I am writing in follow-up to a brief conversation you and I had at thelast ELPC meeting. My neighbor, Bart Lester (who is copied here), has aninteresting situation which I think merits further inquiry. His house islocated at 1063 (I may be off by a number or two) on Briarcliff. Hishouse is one of four houses located on the west side of Briarcliff, southof The By-Way and north of the Metropolitan Church. His house is one ofthe two houses in the middle. The house furthest north (at the corner ofThe By-Way and Briarcliff is zoned Fernbank. The house furthest south andclosest to the church is zoned Fernbank. The two houses in the middle arezoned Briar Vista. All the houses behind them are zoned Fernbank. As you can imagine, I think Bart is feeling that his house and theone next door are part of a small island lost in the sea of housesotherwise zoned Fernbank. I told him this matter probably would bereferred to the planning department but by writing you first, you would beable to keep an eye on what happens. Dan, Thanks for your time on the phone yesterday. And, Amy relayed your message to her... On the funding front, Joe is also pulling together some numbers on the construction monies and agreed that there are some "plateaus" where facility funding benefits but with the caveat that these benefits are relatively small compared to the overall cost of facilities funding, most of which is borne locally. Also, he thinks he would have time next week to sit down with a group of DCSS personnel for a more in-depth conversation on funding mechanisms. Regards.

A quick update on the results. Based on phone information from the DeKalb County Voter/Elections office the official precinct by precinct results will not be published for several days. Their election board must review and certify results. The latest unofficial vote count is YES-13,386 and NO-5,833. This a 70% YES to 30% NO result with between 5 to 6 % voter turnout. SPLOST 1 and SPLOST 2 both passed with 60/40 ratios so I think the 70/30 result is terrific!!! I will let Mike Hassinger give more input on just what that kind of a split means when he gives us a report on the detailed voter results, but I think it reflects the hard work by everyone on our committee as well as Dr. Lewis, Pat Pope, Dale Davis, Regina Fletcher, Debbie Loeb, etc, etc, etc.


We all stayed focused on one thing, a unified positive message to improve schools and help kids and teachers have better facilities, county wide. Since the election is over, I presume we can now add first class emails so I am asking Debbie to make sure everyone in the DCSS that needs to see this THANK YOU sees it. 2Kdon’t know about anyone else, but I believe God was in the mix from day one. Through his grace, a group of people with totally mixed personalities came together for one reason, to help kids everywhere, and I feel blessed. All the talents that unselfishly came together to make things work for kids in three different Districts, that is nothing but a Blessing. All the many gifts and talents blended to form a united front and make things happen for kids. If we were able to do that in harmony, just imagine what could happen if the same thought process took place in every District’s Board Room. The kids would be sailing on a high academic wave. Somehow this same peach has to take place in every arena where kids can be affected. Bob it has been such an honor to work side by side with you. I appreciate the respect that you showed me from day one. Even when some may have chosen to write you, you were appreciative of my participation to include me. Although I keep a watched eye on everything, we worked the responsibilities better than Jell-O in a mold. My kids had such a great time. They were out tonight until 7:00 p.m. waving signs and passing brochures. They wanted a stake in what was going to affect the. Thanks for giving them that chance. These kids have a deep appreciation for giving back and having pride in their school. For the seniors who are graduating, they were happy to have done something that affords their underclassmen the opportunity to receive an education in a better facility. [Image]


I am happy that the kids were willing to be stake holders and participate in something that would make a difference in the building they have to spend many hours in even though we did not get support from the PTA’s on the south end to include sending information out that was sent to them. The only participating PTA’s were Miller Grove, Towers, and Cedar Grove to any degree. Since we have kids fro m all schools, the kids took up the slack where the PTA’s did not. Yeah Students!! To anyone that has not heard we won with a 70% YES VOTE. Total voter turnout was only about 5 to 6% but everyone that wanted to vote had the opportunity and we won by a better than 2 to 1 margin!!!! I think we have to ignore the likely/potential Nos--it is unlikely we will have enough money to move them either to yes or to dissuade them from voting. our best bet, particularly in Dunwoody, is to target the Austin neighborhood since it is scheduled for replacement and hope there is some positive spillover in adjacent areas. On the other hand, the school board member from Dunwoody was the only one who voted against the SPLOST resolution!

I am getting a prelim estimate on 2 to 3 mail pieces to see our potential reach. ideally, we would mail 3 times to our target but money and the calendar may limit us to 2 pieces. However, we will at least get an idea of the size of the universe we might reach.

While this is going on, we need someone who takes a crack at creating the universe, based on the parameters I outlined or as modified.

The attached is my initial take on strategy and tactics with regard to maximizing the opportunity for Yes votes. Some of what is outlined under Strategy in the Committee assignment may be better addressed by a group addressing messaging. For the moment, I am only sending this to the four of you.

Agreed on HHs versus individual voters. On your mailer estimate, what size were you thinking? I like the 11x 6--gets you the cheaper postage rate but does not get lost in the stack of mail. I agree with Marshall -ignore the likely "no" votes. Voters don't change their minds. In 2002, there were 28,000 votes cast in the SPLOST election, 61% in favor. In 2007 there were 22,000 votes cast, 19,000 from DeKalb voters. (70% in favor). Anticipating 30,000 votes cast this year is reasonable and safe, so we need to target 15,001 people who will vote "Yes." You don't send mail to every voter, you send mail to households, and those 15,001 voters probably live in 10,000 households. 10,000 mail pieces should be no more than $0.63 each -to design, print, address and mail. We may be able to get under that number because printers vary what they charge (sometimes day-to-day) but that's a safe estimate. Estimate $6300 for each mail piece. I have a vendor for yard signs, and there are resources online as well. 1 color, 2 sided corrplast (plastic) yardsigns, 18x24 shouldn't cost more than $2 each, maybe less, depending on volume. Poly-bag signs should be a little cheaper, and are a lot cheaper if you increase the volume. In either case, 5,000 should be enough signs. Estimate between $5,000 and $10,000 for signs.


Broadcast calls should cost no more than $0.04 each, and that number is an estimate on the high side. 10,000 calls = $400. If you budget for 3 calls, $1,200, but that number could probably be negotiated down a little bit. Estimate $1200 for autocalls. I don't know if spending money on t-shirts, hats, bumper-stickers and other doo-dads would be effective, but you may want to consider using them. Social media is basically free, if someone will actually do it. Given our schedules, it may be worth considering paying a college student $500 or $1,000 to run a twitter feed and a facebook page, and link them in to a $1,000 website. (I think the facebook page and a twitter account is probably sufficient, but others may disagree.) I may have access to a phone-calling system that will allow volunteers to call voters from their homes, and generate reports on the calls being made, what the outcome of each call is, etc. It's $2,500, but I know I can get a discount -I just don't know how much. That comes to: $18,900 for 3 mailers $10,000 for signs $1,200 for auto-calls $1,000 for social media $1,000 for a website $2,500 for a volunteer calling system Total $34,600. It's not exact, but it's a good place to start. At the risk of sounding like a broken record, the best way to measure the size of the universe and to identify likely "yes" voters is to conduct a poll. They retail for $3,000 (and up) but I have multiple resources who could survey the likely voters and identify the "yes" voters for less than that -maybe as low as $2,000. A poll will show the likelihood of passage or failure, and give you a snapshot of what our likely "yes" voters look like. I can then use the voter data to find which precincts have a high number of likely "yes" voters, and target them. I think it would also help raise money, because we could show donors exactly WHY we need to spend that much money. That's my opinion and advice. I look forward to the meeting on the 16th. MTH

For signs--I think we should go with 18 x 24 coroplast

for mailers, I am already in the process of getting quotes. I think we should go with 11 x 6--that puts us in the bulk rate price category.

We could fold down to that size but it does push the print cost up some and that entails a lot of information I think is unnecessary.

2. When he designs the basic (i.e. not geographically-tailored) yard sign, how do you want to refer to the ballot question and therefore lead the voter from the yard sign to the resolution's legalese? The sign will say "Vote Yes . . . ." Is it "to SPLOST" or "for Schools" or "for Education" or something else that the committee has used for prior SPLOSTs? These questions are probably primarily for Mike, Jeff, and Michelle, but if anyone else has strong opinions, by all means, please weigh in. First, conversations from this morning's ELPC meeting and yard sign designare prompting me to write this email. With respect to SPLOST, I heard thefollowing things this morning, repeatedly and from a variety of involvedHenderson/Lakeside parents as they expressed their and/or "theircommunity's" opposition:

-- We want to send a message to the Board.

-- The Board has mismanaged funds and it's dysfunctional.

-- They can bring SPLOST back later.

The way to send a message to the Board is to vote new members in next July.The only message a 'no' vote sends is to the students and teachers who spendday-in and day-out in these buildings. The current board members will belong gone into retirement and we, the taxpayers, will be stuck with decrepitbuildings and higher property taxes. With respect to "bringing SPLOST backlater": This has been in place for 15 years. Having that penny sales taxdisappear for even a year puts us in the position of not only asking for atax increase, but trying to put that on the ballot in a year where: (a) manypolitical leaders will fight hard to keep it off the ballot because theywant to see transportation succeed; and (b) even if the Board succeeds inputting it back on the ballot, voters will be presented with two requestsfor a tax increase on the same ballot. The consequences of voting againstSPLOST on November 8 will not last for just a year or so; they will last foranother 5-10 years.

All of this has me thinking back to Jeff's advice at the last meeting thatour one-shot message on yard signs should be as negative as possible --e.g., don't kill/gut/whatever our schools, don't make our schools 3rd-world-- vote yes to protect our property and keep taxes the same. I'm fearfulthat saying "keep investing" simply plays into the misplaced andshort-sighted sentiment that evidently so many people, particularly inHenderson area, have.


Please share your thoughts. I've copied Lee Ann Else on this email -- herhusband will be doing sign design.

Second, I've been making as many fundraising calls as I can this week, tofollow-up on our vendor appeal. Sadly, however, we only have $2850 in hand(from a whopping five donors -- three individuals, one campaign committee,and one vendor), with another $1500 that is supposed to be on the way fromanother vendor. Marshall and I are meeting with two more constructioncompanies tomorrow morning.

Please, please do all that you can to follow-up with your existing contactsand to reach out to new ones. I'm not the politician who could drum up $50Kwith a few phone calls, and even if I were, I still spend 2/3 of my timetending to my three kids. My worry is that I cannot accomplish anywherenear the fundraising that's required in order for any of the goodcommunications or promotions ideas from the committee to see the light ofday. Please help as much as you can.

Another citizen's review panel -even if it is 100% effective- will not ameliorate those voters' concerns.

That said, an oversight review committee will not hurt (and might help) with some undecided voters -that all depends on how it is presented to the voters 4 weeks before the election. (And I'm sure Marshall has some effective spin up his sleeve! :) ) My concern is mainly that it seems to be outside the mission of this committee, which is to get the SPLOST passed. It sounds like none of us need to do anything to create this oversight review board, and that it should happen parallel to


our process, which is roughly outlined:

1. Raise money. Immediately. 2. Target voters to find the likely "no" votes and the likely "yes" votes.3. Purchase signs, distribute them to people willing to put them in their yards. 4. Mail and phone enough "yes" voters to ensure there are 50% +1 of them on election day.

I think this discussion, while a little tongue in cheek, is actually relevant to the point you make. We need a broad, positive message that points towards support, of course. But, we may also need more tailored messages depending on what the research reveals. To the point Mike made earlier, someone who is against the SPLOST is probably not going to be persuaded by much, including the argument about hurting our children. I appreciate the effort to keep on task but the process of finding the right messaging is not always linear--whether selling cereal or something for the publc good.

Second, I've been making as many fundraising calls as I can this week, to

(from a whopping five donors -- three individuals, one campaign committee,

and one vendor), with another $1500 that is supposed to be on the way from

another vendor. Marshall and I are meeting with two more construction

companies tomorrow morning.

Please, please do all that you can to follow-up with your existing contacts

and to reach out to new ones. I'm not the politician who could drum up $50K

with a few phone calls, and even if I were, I still spend 2/3 of my time

tending to my three kids. My worry is that I cannot accomplish anywhere

near the fundraising that's required in order for any of the good

communications or promotions ideas from the committee to see the light of

day. Please help as much as you can.

This has been the one issue of greatest concern and it is showing up throughout the county. It would be hard to say that the crowd at the breakfast was unsupported BUT 2 of the 5 questions they took related to oversight and past improprieties. So, the issue is in the north, its in the middle

Barbara, Bob, and Marshall, I just had a call from Brent Ried, CEO of Winter Construction. Before Winter could even consider contributing to the SPLOST campaign, Brent wanted to know how the school system would avoid the impropriety that occurred in the past. He said that Winter, in particular, suffered a great deal when -- although it scored highest for Arabia Mountain -- other processes (to put it politely) affected the contract award. And just so you have the fullest picture -- I had never emailed or talked with Brent. Rather, my communications were farther down the line, with VP Paul Fenzl and just today, the addition of Paul's colleague, VP Margaret Rauber, whose daughter is in my son's kindergarten class at Fernbank. Brent took it upon himself to call me. I explained that two of our committee members, Bob and Marshall, had been meeting with Barbara to develop a stronger, more effective oversight mechanism that would not be a political committee, but a group steeped in the relevant areas of expertise -- construction, finance, legal, and the like. He was pleased to hear that. I sincerely hope I did not overstate anything when I told him that I


expected an announcement would be coming in the next week to ten days about exactly what form that oversight mechanism would take and what it would be charged with. He then explained that Winter wanted to support SPLOST and would make a small contribution of $500. I know, but you will benefit from the extra data so that you can shape it the way you want it, show elected officials who may attend, and respond to any questions you may get offline. Some of the ELPC benefits are from county wide projects, which wouldn't necessarily line up with cluster data, like technology, security, and ADA.

We'll have ELPC more than covered. The location for that meeting is the Fernbank cafeteria, with its original 1957 inoperable HVAC unit. :-) We'd love to have geographically diverse voices, though -- so if, for instance, the Lakeside cluster could have some of its supporters speak up, that would be great. I know Oak Grove parents typically attend -- Oak Grove will get almost $900,000 in repairs and improvements, including a new roof (one of 35 schools getting a new roof), HVAC in the gym (a total of 65 schools will get that), and new kitchen equipment (17 schools getting that). And I notice from the DCSS website that Henderson Middle has a separate allocation under capital renewal for its roof -- over $950,00 for roof repairs, separate and apart from its renovation allocation.

Josh, this is a good effort. However, if this is not seen as a robust, independent, above district influence process--I believe it will drag SPLOST down to defeat. My take away from the Stan Watson breakfast--oversight is an issue everywhere in this county.

I also believe that the lawyers will push back on the foregoing--but they work for the district! The politically astute thing is also the right thing in this case--even if the lawyers do not love it.

Attached please find a draft set of bylaws that would establish the “Citizen’s SPLOST Oversight Committee.” Below is a brief summary of the committee/bylaws: • The committee is made up of 12 members (and 12 alternates) who serve four year terms. Six members are nominated by external organizations and appointed by the Superintendent. • Six members are selected through a public call for applicants by a majority vote of a seven person selection committee (six appointed members above and the Chief Operations Officer).


• Members shall not be school district employees or those involved in DeKalb’s SPLOST program. • This is proposed as a “Superintendent’s advisory committee,” per Board Policy BBF. Committee will review the SPLOST programs’ finances and program management for compliance with the District’s internal policy, state and federal law, and the published SPLOST list approved by the voters. • Committee will have direct access to financial and project management information regarding the SPLOST projects, any SPLOST audits, and have the ability to select an auditor to perform tasks related to their oversight duties. • Meetings will be monthly and reporting semi-annually. Meetings will be public and have an opportunity for public comment.

Please take a moment to review the proposed bylaws and provide feedback by lunch time today. My next action will be to confirm a meeting with our internal DCSS staff (i.e. Mrs. Tyson, Mr. Turk, Mr. Woods) and Legal Counsel to review and approve these bylaws by close of business today. I understand you will be meeting with Bob and Jim shortly and wanted to communicate a few items (which I have also sent to Bob and Jim). With regard to the plan developed by the Lakeside cluster, some parts work for the DH cluster, other parts need further discussion. I can speak to the Fernbank portion but, ,with regard to the other elements, my purpose here is simply to give you a heads up on potential issues. Where the proposal pertains to the DH schools, I defer to their PTA presidents. For example, the Lakeside plan leaves Fernbank intact so that, of course, works for us. On the other hand, they propose only a partial restoration of McClendon to the Druid Hills schools and the DH schools may want the the entire school returned (I have copied the DHHS PTA president,Michael Dowling, and the DHMS co-president, Lisa Gordon, on this email). With regard to the redrawing of the Sagamore Hills lines, from the perspective of the DH schools, that requires further discussion and analysis. On the BV idea, I wrote Ramona this evening to let her know we stand ready to assist with the development of the Hebrew language charter school at BV, We are reaching out to people we know, we have discovered that there is an incubation fund in NY which will fund up to $90000 of start-up costs and we are also tracking down the operators of the Broward County school.


On a related note, I have a call into Beverly Hall's chief of staff to see if APS would have interest in temporary use (in part or whole) of the BV facility given their space needs due to Morningside, Mary Lin and Springdale Park growth. They seemed interested in Medlock before they knew the distance from the city line. In the case of BV, it literally is almost in the city and houses a city of Atlanta voting precinct. Regards.
