Rouge River Compensatory Wetland Restoration Credit Calculations With Credit After Funding Ends Assuming Gains Return to Baseline in 5 Years

This table shows the DSAYs gained per project assuming that benefits extend beyond the funding provided and that benefits produced by the funding return to pre-project baseline over 5 years after funding ceases*; and a proposed project portfolio to balance the DSAYs required with the DSAYs gained.

*Five years was determined to be a reasonable length of time for estimating continuing credit from the NRDA funding after it ceases based on the following: (a) It becomes increasingly difficult to predict conditions, management options, and benefits more than 30 years in the future; (b) Because of discounting, benefits over 30 years in the future contribute less and less to present value DSAYs each year; (c) Local expert (Norwood, 2019) describes the time for habitats in the southeast Michigan to return to pre-treatment baseline after cessation of treatment to be 3 to 10 years, depending on frequency of disruptive event; (d) Disruptive event like changes in Great Lakes water levels, extreme storms, ice scour, and introduction of new invasive species are expected to increase in frequency and severity over the next 3 decades.

Rouge River Compensatory Wetland Restoration Service Gains: Humbug Marsh/Monguagon Creek Bank Habitat Improvements

Compensatory Restoration Project Scaling Assumptions: 1) This project involves both invasives control in Humbug Marsh, i.e., Phragmites removal, and stabilization of the Monguagon Creek riparian zone by treatment of non-natives, planting of native species and by other means; 2) wetland/riparian bank restoration occurs in 2020; 3) Emergent marsh requires 3 years to reach full function since habitat is already partially functional (based on LA DEQ et al., 2003); 4) habitats ultimately reach 90% of natural habitat service functionality (fully developed habitat services reduced in productivity due to required continued invasives management such as Phragmites control); 5) Project lifetime is 30 years inclusive of maturation period.; 6) restored wetland is dominated by an assumed mix of Carex lacustris and Typha latifolia ; and 7) habitat/resource recovery function is linear based on Penn and Tomasi (2002).

Habitat functionality was assessed using a score of ecological integrity that incorporated attributes of structure (landtype and associated habitats), function (Great Lakes connectivity and proximity to similar habitat), and composition (occurrence of non-native and invasive species). The Ecological Integrity Score was used as a service metric to determine baseline percent services provided (Percent Services Provided) and services gained as a result of restoration and maintenance of ecological condition. Ecological Integrity was designed to vary between 0 and 90. Full function was scored as ‘90’. Years to reach full function was inversely proportional to baseline services (Years = 15 - (15*Percent Services Provided/100).

Compensatory Restoration Project Scaling Assumptions: 1) This project involves redesign of Gibraltar wetland (i.e., to enhance hydrology of 70 acre wetland parcel); 2) wetland restoration occurs in 2020; 3) Emergent marsh requires 3 years to reach full function since habitat is already partially functional (based on LA DEQ et al., 2003); 4) habitats ultimately reach 90% of natural habitat service functionality (fully developed habitat services reduced in productivity due to required continued invasives management such as Phragmites control); 5) Project lifetime is 30 years inclusive of the maturation period; 6) restored wetland is dominated by an assumed mix of Carex lacustris and Typha latifolia ; and, 7) habitat/resource recovery function is linear based on Penn and Tomasi (2002).

Habitat functionality was assessed using a score of ecological integrity that incorporated attributes of structure (landtype and associated habitats), function (Great Lakes connectivity and proximity to similar habitat), and composition (occurrence of non-native and invasive species). The Ecological Integrity Score was used as a service metric to determine baseline percent services provided (Percent Services Provided) and services gained as a result of restoration and maintenance of ecological condition. Ecological Integrity was designed to vary between 0 and 90. Full function was scored as ‘90’. Compensatory Restoration Project Scaling Assumptions: 1) This project involves treatment of non-native and invasive species in lakeplain prairie habitat within the Lake Erie MetroPark; 2) wetland restoration occurs in 2020; 3) Habitat requires 5 years to reach full function since habitat is already partially functional (based on LA DEQ et al., 2003); 4) habitats ultimately reach 90% of natural habitat service functionality (fully developed habitat services reduced in productivity due to required continued invasives management such as Phragmites control); 5) Project lifetime is 30 years inclusive of maturation period; 6) restored prairie is dominated by native species; and, 7) habitat/resource recovery function is linear based on Penn and Tomasi (2002).

Habitat functionality was assessed using a score of ecological integrity that incorporated attributes of structure (landtype and associated habitats), function (Great Lakes connectivity and proximity to similar habitat), and composition (occurrence of non-native and invasive species). The Ecological Integrity Score was used as a service metric to determine baseline percent services provided (Percent Services Provided) and services gained as a result of restoration and maintenance of ecological condition. Ecological Integrity was designed to vary between 0 and 90. Full function was scored as ‘90’. Years to reach full function was inversely proportional to baseline services (Years = 15 - (15*Percent Services Provided/100).

Compensatory Restoration Project Scaling Assumptions: 1) This project involves replacing a main pump station at the Pointe Mouillee State Game Area, improving water level control in the wetlands os several units including this Lautenschalger Unit of 70 marsh acres. Improving the State's ability to control water levels at the State Game Area facilitates wetland management and invasives control, thereby directly improving wetland function, services and quality; DNR has funding for 73.4% and is requesting the remaining 26.6% for the project. NRDA funds would therefore earn 26.6% of the generated DSAYs. Noted as NRDA EARNED DSAYS. 2) wetland restoration occurs in 2020; 3) Emergent marsh requires 8 years to reach full function since habitat is already partially functional (based on LA DEQ et al., 2003); 4) habitats ultimately reach 90% of natural habitat service functionality (fully developed habitat services reduced in productivity due to required continued invasives management such as Phragmites control); 5) Project lifetime is 30 years inclusive of maturation period; 6) restored wetland is dominated by an assumed mix of Carex lacustris and Typha latifoli a; and, 7) habitat/resource recovery function is linear based on Penn and Tomasi (2002). The scope of this project has changed from the 2015 Restoration Plan given that DNR obtained funding for the pump. NRDA funding will provide for invasive plant control and infrastructure needs beyond the pump in order to provide full functionality of the project. The DSAYs to be produced by NRDA funding are calculated proportionally to full functionality based on the proportion of the cost of orginal plans still to be funded by NRDA funds.

Improving the State's ability to control water levels at the State Game Area facilitates wetland management and invasives control, thereby directly improving wetland function, services and quality; DNR has funding for 73.4% and is requesting the remaining 26.6% for the project. NRDA funds would therefore earn 26.6% of the generated DSAYs. Compensatory Restoration Project Scaling Assumptions: 1) This project involves treatment of non-native and invasive species in lakeplain prairie habitat within the Sterling State Park 2) wetland restoration occurs in 2020; 3) Habitat requires 6 years to reach full function since habitat is already partially functional (based on LA DEQ et al., 2003); 4) habitats ultimately reach 90% of natural habitat service functionality (fully developed habitat services reduced in productivity due to required continued invasives management such as Phragmites control); 5) Project lifetime is 30 years inclusive of maturation period; 6) restored prairie is dominated by native species; and, 7) habitat/resource recovery function is linear based on Penn and Tomasi (2002).

Habitat functionality was assessed using a score of ecological integrity that incorporated attributes of structure (landtype and associated habitats), function (Great Lakes connectivity and proximity to similar habitat), and composition (occurrence of non-native and invasive species). The Ecological Integrity Score was used as a service metric to determine baseline percent services provided (Percent Services Provided) and services gained as a result of restoration and maintenance of ecological condition. Ecological Integrity was designed to vary between 0 and 90. Full function was scored as ‘90’. Years to reach full function was inversely proportional to baseline services (Years = 15 - (15*Percent Services Provided/100).
