Numerous emergency fire warnings were issued Saturday as the fire headed towards Nowergup, Merriwa and Butler. At the height of the fire over 300 firefighters plus aerial support tackled the furious fire. Major roads in the region were closed. These included Wanneroo Road, Neaves Road and Old Yanchep Road. Many local residents were evacuated. Warnings were downgraded to a watch and act alert early Sunday morning after firefighters saved more than 100 homes from the blaze, which destroyed two derelict houses, five sheds and several power poles. On Saturday, the bushfire was moving at more than two kilometres per hour in a north- westerly direction. It had jumped containment lines and was burning in the Gnangara Pine Plantation towards Wanneroo Road. The emergency warning was reinstated on Sunday afternoon after a wind change occurred causing the fire to head towards the Shire of Chittering. Smoke from the fire was visible from Fremantle and Rottnest, 68 kilometres south-west of Bullsbrook. FIREBREAKS Vice President of the Association of Volunteer Bush Fire Brigades, Dave Gossage, said holes in the law have allowed governments to get away with neglecting to adequately manage bush land that presents fire risks without accountability. About 93 per cent of WA's land area is classified as Crown and included areas that were fire- ravaged. WILD BUSHFIREThree days, 7000 hectares burnt, and over 300 firefighters

At the height of the fire over 300firefighters plus aerial supporttackled the furious fire. Majorroads in the region were closed.These included Wanneroo Road,Neaves Road and Old YanchepRoad. Many local residents wereevacuated.

Warnings were downgraded to awatch and act alert early Sundaymorning after firefighters savedmore than 100 homes from theblaze, which destroyed twoderelict houses, five sheds andseveral power poles.

On Saturday, the bushfire wasmoving at more than twokilometres per hour in a north-westerly direction.

It had jumped containment linesand was burning in the GnangaraPine Plantation towardsWanneroo Road.

Chicken farm update

Last month, the Humane SocietyInternational called on Australia’smajor supermarkets, includingColes and Woolworths toreconsider stocking Swan ValleyEgg farm or Snowdale Holdingsproduce, after media reportsabout its Carabooda egg farm.

The Sun City News first alertedCity of Wanneroo health officers,last September, about the chickenmanure dumping, hundreds ofdead carcases dumped and othercommunity concerns about theCarabooda egg farm.

Humane Society Internationalsaid it started investigatingSnowdale Holdings and they,Snowdale, were misleading ordeceiving consumers with regardto its free range labelling.

Snowdale Holdings is due in theFederal Court on 8 April, after thecompany was taken to court bythe Australian Competition andConsumer Commission last year,claiming the egg farm’s conditionswere not free range.

The egg farm has been subject tonumerous complaints to the Cityof Swan about odours from itsSwan Valley egg farm affectingneighbours who do not have thebenefit of the 500 metre minimumbuffer from existing or futureresidential development.

Neighbouring residents told theMidland Echo News they areangry that the StateAdministrative Tribunal sessionscheduled for September, lastyear, had been deferred and

during this period big quantities ofmanure was removed from theegg farm.

This caused “a constant appallingand all pervading stench, theincessant drone of bobcats andtrucks and manure laden dust (inbetween the showers)’’.

After the Sun City News alertedthe City of Wanneroo aboutissues at the Carabooda eggfarm, health officers have takensamples and continue toinvestigate the farm without anylegal action being taken.

City of Wanneroo’s City BusinessDirector, Chris Morrison, told theSun City News: “The City ofWanneroo continues to examineavailable information and isawaiting the final report from theforensic science laboratory.

“This final report (due next week)will look at the possibility of flybreeding from manure samplestaken from the property.

“To date the City has receivedpartial components however, as isthe case in all legal matters, weare unable to comment until allfinal reports have been received.

“Once all relevant information hasbeen received and reviewed bythe City, we will be able to make adecision regarding any potentiallegal action.”

City ask cafes to buy elsewhereThe City of Swan has asked localrestaurants and cafes in theSwan Valley to avoid using eggsfrom Swan Valley Egg Farm toshow their support to theHumane Food Region program.

Only a handful of restaurantswere known to use eggs fromSwan Valley Egg Farm, and allhave been asked to look for analternative supplier.

The egg farm became mired incontroversy over allegedlyincorrect labelling free-rangeeggs.

The City of Swan wrote torestaurants requesting they stopusing Swan Valley Egg Farmproducts at the beginning ofDecember.

According to City of Swan CEO,Mike Foley, some restaurantshad already started sourcing anew egg supplier.

The Humane Society InternationalAustralia has called on Woolworthsand Coles to drop WesternAustralia's largest egg supplier,Snowdale Holdings (SwanValley Egg Farm) overallegations it falsely labelled itsfree-range eggs.

"Evidence is mounting againstSnowdale not only ofmisrepresentation regarding itslabelling but also of the cruel and

unsanitary conditions in which itshens are raised," HSI wrote inseparate letters to the powerfulsupermarket chains.

"We urgently request Coles/Woolworths to stop selling alleggs labelled as 'free range'supplied by Snowdale whetherunbranded or sold under theSwan Valley or Eggs by Ellah labels."

The Australian Competition andConsumer Commission claimsPerth-based Snowdale sold 71per cent of its eggs as "freerange" from 2012-13, charging apremium for them.

ACCC alleges Snowdale ‘madefalse, misleading or deceptiverepresentations on its egg cartonsand websites that its hens wereable to move about freely on openranges on most days’.

As part of its evidence, theconsumer watchdog allegesSnowdale squeezed more than100 times the recommendednumber of laying hens into itsbarns, up to 17 hens per squaremetre, and failed to provideadequate outdoor ranges withshade and easy access.

The CSIRO recommends 1500hens per hectare under animalwelfare guidelines for free-rangeeggs.

Starting a Mens Shedin Yanchep/Two RocksI have been living in Yanchepfor four years, and really lovethe area, and especially thecommunity feel of this area.

However I'm afraid that this isnot the experience for allolder residents, in particularmen.

Most of the ladies that Isocialise with in Yanchep andTwo Rocks, are of the sameopinion, and we were hopingthat you could help us find outif there would be sufficientinterest from the local menfolk to start up a Mens Shed.

The nearest one to our areais almost 40 kilometres away.

I intend to put up someposters around the doctors,post office and communitycentres, but I think that if wecould have the support of theSun City News, that wouldgive us a boost to start.

I would value any advice frommembers of the community,please do not hesitate to callme. I am just taking the firststep to test the water

Happy recyclingWho grabbed all of thecopper out of the recent bulkrubbish collection?

I would like to know as I andother people put out somevery good reuseable thingsthat would be good forsomeone else to recycle(make use of), but I went outto find every bit of usefulgoods with the copper,aluminium or whatever othermetals worth a dollar torn outof all useful items.

I believe this is not right, so ifyou see these steely peopledoing the same in front ofyour house please tell themwhere to go!

ReplyDear Barry Rowe, I wasamazed when reading a copyof Sun City News, to readyour account of anexperience on the Pippdinnyroundabout.

I am not sure of the exactlocation of the speed sign yourefer to but am pretty sure thespeed on this section of roadhas always been 80km/h.

What you seem to have thewrong impression is that the

speed sign is to tell you whatspeed you must travel.

It really tells you themaximum speed you canlegally travel on the road.

I would be surprised if manydrivers feel it would be safe todo a small roundabout at80km/h.

I think if you check road trafficrules the posted speed is themaximum you are allowed todrive not the best speed. Allroads have either times orconditions that indicate it isbetter to travel slower.

Who's responsibleBarry Rowe sounds to me tobe an idiot behind the wheel.

Before you get to thisroundabout there is a signrecommending the speed tobe 60km/h for this roundabout- This sign is approximately100 metres before theroundabout.

Another thing, as well is the80km/h signage is for themaximum speed permissiblenot that you have to maintain80km/h regardless of the roadconditions.

I would suggest that you,Barry, undergo defensive

driving instructions as I wouldnot like to have you drivinganywhere near me on theroad if you think like that.

I am an out of town strangerand I drive to the conditionsand, day or night, have plentyof time to see and slow forroundabouts.

GripesI was so looking forward tothe new Capricorn EsplanadeRoad being completed as thismakes walking along thebeach road very easy now.

However, two things thathappen on a regular basisspoil it.

One is the hoon drivers thatthink it is a race track, sodangerous as this happensany time of the day or night.

And, secondly, the peoplethat think it is okay to let theirdogs make a mess on thepath and just leave it there.

Have some consideration forthe other people who use thepath.

Comment of planned parkFor the past four years theShire of Gingin and TourismWA have been working on aplan to rezone a portion ofUnallocated Crown Land inLancelin to allow for thedevelopment of a moderntourist park.

The Tourism WA studyidentified that there is a highdemand for additionalcaravanning accommodationin the town and that theproposed site bound byCasserley Way, HopkinsStreet and the Back Beachwould be a suitable location.

The proposed development isexpected to provide 127caravan sites, 32 ensuitecaravan sites, 32 camp sites,9 safari tents, 15 drivethrough sites, 26 chalet sites,39 park home sites andgrassed open spaces/

recreational facilities alongwith a foreshore reserve.

Lancelin business people arecrying out for thisdevelopment. They openlyadmit that during winter theystruggle to keep their headsabove water.

The environmental reportstates that the land is coveredwith vegetation in a degradedcondition.

It also recommends that thedwellings be of a height thatdoes not block whatever seaviews the 10-15 residentsliving directly opposite thepark currently have.

The issue has caused somedrama though with policeinvestigating an incidentaround Christmas time. Fourhorses were being walkedalong Casserley Street when

a male in a 4WD allegedlycharged the group, flippingthe bird as he drove past andnearly dislodging one of theyoung female riders.

The trainer of the horses,Ashley Maley, a former Shireof Gingin councillor, was oneof the four riding that day.

He lodged the complaint withpolice claiming the driverabused him for being

responsible for proposing thedevelopment.

Two Facebook pages haverecently been set up –Lancelin Tourist Park Supportand Lancelin Save our BackBeach.

The Shire of Gingin is callingfor submissions from Lancelinresidents by 29 January,2015.

Public feedback wantedResidents are encouraged to provide feedbackand input into the City of Wanneroo WardBoundary and Elected Member RepresentationReview discussion paper - The ward boundaryreview impacts all residents and your feedbackis vital.

The public submission period has beenextended from 9 January, to close at 4.00pm onTuesday 27 January.

Residents are encouraged to read thediscussion paper so they can provide informedfeedback. A public information session will alsobe held at 6pm on 21 January at the WannerooCivic Centre.

The discussion paper is available online or bycontacting the City's Co-ordinator ofGovernance. Comments can be submitted byemail or mail.

As a result of the review, the Council willconsider a report whether to create new wards,changing ward boundaries or abolishing any orall wards.

The City of Wanneroo currently has 14councillors and a mayor elected at large, theallowable maximum number of elected members.

Suspicious bushfirethreatens homes in Yanchep

Firefighters battled through the night stop abushfire which was threatening homes inYanchep. The fire was reported around 11:00pm,last Friday. Investigators say its cause issuspicious.

It started in a commercial and industrial area justeast of Moorpark Avenue. Around 40 career andvolunteer firefighters fought the blaze for severalhours before it was brought under control andthe threat to lives and homes was lifted.

Accidents and incidents over holidaysn Over the holiday period aman fell off rocks at TwoRocks marina. He was air-lifted to hospital for medicaltreatment.

n A 30-year-old man wasflown to hospital in a seriouscondition after a crash atWilbinga on Tuesday 6January.

Major Crash investigators arecalling for public help withtheir investigation into thecrash, which involved a whiteFord Falcon, travelling northalong Indian Ocean Drive

near the intersection ofWilbinga Road about 2.15pm.

The driver lost control of thevehicle, which left the roadand hit a tree.

The male passenger receivedserious injuries in the crashand was taken to Royal PerthHospital by the RAC Rescuehelicopter.

The 31-year-old femaledriver, and two girls aged 11and 8, who were passengersin the back of the car, allreceived minor injuries andwere taken to the JoondalupHealth Campus.

Major Crash investigatorswould like to speak to anyonewho saw the crash or theFord Falcon prior to thecrash.

Officers would also like tospeak to the driver of a black

vehicle, not suspected to beinvolved, but which was seentravelling in front of the FordFalcon.

n Just prior to Christmas,another burnt out stolenvehicle was found - Thisvehicle was dumped in thedunes at Eglington.

n A kitten has lost part of itsleg after it was thrown from asmall white van travellingsouth on Marmion Avenue inQuinns Rocks, around 3:00pmon Monday 29 December.

The RSPCA wants to speak

to anyone else who may havewitnessed the incident andwho may have a descriptionof the van or its number plate.

RSPCA WA deputy chiefinspector, Sharon Morgan,said: "This type of behaviouris outrageous, and we'reseeking assistance from thepublic to provide informationregarding this incident."

Porter’s promotion surpriseOn Tuesday 23 December, theFederal Member for Moore,Christian Porter, was sworn in asparliamentary secretary to thePrime Minister by the GovernorGeneral, His Excellency Generalthe Honourable Sir PeterCosgrove.

In his new role Christian Portersays he will primarily focus on thecontinuation of the government’ssuccessful red tape cuttingagenda, which has alreadyresulted in $2.1billion inderegulatory savings. He will alsobe doing supporting work on theFederation White Paper process.

Mr Porter said: “I hope that withmy experience as a statetreasurer, I can continue JoshFrydenberg’s great work in cuttingthe burden and cost of regulationand, having had first handexperience in state governmentwith some of the federation’sinefficiencies, duplications andoverlaps, that I can bringsomething useful to theFederation White paper process.

“I will also continue to work hardto represent the people in myelectorate of Pearce. I have a fullagenda of community eventsplanned for 2015 and I am lookingforward to the challenges of theyear ahead.”

The Abbott government's new-look cabinet brings to a close atumultuous first calendar year forthe coalition. The reshuffle wasan admission by Prime Minister,Tony Abbott, that his governmentrequired rejuvenation following abruising six month fight over awidely unpopular budget.

Occurring just days beforeChristmas, it has given MrAbbott's new ministry time torefresh for 2015 and busythemselves over the summerbreak for new policy battle-grounds on welfare, jobs, andpaid parental leave.

Mr Abbott said during theceremony at Government House:"These ministerial changes willput jobs and families at the heart

of the government's agenda for2015. This is a government whichis committed to building astronger and more prosperouseconomy for a safe and secureAustralia."

Sir Peter Cosgrove officiated atthe swearing-in ceremony for thefirst time as Australia's newGovernor General.

Steven Ciobo, Scott Baldwin,Kelly O'Dwyer and KarenAndrews were sworn in asparliamentary secretaries withChristian Porter.

Mr Porter’s appointment came asa bit of a surprise, as he has onlybeen in the federal parliament forjust 12 months.

PerthNow political editor, JoeSpagnolo, described ChristianPorter as: “Porter is flying highafter being promotedparliamentary secretary to PrimeMinister Tony Abbott.”

Could Christian Porter be a futureprime minister or treasurer?

Wheatbelt shires form Regional AllianceShire councils of Gingin,Dandaragan and Chitteringhave all unanimously agreed toestablish a Regional Alliance attheir respective council meetingsin December.

Recent Wheatbelt DevelopmentCommission planning identifiedseveral issues common to allthree shires which hasprompted the formation of aworking partnership betweenthe three local governments.

The Shires of Gingin,Dandaragan and Chittering areall facing the knock-on effectsfrom Perth’s rapidly expandingnorthern corridor, which includesthe issue of funding the servicesand infrastructure needed for thegrowing region such as healthcare, education, transport, agedcare and waste management.

Of these, the provision of healthand aged care services hasbeen identified by the threecouncils as a common priority.

In addition, the RegionalAlliance will focus on industrydevelopment and growth, andwill work with the WheatbeltDevelopment Commission toprogress those identifiedpriorities for the region.

Shire of Gingin CEO, JeremyEdwards, said: “It is the agreedposition of our shires that aunited approach to addressingour common issues will lead tobetter outcomes.

“In essence this partnership isabout building a strong regionallocal government focus with anemphasis on advocatingstrategic projects and servicesfor our region.”

Dandaragan Shire CEO, TonyNottle, said the RegionalAlliance will also work closelywith the WheatbeltDevelopment Commission toidentify other key issues andprojects that will assist withaddressing the growthpressures as well as fundingand service gaps.

“The Shire of Dandaragan islooking forward to working withthe Shires of Chittering andGingin in an effort to attractfunding and services to ourgrowing region,” he said.

Shire of Chittering CEO, GaryTuffin, added: “In recent timesthere has been a stronger focuson taking a regional approach tofunding by both the state andfederal government, and for

better cooperation/collaborationamongst local government. It isenvisaged the Regional Alliancemay act as an appropriatevehicle to address thesemandates.”

The Regional Alliance willconsist of the three shire chiefexecutives who will meetmonthly, with representation byshire presidents and theWheatbelt DevelopmentCommission on a quarterly oras-needed basis.

Councilmeetings

The Shire of Gingin will holdtheir first full council meeting for2015 on Tuesday 20 January,starting at 3.00pm in the councilchamber at the GinginAdministration office, 7Brockman Street, Gingin.

The City of Wanneroo will holdtheir first briefing session for2015 on Tuesday 27 January,starting at 6.00pm in the councilchambers at the WannerooAdministration building, DundebarRoad, Wanneroo. The councilmeeting is scheduled forTuesday 3 February.

Arson at Cassilda Park

A fire was deliberately ignited in the middle ofbushland at Cassilda Park, Two Rocks.

Several young Tuart Trees were burnt. Thanksto a rapid response by the local fire team, whoarrived with several trucks and a heap ofvolunteers, the fire was contained andextinguished quickly without spreading toneighbouring properties.

Anybody with information about those who setthe park on fire should contact the police on 131444. Rewards of up to $50,000 are paid forsuccessful convictions for arson.

New action groupThe Sun City News is aware of a local group ofouter northern suburb disgruntled residents whoare so upset at the lack of local infrastructurefacilities and services being provided by the Cityof Wanneroo that they are considering settingup a new action group - A ‘Ratepayers’ Alliance’.

A number of these groups have beenestablished in the eastern states with greatsuccess - They are usually independent groupsfighting for lower rates, smaller government,reduction in waste, better use of technology inlocal government with direct decisions tosupport the whole of the community.

Local surf clubs get funding boostThe Yanchep Surf Life SavingClub and the Quinns-Mindarie Surf Life SavingClub will receive a fundingboost to prevent drownings atlocal beaches.

The Federal Member forPearce, Christian Porter, saidthe Australian Governmentwould provide $25,000 toeach of the surf clubs overthe next five years.

“The funding will assistYanchep and Quinns-Mindarie to purchase newrescue equipment, first aidand medical supplies so theirlife savers can continue tosave lives,” Mr Porter said.

“Australians love to go to thebeach and it will be a key partof most families plans for thissummer.

“Our beautiful beaches are animportant attraction for localresidents and tourists alike.

“This new funding will ensureour life savers have theequipment they need to keeppeople safe and prevent aholiday from becoming atragedy.”

Each of Australia’s 311 SurfLife Saving Clubs will receivethe funding over five yearsfrom the AustralianGovernment’s $8 million BeachSafety Equipment Fund.

SLSA’s Coastal DrowningReport identified 121 coastal

drowning deaths in Australiain 2013.

“Each year, Australia’sdedicated life savers performabout 12,000 rescues and32,000 first aid treatments.The Beach Safety EquipmentFund provides support directlywhere it is needed most – tosupport the volunteers surflifesavers patrolling beaches,”Mr Porter said.

Mr Porter said that in additionto the $8 million for new andupgraded lifesaving and firstaid equipment, the AustralianGovernment is providing $2million for the BeachDrowning Black SpotReduction Program whichaims to reduce drownings atdangerous beaches andprovide public safetyprograms that highlightcoastal hazards such as ripcurrents and rock fishing.

These programmes are partof the Government’s $15million package to cutdrowning deaths across thenation.

It includes $4 million to assistthe Royal Life Saving Societyto prevent drownings in inlandwaterways and an existing $1million a year to produce,develop and distribute watersafety messages, DVDs andeducational material targetingmore than 1.5 millionAustralian children aged up tofour years.

“The educational materialdeveloped by former Olympicswimming coach LaurieLawrence delivers key watersafety messages toyoungsters in a fun andengaging way,” Mr Portersaid.

“They are being distributednationally to child carecentres, kindergartens andplay groups and are availableonline at kidsalive.com.au.”

Plans for the new surf clubfacilities seem to be in limbo,between the City of Wannerooand WA State Government.

The existing Yanchepfacilities have been describedas probably the worst inWestern Australia, but thecouncil and state governmentseem to be working to theirown agenda.

For such an important rolethis volunteer club performs,it would be expected that boththe council and stategovernment would ensurethey had all the properfacilities and equipment toperform the service theyprovide for free.

Anger over boat ramp delays

Two Rocks local boaties arefrustrated and angry at thelack of adequate boatlaunching facilities at the Two Rocks marina.

The problem has existed for along time but wasexacerbated last week withlong queues of boat trailersand vehicles stretching back

for up to 500 metres from5:00am and lasting for hours.

People reported having towait in excess of 90 minutesto launch their craft.

Parking facilities are alsochaotic with drivers parkingup to 400 metres from thelaunching ramp.

This of course caused furtherdelays and congestion on theramp while they walked backto the ramp to move theircraft.

The delays and congestionwas worse as the boatsreturned, boat skippers toldthe Sun City News they werecircling for long periods, up to60 minutes, while waiting torecover their vessels.

Frustrated local ratepayersare disappointed at the lack ofavailable information onfuture plans for developmentof the inadequate boatingfacilities. The area ofYanchep Two Rocks is under-going a rapid housing andpopulation boom and none ofthe infrastructure is keepingpace.

Most of the new housing inthe area is attracting peoplewho love the boating andocean lifestyle and havewater craft.

As one resident told the SunCity News: “We have waitedlong enough for something tobe done.”

The Department of Transport(DOT), as owners of the TwoRocks marina precinct haveconfirmed it is working on bringthe marina up to the standardof other boat harbours.

Acting coastal infrastructuregeneral manager, DonnaWest, said the department hasbeen carrying out a detailedassessment of the martina’scondition in order to bring it upto the standard required of allstate public boat harbours.

The DOT is currently in theprocess of carrying out a boatramp survey to assess theissues.

The information collected willguide DOT’s upcomingplanning program to alleviatethese problems in the future.

In contemporary Australia,celebrations reflect thediverse society andlandscape of the nation, andare marked by communityand family events, reflectionson Australian history, officialcommunity awards, andcitizenship ceremonieswelcoming new immigrantsinto the Australian community.

The Yanchep Two RocksRecreation Association’sannual Australia DayBreakfast has become apermanent fixture on the localcalendar.

Annually between 500 to 750full breakfasts are cookedand served for free by a bandof local volunteers.

This year’s ‘Aussie DayBreakfast’ will be held at thePhil Renkin Centre in TwoRocks, starting at 8.00amwith a flag raising ceremonyfollowed by the NationalAnthem with breakfast tofollow.

The Rec Association invites alllocal residents to ‘Come alongand join in the spirit of AustraliaDay; meet new friends’, catchup with old friends, enjoy a fullycooked breakfast and listen toentertainment by Pete Robson’.

Children can try themechanical surf board orhave a go at the fly wall.

To say 2014 was a ‘big year’ is probably anunderstatement; especially from Alkimos up thecoastal strip to Yanchep Two Rocks.

This region was regularly listed as one of thefastest growing regions across Australia, but notwithout its problems.

Sadly, for many residents’ there wasdissatisfaction at the City of Wanneroo and WAState Government who have failed to keep upwith the basic infrastructure demands of a fastgrowing community. One estate developerwarned residents not to speak to the media.

Yanchep Two Rocks remains the remotestsuburb in the remotest city in the world, whilegovernment authorities, at all levels, have madenumerous promises/commitments and deliveredon few.

Reviewing all the issues readers have raised withthe Sun City News through ‘letters to the editor’;Facebook, phone calls and online comments, theCity of Wanneroo council received over 50 percent of the comments.

These included: broken promises by the mayor;a seawall no one wanted; money wastedlowering the boardwalk, money wasted on anunwanted fire track; trying to charge juniors for achangeroom extension; local councillors; and, thelack of traffic management at the MarmionAvenue and Lagoon Drive’ intersection.

There were a number of firsts for the region:Peppa Pig and the local Business EXPO wasvery popular; as was the opening of a McDonaldstore at Yanchep.

Negotiations continued throughout the entire yearregarding the new sporting facilties to cater forcurrent demands - The council linked the buildingplan to approval of a ‘developer contribution fund’which taxes each new land buyer an additional

$7000 plus - The two new sporting oval andchanges rooms don’t appear any closer to beingstarted, 12 months on.

The Two Rocks recreational boat ramp closureriled the boating community - Originally closedfor six to eight weeks for repairs and upgrade, itwas closed for months denying boating accessto the waters off Two Rocks for the entire 2014summer fishing and cray season.

In March 2014, the City of Wanneroo made thedecision to close the Dewars ‘Durrs’ track,stating: “With a growing local population and anincreasing numbers of families now using thesebeaches for swimming, four wheel driving cansimply not continue.”

Social media reaction and petitions caused theCity of Wanneroo to reconsider their originaldecision, eventually re-opening the track.

With the onset of Autumn strong coastal windscaused more erosion worries at Seabird. TheShire of Gingin looked at a number of solutions,but any remedial work will be very costly.

During April and May 2014, a variety of issuesconcerned the local community - idleness anddereliction of Lindsay Homestead,disappearance of the Prickle, boat ramp issuesdragging on and no noticeable progress with thesporting fields project.

The Gingin community hosted their inauguraltriathlon with over 155 competitors involved.

Next came one of the biggest raids ever seen inWestern Australia - Project TRICORD andOperation POLO saw 550 law enforcementofficers raid a number of rural properties inCarabooda. The investigations and court actionsare continuing.

In late May 2014, the City of Wanneroo startedthe lowering of the Yanchep Boardwalk by about

n July, the inaugural Yanchep Business EXPOwas held at Yanchep Central Shopping Centrewith Peppa Pig making a special appearance.

Both the City of Wanneroo and Shire of Ginginrought down their annual budgets, hiking propertyates between 4.2 per cent to seven per cent.

Work on Stage 2 of the Yanchep Lagoon seawallausing loss of access to the lagoon beach. Theagoon Cafe was dramatically affected by the

massive loss of business - In late December014, the City of Wanneroo entered into a ‘behindlosed door’ deal with the business owner.

n August, the City of Wanneroo came underttacked, yet again, in relation to the 15 year delay,hen refusal, then wanting junior sporting clubs toay for extensions to the Oldham Reservehangerooms - After extensive local communityutcry and many meetings including three differentouncil meetings, the council finally agreed to buildhe small extension, but stated it wouldn’t be builtntil the end of 2015 at the earliest.

n late August, the WA State GovernmentTransport Minister, Dean Nalder, announced thathe rail to Yanchep had been put on hold. Thisould mean the rail line to Yanchep will not beginntil 2022 - This announcement displeased many

ocal residents and property developers.

September saw Yanchep Redhawks, Lancelin-edge Pt Pirates and Gingin Eagles reserves winheir competition league premiership. McDonaldYanchep was officially opened on Saturday 28September - AFL Grand Final day.

October saw Capricorn Village Joint Ventureannounced the first release of land and homepackages at the Atlantis Beach development atTwo Rocks.

During October, after a number of car accidents atthe Marmion Avenue and Lagoon Driveintersection, pressure from the community was puton the council to instal traffic lights - Eventually thecouncil agreed, but didn’t provide a schedule forwhen they will be constructed.

This intersection was rated the third worst in Perthmetro area, by the RAC 2014 Risky Roads survey.

November 2014, saw the long time leaseagreement between the Department of Transportand Yanchep Sun City Pty Ltd (YSC) come to anend - YSC had managed the marina since theend of the Alan Bond America’s Cup challenge inthe 1980s.

December saw the start of the fire and wildweather season - A tornado hit in the Shire ofGingin, while a fire raged through rural ginginnear Sovereign Hill and Redfield Estates.

Yanchep police were kept busy throughout theyear, seizing numerous ‘hooning’ cars, nabbingdrink-drivers and speedsters. They also had todeal with numerous drug raids, domestic violenceissues and general law and order issues.

How the unemployed ‘disappear’ and why it mattersWith monthly unemploymentfigures due out this week, theusual attention will be paid tofluctuations up and down.

In last year’s Mid Year Economicand Fiscal Outlook Treasurer JoeHockey predicted thatunemployment could reach 6.5per cent, which is 0.25 per centhigher than was predicted in thefederal budget.

How the unemployment figure isactually calculated became a hotmedia topic when the AustralianBureau of Statistics was forced tosubstantially revise its seasonallyadjusted labour force figures forJuly and August.

The ABS cited difficulty withseasonally adjusting theunemployment figure, whichmeant only the raw figure wasused. These difficulties wereattributed to a variety of factorsand are now considered to beresolved.

However these conversationsgloss over how the official figureof unemployment underestimatesthe ‘real’ figure of unemployment.

For those of us who areinterested in how unemploymentcontributes to the way weexperience ourselves in theworld, who is excluded from thesefigures is just as important as whois included.

The discouragedSo who is missing from this keydata set that we have been

hearing a lot about recently? Toanswer this we need to look atdefinition of ‘unemployment’ moreclosely.

The International LabourO r g a n i s a t i o nstates a person isunemployed ifthey have workedless than onehour, have beenactively looking forwork during thereference week,and could start ajob in the weekfollowing.

Recently, the ABSupdated theLabour ForceSurvey to align‘active steps’ ofjob seeking with the ILOdefinition.

Now a person is considered to beactively looking for work if they, atbare minimum, call an employerto ask about a job position asopposed to reading through a jobnotice board or applying forCentrelink payments.

Here we can see that a personwho has given up on the jobsearch, or feels so disheartenedby the process that they looked atjobs on a notice board but did notmake contact with any employer,are not considered to beunemployed and therefore aremissing from unemploymentfigures.

Economists refer to this cohort ofunemployed as the ‘discouraged’.

We consider this term to be aeuphemism because when weturn to psychological and

sociological studies that examinethe experience of unemploymentwe find paper after paper thatdiscusses the detrimentalpsychological impact thatunemployment has on a person.

The ‘active subject’What do we do about unemploy-ment, then, if it is so devastatingto people’s well-being?

‘Activation’ is one solutionfavoured by current governmentfigures for the ‘problem ofunemployment’ in Australia andhas been for some time now.

Activation is notjust about activejob seeking oractively improvingone’s skill base(increasing skillsvia training etc), itis also aboutactively workingon oneself toimprove one’s ‘jobreadiness’ interms of self-esteem, resilienceand motivation.

From thisperspective any

programs to improvepsychological factors like ‘self-esteem’ are to be encouraged.

The problem of theunemployed is (not)

the unemployedThe problem with these programsof reformation is that they onlycontribute to constructing theproblem of unemployment as theproblem of the unemployedindividual themselves, runningthe risk of becoming a form ofvictim-blaming which patho-logises the unemployed andmakes political discussionsaround the structure ofemployment, unemployment andthe labour market even less likely.

In discussions aboutunemployment and welfareprograms it is rarely mentionedthat mass unemployment isrequired by our socio-politicalregime, a contemporary form ofneoliberal capitalism.

The Non-Accelerating InflationRate of Unemployment is a termused by economists andpoliticians to refer to the level ofunemployment, between 4 percent and 6 per cent, considerednecessary to prevent inflationtaking off.

We need to also consider thatthere just aren’t enough jobs to goaround.

Figures in August 2014, forexample, showed there wereapproximately 147,200 jobvacancies though unemploymenttotalled 735,500 people.

Clearly unemployment can not be‘solved’ by unemployed peopletaking non-existent jobs and it isunreasonable to blameunemployed individuals forunemployment when there is nopaid work.

If our politico-economic systemneeds unemployment, the activelabour market vitriol poured uponthe unemployed is unjust as wellas ineffective.

Breakfast and Community AwardsThe majority of the widercommunity usually turn up at theYanchep Two Rocks CommunityRecreation Association’sAustralia Day Breakfast andCommunity Awards presentationwithout really understandingwhat goes into organising sucha function.

To cook and serve a fullbreakfast for 500 to 600 peopleinside two and half hours takesprecision organising.

Yanchep Two Rocks CommunityRecreation Association has beenproviding this free Australia Daybreakfast for over 25 years.

This breakfast has grown froma simple sausage sizzle to amilitary precision organisedfunction - Organising fundingraising to be able to put theevent on, organiseentertainment, order hundredsof sausages, kilograms of

onions, dozens and dozens ofeggs, tomatoes and loaves andloaves of bread.

Then all this food needs to becooked and served up foreveryone to enjoy.

Not many locals would knowthat a small band of greatvolunteers, about five or sixpeople, organised and put theentire breakfast event together.

The Yanchep CWA pitch in tohelp out with the washing upthat such a large breakfastcreates.

The upcoming Australia Daybreakfast has been organisedwith precision, but the groupalways welcome helpers, notonly on the day, but throughoutthe year.

While you are enjoying your freeAustralia Day breakfast and youdecide you would like to get

involved, stop and have a chatwith the newly electedpresident, Ron Arnold orsecretary, Julie Otremba.

Don’t just go for the freebreakfast, stay after breakfastand enjoy the music and freechildren’s entertainment.

Around 10.30am, the localcommunity awards presentationwill take place - This is anotherRec Association initiative to giverecognition to local people andgroups.

Could you find a better way tostart your Australia Daycelebrations as its been in ourlocal community for so manyyears, the majority of thecommunity just expect it!

Community history awardThe City of Wanneroo is invitingresidents to take part in acompetition being run by theWanneroo Regional Museum inan attempt to encourage interestin and promote the history andheritage of the Wanneroo region.

There are two categories:

n Original research in the formof an unpublished essay.

n Personal memoirs/migrantstories which can be anunpublished memoir or audiovisual material.

Prizes on offer, include $500 forfirst in each category, with $150

for the runner up.
