POLK COUNTY – Coinciding with the announcement by Gov. Ron DeSantis that he intends for public schools to open at full capacity in the fall, a few dozen local leaders have been meeting to discuss the safest ways for Polk County Public Schools to accomplish that goal during a pandemic.

A local draft plan may be published as early as July 8. Public schools are tentatively scheduled to resume in-person instruction in Polk County on Aug. 10.

Polk unemployment rate among highest in state

DAVENPORT – According to the latest

labor statistics, the region in Florida where

most pandemic-related job loss took place

was — by far — Central Florida.

Around 31 percent of Osceola residents

are unemployed, the highest rate in the

state. Around 23 percent of Orange County

residents, around 20 percent of Lake County

residents and around 19 percent of Polk

County residents are unemployed.

Davenport resident Robert W. Nobrega Jr.

lost his hospitality job in March and says he

then had his identity stolen soon after.

Noriega recently filed a report with the Polk

County Sheriff 's Office alleging that someone

stole his identity on the state unemployment

website. Noriega said he has not received any

CARES Act unemployment compensation

since May 19. He further said there was some

evidence that his account was changed without

his authorization — that someone changed

his account so his money would be mailed to

another address.

Like many others, Noriega had problems

with the crowded CONNECT website operated

by the Florida Department of Economic

Opportunity. The issues started soon after he

filed his unemployment case in March.

“I have called the FDEO phone numbers

over 35 times... and nothing happens,” Noriega

told the Sun via email.

PCSO Public Information Officer Brian

Bruchey said the report is classified as an

identity theft investigation, which will be

reviewed by a fraud detective.

According to state labor statistics, the

Orlando-Kissimmee-Sanford area accounted

for around 217,000 job losses. In comparison,

the Tampa and Miami metropolitan areas had

between 100-120,000 job losses each.

The most impacted industry was classified as

leisure and hospitality – accounting for around

36 percent of all pandemic-related job losses.

Lake Wales eyes resolution to encourage masks

Lake Wales city commissioners will consider

a resolution this week that would strongly

encourage, but not mandate, residents to wear

face masks while out in the public.

During an agenda workshop meeting July

1, the five commissioners seemed unanimous

that the city should create a resolution

regarding the issue, but some did not rule out

passing an actual ordinance at some point in

the future if the current Coronavirus outbreak

doesn’t start to subside.

City attorney Chuck Galloway said an

ordinance would potentially be subject to

costly litigation, and suggested that a resolution

was his recommendation at this point.

“My personal thought would be that if the

commission were to proceed, it would be the

better course to do a resolution. It would be

appropriate to suggest we need to follow this,”

he said.

Commissioner Robin Gibson analogized the

situation to the introduction of the automobile

in this country, in that people were scared

when they were first hitting city streets, but

that safety regulations were developed over

time to mitigate those fears.

“The question becomes how quickly are we

going to move into the enforcement of public

safety, just like traffic control,” Robin Gibson

said. “At the very least, I think we ought to do

a resolution. If it comes to mandatory masks,

I don’t know how that is going to be enforced.

But I think we have to serve notice that public

safety, just like vehicle traffic, we’re going to

be looking at some enforcement unless things

get better.”

Commissioner Curtis Gibson agreed with

going the resolution route for now, noting that

enforcement was a big hurdle.

“A mandate, I just think is going to open

a whole can of worms that we don’t want to

see,” he said.

Commissioner Al Goldstein said any

resolution should include support for local

businesses that make individual decisions

to require customers to wear face coverings

before entering a store.

“I think the resolution should support the

retailers that ask people to wear a mask when

they come in,” Goldstein said. “We should

support them, and I don’t see anything against

the law to do that.”

Since the July 1 meeting was just a workshop,

no official action could be taken. The

commission had its next regularly scheduled

meeting on Tuesday, July 7, after the time of

publication of this edition.

The city is continuing its “hybrid” meeting

format, with some city commissioners and staff

in commission chambers, and others in remote

locations who participate electronically.

“As it stands right now with the way things

are, a resolution is our strongest stand on mask

wearing,” Mayor Eugene Fultz added.

Polk State College celebrates incorporation of Lake Wales campus into base budget

Last week, Governor Ron DeSantis signed a reduced 2020-2021 state budget that reflects $1 billion in vetoes required to maintain state reserves and to account for shortfalls in state revenues due to the impact of COVID-19 on the state economy.

Polk State College staff published a release last week saying school officials are grateful that DeSantis maintained state funds for the Florida College System, including $30 million in performance funding through the 2+2 Student Success Incentive Fund and the Work Florida Student Success Incentive Fund.

Polk State also achieved a critical victory during the 2020 Legislative Session.

The college successfully incorporated operational funding for the Lake Wales Campus — the JD Alexander Center — into Polk State’s base operational budget, ensuring that it would not be vulnerable to veto year after year.

This issue, which began in 2017, placed long-standing operational funding for the Lake Wales Campus at risk each legislative session. The incorporation of this funding into the college’s base budget ensures the preservation of this location which serves approximately 1,100 students each year.

“The Polk County legislative delegation, members of the Polk State District Board of Trustees, the Polk State Foundation Board and President’s Circle, and the community continued to advocate effectively for the Lake Wales Campus and our students,” Polk State President Angela Garcia Falconetti said. “Their efforts have ensured that Polk State will be able to continue to fulfill its mission to provide access to affordable, quality higher education to all parts of the Polk County community.”

Supervisor of Elections candidates spar over registration issue

P O L K C O U N T Y – A f a i r l y uncommon issue regarding voters’ ability to participate in primary elections was at the core of a disagreement between the two candidates for Polk County Supervisor of Elections last week.

The Sun received an anonymous request to investigate a potential voter registration problem — that, for the past few years, when someone registers to vote at the driver's license office, sometimes that process doesn't always work as intended.

When someone changes their name and their address at the same time while applying for a new driver's license, occasionally the voter registration card comes back as having no party affiliation — even if the individual had previously registered as a voter affiliated with a political party.

A Florida voter with a non-party affiliated card cannot vote in a primary election, as Florida is a closed primary state. That poses an issue, then, for voters who may be otherwise unaware that their affiliation had reverted to no party affiliation.

The individual making the anonymous request implied that Polk Supervisor of Elections Lori Edwards knew about the problem and was not doing enough to remedy it.

In response, Edwards acknowledged the issue did sometimes occur, but said the issue is a Tallahassee-level problem and that she has been lobbying to fix it

for the past six years. Edwards is facing off against Debbie

Hannifan in the general election in November. Hannifan cites the issue, and the lack of action on it, as one of her inspirations for seeking the office.

“I have been aware of this issue since 2016, when I was approached by numerous voters that were turned away at the polls due to this mistake,” Hannifan said. “Lori’s attempt to explain this foul up is nothing more than her refusing to acknowledge her error and the fact that she has known about this issue for years without finding a solution.

“This is one of the reasons I decided to run,” Hannifan continued. “The Supervisor of Elections must protect your voting rights, not systematically disenfranchise voters.”

Edwards said the problem is between two computer databases in Tallahassee that need to be upgraded. She says that state officials claim there is not enough money allocated to do so. Edwards said the problem presents itself a handful of times each month in Polk County. The few times this happens each month, that person usually has to follow up with the Supervisor of Elections and request a party affiliation change in order to be eligible to vote in a Florida primary election.

Edwards maintains that it is not an issue that can be remedied from Polk County.

“I'm fighting for voters to get this straight and it's not happening in our office,” Edwards said. “It's happening between two computer systems in

Tallahassee.”Hannifan, however, was insistent that

the issue should be something Edwards is more proactive in resolving.

“She is blaming the DMV system, but to knowingly allow the error to happen without implementing your own corrective action is wrong,” Hannifan said. “As a result, the voter rolls are inaccurate and this has caused voters to lose the right to vote for their candidates in the primary elections.”

more than $600,000 of that confirmed.

"This woman systematically stole hundreds of

thousands of dollars from a respected Winter Haven

church for at least five years before she was caught,” Polk

Sheriff Grady Judd said in a statement. “I cannot fathom

how anyone could do this, much less someone employed

at a house of faith."

According to a PCSO report, Bradley was hired in

2008 as the finance secretary by Calvary Baptist Church,

located at 2101 Overlook Drive SE in Winter Haven.

In late 2019, the head deacon requested copies of the

church bank statements based on a digital image seen

by church staff that showed an active $225,000 line of

credit, connected to another bank account that did not

belong to CBC.

At that time, Bradley realized an audit was being

performed, and she retired.

The church staff contacted PCSO to do an investigation

into the possible theft of church funds. During early

2020, PCSO detectives sent 20 different subpoenas to

the various banks and credit card companies with which

CBC had accounts. Officials say it was clear that the line

of credit Bradley obtained was being used to put money

into CBC accounts, which she was then stealing.

There is still a balance of $190,000 on the line of credit

that CBC will be responsible for paying off.

PCSO detectives detailed in the release that different

bank and credit card company records demonstrated

how Bradley used CBC accounts to funnel more than

a half-million dollars to her credit card accounts, more

than $117,000 to her Mid-Florida Credit Union account,

and a pattern of using CBC bank and credit card accounts

to make unauthorized purchases.

Further charges are pending a full audit and review

from all records obtained during the investigation.

Bradley was taken into custody at her home without

incident and booked into the Polk County Jail.

Concerns about growth in Haines City discussed

HAINES CITY – Elected officials and Winter Haven developer Rennie Heath discussed how impact fees work during a Haines City Commission meeting July 2.

On March 2, 2020, Heath applied to have 130 acres of old citrus groves and pasture land rezoned into residential land that could fit up to 585 houses near the intersection of Baker Dairy and Powerline roads.

The project has been a topic of public debate several times since.

Vice Mayor Anne Huffman recently said commissioners had already approved around another 1,000 houses in that neighborhood over the past year. She asked city staff how impact fees work and where kids in this neighborhood will go to school given that Haines City High and Shelley S. Boone Middle School – two of the schools this neighborhood is currently zoned for — are at capacity.

“I’m concerned about a lot of homes being built in this little area,” Huffman said.

Heath is not the only developer asking the commission to build more houses near city limits, northeast of the downtown area.

During a city commission meeting May 7, City Commissioner Jayne Hall motioned and Mayor Morris West and Huffman voted to agree that the city should host a workshop with developers to alert them that rules to develop inside city limits may become more stringent than what the county requires to develop a piece of property.

At the workshop, held on May 21, a majority of the commissioners challenged Rennie Heath, who later agreed to change out a PVC fence along a busy road into a more sturdy wall with landscaping.

At the city commission meeting July 2, there was more

discussion between the commissioners and Heath – starting with where new students will go to school and what happens when nearby schools are already full.

During public comment, Heath identified himself as the developer of the property and explained impact fees. Heath said no house can be built unless Polk County Public Schools staff say there are enough school seats available for the children who will live in a proposed new house. Heath said when nearby schools are at capacity, the developer has to pay impact fees as mitigation.

According to city documents, Polk County Public Schools staff said there are open seats but did not specifically state where those seats are located.

Huffman speculated Haines City students may be assigned to schools in nearby Poinciana some day.

Haines City Development Services Director Richard Greenwood and Haines City Economic Development Council board president Paul Senft both said that impact fees can cost a developer millions of dollars that can be used to build new schools, hire more police officers and account for more water.

Traffic was another expressed concern. Currently there is no traffic light at the corner of Baker Dairy Road and Powerline Road. Heath said a traffic study is being done and that either he or another developer may have to pay impact fees to help offset the cost of upgrading the intersection.

The Polk County Board of County Commissioners is responsible for raising and lowering impact fees outside of city limits.

According to other reporting, in 2006 Heath decided to try and get elected to the county commission while president of the Polk County Builder’s Association. At the time, he reportedly opposed an increase in impact fees, saying they limit growth and ought to be lowered.

the community.

reminder of how incredibly blessed

we are to live in a community

that is not only actively engaged

with our schools, but encourages

its employees to do the same,”

Reynolds said. “The partnership

between State Farm and the Polk

County Public Schools is certain

to positively impact our students

for generations to come.”

And, according to Warner, there

are more initiatives of this nature to

come for schools in Polk.

“This is the f irst of many

initiatives for our local schools, as

we continue to reinvigorate and

grow the partnership between

State Farm and Polk County Public

Schools,” Warner said.

Florida surpasses 200,000 coronavirus cases

With thousands of positive test results

pouring in every day, Florida topped

200,000 coronavirus cases on Sunday, July 5.

Hitting 200,000 cases this weekend would

have seemed unlikely — if not unthinkable

— a month ago. On June 5, Florida totaled

61,488 cases, after adding another 1,305

positive results that day.

But then came a massive surge that

included 10,059 new cases reported Sunday,

bringing the overall total to 200,111 cases.

That followed 11,458 new cases reported

Saturday, 9,488 new cases reported Friday

and 10,109 new cases reported Thursday.

In all, Florida added 59,036 cases during

the past week that ended July 5.

The death toll as of Sunday: 3,731

Florida residents and 101 non-residents.

That reflected an increase of 312 Florida

resident deaths during the past week from

COVID-19, the respiratory disease caused

by the coronavirus.

Amid the surge, Gov. Ron DeSantis

has focused on steps the state has taken,

such as boosting protections for nursing-

home residents, as seniors and people

with underlying medical conditions are

particularly vulnerable to the disease.

DeSantis also has tried to drive home

the message that many new infections are

occurring in young adults, who are less

likely to suffer severe medical consequences.

“It’s been a huge shift. The case growth has

really been in that 18- to-34, -35 age group,”

DeSantis said during a news conference

Thursday, July 2, with Vice President Mike

Pence in Tampa. “Now, those are folks

that are by and large going to be much

less prone to significant consequences.

Nevertheless, with the increasing positivity

rate, it’s clear that you’re seeing more and

more community transmission really being

driven by that age group. And so, if you’re

someone in one of the medically vulnerable

conditions, or you’re an older person, just

understand that that’s out there, continue

to be vigilant.”

But Democrats have blasted DeSantis

for not taking steps such as requiring face

masks to be worn in public places statewide

to prevent the spread of the disease.

Many local governments have required

face masks, but DeSantis has declined to

issue a statewide mandate or to backtrack

from economic reopening efforts that

started in May and expanded in June.

“Other governors are beginning to see

the danger in a quick reopening, and that a

laissez-faire policy approach of distancing

and mask requirements, enforced by social

obligation, is just not enough,” state Sen.

Linda Stewart, D-Orlando, said last week, as

she called for a statewide mask requirement.

“Not only are they seeing the danger in

their own states, but also our reckless and

fragmented handling of safety here in

Florida. Meanwhile, instead of taking steps

to reduce transmission, Gov. DeSantis tries

to distract from the facts by playing a blame

game, accusing various age groups for the

spike in new cases.”

Florida reached 100,000 cases on June 22,

more than three months after the effects of

the coronavirus began to be felt in the state.

Florida added the next 100,000 cases in less

than two weeks.

As of that time, there had been 114 deaths attributed to the virus and 504 residents have had to be hospitalized at one time or another related to having the virus.Some of the zip codes within Polk with the highest number of cases include 33881, which includes much of the northern half of Winter Haven and has 542 cases; as well as 33880, which includes the southwest portion of Winter Haven, as well as Wahneta, Eloise and Jan Phyl Village, and has 414 cases.Other hot spots within Polk include 33830, which includes Bartow, Alturas and Homeland and has 376 cases; as well as 33805, in Lakeland, which has 301 cases.

Pierson excited for role as Davenport EDC Director

DAVENPORT – The City of Davenport has a new Economic Development Director — but she is not new to the town.

Barbara Pierson, who has previously served a two-year term as a Davenport City Commissioner and as the interim mayor for six months, said her new role as the EDC Director is exciting and, she feels, vital to the growth of the town.

“I believe in my city,” Pierson said. “I believe in its potential.”Pierson saw the need for such a position and started

researching other municipalities and their victories and failures related to EDCs. She says she educated herself on how to create the best position possible for the city and presented her ideas to the Davenport City Commission in August.

The creation of the volunteer position was unopposed, and Pierson started in October.

She also hand-selected a council to assist her in the job of bringing commercial and industrial entities to the town. The vice director is Larry Umsteatder, the creative director is Brian Bradway, the secretary is Kirk Pierson and Joyce Hunter is the treasurer.

“There is enormous growth in residences (in Davenport) — and I love all those rooftops — but I saw something was missing,” Pierson said. “There is disposable income in the seven figures being spent outside of our (city) borders.”

She says she has started to forge relationships with members of the Polk County Economic Development Council and other like-minded organizations in the area.

“Our residential growth is enough that commercial and industrial growth is warranted,” Pierson said. “Our community deserves nice restaurants, hotels and golf courses.”

Davenport is among the fastest growing cities in the county, state and even the nation.

In 2015, the population of the northern Polk County municipality was 2,888. Today, there are more than 12,000 people who call it home. That is roughly a 300 percent increase and there is seemingly no end in sight to the trend as there are currently 35 housing developments in the works.

Originally from Michigan, Pierson and her husband, Kirk, moved here about 17 years ago. The couple, who have been married for 45 years, have four children and five grandchildren.

“We need to embrace what the city wants to be — what it can be,” she said. “We need to get in (commercially) from

the beginning and not be reactive, but proactive.”

In addition to building relationships with local leaders and neighboring EDCs, Pierson has had some contact with potential businesses and corporations.

“We have had a number of fruitful engagements,” Pierson said. “We are at least getting good prospects looking at possibilities.”

Davenport was first put on the map in 1838, as a settlement, when the U.S. military set up Fort Davenport during the Second Seminole War. Davenport was incorporated in 1915.

“There is a lot of history here in Davenport and we want to be mindful of that,” Pierson said. “We want to protect our history while building for the future.”

been meeting to discuss the pandemic since June 11. On June 24, Polk County Public Schools released videos of the four latest meetings.

There are a number of challenges being discussed.For example, school bus drivers and attendants may have to

take the temperature of a student before he or she gets on the bus and there are concerns over what would happen if a child boarding a bus had a fever.

Some have noted the problematic nature if drivers were made to leave a young student on the side of the road and drive on. Conversely, if the driver puts the child on the bus, that decision could put dozens of other students at risk of contracting the coronavirus.

School buses can transport up to 70 students in normal circumstances, but a full school bus would not allow for social distancing. Staff want to limit the buses to no more than around 50 students.

To make that feasible, more students would need to either be driven to school by family, take online classes or students could possibly go to school on alternate days to free up space on school buses and in classrooms.

Currently, members of the task force committees are working

on three options for students – go to school like normal while wearing a mask, attend classes from home through Polk Virtual School or a third option that has yet to be fully defined.

Based on recent discussions, the third option could include teachers creating online classes with help from school administrators at the same time as teaching students in person.

To make that work, teacher union representatives would have to determine whether teachers would be willing to do more work for the same pay. The teachers willing to help set this up would then have to be trained on how to set up distance learning. There was some talk of paying teachers a stipend to do the additional work. Another issue facing the third option is that there are currently not enough computers to assign one to every student.

Several members of the task forces said that no plan can be set in stone without knowing first how many students want which option. Once that is determined, staff would know how many teachers may need to be transferred to Polk Virtual School, for example.

Older teachers, or teachers with preexisting health conditions, would likely have a greater chance for a transfer to the virtual platform, it was suggested.

Another related discussion revolved around the matter that there are only a few reliable ways to verify whether a student is active on Polk Virtual School until grades and assignments

start coming in. Also, Polk Virtual School is primarily for the core classes

– most elective classes cannot be completed through the platform. There was talk of having students sign up for a trial run of virtual school, as opposed to registering for a full semester, to prevent students who have trouble learning online from falling behind too far academically.

Members of the task force were not just concerned about student health, but also staff health. Reducing the amount of people on campus at any given time, through increased use of distance learning and having students alternate days at school, would also make work safer for staff.

“These are unprecedented times,” said Michelle Townley, the acting Chief Academic Officer for Polk County Public Schools. “Be patient as staff works on this.”

Another option discussed was seeking church leaders or those who operate community centers to allow students with no access to the internet at home to use said facilities for comfortable study space.

School staff said they would especially like to partner with churches or community leaders in Winter Haven, Haines City, Lake Wales and Lakeland.

Townley said there is no pressure for students and parents to make a choice immediately. More information will be released about school options in the coming days.

The Florida Polytechnic University Board of

Trustees has a new chair.

Trustee Cliff Otto, a former CEO of Saddle

Creek Logistics Services, has been named chair

for a two-year term. Trustee Mark Bostick will

serve as vice chair.

Otto recently retired from Saddle Creek

Logistics Services, a renowned supply chain

solutions company based in Lakeland. He

was first appointed to the board by Gov. Rick

Scott in 2016, but his support for Florida Poly

extends back to his position as co-chair of

Florida Poly Vision, a group of business and

community leaders who joined to support the

burgeoning University in early 2012.

“The number-one attraction that drove

us to be as supportive as we are of the

university was the opportunity for economic

improvement,” Otto said. “It was a once-in-a-

lifetime opportunity to be able to create things

like a research park around the university to

attract all these companies not currently in

Florida who are focused on technology and

services.

Otto said Florida Poly’s ability to produce

graduates that are highly qualified to fill in-

demand, tech-minded positions was a game

changer for Polk County and all of Central

Florida.

“Florida Poly’s success will drive companies

to establish operations here and drive growth

in a new direction for the state,” he said.

In the midst of the COVID-19 pandemic,

Otto said the board will shift its focus this

academic year to support the university

through the evolving challenges related to

on-campus operations. However, he is hopeful

Florida Poly will continue its trajectory of

growth, including the completion of the

Applied Research Center.

“I’ve been involved with the University in

one way or another for 10 years and I share

the vision of the difference that Florida Poly

can make here in the near term and for the

state of Florida in the longer term,” Otto said.

“I’m excited about the opportunity to be in a

leadership role to help us continue to realize

that vision.”

Dr. Randy K. Avent, Florida Poly’s president,

said Otto’s leadership will be essential to the

University’s academic growth and economic

impact moving forward.

“Our academic programs are delivering

on our promise to generate qualified, high-

demand graduates ready to take on tomorrow’s

On March 22, every parent’s worst nightmare came true for Ginny Castle, KT’s mother, when she got the news that her daughter did not survive a collision involving a wrong-way driver. Her beloved dog, Jojo, also passed in the accident. Kinard was 22.

Chance, who was driving the vehicle, was severely injured, requiring multiple surgeries and rehabilitation.

In the midst of such great sorrow, a new beginning has been born— KT’s Sunshine Foundation, honoring her vision and her legacy.

“Before this happened, KT had said, ‘you know mom, when I get out of school I’m gonna be making good money and I would like to give back because I know without hope, I wouldn’t be as far as I am,’” Castle said. “So I said, ‘sure we can do that.’ KT replied ‘we have a platform at The Coop (a Babson Park restaurant owned by Castle) to do a foundation and to hold a benefit or a cornhole tournament or something.’

“This was maybe two weeks before she passed,” Castle recalled. “So I felt like she had laid the groundwork for it.”

Already, the foundation has presented four scholarships.

“We gave two scholarships in Frostproof this

year and two for Polk County. We did medical students because my daughter was a nurse. She would have graduated in December with her bachelor’s. As we go, we’ll be offering more things,” Castle said.

T-shirts, hats, bracelets and sunflower earrings are being offered both at the restaurant and online to help raise funds for the foundation.

“We’re gonna have a fundraiser in November at The Coop which will help supply scholarships and things for next year,” Castle said. “We’re also helping people that maybe have had tragedies like our own. We’re trying to keep KT’s legacy going.”

For the foundation, as well as almost anything to do with KT, you can bet a sunflower will be nearby.

“For my daughter, it’s like no matter what you’re going through, a sunflower looks toward the sun,” Castle lovingly remembers. “She loved sunflowers. It’s basically what she was. Always, in every picture you see of her, she was always smiling from top to bottom. ...

“A lot of the things that you would see as far as shirt-wise, is her handwriting on the back. She wrote these things on Saturday while I was at work. Before she passed (the next day) she hung them in my room. They said ‘Nothing In The World Feels Like Coming Home.’ ‘Smile,’ ‘I Get A Little Stronger,’ ‘We Rise By Lifting Others,’ and ‘Be Still And Know.’”

In The Coop, guests will find more of KT’s messages on the walls.

“We leave those little notes in the back (dining area) because when people see those notes they’ll know exactly what KT was about,” said Morgan Grose, a Coop employee who assists Castle with the merchandising for the foundation.

Castle said, “My children lost their father five years ago. So it’s just me and my son, Trent, now.”

The foundation has non-profit status with the IRS and the paperwork for the 501-c3 charity designation has been sent in.

“I have so many things that she has written for me,” Castle said. “She took down my pictures and she hung these things. It’s almost like she left me some sort of road map.”

Governor DeSantis just signed into law SB 712 — the self-proclaimed “Clean Waterways Act” — an ambitious misnomer for a bill that claims to be the solution to our mounting water quality issues, but falls far short of that mark.

This bill has been praised by its supporters as one of the most environmentally progressive pieces of legislation in over a decade. But that really isn’t saying much, given the cuts and rollbacks that our environmental regulations suffered under the last state administration.

At 111 pages, the bill largely pays lip service to most of Florida’s major sources of pollution, but lacks the specificity and enforceability to actually solve any of the problems.

Proponents of the bill claim that it implements recommendations of the Blue Green Algae Task Force, but even those common sense — albeit vague — recommendations of the state’s own water experts are not meaningfully addressed by SB 712.

For example, the Task Force recommended that projected changes in population, land use and hydrology should be incorporated into the state pollution reduction program.

Think about it. Florida’s population grows by 1,000 people each and every day, creating additional strain to our already-stressed natural resources. In order for a clean-up program to be successful, it needs to anticipate

these changes and incorporate a plan to deal with them; otherwise it is destined to fail.

Unfortunately, SB 712 ignores the common sense recommendations and doubles down on the ineffective system that has resulted in the water quality crisis that we are in today.

With regard to public health, the Task Force recommended that the state establish defensible health advisories and water quality criteria for cyanotoxins and implement a communication plan to inform the public about the potential health risks associated with exposure to toxic algae. Despite the harmful algae blooms that have already begun to plague our waterways this summer and the inconsistent and ineffective signage to warn

users of their danger, this was not addressed by SB 712 either.

SB 712 will very likely simply kick the pollution can down the road for another decade. It hardly deserves the title “Clean Waterways Act.”

Local realtor says service in Marine Corps taught her to keep cool under pressure

WINTER HAVEN – As a United States Marine Corps recruit going through basic training, Carrie Cahoon learned how to maintain her cool in stressful situations.

It was during the combat pool qualification portion that a sergeant pulled and held her underwater, creating an uncontrollable panic in the 18-year old.

“In the pool, I panicked the first time, jumping in to do the very first maneuver and was just reacting – not thinking – and grabbing at the instructor’s arms around my neck,” she recalls. “So, I didn’t succeed in getting him off me, which would’ve translated into me not surviving if it were a real-life situation.”

Cahoon said that while she was in line waiting for her second and final turn in the pool, she was mentally running through exactly how to be successful — and she nailed it the next time.

“In that exercise, they were trying to impress upon us that a drowning victim can be a danger to the rescuer,” she said. “I learned the physical maneuvers and methods of water rescue, but what I learned that has been beneficial to me continually is how to keep my emotions in check in stressful situations – to keep my cool and use my brain, instead of just reacting.”

Since then, that lesson has served Cahoon well. After four years in the Marines, she came back home to Polk

County and, before finding her career path as a realtor, worked a variety of jobs.

Currently, Cahoon is the owner of Carriestate, a real estate brokerage located on Cypress Gardens Road that opened about 18 months ago.

From stints in a bar, a lumberyard, and a county juvenile

detention center, Cahoon’s military background continually helped to remind her that everyone is different.

“(As military members) the exposure and experience with people from all over the world, I think, gives us a little more perspective,” she said. “It makes us more comfortable with diversity.”

The Lake Region High School graduate said that it was around age 12 that she decided to follow in her grandfather’s footsteps by becoming a Marine.

“I thought I had it all figured out at 18,” she laughed. Cahoon says her goal was to retire from the Marines at age

38, but she quickly learned she didn’t like being told what to do. Back then, she was so focused she was in basic training when her classmates were attending prom and graduation.

And, although her priorities have changed over time, she remains driven and focused on her goals.

She and her husband, Larry, have a 7-year old daughter. She is active in her church and works hard in order to be able to be her own boss and, therefore, set her own schedule.

“I now have a child and she is my number one job,” said the real estate broker. “I believe that God gave me this child to understand what unconditional love is.”

DeSantis backs proposals for Space Force headquarters

TALLAHASSEE — Gov. Ron DeSantis has endorsed six Florida counties and three cities that hope to land the command headquarters of the U.S. Space Force.

In a letter June 29 to Air Force Assistant Secretary John Henderson, DeSantis supported the proposals by Jacksonville, Pensacola, Brevard County, Miami-Dade County, Orange County, Pinellas County, Seminole County and a joint proposal from Tampa and Hillsborough County.

“Our state has a long history of support for our nation’s effort in space through the operations of the Kennedy Space Center, the 45th Space Wing at Patrick Air Force Base and Cape Canaveral Air Force Station,” DeSantis wrote in the letter released late July 1 by his office. “These installations provide great support to our national defense and provide a significant economic impact to our state. Equally important as our military installations, is Florida’s robust commercial space industry.”

The deadline to apply with the governor’s endorsement was June 30.

President Donald Trump in December signed a law that created the Space Force as a separate branch of the military.

In May, Henderson outlined criteria for communities that want to be considered for the Space Force headquarters, including being located within 25 miles of a military installation, being among the top 150 largest Metropolitan Statistical Areas in the U.S. and scoring a 50 or higher out of 100 on the American Association of Retired Persons Public Policy Institute’s Livability Index.

Final selection is expected in early 2021. Henderson wrote that each nominee will be graded on a series of issues including the

local workforce, infrastructure, community support for military families and local construction costs.

In a nomination cover letter that included DeSantis’ signature, Tampa Mayor Jane Castor and Hillsborough County Commission Chairman Les Miller touted being home to MacDill Air Force Base, Central Command and Special Operations Command.

“Tampa is also home to nearly 100,000 veterans, as well as those serving members who will soon transition out of military service and be prepared to move into defense industry jobs,” Castor and Miller wrote. “Tampa boasts a large concentration of defense and security industry businesses that are prepared to support United State Space Command.”

Brevard County Commission Chairman Bryan Lober used his cover letter to point to a 70-year partnership between the local government and the U.S. Air Force, as well as being home to the 45th Space Wing.

Orange County Mayor Jerry Demings pointed, in part, to “our universities and educational institutions.”

The command headquarters applications followed DeSantis signing a bill (HB 717) on June 27 that would let Space Florida, the

state’s public-private aerospace arm, bypass the need for approval by the governor and the Cabinet to issue revenue bonds or any other type of debt, including bank loans.

The proposal also would repeal a requirement that Space Florida advise House and Senate leaders before presenting bond proposals to the governor and Cabinet.

Senate bill sponsor Tom Wright, a New Smyrna Beach Republican who chairs the Senate Military and Veterans Affairs and Space Committee, said streamlining the bonding process will create “a more competitive marketplace within the space industry.”

“As shown in the last few years, the space industry has evolved into a commercial-driven initiative, bound to accomplish many ‘firsts’ in the near future,” Wright’s office said in a news release. “This was illustrated during NASA’s SpaceX Demo-2 mission in late-May, launching American astronauts from American soil for the first time since the Space Shuttle Program was slowed to a halt in 2011. This recent growth in the commercial space industry will likely result in bond issuance becoming more prevalent for varying needs in critical-infrastructure, rather than the utilization of bank loans.”

According to a staff analysis of the bill, Space Florida and its predecessor organizations have entered into debt-financing transactions with banks totaling nearly $1 billion.

“Proceeds from these financings have been used to make infrastructure improvements, construct facilities, and acquire machinery, equipment and tooling necessary by Florida’s aerospace and defense industrial base and government partners like NASA and the USAF (the U.S. Air Force),” Keevin Williams, Space Florida’s vice-president of special projects said in December, according to the bill analysis.

CARES funds still available for Polk businesses, families

As of July 1, the Polk County Commission still had nearly $25 million in pandemic relief money available to help individuals and businesses affected by the economic crisis tied to the pandemic.

According to the county's Polk CARES Assistance Dashboard, some 11,000 individual requests have been met and another 8,900 are in processing, awaiting approval. As of last week, there was still $11.1 million left in that pot.

For businesses, the county still has just under $11 million left to hand out before the end of the year, and has already issued about $9.1 million in checks, according to the Central Florida Development Council.

So far, there have been 2,837 assistance requests filed with the agency and there are another 1,400 in progress.

The business grants range from $2,000 up to $10,000, depending on the number of employees.

The CFDC says that some 37 percent of the business grants submitted so far are from businesses owned by women, 30 percent are from minority-owned businesses and 5 percent are from veteran-owned businesses.

Most of the grant-seekers fall into the real estate, rental and leasing businesses, followed by accommodations and food services, with professional, scientific and tech services the third highest.

A smattering of retail and construction businesses have also taken advantage of the grant program, as have some arts,

entertainment and recreation establishments or companies. Most businesses declared “non-essential” under state lock-

down rules that were effective in March automatically qualify for relief funds under this grant program, authorities say.

So far, says the CFDC, Lakeland and Mulberry have had the most assistance requests.

For information on both the individual assistance and business relief grants, interested parties may call the helpline Monday through Friday between 8 a.m. and 6 p.m. at 863-298-7500.

Businesses can file for help via the county's Polk CARES website at www.polk-county.net/polk-cares-2020 — or they may contact their local chamber of commerce for help.

County commissioners have until Dec. 31 to spend the federal grant money.

Masks — oh yeah? I know my rights!When you’re 19,

you don’t spend much time worrying about surviving to 20.

When you’re 79 (a week short of 79-and-a-half, thank you) you spend a little

more time thinking about surviving to 80.

Yeah, I used “worrying about” in the first example and “thinking about” in the second.

When you’re nearly 80 percent as old as an antique, you are likely to be appreciative of the time already allotted to you, reflecting more on your blessings than on your unfinished plans.

This typically rambling monologue is brought on by the only reason I have seen cited by federal, state and local governments for refusing to mandate wearing of masks to reduce the spread of Covid-19: It denies the rights of the wearers to die of the cause of their own choosing.

If quite a few innocent bystanders are lost in the process because of their

refusal ... well ... stuff happens.A few days ago, I began reflecting on

how many of my “rights” are denied to me by my government.

Until my retirement a little more than 10 years ago, I began each weekday by driving to work.

As I got into my car, I instinctively felt my hip pocket to be sure I had my driver’s license. Two of the most exciting days of my life were my 14th birthday, when I got my restricted license, and my 16th birthday, when I got my operator’s license.

Government denied me the right to drive until I reached those ages and first could demonstrate my knowledge of rules of the road, and then my ability to safely drive a two-ton vehicle on public streets.

When I pulled into the street each morning, I had to drive on the right-hand side, even though as a taxpayer I had paid for both sides. Why? Because government decided that was basic to protecting the lives of my fellow motorists and myself. I didn’t have the right to drive on the left.

Early in my driving experience, government decreed that I had to wear a seatbelt. It deprived me of my right to go flying head first through my windshield in case some other motorist chose to exercise his creative motoring rights by driving on the left.

And I was required to stop for every stop sign I came to, even if I was pretty sure that I could avoid a wreck if I sped up to run through it ahead of an approaching car. Another right denied me.

A whole new list of rights were denied me as an employer when I got to the office.

I could not hire a 14-year-old to operate a printing press; I could not pay employees less than the minimum wage; I could not require staff members to work more than 40 hours without paying overtime.

When I went out to lunch, the place I chose to eat had to be inspected periodically by health authorities, and when I paid for my hamburger, I had to pay state sales tax on the purchase, whether or not I approved of the way

government spent it.Okay, it’s only lunch time, and already

my freedom has been denied me in nine ways, all designed to protect me or my employees or my fellow citizens.

None of these, I suspect, did as good a job of protecting my life, and the lives of those around me, as wearing a face mask today during the worst American pandemic in 100 years.

Yeah, I’m willing to surrender my right to die of the coronavirus, even if it means wearing a face mask.

what? Not only did the kids and their families

have a great time and were able to have positive

interactions with law enforcement, our deputies

also benefited from the smiles and laughter as

they reeled in the big ones!

Many of you have shared other meaningful

stories of times where our deputies have helped

during a critical situation – times where the

deputies have even used their own money to

buy groceries or diapers for a family in need.

They love Polk County and believe in treating

people with respect.

This is a key reason why, with your help, Polk

County has a 48-year low crime rate. We cannot

do this alone.

Again, thank you, for your partnership with

us, and for trusting me to continue to serve as

your Sheriff for another term. Together, we will

continue to make a positive difference!

great country seems in a moment of crisis, I like to reread a short speech by Abraham Lincoln.

Each crisis feels like our country is struggling once again with equality, or worried about our freedom, or fretting about our nation’s economic future, or all three put together.

Given today’s multiple crises — the coronavirus, Black Lives Matter, the economic depression — I thought President Lincoln’s speech at Gettysburg would be a good reminder that while ours is still an unfinished task, Americans should have faith in our future.

“Four score and seven years ago our fathers brought forth on this continent, a new nation, conceived in Liberty, and dedicated to the proposition that all men are created equal.

“Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure. We are met on a great battle-field of that war. We have come to dedicate a portion of that field, as a final resting place for those who here gave their lives that that nation might live. It is altogether fitting and proper that we should do this.

HAINES CITY – After moving to the area from Miami, R.J. Grimsley says he found it difficult to find fun activities for kids. As the father of five boys and the coach of a youth football team, transporting them to Orlando or Tampa for something to do was just not feasible.

So, about two years ago, Grimsley decided to help solve the problem.

After leasing nearly three acres of vacant land from a friend and receiving the green light from the city, Grimsley and his business partner, Jerome Hernandez, opened RJ Hinson Sports Paintball.

The facility is located at 1699 East Hinson Avenue in Haines City.

“The city was extremely supportive,” Grimsley recalled. “Being from Miami, we were used to having lots of things to do. I saw kids gravitating toward paintball, so that’s what we decided to do.”

In paintball, teams shoot against one another with a goal of eliminating players by hitting them with the paintballs that break on impact. The game was created in the early 1980s by a stockbroker and an avid outdoorsman and writer.

Visitors to RJ Hinson Sports Paintball can have a great time on the paintball field, set up with more than a dozen inflatable objects and shapes. The inflatables act as bunkers and there are military-themed objectives with a huge “x” in the middle of the field.

And, with the environment comes the intent of the business.

“We want to provide a safe and new experience for families that are sure to make memories that will last a lifetime,” Grimsley said.

Each shooter is assigned a mask, gun, washable paintballs and “air all day.” Grimsley credits the businesses’ success to marketing and the business acumen he learned observing an attorney friend while working in Miami.

“He is one of the top lawyers in the country and I watched how he ran his business,” he said. “His work ethic was incredible – he worked seven days a week.”

Grimsley said paintball is only the first of numerous sports he wants to bring to the center, with the next being a bungee trampoline.

According to Grimsley, the business has had a great deal of international visitors, including people from places such as Nigeria and Egypt.

“I would like to see more locals here, since last year 85 percent of our players were from out of the country,” Grimsley said. “It’s a great place to have a birthday, corporate – for team bonding - or really any kind of party.”

RJ Hinson Sports Paintball offers play packages for two to eight players for ages 8 to 80, with no time limit. Parties, however,

are limited to one hour to play and 30 minutes for the party portion, that includes pizza from Little Caesars.

Grimsley and his wife, Samantha, live in Poinciana with their five sons ages 12, 10, 8, 7 and 5. He said the boys like to play at the center with their friends.

“It’s all fun and games,” he said. “Kids love it. Parents love it. It’s a time to remember.”
