SUMMER 2006 A recently released report shows what is at stake if user fees are implemented that affect the activity levels of general aviation (GA). The report, sponsored by the General Aviation Manufacturers Association (GAMA) and the National Association of State Aviation Officials (NASAO), shows GA provided a $150 billion contribution to the U.S. economy in 2005. The FAA has floated the concept of implementing a new funding mechanism for its programs that would take effect in FY 2008. Debate has ensued about the sustainability of the Aviation Trust Fund, and the need for user fees that would be an additional source of revenue and would shift some of the burden of funding FAA programs. The study uses FAA estimates of annual flight activity and applied industry-derived per-hour costs for operating various types of aircraft. GA’s economic contribution was calculated by putting these costs into regional eco- nomic models which are widely accepted as valid by economists and available from the U.S. Department of Commerce. It was estimated that general aviation activity in Iowa represented more than $1.4 billion of the economic contribu- tion cited in the study and included a $481 per capita total output. The bulk of GA’s direct and indirect economic contributions in the study were traced to the operation and maintenance of the existing U.S. aircraft fleet, including aircraft operated for purposes such as recreation, instruction and training of pilots; business aviation; and medical evacuations. A significant portion also came from the manufacturing and purchase of new aircraft. This summer willonce again prove to bea busy one. Summer2006 travel season is

predicted to be the busiest on record withan estimated 200 million commercialpassengers.

Iowa has had a full summer of aviationevents, with more than 50 fly-ins and fourmajor air shows. Be sure to check out thesummer calendar at the back of thebulletin or visit iawings.com to see themost updated calendar.

Good news on both the state andfederal legislative fronts. On the statelevel, the state legislature wrapped up onMay 3, 2006, after passing severalimportant pieces of aviation-relatedlegislation. Most significantly, the stateAviation Trust Fund has been re-estab-lished! The bill phases in the trust fundwith 50 percent of aviation fuel taxes andregistrations fees allocated to it inFY 2008 and 100 percent by FY 2009.

The state legislature also passedlegislation that clarified the property taxexemption given to entities providingaeronautical services on city-ownedairport property. The eminent domainlegislation that was passed restricting acity’s ability to condemn land exemptedairports by defining them as importantpublic facilities. And, the pendinglegislation to increase the aircraft use taxby an additional one percent and place itin an education fund did not receivelegislative action this year. So, all in all,this past year marked one of the mostsuccessful aviation legislative years that Ican remember.

On the federal front, the House passedthe transportation appropriations bill inJune, increasing the FY2007 AirportImprovement Program to the authorizedamount of $3.7 billion and not the $2.75billion as recommended in the President’sbudget. The Senate plans to address thebill sometime in July or August.

Other good news: Senator ConradBurns (R- Montana) introduced S.2666,the Tax Simplification Act, in response toa provision in the highway bill passedlast year. That provision requiredaviation fuel to be taxed at the same levelas motor vehicle fuel, with those revenuesbeing deposited into the Highway TrustFund. Aviation fuel vendors were thenrequired to complete forms to send to theIRS to receive reimbursement of the taxdifferential (the additional highway taximposed) and transfer the aviation tax tothe Aviation Trust Fund.

This has proven to be a confusing,cumbersome, bureaucratic process thatputs the Aviation Trust Fund in realjeopardy. Many vendors may choose topass the tax differential on to theircustomers and not fill out the paperworkto receive reimbursement and transfer thefunds over to the Aviation Trust Fund.The Burns bill would put a moratoriumon this process until Sept. 30, 2007, toallow further evaluation of the fuel fraudissue.

Our office attended a combinedCentral/Great Lakes Region StateAviation Directors meeting in May.Regional Administrator Chris Blumhosted the state aviation directors fromthe 12 states. All states were representedand only one state aviation directorcouldn’t attend. It was an extremelyproductive day-and-a-half. Kate Lang,FAA Associate Administrator, joined thegroup and led an extremely interestingsession on FAA reauthorization, posingchallenging questions and looking forfeedback. Also joining the state aviationdirectors and key staff were HenryOgrodzinski of National Association ofState Aviation Officials, Lisa Piccioneand John Balsiger from the NationalBusiness Aircraft Association, and AndyCebula from the Aircraft Owners andPilots Association.

George Hendon, FAA’s CentralRegion Airports Division, handed out the2006 FAA Central Region AirportsConference (Oct. 3-4) registration formthat was hot off the press. For moreinformation, see the link to the FAACentral Region Airports Conference onthe iawings.com Web site.

One last note: the aircraft registrationprocess will be transferring into our officefrom the DOT’s Office of Vehicle Servicesin Des Moines effective Sept. 1. Please besure your aircraft is registered to the state.This is even more important to theaviation community in Iowa now that allthe fees collected will be deposited intoan Aviation Trust Fund and reinvestedback into the system to keep it safe andviable!

The Council Bluffs Airport servesthe general aviation needs of thePottawattamie County and Omaha-

Council Bluffs area in southwest Iowa.The airport is a general aviation relieverairport to Eppley Airfield in Omaha and isowned and operated by the CouncilBluffs Airport Authority.

With an estimated 45,000 annualaircraft operations, the airport is utilizedby single engine, twin engine, turboprop,and business jet aircraft. More than 90aircraft are based at the airport.

Dan Smith is the manager of theCouncil Bluffs Airport. According toSmith, “Recent construction of a newrunway at the airport is designed to meetfuture demand and complement land usefor the airport and the surrounding area.

Everything has been designed to accom-modate a new beltway that will run alongthe east side of Council Bluffs, connectingU.S. Highway 6 and Interstate 29.”

After acquiring 286 acres of land in2003 for expansion, the Council BluffsAirport is in the completion stage of theconstruction of a new primary runwayfacility (Runway 18/36). Construction ofthe 5,500-foot runway began in July 2004and is programmed for completion this

Airport and Fixed Base Operator(FBO) representatives fromaround Iowa attended an aviation

fuel and fire safety seminar in April at theAnkeny Regional Airport. The seminarwas presented by Phillips Aviation,sponsored by Newton Home Oil, andhosted by Exec 1 Aviation.

Attendees learned about refining,aviation fuel specifications, the aviationfuel distribution system, and industrystandards. Also covered were fuel farmand refueler operations including filtra-tion, quality control testing, inspections,maintenance, and record keeping.Following classroom and hands-onactivities, the Ankeny Fire Departmentprovided fire safety training with a livefire demonstration.

Jim Willemson of Newton Home Oilcredited Phillips Aviation for providingthe training. He said, “We are trying todo at least one seminar each year in Iowaand are moving it around to differentparts of the state. The goal is to keepeveryone thinking about quality controland keeping line people current onaviation fuel safety and quality control.”

Aeronautical services at the airport areprovided by Advanced Air Inc. Servicesinclude charter, aircraft rental, fuel, aircraftmaintenance, pilot instruction, and theoperation of a propeller shop.

The Commemorative Air Force (CAF)occupies a hangar at the airport, and ishome to the P-51 Mustang “Gunfighter”and a CAF museum.

In 2004, Iowa Western CommunityCollege completed a 40,000-square-footfacility and now offers programs inaviation management, flight and aircraftmaintenance.

Most recently, LifeNet has relocatedtheir flight operations to the airport toprovide helicopter air ambulance opera-tions for the Omaha-Council Bluffs metroarea.

Smith, who is also the president of theIowa Public Airports Association, believesthe general public sometimes underesti-mates the wide range of aviation activitythat occurs at an airport like the one atCouncil Bluffs. “From flight instructionand air ambulance, to ag operations,cargo, and business aviation, airportsprovide a long list of services to thecommunities they serve. Here in CouncilBluffs, the airport provides important airaccess for new and growing businesses,vital services for the community, andeducational and job opportunities for thecommunity.”

Ag aviation is an importantindustry in the state of Iowa andprovides an economic benefit to

the state through job creation andimproved crop production. Each year, agpilots from around Iowa gear up toprovide aerial application services toassist farmers with combating insects andother crop problems.

As part of that effort, an Ag AviationSummit was held in March at the AnkenyRegional Airport. The main goal of thesummit was to open lines of communica-tion between stakeholders, identify issuesand address needed steps to enhance agaviation in Iowa. The summit wasorganized and hosted by the DOT’s Officeof Aviation.

Twenty people representing a crosssection of airport managers, ag aviationoperators and government officialsparticipated in the summit. Attendingwere representatives from the Office ofAviation, Iowa Ag Aviation Association(IAAA), National Ag Aviation Associa-tion (NAAA), Iowa Public AirportsAssociation, Iowa Department of Agricul-ture, and the Federal Aviation Adminis-tration.

Discussions focused on operations atpublic airports, safety and security, publicawareness of the role of ag aviation, andlicensing requirements.

A total of 54 Iowa businesses arelicensed through the Iowa Department ofAgriculture to conduct ag aviationoperations. Additionally, more than 100out-of-state operators are licensed in thestate.

This was the first Ag Aviation Summitof its kind in Iowa. Participants agreedfuture collaborative efforts will bebeneficial for the enhancement of agaviation.

Highlights of interest:• Aerial application originated in Iowa

in 1947, and IAAA was established in1966.

• Ag operators based permanently at asingle airport are required to use ap-proved containment facilities. In general,temporary operations at an airport do notrequire containment if the operations areconducted for 30 days or fewer.

• Airports subject to FAA grantassurances may exclude an activity if itcannot be conducted safely or if there arespecial environmental considerations.However, a denial based on safety mustbe based on sound reasoning and theairport sponsor should have firm evidencedemonstrating safety would be compro-mised.

• For safety reasons, radio usage shouldbe encouraged at busy airports. All pilotsshould be reminded that the primarymethod for avoiding traffic conflict is to“see and avoid.” Ag pilots and airportmanagers should work together todetermine a plan to minimize trafficconflicts in an airport traffic pattern basedon needs for a particular airport. Airportmanagers might want to consider issuingNOTAMs and recording a message on theAutomated Weather Observation Systems(if available) to alert airport users that agoperations are being conducted.

• Ag operators are allowed to deviatefrom normal altitude and clearancerequirements to the extent necessary toperform aerial applications. It may bedesirable to notify the public throughlocal media that ag aviation activity isoccurring in an area.

• Ag aviation operators should beencouraged to share, with the properairport representatives, a completed AgAviation Form from the Office of Avia-tion and the IAAA. The form includesprimary and secondary contact informa-tion for ag operators, as well as informa-tion on products they are applying. Theform can be a beneficial tool in case of anaccident or security incident.

• Ag aviation operators and airportmanagers/sponsors should work closelytogether to ensure that proper securitymeasures are in place based on theairport’s security plan and best practicesfrom the NAAA security program.

• Airports are encouraged to work withtheir area First Responders to hold localfamiliarity training regarding airports, agaviation and other aircraft operations.

Promoting AviationIowa receives many benefits from the

wide range of uses of our air transporta-tion system, not to mention the personalsatisfaction that comes with taking to theskies.

Still, a great deal of concern existswithin the aviation community regardingthe general public’s lack of understand-ing of aviation and its benefits. Isaviation drawing enough people into itsfold who would benefit from usingaviation services, see it as generating acareer, or are interested in becoming apilot?

Many groups are actively promotingaviation to educate the public, foster anew generation of pilots and increaseinvolvement in aviation. Following arejust some of the ways aviation is beingpromoted:

Since its inception in the early 1990s,the Experimental Aircraft Association’s(EAA) Young Eagles Program hasprovided more than 23,000 free airplanerides to young people in the state of Iowa.

The Aircraft Owners and PilotsAssociation (AOPA) recently renewed itsProject Pilot Program by encouraging itsmore than 4,000 Iowa members toidentify potential flight students. AOPAwill send potential students an invitationto fly, along with resources that willguide them through the process. AOPAmembers will then be asked to mentor thestudent pilot. It has been shown thathaving a mentor significantly increasesthe chances of completing a pilot trainingprogram. For more information on AOPAProject Pilot, log on towww.AOPAProjectPilot.org.

The Iowa Aviation Promotion Group,Iowa Space Grant Consortium, IowaPublic Airports Association, and DOT’sOffice of Aviation have joined forces toendorse the promotion of youth aviationcamps at airports around the state. IowaAviation Youth Camps provide childrenhands-on experiences in the world ofaviation and connect aviation to history,science, math, and communications. Thecamps utilize Iowa resources, as well asgreat programs from AOPA and EAA. Formore information, call 515-964-1398.

The Office of Aviation will againsponsor an aviation display at the IowaState Fair. Located outside the southeastside of the Varied Industries Building, thedisplay will be staffed with the help ofaviation volunteers from around the state.Staff and volunteers will be available toanswer questions regarding aviation inIowa.

The Quad City Air Show had anotherfantastic event in June as it celebrated its20th anniversary. This is one of the bestair shows in the country and by far thelargest aviation event annually in Iowa.Additional events, including fly-ins andair shows, provide additional exposure toaviation.

When Perry, Iowa, pilot KentVandervelden and his wifeMelinda attend Airventure in

Oshkosh, Wisconsin, their focus is onattending forums and learning as much asthey can about aviation. In 2005, theVanderveldens attended a presentationby CarolAnn Garratt discussing her triparound the world in a single-engineMooney airplane. “Melinda and I wereblown away by her uniqueness andenergy,” said Kent Vandervelden.

When they proposed to Garratt thatshe come to Iowa to share her story, sheimmediately agreed. And in April, shevisited Iowa to give a series of presenta-tions at locations around the state, inCedar Rapids, Ames, Johnston, Pella, andAnkeny. In all, ten presentations weregiven to the general public, studentgroups and pilots.

The visit provided Garratt with anopportunity to share the story of her triparound the world in a single engineairplane to increase awareness about ALS/Lou Gehrig’s disease. At the same time, itallowed her to share her enthusiasm forthe Young Eagles program by highlight-ing one of the trip’s other objectives:introducing aviation to youngsters inother countries by giving them anopportunity to fly.

In 2001, Garratt lost her job as amanufacturing engineer. The following

year, she lost her mother to Lou Gehrig’sdisease. A 1,000-hour pilot, discussionswith her father and friends led to thedecision to fly to Australia and Europe.

Starting early in 2003 after sevenmonths of training, the trip began fromKissimmee, Fla. It took 7 ½ months,36,667 nautical miles and 300 hours offlight time to complete. Another 60 hoursof flight time were spent giving YoungEagle flights and taking additional sidetrips.

Primary navigation was provided witha Garmin 430 Global Positioning System. The flight path consisted of 45 legs thatincluded, among other locations: Califor-nia, Hawaii, New Zealand, Australia,India, South Africa, Ethiopia, France,Scotland, Iceland, Canada, and back intoFlorida. The first leg was flown non-stopfrom Florida to California to test theendurance of the plane and pilot, and toprepare for the trip’s longest over-waterleg of 15 hours non-stop from Californiato Hawaii.

Young Eagles event in AnkenyThe Experimental Aircraft Association’s (EAA) Young Eagles pro-

gram was launched in 1992 to give interested young people, ages 8 to 17,an opportunity to fly in a general aviation airplane. These flights areoffered free of charge and are made possible through the generosity ofEAA member volunteers.

While in Iowa, CarrolAnn Garratt, who promoted the Young Eaglesprogram on her around-the-world trip in 2003, attended a Young Eaglesevent sponsored by Des Moines EAA Chapter 135 at the Ankeny RegionalAirport. Garratt herself has flown more than 300 Young Eagle flights.

More than 23,000 Iowa children have experienced a free YoungEagles flight since the program was introduced in 1992. Iowa has 19EAA Chapters.

Since 1992, more than 1.1 million Young Eagles worldwide haveenjoyed a flight through the program. Young Eagles have been regis-tered in more than 90 different countries and have been flown by nearly40,000 volunteer pilots.

Talking of the trip, Garratt said, “Itwas wonderful to experience the differentcultures along the way. One of thebiggest things I have taken away from thetrip was that I have a much more positiveattitude toward humanity. On a dailybasis, we are bombarded with negativenews in the media, but the world is a goodplace.”

So far, the trip has been successful inraising more than $50,000 for LouGehrig’s disease research. The trip costGarratt $25,000 to complete. She paid allexpenses herself and then wrote a bookabout the trip entitled Upon Silver Wings.She has paid all printing expenses of thebook so that 100 percent of proceeds cango directly to research for Lou Gehrig’sdisease. While she was contacted bycompanies looking for sponsorshipopportunities, she asked those groups toinstead make contributions to the ALSTherapy Development Foundationresearching a cure for ALS.

When asked about trip planning andcoping with different cultures, Garrattsaid she is a huge believer in planningand over-planning. It paid off, as therewere few surprises along the route. As faras getting assistance at stops along theway, she says, “The aviation communityreally stepped up wherever I went. I soonrealized just how willing the aviationcommunity was to help. Associationmembers from groups like the Experimen-tal Aircraft Association and the NinetyNines along the route helped out bysharing local flying tips and even havingme as a guest in their homes. Even inAfrica, these groups are present and werevery willing to help out.”

Garratt commented that she was veryhappy to fly her Mooney to Iowa andshare her experience. “People have beenvery friendly and supportive of my cause.The generosity has been enormous.” Sheplans to repeat the trip in 2008 and willcontinue to use aviation to promoteawareness and research for Lou Gehrig’sdisease, and to introduce young people toaviation through the Young Eaglesprogram.

aviation programs! Subsequently, the FY2007 State Aviation Program was ap-proved by the Iowa TransportationCommission in July.

The Commercial Service VerticalInfrastructure (CSVI) program will have$1.5 million to distribute for projects atthe eight commercial service airports.Half of the CSVI funding is distributedequally to the eight commercial serviceairports, forty percent is distributed basedon the percent of passenger boardings,and the remaining ten percent is based onthe percent of total cargo tonnagetransported at the airports.

The General Aviation VerticalInfrastructure program was again fundedat $750,000. Twenty-six general aviationairports submitted applications totalingmore than $2 million for new and reha-bilitation projects. Projects were re-viewed for eligibility, consistency with

the state system plan and approvedairport layout plans. Criteria forprioritization included: airport role, typeof project, justification, amount of localsupport and multi-jurisdictional/coordi-nated efforts. Both new and rehabilita-tion projects may be funded up to 85percent of project costs. Approvedprojects are listed on the Office ofAviation Web.

The Airport Improvement Program wasfunded at $564,000 and includes mainte-nance of the Automated Weather Observa-tion System, runway marking, and airfieldand security projects.

Recent legislation changed thebidding threshold for public improve-ments. The legislation will take effectJanuary 1, 2007. Formal bid procedureswill be required for projects over$100,000, and competitive quotes will berequired at varied rates depending on thesize of the community. Stay tuned formore information!

Iowa airports fared very well duringthe recently completed legislativesession, a testament to the Iowa

Public Airports Association (IPAA)members who actively participated in thelegislative process.

IPAA’s legislative highlights includeda successful Day on the Hill, with thanksgoing to the Iowa Concrete PavingAssociation, the Aircraft Owners andPilots Association, and the NationalBusiness Aviation Association for theirsupport and participation.

Key this year was the reestablishmentof a dedicated aviation fund, a toppriority of IPAA’s for years. Each year,revenue is collected from aircraft registra-tion fees and aviation fuel taxes. Creationof this fund is a recognition of the need toinvest the revenues generated fromaviation activity back into the state’s airtransportation system.

Fiscal year project accountingIn order to meet state fiscal year

accounting guidelines, airport sponsorswith state funded projects should requestreimbursement by Aug. 10, 2006, for anywork that is done during FY 2006.Projects do not have to be completed byJune 30, but any work that is done by thatdate should be paid by the airport sponsorand reimbursement requested by August10. New FAA safety program

aviation safety programs in Iowa thisyear, you are not alone. The FAA is in theprocess of reorganizing its safety pro-grams and will be rolling out its FAA

Safety Team (FAAST) program in Octoberof this year. It has been reported theFAAST program will consist of a majorenhancement to the FAA Safety Web site,and will restructure the way seminars andsafety programs are conducted. Unfortu-nately, the reorganization will mean thatIowa will no longer have a resident SafetyProgram Manager. A new OperationsFAASTeam Program Manager from theFAA Central Region will cover Iowa,while an Airworthiness FAASTeamProgram Manager will cover both Iowaand Missouri. We welcome the newFAASTeam Program Managers and willbe watching to see new program enhance-ments rolled out.

There are very fewairports, pilots, or mechanics around thestate that have not heard him firsthandproviding aviation safety tips, reviewingcausal factors for accidents in Iowa, andworking with industry representatives todrive home important safety messages inthe arena of aviation safety.

Pavement Management ProgramThe Office of Aviation has contracted

with Applied Pavement Technologies toprovide pavement inspections at 24airports this fall. The Pavement Manage-ment Program helps eligible airports meetrequirements for federal funding andensures that these airports maintain good-to-excellent pavement conditions.

Runway Marking ProgramThe Office of Aviation will be hiring a

contractor to paint nine airport runwayslater this summer. FAA runway markingstandards are changing in January 2008.All new airport markings will be changedto meet these requirements. The newrunway threshold markings are designedto make runway width determinationeasier for pilots.

On May 4, FAA AdministratorMarion Blakey provided con-gressional testimony on the

FAA’s FY 2007 budget, which includes acommitment to accommodating the airtransportation system’s predicted growth.According to Blakey, “We will meet thesefuture needs by harvesting new technolo-gies that will support the Next GenerationAir Transportation System.”

Part of the testimony outlined theimplementation of the Automatic Depen-dent Surveillance-Broadcast (ADS-B). Toprovide the aviation community in Iowawith a better understanding of the ADS-Bsystem, the DOT’s Office of Aviation isproviding the following excerpts from afact sheet recently released by the FAA.The Office of Aviation is monitoring thedevelopment of the ADS-B system andbeing kept in the loop by briefings fromthe FAA. The Office of Aviation willcommunicate new development plans asthey become available for Iowa.

What is ADS-B?Simply put, ADS-B is the future of air

traffic control. In the future, instead ofusing radar data to keep aircraft separatedby safe distances, signals from globalpositioning satellites will provide airtraffic controllers and pilots with muchmore accurate information to help keepaircraft safely separated in the sky and onrunways.

With ADS-B, some of the responsibil-ity for keeping safe distances betweenaircraft will eventually shift from airtraffic controllers on the ground to thepilots themselves, who will have displaysin the cockpits pinpointing all the airtraffic around them and providing localweather information.

How does ADS-B work?ADS-B works by having aircraft

transponders receive Global PositioningSystem (GPS) signals and then usingthose signals to determine an aircraft’sprecise location in the sky. To this mix,ADS-B ground stations add radar-basedtargets for aircraft not equipped withADS-B.

The information is then sent back upto all equipped aircraft. In addition, ADS-B systems provide flight information suchas temporary flight restrictions, plusweather information from the NationalWeather Service.

Pilots see this information in theircockpit traffic display screens. Air trafficcontrollers will see the information ondisplays they are already using, so littleadditional training would be needed.ADS-B signals are transmitted once persecond, providing a more accuratetracking system for pilots and controllers.

What are the benefits of ADS-B? When properly equipped with ADS-B,

both pilots and controllers will, for thefirst time, see the same real-time displaysof air traffic. Pilots will be able to main-tain safe separation from other aircraftwith fewer instructions from ground-based controllers. At night and in poorvisual conditions, pilots will also be ableto see where they are in relation to theground using on-board avionics andterrain maps.

In addition to improved safety in thesky, ADS-B will help reduce the risk ofrunway incursions. Pilots and controllersalike will see the precise location onrunway maps of each aircraft and even thelocations of equipped ground vehicles,along with data that shows their directionof travel. These displays are clear andaccurate, even at night or during heavyrainfall.

ADS-B will increase capacity atairports because more accurate trackingmeans aircraft will be able to fly safelywith less separation distance. Andbecause ADS-B accuracy also meansincreased predictability, air trafficcontrollers will be better able to managethe air traffic arriving and departing fromcongested airports, resulting in even moregains in capacity.

With its combined increases in safety,efficiency and capacity - and the resultingreductions in cost - ADS-B is critical tothe agency’s Next Generation Air Trans-portation System plan for meeting thenation’s predicted tripling of demand incoming years.

Why adopt ADS-B?Although radar technology has

advanced, it is essentially a product of1940s World War II technology. Radaroccasionally has problems discriminatingairplanes from migratory birds and rain“clutter.” Secondary surveillance systemscan determine what objects are becausethey interrogate transponders. However,primary and secondary radars are bothvery large structures that are expensive todeploy, need lots of maintenance andrequire the agency to lease real estate onwhich to situate them.

ADS-B, on the other hand, receivesdata directly from the transmitters, ratherthan passively scanning for input likeradar, so it does not have a problem withclutter. ADS-B ground stations areinexpensive compared to radar, and areabout the size of mini-refrigerators. Theycan essentially go anywhere, so theyminimize the required real estate. Inaddition, ADS-B updates once a secondand locates aircraft with much moreprecision.

ADS-B also provides greater coverage,since the ground stations are so mucheasier to place than radar. Remote areaswhere there is no radar can now haveprecise surveillance coverage.

What has been done to date?To get preliminary assessments of the

costs, benefits, operational safety andsecurity, along with the architecturalrequirements for ADS-B, the FAA con-ducted a series of operational evaluationsin Alaska and the Ohio Valley.

On Sept. 9, 2005, the FAA officiallycommitted to moving toward establishingADS-B as the basis for air traffic controlin the future. Moving to ADS-B willallow the agency to eventually begindecommissioning some of the currentinfrastructure of ground radar in favor of asystem that uses much more precisesatellite data and provides greater benefitto everyone who uses the nationalairspace system.

What are the next steps?The FAA reserved $80 million for

FFY 2007 to begin the initial implemen-tation of ADS-B in the national airspacesystem. This includes continuing tosupport the ADS-B infrastructure alreadyinstalled along the east coast, andintegrating ADS-B surveillance into theFAA’s current air traffic control systems.

The agency is also looking at thepossibility of rulemaking that wouldmandate the avionics necessary forimplementing ADS-B across the nationalairspace system.

The full evolution of ADS-B wouldtake up to twenty years, implemented inmanageable segments of equipage andground-station installation, with somelegacy radars maintained throughout toprovide a back-up system. However,benefits in improved safety and capacityand better efficiency for airlines wouldaccrue with each step of the implementa-tion.

FAA announces major milestonefor Wide Area AugmentationSystem (WAAS)

In another step toward reducing reliance on a ground-based navigationinfrastructure, the FAA has announced that Wide Area Augmentation System(WAAS) use is being extended from the current 250 feet above an airport’s

surface to 200 feet for vertical instrument approaches.This change will enable WAAS vertical guidance procedures to achieve an

operational capability similar to that of an instrument landing system, wheresuitable airport conditions exist. Those airports that do not have the appropriateconditions may require additional infrastructure and airspace upgrades.

We will keep you posted on how the specifics develop in relation to Iowa. “This is a significant milestone, moving us closer to our ultimate goal of a

satellite-based airspace system,” said FAA Administrator Marion C. Blakey.The FAA plans to expand the application of these lower minimum approaches

beyond current instrument landing system at airports. The first procedures thatallow operations down to 200 feet will be published in 2007.

WAAS is a satellite-based navigation system designed to improve theaccuracy, availability and integrity of signals from Global Positioning Systemsatellites.

Although WAAS was designed for aviation users, it supports a wide variety ofnon-aviation uses, including agriculture, surveying, recreation, and surfacetransportation just to name a few.

Commercial Service Airport Update

Des Moines International AirportThe Des Moines International Airport

(DSM) enplaned 87,323 passengers inMarch 2006, putting the airport 1,500enplanements ahead of 2004’s onemillion enplanement pace.

With numbers approaching recordhighs, Delta/Comair and American Eaglerecently announced new nonstop serviceto Salt Lake City and New York City,respectively. The Salt Lake City servicewill provide a connection to the WestCoast for many central Iowa travelers.DSM now boasts 17 nonstop flights.Other service enhancements include:

• installation of a new Flight Informa-tion Display System which will improvethe accuracy of flight information to thepublic; and

• replacement of a 30-year-old firetruck with an Oshkosh Striker 1500.

The airport is forging ahead withupdating its Master Plan for future airportimprovements. In addition to the MasterPlan Update, the consultants will beupdating the noise contours and conduct-ing a benefit and cost analysis for thefuture parallel runway.

The security screening area wideningproject has already provided increasedpassenger flow efficiency, and comple-tion of the concourse concession expan-sion is anticipated this summer.

Fort Dodge Regional AirportThe Fort Dodge Regional Airport has

taken delivery of an Oshkosh truckutilizing a quick hitch system for a 16-foot-wide high speed runway broom and16-foot plow combination.

Congress is considering the FFY 2007FAA reauthorization bill, which includesthe Essential Air Service (EAS) program.The goal of EAS supporters is to keep itfrom being eliminated, or from beingchanged so drastically that the result isthe same: eliminating commercial airservice from rural America. The programwas named “Essential” for a reason, andadvocates will remain diligent to preservethis vital component for current andfuture development in Iowa’s communi-ties and region.

Mason City Municipal AirportDavid Simon, Airport Maintenance,

retired March 31 following twelve-and-a-half years of employment with the MasonCity Airport Commission. We wish Davidall the best in the future. On May 1, DavidSims from Carriere, Miss., stepped intothe vacant operations/maintenancecoordinator position. Sims graduatedfrom Louisiana Tech at Ruston, La. with aBachelor of Science degree in AviationManagement. He also holds an FAAprivate pilot’s license.

The Airport Commission recentlylaunched a three-month marketingcampaign with funds available throughthe DOT’s 2005 Air Service DevelopmentProgram, in an effort to increaseenplanements at the airport.

The airport is planning to rehabilitateRunway 12/30 and possibly TaxiwayAlpha this summer as a continuation ofupgrading the airfield facilities. Thecommission is anticipating receipt of bidsin May with the project(s) being fundedat 95 percent through the federal grantprogram and 5 percent bonded locally. Itis imperative to keep the infrastructure ofthe airfield in great condition to provide asafe environment to pilots and thetraveling public of north Iowa.

Waterloo Regional AirportWaterloo Regional Airport has

completed many projects this spring andis finalizing design on this summer’sprojects.

As of May 2006, the airport completedthe installation of a 10-foot perimeterfence to control wildlife. The project cost$1.1 million and was funded with afederal Aviation Improvement Program(AIP) grant. The airport also completed a$1 million concrete rehabilitation of theair carrier apron. The airport accepteddelivery of a new airfield rescue and firefighting vehicle. The E-One vehicle cost$655,000 and was funded with an AIPgrant.

There are two projects under construc-tion at the airport: the replacement of allairfield signs and the design and recon-struction of the main runway. Thoseprojects cost $380,000 and $2.4 million,respectively, and both are funded withAIP grants.

The airport is also in the process ofworking with FAA to release severalhundred acres of airport property forcommercial development. The airport has2,600 acres of property and is activelyworking to develop and market theproperty for commercial development.Approval is expected soon and infrastruc-ture improvements may begin within acouple of years.

A new truck at the Fort Dodge Regional Airportwill provide year-round broom and plowcapabilities.
