It is 14 years ago, 1999, that the WA State Government, City of Wanneroo and Tokyu Corporation (Yanchep Sun City Pty Ltd) signed a Strategic Co-operation Agreement (SCA) to ‘fast-track’ and ‘work co-operatively’ to develop the Yanchep Satellite City. This project is the biggest metropolitan project in the Southern Hemisphere encom- passing some 5500 hectares of land in single ownership. Originally in 1970, Alan Bond’s Bond Corporation presented designs for ‘Yanchep Sun City’, a future satellite city of over 200,000 residents. For nearly 30 years the region was lost, Atlantis Marine Park closed, tourism to the region collapsed and all development stagnated, with the two isolated seaside villages of Yanchep and Two Rocks lacking basic infrastructure facilities. After the signing of the SCA, some members of the local community were skeptical, while others were optimistic - The community were being told the ‘satellite city’ would not be just another ‘bedroom suburb’, vital infrastructure and services would be ‘brought in ahead of time’. These included high local employment opportunities, cultural centre, technology park, a health node, rail to Yanchep and sporting facilties were included in the plans that were often given to the community to view. The Yanchep City Masterplan, above, was released in 2009, indicating these facilities. Since 2009, developers have delivered, under great duress - Marmion Avenue was eventually constructed, at the developer’s expense and some two years of waiting for the State Government to prepare the appropriate legislation; Yanchep Central Shopping Centre was built, years ahead of its time, but it took the developer some ten years to get the appropriate government approvals. Late last year, WA State Government treasurer, Troy Buswell, told a local business luncheon that It was his first ever visit to Yanchep and he was impressed, but he couldn’t promise when the Railway to Yanchep would eventuate - The Sun City News understands it will be considered in the government’s upcoming ten year budget planning. This is still to be confirmed. It was through the original Yanchep Two Rocks Residents Association’s efforts, not to be confused with TRYRA, that the Bethanie Group established an aged care facility in Yanchep. Since the development of residential estates at Capricorn, Jindowie, The Reef, and more recently Yanchep Golf Estate, the local population has more than doubled in the past 10 years, yet only a few ‘pocket parks’ have been provided - Not one sporting facility. As the region becomes just another ‘bedroom suburb’, Yanchep Beach Joint Venture, after being approached by the City of Wanneroo Mayor Jon Kelly and CEO Daniel Simms, in 2010, it was verbally agreed to ‘bring on early’ the two sporting ovals as indicated in the Yanchep City Masterplan. Three years down the track and construction of the ovals is still unknown - The developer is still keen to work with the City of Wanneroo to give the community these much needed facilities. . . . While the WA State Governmenthas been spruiking aboutreviewing and rationalising ourlocal councils, I think thegovernment has it wrong - Athorough review of processeswithin our local councils are needed.

Currently, our electedcouncillors consider a variety ofreports and make decisions thathave short and long term effectson the wider community - Thecouncil administration only hasto supply sufficient informationto get the council to make adecision about therecommendation put up by theadministration - Often, manydocuments related to the

reports are not sighted orrevealed to the electedmembers - I think this is wrong.

When a decision is being made,by any council, that affects acommunity, councillors musthave access to every documentrelated to the decision makingprocess, not just what somestaff member thinks is sufficient.

Equally, our councillors, ourelected representatives need tobe more diligent about ‘doingthe job they were elected to do’.

Sadly, many councils have apercentage of elected memberswho simply aren’t up to the jobor are too lazy to read their

meeting agendas - They arethen voting on large importantcommunity issues withoutproper consideration.

These councillors are easy tospot at a council meeting - Theyask dumb questions; they arelooking at their agenda for thefirst time while the item is beingdetermined or they simply ‘don’tcare’ and will follow anothercouncillor’s vote.

Councillors freely seek electionto the important positions of anelected member; they swear tocomply completely with theLocal Government Act; theyreceive a remuneration for

performing these duties - TheState Government needs tolook at ways of getting betterpeople into local councils, notabout making councils bigger orsmaller.

With better adminstration, fullaccess to all documents, betterdecisions will be made, lesswastage of money and betteroutcomes will eventuate.

Councils, elected councillorsand senior council staff need tobe more accountable -Everyone would be a winner.

Park concernsA number of Two Rocks residentsare very concerned that the‘smelly’ water treatment plant inthe old Atlantis Marine Park siteis being promoted as ‘moving intothe south-west corner ofCharnwood Park.

When moving this facility wasmooted, residents were informedit was going to be relocated ‘out-the-back of Two Rocks’, beyondany current residentialdevelopment.

The relocated Charnwood Park‘water treatment plant’ wassketched on the recent oval planfor the park without any details -Many residents hope the councilwill be consulting with the localcommunity before proceedingwith the relocation of the plant.

BBC visits Bethanie

Bethanie Beachside played hostto BBC television crews in April.

The popular show ‘WantedDown Under’, which gives

British families a look at whattheir lives would be like if theylived in Australia.

The Yanchep story will air inDecember 2013 / January 2014,the show will follow a BritishAged Care nurse and her familyin Australia, and as part of thevisit they spend a day atBethanie Beachside.

This show is watched by anaudience estimated at 2 millionpeople, and aired both in the UKand across the BBC World Widenetwork (Foxtel/Austar) this willbe an excellent boost forBethanie’s awareness.

Marina lease still not finalisedFollowing the vesting of the TwoRocks Marina to the Minister forTransport, the Department ofTransport (DoT) has undertakena visual inspection to familiariseitself with the current conditionof the marina.

This condition assessment,future planning for the site andassociated works are allidentified as issues that willneed to be addressed as part offuture lease discussions.

The inspection included thepublic recreational boatlaunching facility which is theresponsibility of the lessee.

DoT says it will be discussingthe condition and futureupgrades to boat launching withthe lessee.

The DoT told the Sun City Newsit was not aware of anyarrangements at the Two RocksMarina related for ‘live on-board’people at the marina.

DoT said it would work with thelessee to ensure that should liveon-board arrangements bepermitted and that adequatebasic facilities are provided.

DoT said it was keen to see theexpansion and upgrade of thefacilities provided at Two Rocks

Marina to accommodate theever growing demand forboating facilities.

As part of the planning for thefuture of the facility, it is importantto understand how the facility willfit into the City’s Two RocksDevelopment plan in order tomeet the needs of the region.

DoT did not provide any timelinefor finalisation of the lease orany upgrades.

The Sun City News under-stands the Two Rocks Marina isthe only marina in the Perthmetro area, leased out to aprivate operator.

Dead chickens litter roadLast week, hundreds of chickencarcasses littered Cowalla Road,from Orange Springs road toBrand Highway, Gingin - Motoristscame across the dead chickens.

The Shire of Gingin sent out aclean-up team to collect thecarcasses and estimates about250 chickens were found.

The Shire is investigating theincident, but it is believed thechickens belong to localproducer, AAA Egg Company.

Sun City News understands thechickens were beingtransported to a property in theShire of Moora.

Approximately 12,000 chickenswere being transported at thetime of the incident.

As soon as the driver becameaware of the problem, hestopped and contacted AAAEgg Company, who arranged aclean up.

Gingin resident, Peter Fullarton,told ABC News there werethousands of the dead birdsfound up to 40 kilometres onsome roads.

"There was basically poultrystrewn across the road from oneside to the other for kilometresand kilometres," he said.

"Literally thousands of birds. Wedrove along several kilometres

of the highway and every bendor dip, or even along the straightroads, they've obviously fallenoff the back of a truck orsomething."

Local councils do not regulatethe transporting of chickens, butdo regulate the dumping of allmaterials and goods.

Charnwood ParkIf it's not depressing enough, theflattening of bush and destructionto our wildlife - Now they want todo the same to our beautifulCharnwood Park, where for thelast forty years, four generations ofmy family have enjoyed thetranquility and peacefulness of thegently sloping hills and the treefilled wildlife.

How can they do this?

Stop this senseless destructionand modification of somethingalready too good to improve on,except for picnic areas and toiletfacilities (that are open) and anextention to the skate park - It'sperfect.

We don't want a sports park thatis fenced off, that's a differentkettle of fish altogether - Pleaseleave our park alone, except forimprovements that can onlyenhance what we already have.Anybody would be envious of ourperfect park, are they, veryworried

Digital problemsWe live in Karakin, which is10kms from Lancelin. We arepensioners and are eligible for theHousehold Assistance Scheme.

Since the digital switchover onthe 17 January, we have beenlucky if you add the days togetherto have had a picture on our

television for three weeksmaximum.

We have contacted everyorganisation that we wereadvised to countless times ashave many other residents herein Karakin, Nilgen, Ocean Farm,Ledge Point and Lancelin.

The company who has theAustraliawide contract as theinstaller is BSA - After a terriblevisit, we were advised that wehad a signal, never mind that youdon't have a picture, we are nothere to do any work, lodge aclass action against the ACMA,the broadcasters.

After many weeks, of again,contacting all the variousnumbers we are supposed toBSA rang me - They sent a newperson out who luckily enough isan employee of BSA and lives inButler and he advised them thatthe tower was at fault.

Finn, a person who contacted mefrom NSW and continued tomonitor our problems for anotherthree weeks, advised us, we wouldget a VAST satellite box under theHouse-hold Assistance Scheme.

All of a sudden I received anotherphone call from him saying thegovernment will not allow us aVAST box because we have asignal - Forget the fact we don'tget a picture.

We have come up againstanother brick wall. No one wantsto talk to anyone. All you get is‘you have a signal’.

A neighbour, who lives a twominute walk from our place, justhad the VAST box installed on theHousehold Assistance Scheme,but we cannot have it - Is this iscoming back to not what youknow but who you know?

A guy stopped on his bike to helphim - I would like to say thank youto the guy who assisted my son inthis situation.

Too much bureaucracyI think the City of Wanneroo isbecoming too bureaucracy heavyand less efficient - Whenever Ihave had cause to contact them,you usually have to wait for areceptionist to answer the call,then trying to get to a person whocan answer your simple question

could mean being bumpedseveral times with comments: ‘Ineed to check that for you’; ‘theperson who you need to talk toisn’t here today’; ‘can I getsomeone to ring you back’; andthey don’t.

The City of Wanneroo needs tobe less bureaucratic, stop talkingin circles with quotes that don’tanswer questions; and get backto the grassroots of localgovernment.

Too many bureaucrats waste toomuch time creating fancyacronyms, for example: YanchepActive Open Space - These aresimply sporting ovals.

I’ve recently moved from theeastern states, and the localcouncils seem to be morecommunity driven compared towhat’s happening here.

A fast growing community likeYanchep, needs active localcouncillors, council administrationthat works with the communityand developers to timely deliverovals, libraries, etc.

Please City of Wanneroo stopbuilding a bureaucratic empireand be more a local governmentdelivering the local facilities.Learn from some of the fastestgrowing regions in Victoria andNews South Wales.

FROM PAGE 1At a recent TRYRA meeting,attendees were told councilcould just let it take its courseand it would be another sixyears before the ovals wouldbe built.

It is obvious the original SCAagreement hasn’t worked - Itis difficult to find any projectswhere the State Governmentand/or City of Wanneroo haveworked co-operatively withthe developers to bring onemployment opportunities,vital basic infrastructureneeds or attempts to stop theregion becoming yet anotherbedroom suburb.

Over the past ten years,community infrastructure thathas been achieved is limited

to extending the Two Rockslibrary; building the Yanchepboardwalk; building change-rooms at Oldham Reserve.

The region has beenfortunate enough to havec o m m u n i t y - m i n d e ddevelopers who have beenwilling to work with the City ofWanneroo to try and bring onvarious facilities.

Capricorn have built twoboardwalks near the LindsayBeach Estate for easieraccess to the beach;developed several pocketparks and organised anumber of community events.

Yanchep Beach Joint Venturecontinues to support variouseducational programs andscholarships at various

tertiary institutions with thevision to build a strong,sustainable community inYanchep and investing ineducation helps to developthe social structure of thecommunity.

Is it time the three signatoriesto the SCA, plus, the variousdevelopers to revise theworthiness of maintaining the1999 agreement, or should itbe scrapped?

The last thing the localcommunity wants to see isYanchep and Two Rocks slipback to a ‘lost’ situationsimilar to the Alan Bond era.

All signatories to the SCAagreement have hadsufficient time to develop themuch needed projects, they

should be capable ofproviding the communityrealistic details includingwhen these facilities will beavailable for use.

The Yanchep ovals, new surflife saving club, and a culturalcentre have been talkedabout, planned, but neverfully committed to.

It is time the City ofWanneroo, the WA StateGovernment and major landowners in the region, told thecommunity what will happenwhen, and stop thebureaucratic talk - If they areunable to offer unconditionalsecurity of delivering thesebasic infrastructure facilities,what hope do we have?

Local residents have startedto call Yanchep and TwoRocks ‘Hoonsville’ - Justabout every night of the weekyou can hear a vehicle or bike‘laying rubber’ and riskingresidents lives.

Over the past two weeks, theSun City News has seenevidence of hooningmadness - In the photo, right,a 16 year old Two Rocksyouth, took a family vehicleand caused this mess outsideTwo Rocks Primary School.

Some ten minutes later, thesame youth was hooning onDamepattie Drive andcrashed into a 4WD outsideparked in a driveway, movingit over two metres into aneighbour’s wall.

Only five minutes before thissenseless crash, residentswere next to the vehiclesaying ‘good-bye’ to visitors.

The offending vehicle wasseized for 28 days; the youthhas been charged withnumerous offences including:

driving under the influence,leaving the scene of anaccident and wreckless driving.

Over the past three monthsthe Sun City News hasreported that police werestepping up their presence inthe district - A number of localresidents don’t believe thepatrols have been increased.

As one resident, who did notwant to be named, said: “Thepolice are always reactive tolocal issues, the local hoonsknow exactly when the localpolice station is manned andknow they can get away withit easily.”

The Sun City News is awarethat some residents haveCCTV of hooning on theirfront lawn or driveway, yetpolice are reluctant to act onthe evidence, quoting wecan’t identify the driver, evenif the vehicle is clearlyidentifiable.

North West Metro DistrictPolice Superintendent, CharlieCarver, told the Sun City

News, in late March, that hewas gravely concerned abouthooning and drug issues inYanchep and Two Rocks andwas addressing the issue.

Over the next couple ofweeks, there will be a newOfficer in Charge and seniorconstable appointed to manageYanchep Police Station.

Current OIC, Sergeant PeterReeves and SeniorConstable Ben Weston havetransferred to newappointments.

Crime snippetsn Police were called to Shamrock Park in TwoRocks on Wednesday 16 April, after the discoveryof an old military shell. A local man contactedpolice about 4.30pm after finding the shell andtaking it to his Sappho Place home.

Bomb squad officers found it had been detonated.The shell’s age was unconfirmed, but may dateto World War II. Police warned anyone findingsimilar devices not to touch or remove them.

n In the latest issue of the Yanchep District HighSchool’s ‘Yarner’ that many students are visitingWoolworths before school and purchasing lollies,drinks and chewing gum. Some students aregetting off buses and leaving school grounds orwalking to school via the shops.

School principal, Tony Watson, said: “I’m sureeveryone is aware of the effect that a poor diethas on a student’s learning and understand theramifications for the school.”

After discussions with Woolworths management,YDHS is trailing an initiative which bans studentsfrom visiting Woolworths before school unlessthey are accompanied by parents or an adult.

n Users of the ACROD parking bay at AtlantisShopping Centre are seeking clarification aboutparking - Regulation 167 of the WA Road TrafficAct which states that drivers cannot park withinthree metres of a public letterbox, unless droppingoff passengers or mail - This parking bay is lessthan half a metre from the letterbox.

nA group of juveniles from around Cassilda Way,Two Rocks, have been stealing fuel, jerry cansand old tyres from local homes and then settingup the tyres in the middle of the road to frightendrivers. The same group are believed to beresponsible for graffiti and smashing bottles at theCharnwood Park skate park - If anyone has anyadditional information, they should contactYanchep police on 9561 9300 or 131 444.

Hoonsville - What’s being done?

Death not suspiciousWest Australian police haveruled out foul play in the deathof a man, whose body wasfound stuck between twoboats at Two Rocks marina.

A local resident found thebody near a secured jettyaround 2.00pm on Monday22 April - police diverssearched the water overnight

while Major Crime Squad andforensic officers examined thescene.

They originally treated thedeath as a suspectedhomicide, but on Tuesdayafternoon, concluded it wasnot suspicious.

Feral cats still a problem

In and around Yanchep and TwoRocks, hundreds of feral cats arecausing a variety problems -Native mammals, birds andreptiles are being decimated,household pet cats attacked, andin some cases feral cats are

entering homes through cat doorsto access food.

Across Australia there arebetween eight and 20 million feralcats with more than 20 mammalspecies becoming extinct due toferal cats. Australia has a further

80 endangered and threatenedspecies being hunted by feral cats.

Over the past decade the numberof feral goats, rabbits and foxeshave been reduced, but cats haveproven more resilient and theirpreference for live prey furtherthreatens the native population.

Feral adult male cats normallyweigh from 3.4 to 6.4 kg and adultfemales from 2.4 to 4.4 kg. Themost common coat colour of feralcats is striped tabby, but blotchedtabby and black are alsocommon. Other colours to occurare striped and blotched orangeand sometimes tortoise shell.

Feral cats are opportunisticpredators and will eat a widevariety of foods. Their diet at anytime will usually consist of thosespecies of prey most available to

them. However, when live prey isscarce, feral cats will alsoscavenge food scraps - Rubbishbins and industrial bins atshopping centres.

As adults, feral cats usuallymaintain discrete home rangeswhich may be up to 10 squarekilometres in area for males andsomewhat less for females.Home range sizes may dependupon available food supplies butwhen local foods becomes scarcethey will undertake longermigrations.

Because feral cats are wide-spread throughout WesternAustralia, no large-scale controlmethods have been, currentlylocal councils don’t get involved inferal cats issues. Occasionally,local community attempt controlmeasures such as trapping, butthe problem is never fullyresolved.

The Sun City News is aware of anumber of residential homes inTwo Rocks and Yanchep thathave installed cat doors for theirpet moggie, that have beenaccessed by feral cats.

These residents are at their wits-end trying to find some authorityto help address this concerningissue. People feeding feral catsneed to be wary of the variousdiseases they carry.

Digital retuneAs the final step in Australia’s move to digital-onlyTV, some channels will change frequencies. InPerth, SBS TV services will be changingfrequencies.

After they’ve changed, people will need to retunetheir digital TV, set-top box or digital TV recorder tofind the channels that have moved.

These moves will free up broadcasting spectrumso that it can be used for new services like mobilebroadband. Just like the switch to digital-only TV,the retune is being carefully planned to make surethe change is as easy as possible.

The retune will take place progressively acrossAustralia until the end of 2014. The retune in Perthis scheduled to happen on 17 May 2013 and moreinformation will be available closer to the retunedate.

The retune will affect most Australians. If you arewatching TV through the Viewer Access SatelliteTelevision (VAST) service, the retune won't affectyou. If you watch free-to-air channels via pay TV,your set-top box may be retuned for you by yourprovider.

Some people may find their equipment willautomatically detect changes to the channels andretune itself, or it may prompt them to retune.

If you are missing channels, you can start bypressing the ‘MENU’ button on your remote thenlook for their ‘set-up’ options. Next, try to find wordslike: ‘channels’ or ‘auto-tuning’.

Questions unansweredAt the special council meeting held by the City ofWanneroo on 10 April, regarding the YanchepActive Open Space project, former North Wardcouncillor, Terry Loftus, asked 31 questions aboutthe project and council’s handling of related issues.

Ten days later, the council posted the minutes fromthe meeting, 18 of the 31 questions asked receiveda simple ‘yes or no’ response, while ‘no response’was given to another question.

The Sun City News has noted over the past sixmonths, that the council has become very gun-shywith regard to answering any media enquiries, andoften not answering the questions asked.

Legal advice has informed the Sun City News, ifadministration doesn’t want to respond to mediaenquiries, then go to council meeting, ask thequestions, pointing out to the elected memberswhen the original media enquiry was submitted.

Currently, the Sun City News has three mediaenquiries that have been with City of Wannerooadministration since mid-April.

Council NewsWANNEROOAt last Tuesday’s City ofWanneroo council meeting,the council considered 21different reports, plus twoconfidential, behind closeddoors, reports and a Motionon Notice from Cr IanGoodenough in their 425page agenda.

Local issues on the agendaincluded a report requestingmodifying the left-in/left-outvehicle restriction at theintersection of Kakadu Roadand Yanchep Beach Roadinto the Yanchep CentralShopping Centre.

North ward councillor, LauraGray had previouslypresented a Motion on Noticeasking administration tocarryout a review to considermodifying the intersection toallow right turn from KakaduRoad onto Yanchep BeachRoad.

Council administration did notsupport the modification, CrGray presented an additionaldot point to the recommen-dation - Improve signagearound the intersection.

In another report, the councildeferred approving a cagedegg production facility at Lot15 Carabooda Road,Carabooda, when admin-istration wanted to removereference to 150,000chickens permitted to bereared at any one time.

Following an odour complaintin early 2012, the City ofWanneroo administrationdiscovered the property hadbeen converted to eggproduction without anyplanning approvals.

The reports saidapproximately 150,000chickens could be held on the8.1 hectare property,producing about 15 tonnes ofmanure each week.

Code of practice guidelinesstate that there should be atleast 100 metres betweenpoultry sheds and theproperty boundry - The shedson this application are only 20metres from the boundary.

A Carabooda property ownerwas refused a permit to keepsix dogs on their two hectareproperty at 29 Jade Loop.

In the Community Fundingreport, council considered 23applications for futurefunding.

In the North Ward there wasfive successful applications -Yanchep Two Rocks RSL forvarious events; Yanchep TwoRocks Recreation Associationfor next year’s Australia Daybreakfast; Carramar UnitingChurch for Carols 2013;Banksia Grove ‘Spring in theGrove’ event; and AtlantisProductions for the ‘HobbitsHidden Years’ project.

GINGINSince the appointment of anew chief executive officer atthe Shire of Gingin, late lastyear, Jeremy Edwards, hashelped the council develop anumber of forward planningand strategies, helping toprogress the importance localgovernment plays in a districtlike the Shire of Gingin.

Reports presented at eachmonthly council meeting areclearer, more concise anddeal with all the relativeissues allowing the council tomake the best decisions.

The Sun City News hasattended Shire of Gingincouncil meetings for somefive years, and the recentchanges are very noticable.

Documents like the monthlyInformation Bulletin provide agreat overview and update ofwhat the Shire has beendoing in the previous month.

All residents and ratepayerscan access the InformationBulletin from the shire website (www.gingin.wa.gov.au)or from the library.

In the April InformationBulletin, there are ten StatusReports on a variety of shireissues; there are six differentofficers’ reports detailingworks programs and theirprogress, an Action List withcomments.

In the bulletin there are 16different information reports

that related to various issuesin and around the Shire ofGingin.

These type of documents arevery important in keeping thewider community up-to-dateand informed of variousactivities in their local council.

Over the past three months,many Shire of Ginginresidents have attended shireorganised meetings in theirdistrict to have an inputtoward the developing of thefuture Strategic Planning forthe Shire.

The Shire is progressing intothe annual budget seasonand many residents are keento see how the newadministration performsduring this process.

Issues that will be of interestwill include the assetmanagement plan and assettracking - These plans arevital for knowing what youhave, what its worth andwhen is the right time toreplace that asset.

Many councils have failed tocomprehend their obligationto these vital issues and thinkit is not necessary - Councilsare a business only with anelected council instead ofboard members, but at theend of the day, they have thesame legal responsibilities.

Congratulations should go toJeremy Edwards for his greatefforts since his appointment.

Council Snippetsn At the March meeting of the Two RocksYanchep Residents Association, guest speakerCity of Wanneroo Mayor, Tracey Roberts, wasasked if Sun City News’ (Terry Loftus) allegationsthat one of the council officers involved in thenegotiations had twice asked developers for a job- The Director of Corporate Strategy, John Paton,responded to the question stating ‘that council isbound by confidentiality’.

In a recent council agenda the Director ofPlanning, Len Kosova, made an impartialitydeclaration on the Yanchep Ovals report referingto employment.

n Coastal Ward councillor, Robert ‘Bob’Smithson, continues to miss council meetings andbrierfing sessions while his business, CosmicSandstone, continues to be logging up ongoingoperational complaints about noise, workingoutside designated hours, truck laydown andloading dock, to mention a few.

Many Coastal Ward residents are concerned CrSmithson will not do the hounourable thing andresign in time for the October 2013 councilelection, so a worthy local could take his place.

n Talking about the 2013 Council Elections, thereis plenty of jockeying going on already. Alliancesare being built between some existing electedcouncillors with the intent to ‘back and support’selective people.

The Sun City News is very aware of an alliance toparachute a candidate into the North and/orCoastal Ward.

In addition, the Sun City News understandsformer Mayor of Wanneroo, Jon Kelly, has shownsome interests in standing as a candidate forcouncillor in the North Ward - When the Sun CityNews contacted Mr Kelly, he said: “I am interested,I will consider it over the next month or so.”

Launched on the First of May,the Bendigo Bank ‘You Like’Campaign will return more than$220,000 in bank profits to threeprojects and initiatives fromevery suburb or town in WAwhere a participating CommunityBank branch operates.

Entrants are eligible to receive$5,000 for first prize, $1,500 forsecond and $500 for third tosupport current projects andinitiatives, thanks to the votingpower of local people.

Chairman of Gingin CommunityBank Branch and LancelinBranch, David Roe, said projectslike the ‘You Like’ Campaignshows the commitment of abanking model to support localcommunity prosperity.

Rogaining is the sport of longdistance cross-country navigationin which teams of two to fivemembers visit as many check-points as possible in a set time.

Teams travel entirely on foot,navigating by map andcompass between checkpointsin terrain that varies from openfarmland to hilly forest.

A central base camp provideshot meals throughout the eventand teams may return at anytime to eat, rest or sleep.

Teams travel at their own paceand anyone from children tograndparents can experience

the personal satisfaction thatcomes from cross-countrynavigation at their own level ofcompetition and comfort.

One feature of rogaining is theopportunity for night navigationand the extra challenges that thisinvolves. Although rogaines aredefined as being twelve hours orlonger, the classic rogaine is thetwenty-four hour event.

Rogaining developed as a sportin its own right in the early1970's, but 24-hour walks hadbeen held since at least 1947.

Atlantis rises againAround 250 people sharedmemories of the vibrant1980s Two Rocks touristattraction, Atlantis MarinePark, at the WannerooRegional Museum lastSunday.

It was a reunion for some ofthe ex-Atlantis employeeswho had not seen each otherin over 20 years, as filmedinterviews took place withtrainers, performers,managers, creative directorsand those involved in theconstruction and set design ofthe park.

Visitors enjoyed watching

Author Sara Foster joined theday with readings from herbook, Shallow Breath, whichwas inspired by the park.

The museum received somefantastic donations includingtwo jumpers with designs ofAtlantis, several souveniritems, two dolphin paintings,a toy dolphin and seal, and abillboard sign that was usedto advertise the Oceanariumfeed times.

Hundreds of photographs andseveral films were donated orloaned for the museum tomake digital copies for thecollection.

Once collated, all material willbe available through theCommunity History Centre forvisitors to learn more aboutthe Atlantis Marine Park.

Crazy antics Last Tuesday morning,around 7.15am, a Transperthbus turned out of the depot atthe old Wild Kingdom site onTwo Rocks Road, at a speedthat caused the driver to veeronto the verge on theoceanside of the bitumen.

The bus then proceeded toaccelerate back onto thebitumen, cutting off a 4WDvehicle. I was about 25-30metres behind both vehicles.The 4WD had to brake sharplyto avoid hitting the bus.

Both vehicles travelled veryclosely into the 60km zone atTwo Rocks; the bus driver hitthe brakes three or four timesto reduce his speed down to60km/h - The 4WD was sittingright on his tail.

At the first chance the 4WDpassed the bus, cruisedalongside for a shortdistance, then eventuallypassed the bus and sloweddown to about 20/30km/h infront of the bus.

Approaching the S bend nearCharnwood Ave, the busdriver put on his right turnblinker and attempted to passthe 4WD - The bus driver wason the wrong side of the road,over double white lines.

The bus didn't or couldn'tpass the 4WD, there wasanother vehicle atCharnwood Ave turning leftinto Two Rocks Road.

This incident has beenreported to Transperth and itwill be intriguing if theyrespond to the officialcomplaint.

Sea of blueLate last term, Two Rocks Primary Schoolwas awash with the hues of the ocean -Room to Read was the inspiration and the‘Blue Dress Day’ was spearheaded by theYear Six students.

Alexis Cullimore first found out about this notfor profit organisation from her guitar teacherand became interested in raising funds forunderprivileged children in primary schoolsacross Africa and Asia.

Alexis wrote a letter to the principal outliningthe cause, the reasons why she waspassionate about it and how she felt empathyfor children that didn't have the sameopportunities she had.

Calls for labelling GM food Australia has one of the morerigorous food labelling systemsin the world for geneticallymodified (GM) attributes. Allfoods with more than one percent GM in any ingredient arerequired to be identified as‘genetically modified’ on thelabel, other than at restaurants.

But some stakeholders aredemanding more extensivelabelling. Given that the currentsystem is already quite tough,we need to ask why more isneeded. But first, let’s look atwhat we do right now.

There’s a great disparitybetween how different foodsare labelled in Australia.

Non-GM food products withvery real serious risks ofcontaining allergens, such asnuts, are allowed on the marketwith no more than a ‘maycontain’ label. And we stillaccept artificial food ingredientswith established health risks,such as trans fats, without alabelling requirement.

But lobbyists and consumerinterest groups have focusedon the labelling of geneticallymodified food. This seems tobe much more of a political andcommercial marketing campaignthan one based on science, theenvironment or health.

There’s no scientific evidencefor health or environmentalrisks from genetically modified

crops. To the contrary, there’sscientific consensus that foodsfrom GM crops are at least assafe as foods fromconventional crops.

And, in contrast to geneticallymodified crops, conventionalplant breeding is not routinelyevaluated for unintendedeffects, even though detailedevaluation consistently showsGM crops to be less risky thanconventionally bred crops.

Despite the greater riskiness ofconventional breeding, therehas been no major campaignfor special labelling of new cropvarieties.

What’s more, there is noconcerted campaign forcompulsory labelling for otherfood-related issues of concernto consumers, such pesticideuse or child labour. Indeed,despite international concern

about child labour in cocoaproduction, there is no requiredlabelling of chocolate for suchdisclosure.

The Greens can’t even getmuch support for a campaignon country-of-origin labelling forfood. It seems odd that if youwant to eat GM-free in Australiafor whatever reason, you canmake choices more easily thantrying to find foods sourcedfrom Australian farms.

Consumers already haveaccess to a range of labels andinformation allowing them toavoid foods grown fromgenetically modified crops. Andeven though there are nogenetically-modified fresh fruitsor vegetables in Australia, you’llsee plenty of ‘non-GM’ labels ifyou take a quick walk throughthe supermarket.

This is peculiar in itself becausethere are such labels on canolaoil even though genetically-modified commercial canola oilis not detectably different fromoil originating from plants thatare not genetically modified.

Consumer choice is clearly notthe most important value here.So, what else could be going on?

The leading Australianpromoters of campaigns for GMlabelling don’t reveal theirfunding sources. But inform-ation about the financialinterests behind the same pushis available in California, wherethere’s a current ballotproposition to require labellingof GM foods.

The leading funder of thelabelling campaign inCalifornia, businessmanJoseph Mercola, is refreshinglyhonest about his motivationand it’s not consumer choice.Mercola has contributed morethan $1.1 million to thecampaign so far, and also doesbusiness in Australia.

Mercola has said, “Personally, Ibelieve GM foods must bebanned entirely, but labelling isthe most efficient way toachieve this. Since 85 per centof the public will refuse to buyfoods they know to begenetically modified, this willeffectively eliminate them fromthe market just the way it wasdone in Europe.”

Yanchep and Districts CWA 18th AprilFrench Friendship Day

To everyone who supported our French Friendship Day, we send you our sincere thanks.

To those who entered into the spirit of the day and dressed up, you certainly made it a really

‘fun day’.

The monies raised will go to local groups andother worthy causes, therefore your support for

our events is always greatly appreciated.

YANCHEP TWO ROCKS RECREATION ASSOCIATION

The Yanchep Two Rocks Recreation Association wouldlike to invite your volunteers to a ‘THANKS A MILLION’for Volunteering morning tea on Saturday 18 May tocoincide with Volunteers Week.

We also request the names of any volunteers that havecontributed more than 15 years service to ourcommunity. These volunteers will be recognised with acertificate of appreciation at the morning tea.

The morning tea will take place at the Yanchep NationalPark at the inn and will commence at 9.30am, pleaselet Julie Otremba have the number of volunteers thatwill be attending by the 16th May.

This is an opportunity for volunteers to talk to othervolunteers in our local area and is a great way tonetwork with other groups.

The morning tea is not taking the place of the VolunteersBreakfast that we hold in September but is just anotherway of thanking our many volunteers. Please let asmany of your volunteers know so that as many as canattend do so.
