Access to the Yanchep Lagoon from Yanchep Beach and Two Rocks Roads is completely blocked. The stairs to the beach are closed while there is limited parking and access to the Lagoon Cafe is from the Wilkie Ave/ Fisherman’s Hollow southern end. The City of Wanneroo’s web site does not indicate when the lagoon will be re-opened. The Sun City News understands construction of the new surf life saving club facility is about two or three years away. A number of local residents believe the City of Wanneroo is struggling to keep up with the growth demands of the outer northern region. A number of people believe a Yanchep Development Commission (YDC) should be established by the State Government, taking the delivery of vital infrastructure out of control of the council - The State Government, under the Regional Development Commissions Act could establish a YDC to work with all developers to deliver these infrastructure services sooner. Currently the City of Wanneroo council is about to start collecting ‘developer contributions’ between $3000 and $4000 on every block of land sold. This is on top of annual rates and taxes. Some locals are questioning where all our rates and taxes are going. COUNCIL NEWS - What’s happenning at our local councilsWanneroo LinkLast week, the City of Wanneroonotified the Sun City News thatthe council had been conductingan advertising budget review andthe Wanneroo Link will not longerbe published.

The Wanneroo Link was seen bymany locals as their only way ofknowing what the council wasdoing. The Sun City News under-stands the council is trying to getmore people to access councilinformation from the internet.

No communityAt last week’s City of Wanneroocouncil meeting, the Mayor andcouncillors, unanimously voted toestablish a Community ReferenceGroup. The group consists ofMayor Roberts and fourcouncillors - There is not onemember from the community onthe reference group.

Dewars TrackDuring question time at lastweek’s council meeting, aMerriwa resident asked for anupdate on the working group forthe Dewars Track.

The Director of Infrastructure,Dennis Blair, said: “Consultingengineers have been appointed toinvestigate the options as percouncil's resolution. A survey hascommenced and the brief includeslooking at the crests and curvesand an enlarged layby area.

“Administration has not been incontact with any of the residentsin Damepattie Drive about the

work. Infrastructure has notresolved to appoint a workinggroup. A consultant has beenappointed to do the work, with anumber of contacts with regard to4-wheel drive organisations. Atsome stage the community will beadvised of the outcomes but notuntil they are considered bycouncil.”

City of Wanneroo CEO, DanielSimms, said: “The City has metwith one of the two land ownersto discuss alternative easementproposals.”

On leaveBetween 5 July through to midSeptember, the North Ward hasonly limited representation in theCity’s biggest electoral ward withone the fastest growingcommunities in Australia.

Is it time that a ‘Ward Review’ beconducted and the Alkimos toYanchep/Two Rocks regionbecome a separate ward with anactive elected member?

And yes, the AWOL councillorsstill collect over $3000 a month.

Where’s the budget?A long time Shire of Gingincouncil watcher commented tothe Sun City News - “Where is theshire’s 2014/15 budget report?”

The special budget agendadoesn’t appear on the shire’s website and the minutes do notprovide the item by item details.

The Sun City News understandsthis is a minor oversight and willbe resolved with the shireexpected to publish a detailedbudget report soon.

AccountabilityAt all times, all elected councillorsmust be 100 per cent accountablewith regard to financial donations,direct or indirect; as well as theirinvolvement with all developers.

Recent information has beengiven to the Sun City News thatsome candidates, now electedcouncillors haven’t been 100 percent upfront.

The Sun City News has anongoing investigation into acouple of elected members andtheir advertising, fund raising,illegal use of office equipment andrelationships with some developers.

PetitionOuter northern suburbs residentsare being asked to sign a petitionrequesting the City of Wannerooto build Stage 2 at OldhamReserve within the next 12months.

The council are to consider a reportat their August meeting, butinformation given at a recentmeeting said it would be a fewmore years, council was very busy.

Intriguingly, Mayor Roberts’husband signed the petitionsupporting the early constructionof the Stage 2 at Oldham reservechangerooms.

Copies of the petition areavailable across the region, yoursignature would be appreciated.

$150,000 lostWA scam victims lost a total of $150,000 lastfinancial year in the tech support scam, the amountof losses more than tripling in the past 12 months.

The alarming figures released by WA ScamNetshow the number of victims reporting a loss hasalso tripled, but over a two year period.

Victims have been receiving a call fromsomeone claiming to be a tech support officerfor well-known companies such as Microsoft,Windows, Apple or Telstra/Bigpond; saying thereis a fault with their computer and asking to gainremote access to fix the problem.

Once the scammers gain access, they charge afee for their unnecessary services and then, insome cases, they ask the victim to log on to theirinternet banking account. Later the victimsdiscover that large amounts of money havebeen syphoned from their accounts with somevictims losing as much as $10,000 each.

Commissioner for Consumer Protection AnneDriscoll said the dramatic increase in lossesreported by victims is a reflection of theescalation of the scam to also involves thehacking of bank accounts.

“To allow remote access to your computer to astranger who calls out of the blue is extremelydangerous, as it exposes your personal andfinancial information and leaves you vulnerableto theft,” Ms Driscoll said.

“Never allow anyone to have remote access toyour computer, unless you have initiated thecontact. Your personal information is the key tounlock your financial accounts, so guard themcarefully and ensure you don’t become one ofthe growing number of victims of this techsupport scam.”

BEWARE: Cat-nappingBetween 17 June and 3 July,seven cats have disappearedin the Jindowie Estate atYanchep.

Two of the missing cats havebeen recovered, one aliveand one sadly not.

Helen Berry’s cat wentmissing on the 26 June, sheis a grey/white Tabby, calledSalsa. She is a very timid cat,and had been badly treated inthe past, she is ex-feral andnot very friendly.

Since being at the Berryhousehold she has not left thehouse or garden, so herdisappearance is very out ofcharacter.

Salsa is about two and halfyears old, microchipped,tattooed and is/was wearing apink collar with a fishbonedesign on.

A $250 reward has beenoffered for Salsa’s saferecovery. The Berry family aredesperate to get her back andcan be contacted on 0447821 022.

Coral Lee Strijk’s cat, Fantawent missing on 17 June. Heis almost seven years old andnot a friendly cat. He usuallygoes out in the day butreturns at tea time for food.

He is microchipped, de-sexed, and has a tattoo in hisear. Coral can be contacted

on 0424 854 830 if any onesees Fanta.

Jessica Frichot owns a catcalled Sansa who is aboutnine months old, and wentmissing on 3 July. She's veryfriendly, affectionate and veryplayful. She is ginger andwhite with amber eyes.Sansa is micro chipped andwas wearing a pink collar.

Renae Stobie’s cat, Starro, isa two years old male. Hewent missing about 20 June.

Missing posters have beenput up around the district withthe City of Wanneroo animalpound notified of thesemissing cats.

vanishing, someone mustknow something. Varyingopinions have beenexpressed about these catsdisappearing, ranging fromfoxes, caught for dog fighting;caught for cray pots andfishing bait.

upsetting, but with so manycats simply vanishing over ashort period of time, indicatesmore sinister outcomes.

Minister Day responded withthe following: “This is anautomatic message acknow-ledging that your corres-pondence to the Hon JohnDay MLA, Minister for

“Please be assured yourcorrespondence will beactioned as appropriate.Should it be required, aformal response will be sentto you in due course.

No further response has beenreceived from the Minister.

The City of Wannerooresponded by stating “Pleasefind below a response to yourenquiry about whether theCity would support thecreation of a development

commission for Yanchep. Asthis is a strategic rather thanoperational issue, MayorTracey Roberts is best placedto provide a response to yourquery.”

Mayor Roberts said: “The Cityof Wanneroo has alwaysbeen a strong advocate for acoordinated, whole of govern-ment and private sectorapproach to the future creationof the Yanchep City Centre.

“The first step in the creationof a development commissionwould be for the StateGovernment to find that acommission is required.”

Yanchep Beach Joint VentureCEO, Gin Wah Ang said: “Wehave an open mind on theissue of a developmentcommission for the YanchepTwo Rocks area.

“Naturally we are keen to seekey infrastructure projectssuch as the train line toYanchep completed.”

To date, no response hasbeen received from YanchepSun City Pty Ltd, the region’sbiggest land owner.

When a response is received,the Sun City News will publishtheir comments.

EditorialIt is extremely disappointing to see thelack of interest from some localdevelopers, City of Wanneroo and the State Government about the timelydelivery of basic infrastructure servicesinto the outer northern corridor.

With the recent changes beingimplemented by the City of Wanneroo,they will collect a hefty fee from everyblock of land sold, on top of council ratesand taxes - This is discriminative, noother residents in the City of Wanneroopay ‘developers contributions’.

Developer contributions equate to about$3000 to $4000 per new block, whichwithout a doubt simply gets added to theprice of the block of land.

I’m sure new residents would not mind ifthey could see this money being spentin the district - New ovals and newfacilities.

It’s been over ten years since Stage 1 ofthe changerooms at Oldham Reservewere built, but Stage 2, a $200,000project, isn’t on the planning board.

Mayor Tracey Roberts, at a recentmeeting, told a local meeting, council’s gota tough job to try and get this project up.

The Mayor campaigned vigorously toget the same facility built in her electionward, but could only find excuses whyYanchep can’t get Stage 2 built.

Yet again, the outer northern suburbscontinue to miss out.

There needs to be less bureaucraticwaffle, less politics and some real actionplanning with delivery deadlines.

Call for development commission

Your lettersCongratulations to the City ofWanneroo’s green’s waste teamfor their efficiency in removinggreens waste this year.

However, I would like to knowwhat other residents think ofmy suggestions:

n Have a green’s wastefacility closer to Yanchep/TwoRocks. I believe there is thepossibility of getting some-thing in Neerabup.

n Have our green’s wastemulched on site which willhelp with water saving, orhave a central mulch sitewhere interested residentscan collect mulch.

It is imperative that we thinkof saving water in every waypossible, mulching will assistwith this.

Also, having a closer site orcentral mulch collection areawill mean that we don’t haveto spend so much money etc.in collecting from Gnangara.

It isn’t possible for everyoneto get there to make use of

the mulch vouchers which wereceive from CoW.Lynnette Nabholz, Yanchep.

Local Tax Help - I am verydisappointed to learn that theYanchep Community Centreno longer holds the Tax Helpfacility.

This community service wasfree to many of the localresidents and has been inoperation for over 10 years,before this, the service wasfacilitated through Two RocksLibrary at no cost.

Prior to 2014 tax year, YanchepCommunity Centre was used tofacilitate a Tax Help programmerun by the ATO.

We are now told that this freecommunity service will nolonger be available becausethe Mayor and councillorshave not passed the motionfor the ATO Tax HelpVolunteers to use the facility.

it could be run in the Citylibraries - What's thedifference in where it is held?

Where can I now go to gain

impartial and free help tocomplete my tax return?

I find it quite bazaar and short-sighted that the City ofWanneroo has stopped a freecommunity service for a growingsuburb under its control.

Tax Help volunteers aretrained by the ATO andaccredited each year.

This takes time and effortover and above the timegiven to the community freeof charge to facilitate thecompletion of tax returns.

To have this free service takenaway will have a detrimentaleffect on the community, wenow have to get on a bus ortrain to Clarkson or Joondaluphave our tax return completedproperly.

I feel that the community willsuffer from this poor decisionmaking by those who claimthey represent the community.

May I point out that to beeligible for Tax Help some ofthe following must apply: aperson with a disability; aperson receiving income from

Centrelink; a student withcasual employment; a youngperson who has just startedtheir full time job; a newmigrant to Australia; a personwho speaks little or noEnglish; an income of around$50,000 or less.

In other words, the Tax Helpprogram helps the mostvulnerable in our communityand regardless of theirsituation, Tax Help clients allhave one thing in common -They need assistance withtheir tax return.

Most will require help withboth the tax information theyneed to enter into the taxreturn and with using e-tax.

Why has the council with-drawn their support from thisvaluable community serviceafter ten plus years offacilitating it in the Yanchep/Two Rocks area?

I was a local Tax Helpvolunteer who helped manypeople in the Yanchep/TwoRocks area.

Lions present local awardsAt last week’s Yanchep/TwoRocks Lions Club annual‘Christmas in July’, Chair-person of the Australian LionsChildren’s Mobility Foundationand representing the LionsDistrict Governor, JillMiddlemass, presented‘Exemplary Services Awards’to Julie Otremba and TedDowling.

These awards enable locallions clubs to give formalrecognition to non-Lionswithin the community.

Each recipient received aninscribed plaque highlightingtheir service with their fulldetails featured on the LionsClubs International ExemplaryAward web site.

A Lions Youth Exchangeaward was presented toDanielle Vaz, a student atMindarie College. Danielle isbeing sponsored byYanchep/Two Rocks Lions togo to North America in theChristmas school holidays.

Earlier in the evening, StuartMacFadyen, Chairman of theLions Children of CourageAwards presented RyanArnold with a special medallionfor his fund-raising efforts.

After having seen the manychildren with life threateningillness and disabilities, Ryanwas inspired to raise somemoney for the Lions.

He raised $365.50 by runninga dress down day at TwoRocks Primary School and

donated the funds to theAustralian Lions ChildhoodCancer Research Foundation.

Hoons face losing car at first offence

Hoons caught terrorisingsuburban streets, doingburnouts or damaging homescould have their carsimmediately and permanentlyconfiscated.

Minister for Police, LizaHarvey, said the StateGovernment was pushingahead with an electioncommitment for tougher hoonlaws that would give courts

power to permanently removea vehicle from the owner on afirst offence.

Since 1 January last year, WAPolice has impounded 2827vehicles under hoon laws - orfive a day. Almost 900 vehicleshave been confiscated so farthis year.

The new legislation will allowpolice to apply to have avehicle removed from a hoonpermanently if the offencecauses distress to residents,occurs in a school zone ordamages the road or property.

Ms Harvey said: "If we canseparate a reckless, anti-social driver from theirvehicle, we know that at leastthey can't use that vehicle asa weapon in our communities

and cause fear in the heartsof those people who shouldbe able to sit in their loungerooms and not worry about acar ploughing through theirfront door.

"It's been referred to as 'brainfade' when certain people getbehind the wheel of some ofthese vehicles and drive in areckless manner. I call itidiocy. Absolute reckless,irresponsible, selfish idiocy."

Other proposed changes tothe laws include confiscationon a second strike for anyhoon offence in suburbanstreets. Unlicensed trail bikescould also be permanentlyremoved when ridden on theroad in the first instance.

Originally, Yanchep and TwoRocks were small cray-fishingsettlements until it wasdeveloped by entrepreneurAlan Bond in the 1970s forthe 1977 America's Cup.

The first residential homeswere built in 1972, and themarina at Two Rocks was

built as part of the sameproject.

About two years ago,Capricorn developers startedsome preliminary work ontheir Two Rocks landholding.

During these earthworks, oneof the Bond developmentdumping areas wasuncovered and asbestos wasfound. - Capricorn took all theappropriate precautions toremove the asbestos safely.

No warnings were issued toowners of any Bondy homesin the region, to be cautious,especially if they are under-taking renovations.

As a general rule any homebuilt before the mid-1980s ishighly likely to containasbestos products.

Asbestos products werecommonly used for fire-proofing, sound-proofing andinsulation.

Local public buildings knownto contain asbestos include;Mary Lindsay homestead,Yanchep Surf Club building,and buildings on the TwoRocks marina.

Asbestos cement materials canbecome friable when they aredamaged or badly weathered.The only definitive way to tellif there is any asbestos inyour home is have a thoroughanalysis under microscopicexamination.

When planning yourrenovations removal ofasbestos material should becarried out by a licencedoperator.

Places where asbestos couldbe found in your homeinclude: cement eave linings;cement sheet cladding;asbestos cement sheet wallsin the toilet; asbestos wovenrope on sections of hot waterpipes; some kitchen vinylscontain asbestos; laminatedasbestos sink splashbacks;corrugated cement roofing;as well as old garage wallsand roofs.

Beware of potential asbestos problems

Currently there are two petitions circulating aroundthe district - The first is directed to the WA StateGovernment to toughen their communication to allWA residents in relation to sex offenders andrelocating them back into the community.

The second petition is directed to the City ofWanneroo and relates to the urgent need for Stage2 for changerooms at Oldham Reserve.

Many members of the Yanchep/Two Rockscommunity are annoyed at the way they are beingtreated by the Mayor and elected councillors.

The Sun City News cannot find any newinfrastructure projects for the North Ward in the2013/14 budget. They simply continued and/ordragged out existing projects, while some of themore affluent suburbs are being given extensivenew projects.

At a recent meeting about the Oldham ReserveStage 2 building, Mayor Roberts stated the councildidn’t have any money and their wasn’t time toprovide the much needed and overduechangerooms any sooner.

Unfortunately, for the past three years,Yanchep/Two Rocks residents appear to be theonly ratepayers and residents in the City ofWanneroo being neglected, or denied basicfacilities that the council has delivered to manyother districts.

Last year, without warning, the Mayor andcouncillors found about $1.2 million for a QuinnsRock project, but claim they can’t do the same forthis region.

What are our Mayor and elected councillors doingto support this region equally with orderly deliveryof basic requirements?

UKWA radio up and broadcasting

Next Monday will see the launchof a brand new radio station forPerth. UKWA will go on air witha unique service for a specialpart of WA’s community.

The station is aimed at the tensof thousands of British ex-patswho now call WA their home.

The aim is to provide somethingwhich the station’s researchshows they really miss – Britishhit music, UK news and weatherand British voices.

It’s the idea of two award-winning UK broadcasters whonow live in Yanchep.

Jonathan Morrell and AndrewFriend got the idea after chattingto other ex-pats.

Jonathan said: “We all loveliving here but there areinevitably one or two thingspeople miss and great Britishmusic is one of them. There arehundreds of artists andthousands of songs which werebig hits in the UK over the past30 years but which didn’t charthere in Australia and we cannow fill that gap.”

The guys were a little surprisedby some of the comments from

those who took part in thesurvey.

Andrew said: “As well as goodmusic, some wanted weatherforecasts from the UK to makethem feel even better aboutliving here and one womanasked for UK traffic news so shefelt better while being stuck onthe Mitchell Freeway.

“As well as great music from theUK, they’ll be British news onthe hour, weather from bothcountries and UK sports reports,including plans for coverage ofthe EPL on a Saturday night.”

Jonathan added: “BasicallyUKWA radio is about the best ofboth worlds, the music youknow in the place you love.”

The station is broadcast via theinternet and there’s a free appfor i-phone, i-pad and Androidsmartphones and tablets.

And even better news, it isavailable on 88fm in Yanchepwith more FM frequencies tocome.

Seven pioneers honoured

Last week at the deliciousluncheon, seven long termresidents were honoured with‘Pioneer status’ by the City ofWanneroo.

The annual Pioneers Luncheonpays tribute to those who have

made a valuable contribution tothe local community for 50years of their adult life.

Wanneroo Mayor TraceyRoberts said 2014 marked the40th Pioneers function.

This year’s pioneers are: MaryBorgogno from Tapping; HelenaBuytels from Hocking; MarilynCrisafulli from Wanneroo; DrJoseph Havel from Wanneroo;Betty Havel from Wanneroo;Joseph Hawkins from Jandabup,and Trevor Johnson fromWanneroo.

Lease agreementSince 2006, the City ofWanneroo has had anagreement with the Departmentof Education for YanchepDistrict High School to useOldham Reserve for an annualfee of approximately $20,000.

At last week’s City of Wanneroocouncil meeting, a variation wasapproved to the existingagreement.

The Department of Educationrequested access to anadditional portion of OldhamPark during school hours.

Increased student numbers atYanchep DHS have placedfurther pressure on school’sresources.

However, as a result of theincreased use of Oldham Park,the Department of Educationhas requested the variation touse the toilet/ablution block onOldham Park.

Variation on the agreement wasgiven until 31 December 2027.

The annual fee has beenincreased to nearly $24,000 perannum, reviewed annually.

In addition the Department ofEducation has to provide $20million public liability insurance,while the City of Wanneroocontinue their maintenance andupkeep program for OldhamReserve.

Over the life of the agreement,the City of Wanneroo recoversover $400,000 from the highschool’s use of the oval.

Last Saturday theyannihilated Jurien Bay 32.25(217) to 5.4 (34) in Lancelin.

It was evident from the outsetthat it wasn’t going to bepretty for Jurien Bay who haddropped one of their bestplayers, Ky Blakeney, toreserves following a spat withthe coach earlier this month.

The Pirates started stronglyand kicking into the breezenotched up a five goal lead atquarter time thanks to adominant centre line.

The second quarter saw thelikes of Conor Mills, KurtisMcCracken and Warren

Benjamin run riot helping thePirates add nine goals to onewith the wind to head to thehalf time break 14.12 to 1.2.

There was little respite for thebulldogs in the third quarterand despite strongendeavours by John Murrayand Aaron Monk, they coulddo little to stem the tide with

the Pirates piling on ten moregoals to Jurien’s one.

While the two Peppa Pig showsentertained the children, businesswas brisk for most local and

the local Yanchep Redhawks Cricket Club will be hosting a registration event for the upcoming

cricket season at Oldham Oval in Yanchep.

Last cricket season the club fielded three teams withtheir Top Grade team reaching the Grand Final.

The Club provides good social opportunities andwelcomes new members.

Network) feel there is a need to better inform localresidents about its function within this community.

With the belief that any area, developing as fast as ours is, needs a cultural basis as well as the

practicalities of living, TRYCAN was established toprovide an umbrella under which various arts activitiescan flourish. It operates as a facilitator, to help peoplefind the cultural/arts activities they want, and to create

new ones where there is a need for them.

For this reason, we are inviting residents, especiallythose new to the area who may not yet know where

to find things, to come to our general open meeting onAugust 13th at 6.30 pm at Capricorn House, Lindsay

Yanchep Districts Junior Football Club will be holdingtheir AGM on Monday 18 August 2014

at the Yanchep Sports Club commencing at 6.00pm.

people we have on our Committee willing to take on aposition, the more successful our Club will be.

Yanchep Two Rocks Community BusThe Yanchep Two Rocks Community Bus

Management Committee is turning 25 in October.

This unique group is the only one of its kind in WA, if not Australia. Our Community Bus is solely

owned, managed and run by volunteers.

We are having a morning tea on the 13th October tocelebrate and wish all past and present drivers,

passengers and volunteers to be part of this.

The morning tea will be held at the Phil RenkinCentre from 9.30 - 11 am. Please contact transport
