Employers continually request qualified and well trained employees who are competent in an everchanging and diverse work environment. Please continue to work with the N.C. Apprenticeship Division to promote apprenticeships in North Carolina. Consider Apprenticeship as an added credential, rather than a separate form of work-based learning.

CDCs are required to hold the 747 license. CDCs may take the Career Development Facilitator (CDF) Course to meet 6-hour licensure requirements. The CDF course is offered through NCDPI and NC Workforce Training Center. A new report, called WRRK, has been developed in NCCTE Admin. Located under the Credential Report link, the report provides a quick listing of certificates earned (by homeschool).

This is year one of our “CTE Online Testing Irregularity Submission System.” The CTE OTISS system has created transparency and provides information the state and districts can use to make informed and targeted decisions to improve the CTE State Assessment Program.

Testing: Assessment Handbook Update
The NCCTE IMC Policy and Procedures Handbook shall be released at the 2017 Fall Leadership Symposium in New Bern.
Testing: Credential Issues/Credential Issues Report
Where we can collect credential data from authoritative sources we will. But, where we cannot, we stress the importance of having accurate credential data entered by teachers and/or IMCs in the NCCTE Admin application. It is equally important that teachers monitor and review student accounts to ensure accurate student ids and information are entered in third party vendor testing sites (Certiport, NCCER, Pearson VUE, Solid Works, etc.) as early as possible. Generally, credentials have to be counted within the year of course enrollment. And, they have to be tied to a course for which a credential is offered. It is the responsibility of the teacher to ensure accuracy of their student data in a timely manner. LEAs should develop a local process to verify data entered by teachers. Once the third Friday in June passes, corrections in state CTE data collection site will end. The CTE division will provide LEAs with a 2016-2017 credential file in August. This file will be used for teacher bonus pay disbursement in January. Procedures to edit this file will accompany the file. Only authoritative artifacts can be used to justify changes.
Testing: Data Collection Deadlines in NCCTE Admin
Data must be finalized by semester:
1. Summer (third Friday in August) 2. Fall (second Friday in February) 3. Spring (third Friday in June)
It is imperative that IMC PPOCs monitor Data Issues Report and Credential Issues Report throughout the year. IMC PPOCs should review the Tests Not Taken report and correct or validate (correct/delete) those listed before the above listed deadline.

IMC PPOC must monitor data and credential issues periodically. Corrections must take place within the appropriate semester they occur.

Testing: Enrollment Errors
Enrollment Errors According to the IMC Calendar or Work, the CTE Enrollment file, which is posted in Vault”, must be reviewed soon after the first ten days (semester) or 20 days (yearlong). When an error is identified with class sections, teachers, or students, the IMC PPOC shall determine the following:
1. Is the error in the enrollment file? If yes, the error must be reported to Home Base.
2. If there is no error in the enrollment file, but an error appears in NCCTE Admin, report to error to [email protected].
Common Enrollment Errors There are some common issues in the CTE Enrollment file. These include, but are not limited to:
1. Missing teacher emails in PowerSchool 2. Incorrect email (different from PowerSchool) or no NCAuth account 3. Incorrectly using LCOs in which there is no approval for (example Forensics) 4. Incorrectly setting up COOP courses. Too many districts set up the COOP
sections without having the corresponding course in which the student is COOPing (Ex. Marking MM512… and MM516…).
5. Incorrectly setting up NCVPS course in CTE (must use NCVPS profile and email address)
6. Leaving a “Pilot” flag on a course where it shouldn’t 7. Incorrectly marking or not marking a student with the OCS flag 8. Student not in enrollment file feed 9. Discontinued courses
Testing: NCEXTEND1
WHAT IT IS: NCEXTEND1 means that a student is participating on the extended content standards (for all courses). The student on the extended content typically has a severe and profound disability.
WHAT IT IS NOT: It does not mean students necessary get extended time. It is not to be used as a back door to exempt students from testing.
RULE: Changes in testing requirements (i.e., change from general assessment to CTE IA, change from CTE IA to general assessment) must be made at least one hundred twenty (120) school days before the testing window. Abrupt changes in assessment type can possibly trigger a state audit. For more information, refer to the current version of the “Joint Responsibility” section of the Guidelines for Indicator Assessment(s) for Students with Individualized Education Program and/or an English Learner Plan.
CHANGES The “EXTEND1” SIQ will be removed. The plan is to look for an authoritative source, or be collected in the special codes section of NCCTE Admin.
Testing: Online Vendors for CTE Course and CTE State Assessments
PowerSchool staff are working on communication concerning online vendors in PowerSchool, to be channeled to district data managers.

Testing: Test Not Taken Report
The Test Not Taken Report is to be used in the validation process of your state data. It has provided many districts opportunities for improvement that otherwise would have gone unnoticed.
Testing: Vendor Courses
Vendor courses have a vendor blueprint and vendor developed assessment. All students, including OCS/NCEXTEND1, are expected to follow the vendor blueprint and take the vendor assessment. Students on the OCS pathway or in NCEXTEND1 must understand what the expectations are and it must be documented on their IEP. CTE Indicator Assessments (I.A.s) are not an option for vendor courses. Districts staff may work with the vendor to determine what, if any, accommodations the vendor is willing to provide.

SPCs may take the Career Development Facilitator (CDF) Course to meet 6 of the 12-hour licensure requirements. For registration information, go to the NC Workforce Training website: http://www.nccommerce.com/wf/workforce-professionals/ncworks-training-center/cdf-program Be sure that new SPCs are completing the correct course work based on their respective licensure area. Licensure areas include (1) CTE, (2) EC, and (3) School Counseling. If SPCs have questions or concerns regarding courses that comply with licensure requirements, please direct them to your LEA’s human resource department or Carol Short ([email protected]).

The updated Guidelines will be available on all CTE Curriculum and Support Services Moodle sites after Summer Conference . The purpose of the Guidelines is to provide guidance on creating assessments for students who do not take the CTE Postassessment. Notice of Nondiscrimination Pamphlet: US Department of Education has published an information pamphlet that addresses the Nondiscrimination notices. It gives detailed information as to what goes into the notice and a sample notice. This pamphlet has been posted in the SPC Moodle and can be found by accessing the Reading Room on the DOE website (www.ed.gov). Civil Rights Visits (2017-18): LEAs to be reviewed for the 2017-18 school year are Elkin City Schools, Sampson County Schools, and Wake County Schools. Reviews are tentatively set to take place October through December. If you are interested in volunteering for a Civil Rights Review, contact Shannon Baker ([email protected]).
