It is likely to intensify and forecast to move West-Northwestwards. The present stage of the Depression is coded yellow stage and it is not moving towards MyanmarCoasts. Under the influence of the Depression, squalls with moderate to rough seas are likely at times inDelta, Gulf of Mottama, off and along Mon-Taninthayi Coasts.
