Potentate’s MessageNobles and Ladies, by the

time you get this I, along with Lady Linda will have visited all 39 Shrine Clubs in Sudan terri-tory. We feel we have met and have been associated with the best Shriners and Ladies any-where and appreciate the hospi-tality, respect and love shown to us throughout this year. What started out as a very question-able year health wise for me has turned into a very positive year with your thoughts and prayers and for that, I will be forever grateful.

Our September 12th Cold Sands Ceremonial brought in 62 Nobles and three Affiliates. We welcome them into Sudan and encourage them to join their local clubs and units.

With the Cold Sands Ceremonial and SASA behind us we are looking forward to the Fall Ceremonial in Wilson on November 20th and 21st, where we will be having the Wilson Christmas parade followed by the Shrine parade which will be a first for Wilson. Also, for those new nobles that were at the Cold Sands, you will have the opportunity to participate in the “HOT SANDS” in November in case you did not get your moneys worth and also bring your lady for the Rose and Fez presentation.

Nobles and Ladies, you have heard by now that the 6 hos-pitals that were picked to close will remain open in a deci-sion that was made at the Imperial Session in San Antonio. There is an accompanying article in this issue addressing that session. Nobles, as this article is being written we have 231 NPD’s which represents over $13,500 in revenue that we have not received this year. Nobles this amounts to more than the hospitality rooms and Moslem Feasts combined expenses for three ceremonials. It does not take long to figure out that this cannot continue with losses of this magnitude. We need ev-eryone’s help in reducing this number and securing new mem-bers, as it is vital in continuing the programs we currently have in place. WE NEED YOUR HELP!

Nobles, please remember to sell your tickets for the $10,000 CASH GIVEAWAY which will be given away on Sat-urday night at the Potentate’s dance on November 21st. This fundraiser is to help with the cost of maintaining our Temple and is an important part of our annual budget. PLEASE SELL YOUR TICKETS and if more are needed please call the Tem-ple.

Nobles and Ladies, again “THANK YOU” for all your hard work in supporting our philanthropy. It is because of your dedication and hard work that our clubs, units, Temple, and hospitals continue to thrive.

To the units that attended SASA, I thank you and con-gratulations on a job well done and do not melt down those trophies as they will be the talk of Sudan Shriners for years to come.

Summer 2009 is behind us. I hope everyone enjoyed their vacations. As we enter the last quarter of this year I know you will continue your support for Sudan and Shriners Hospitals for Children.

What an exciting time to be a Shriner. This year’s Imperial Council Session held in San An-tonio, Texas was well attended and two new temples were grant-ed dispensations for creation. One is located in Puerto Rico and the other in the Philippines. Another group of Masons and Shriners from Germany was denied dispensation. The German group needs a little more time to get things all together. We now have a total of 193 temples.

Our Cold Sands Ceremonial held in New Bern on 12 Sep-tember saw the creation of 62 new members and affiliation of three Nobles. I know you will invite these new Nobles and their ladies into your clubs and units.

As usual, Sudan was well represented during the South Atlantic Shrine Association held in Virginia Beach, Va., 17 – 19 September. Our Units performed extremely well and won 15 trophies. Sudan’s Daredevils won “Best Overall Unit” and Sudan won “Best Overall Temple”. CONGRATULATIONS TO SUDAN UNITS!

Remember, the Fall Ceremonial will be held in Wilson on 20 – 21 November. The Wilson area has a number of new ho-tels and restaurants since our last ceremonial there, and Wil-son County Shrine Club members and their ladies are working hard to provide you a fine time. Come join your fellow Nobles and Ladies and enjoy the fun and fellowship that comes with Sudan Ceremonials! Come celebrate the year’s accomplish-ments! Bring a candidate! Offer that Master Mason an oppor-tunity to join the finest temple in Shriners International!

REPORT FROM THE 135th IMPERIAL SESSION

The 135th Imperial Session was held in San Antonio, Tex-as July 5-9, 2009. There were 796 Representatives of the Iowa Corporation (Fraternity) in attendance, and an additional 550 Representatives of the Colorado Corporation (Shriners Hospi-tals) in attendance. Your Imperial Representatives to the Ses-sion were Ill. Sir Aubrey Nichols, Chief Rabban Mike Farrell, Assistant Rabban Bruce Bulluck, Past Potentate Brack Wil-son, and Representative Emeritus Ill. Sir Albert Parker. These Representatives vote in both the Iowa and Colorado Corpora-tion business. In addition to these, Colorado Representatives present and voting were Ill. Sir Lloyd Tyndall, Ill. Sir Olen Smith, and Ill. Sir Bobby Waller.

1. HOSPITAL CLOSINGS – Obviously, the major reso-lution on the Call was Item # 30 proposed by the Joint Boards (Iowa and Colorado Corporations) to close six of our Hospi-tals: Erie, Galveston, Greenville, Shreveport, Springfield and Spokane. After much heated discussion by many of the Del-egates, it became increasingly obvious that this was not going to pass, and the resolution was withdrawn. The result is that all Hospitals, including Galveston, will remain open.

All of these six hospitals have begun negotiations with their adjoining, or neighboring hospitals, to begin new proce-dures for sharing facilities, and redistributing certain types of treatment. We will see associated hospitals doing surgeries, and Shriners will continue to do ambulatory or out-patient care. In many cases, associated hospitals are negotiating with Shriners to lease a portion of our hospital facility. This looks like a “win-win” situation. Our children will continue to re-ceive care, and our expenses will be reduced. It’s not going to happen overnight, but it’s a start.

The Delegates to the Imperial Council were very clear that they feel that everything else must be tried before the ac-tual closing of a Hospital. In these shared hospitals, the name “Shriners Hospital for Children” must remain prominent on the facility.

Children nor their parents will be responsible for payment to these associated hospitals. Shriners will still handle that.

2. DEFINITION OF “HOSPITAL” – Item # 18 on the Call. There was some concern that by redesignating some hospitals as Ambulatory Care Centers that the Joint Boards would then have the authority to close them. Our Bylaws pre-vent them from doing so now. Only the Council can do that. This item changed the meaning of “Hospital” in our bylaws so that now “Hospitals” includes “Shriners patient care facilities within affiliated hospitals, as well as ambulatory care facilities used for day surgery and/or out-patient care.” This does mean that the Joint Boards have the authority to redesignate hospi-tals as ambulatory care centers without a vote of the Council, but the local Hospital Board of Trustees must be conferred with, and the facility “must be clearly identified to the public as a Shriners Hospitals for Children.”

3. THIRD PARTY PAY – Item # 27 on the Call. This Resolution changed the meaning of “pay patient” in the Ar-ticles of Incorporation and in the Bylaws of the Corporation so to permit payments from an insurance company or govern-ment agency in respect to the treatment received at Shriners Hospitals for Children. As a point of clarification, the morn-ing following the vote on this item, the Imperial Potentate, Imperial Sir Doug Maxwell, asked the Council if they thought that it was also voting to begin the process to install the neces-sary steps to begin receiving Third Party Pay as soon as pos-sible. It was very loudly stated that this was the intention of our vote. This process will take anywhere from 18 months to 5 years to completely implement, depending on whether we hire someone to do it (as St. Jude did), or whether we try to do it ourselves. Seems to me we don’t need the same people who got us into this situation installing a new system!

Taking Third Party Pay does not mean that our patients and their parents will have to pay co-pays, nor that insurance companies will determine the treatment that our kids receive. They will still get the care that our medical staff feels they need as they do now, and Shriners will still pay for any pay-ment that will be due. We’re STILL treating Kids without financial obligation to patients or their families.

4. SUSPENSION OF HOSPITAL OPERATIONS – Item # 20 on the Call. When hospital operations were sus-pended at Galveston due to the extensive storm damage, there were no solid guidelines for suspending operations. Through this item, there is now a procedure for the suspension of hos-pital operations, including action required by the boards of trustees and directors.

It was very clear that there was a great deal of dissatisfac-tion with the leadership on our Boards. This was never more evident than the election of the President and Chairman of the Board of the Colorado Corporation. Ralph Semb was de-feated by Doug Maxwell. This was a very strong message that echoed throughout the building.

We are still facing critical times ahead for our hospital system. As one delegate put it “At some point we are going to have to stop keeping buildings at the expense of treating children”. Though decisions face us in the very near future, and closing some hospitals may be in that future, but we will continue to resist that until all other avenues have been ex-plored and exhausted!

It is extremely important that we realize that these actions are not over. We are facing continuous change over the next five years, and adjustments will have to be made as necessary. Your Representatives welcome your interest, comments, and questions regarding the future of our Fraternity and Hospi-tals.

FRATERNAL SIDE (IOWA CORPORATION)1. Two more temples were allowed to vote in new no-

bles by majority vote. There have been a number who have requested this in the past and were approved, and I feel sure that any who request it in the future will also be approved.

2. Two new temples were approved making us truly an International Fraternity. Mabuhay Shriners in Manila,

Philippines, and Al Rai’e Saleh Shriners in San Juan Puerto Rico were approved. A third new temple was proposed in Heidelberg, Germany, but it was opposed by a large number and did not pass. The opposition was that people in Europe did not want it in Heidelberg, nor did they want to support the group that was organizing it. It will probably return to the floor next year. We now have 193 Temples!

3. The Ritual of Our Order Has Been Changed. Af-ter months of study, the members of the Ritual Commit-tee headed by Deputy Imperial Potentate George Mitchell, recommended that the wording of our ritual be changed to eliminate some of the Middle Eastern references to make it more acceptable and understandable to our potential mem-bers. We will find that words like Mecca, Allah, Muslim, etc. will be gone. A copy of the revised Ritual is available at the temple office.

4. UNITS – There was one item that involved unit participation that really caused me or delegation concern. This proposal would make it permissible for a member of a Unit Member’s immediate family (Wife, Daughter, or Son) to participate with a Unit in non-Shrine events as part of the Unit. At first we didn’t think that this would get any votes, but boy were we wrong. Support was there from mostly smaller temples, but they have a lot of votes. As it was presented, you would not be able to say that sons could participate and that daughters or wives cannot. You would not be able to say that members of the immediate family could participate with the Clowns or Animals, but could not with the Thunderbolts. Our major concern was twofold. First, what would it do to the image of our “Fraternity”, and second what would be the costs of obviously much higher insurance premiums?

The vote was actually 374 in favor and 254 against. It did not receive the necessary 2/3 vote and did not pass. You can be assured that it will be on the Call for next year, so we are going to have to be prepared for a fight.

GATOR SPLASH WAS A SMASH

On August 22, 2009, the second annual Gator Splash was held at the Pamlico County Shrine Club. The event was well represented by our local club, as well as Carteret County and the New Bern area. Sev-eral people were out of town and were unable to at-tend; a “big thank you” to all who bought tickets and supported this event. The Ali-Gals outdid themselves on the food and the bartenders Tom and Greg kept the refreshments flowing. DJ Dr. Dee provided music and the dance floor was filled with party people.

The Gators will donate a portion of the proceeds to the Childrens Hospital at the Fall Ceremonial in Wil-son.

The Gators look forward to sponsoring the third annual Gator Splash next year.

On August 14, 2009 after getting the patient checked in at the Shriners Hospital in Greenville, SC Roadrunner Howard Cashwell and Roadrunner Tommy Forrest walked around on the first floor of the hospital. We looked at the new playground and noted that the Pitt County Shrinettes were listed on the plaque Winners for Kids. They had made a contribution to have the playground furnished. Shrinettes work hard ‘For The Kids.’

I am making a personal appeal to you to buy two general admission tickets for the price of$10.00 each. Please return your $20.00 check to the Shrine Bowl of the Carolinas, 377 Rubin Center, Ft. Mill, SC, 29708, marked with your Shrine Center’s name to assure our Shrine Center gets proper credit. The Shrine Bowl will mail your tickets to you. If, in the past you have purchased reserve seat tickets, please continue to do so. If you are a member of a club or unit and plan to buy your tickets through that club or unit, please accept my expression of gratitude. If you cannot attend the game this year, we ask that you contribute the cost of two tickets to help us raise money for Shriners Hospitals for Children.

Our game will be played again this year in the Wofford Stadium in Spartanburg, SC. With your help, the Shri-ners have raised over $70 million since the Shrine Bowl’s inception. What better way of letting people know about the great work that we do, than having a group of young men play in an all-star football game with their parents in the stands and their friends and neighbors looking on. Lee Honored With AwardDewayne Lee was awarded the Agency Hands in the

Community Award for his commitment to volunteering in the community. With this award comes a $500 grant from The Allstate Foundation for the Shriner’s Hospi-tals for Children that Mr. Lee supports as a member of the Sudan Shriners, the Harnett County Shrine Club and the Sudan Racers. Mr. Lee presented the check to the Potentate, Illustrious Sir Aubrey Nichols at the Harnett County Shrine Club during its monthly meet-ing in May. Mr. Lee has Allstate offices in Fayetteville, Cameron (Western Harnett) and Whiteville.

Letter to New Bern Shrine Club

Dear Sudan Shriners of New Bern, NC,My family & I would like to thank you for the

financial assistance with our son, Ethan. We recently returned from our 3rd appointment at the Shriners Hospital in Greenville, SC & in one week’s time received reimbursement for the money used for gas to cover the trip. It was a much needed help. While there, we made a small donation in my father’s name who was both a Mason & a Shriner for close to 40 years before his death.

We have another appointment scheduled for July 2010 & look forward to its outcome. All involved have been a great help & we certainly appreciate everything you do. Thanks again.

Roadrunners Howard Cashwell and Tommy Forrest

On August 13, Roadrunners Howard Cashwell and Roadrunner Tommy Forrest met Kenneth and his mother Pam in Leland for their first trip to the Shriners Hospital in Greenville, SC. Kenneth was born in Johannesburg, South Africa at 24 weeks premature and weighed less than a pound (800 grams). A real miracle baby. He has been in the US for about ten years. Kenneth will be in the first grade this coming year at Beverly Elementary School. He has CP, which causes his muscles to become shorter, and makes it hard for him to walk up straight, instead he has to walk in a sort of squatting walk.

The good news is that we learned after he was seen by the doctors at the Shriners Hospital that they can help him to walk better. New braces will be ready in about four weeks. Then he will have more tests and possible surgery to lengthen his muscles.

Mother said it appears that Kenneth’s pelvis has not been injured due to his condition, but more could have been achieved if he had been seen at an early age. Ken-neth was the one who first saw information about the Shriners Hospitals for Children. He saw a TV ad that gave the 800 number to contact for information. He called his mother to confirm what he had seen and heard.

On our trip, Thursday, August 13th, we stopped for lunch at Burger King. A man that none of us knew came up to Roadrunner Howard, gave him a $20 bill, and told to buy our lunch.
