Owner-operator, Shanti Sivaraj, has chosen to support two charities due to a personal connection. When he was in his home town, Wattala, Colombo, in Sri Lanka, Shanti was a member of the local Lions Club and helped raise funds for Colombo Children’s Hospital to provide equipment and aid to those who could not afford it. After Mr Sivaraj moved to Broome in 2007, Shanti provided support to the organisation through the local Broome Lions Club with ongoing donations. Mr Sivaraj said he was happy to be able to continue to support Lions Club, with one dollar from every Big Mac sold on the 27th donated to the club. “I have been a Lions club member for just under 10 years and am glad to be able to continue to support the organisation as we open Yanchep McDonald’s. It is important to me to be able to give back to local groups,” Mr Sivaraj said. Funds will also be raised for St Vincent de Paul at the grand opening, with one dollar from every McCafe coffee sold on the day donated to the organisation. Mr Sivaraj will also pledge a significant sum personally. From the council meetings . . .Last week, both the City ofWanneroo and the Shire ofGingin held their monthlycouncil meetings.

At the Shire of Gingin, thecouncil deliberated on 12different reports in a 301page agenda plus two latereports.

Reports of interest includedthe AAA Egg Company’sapplication for extensions totheir poultry farm at LotM908 Gingin Brook Road,Neergabby.

The expansion includes twopoultry rearing sheds, eachwith up to 50,000 birds and agrading and processing plant.

The council received fivesubmissions about theextensions, of which threeobjected to the proposal.

The council approved theextensions with a number ofplanning conditions.

In the first late report, thecouncil authorised the ChiefExecutive Officer tocommence discussions withthe Department of Fire andEmergency Services withrespect to the possibility of

entering into a Memorandumof Understanding for theprovision of a CommunityEmergency Services Manager.

The second late reportrelated to two applicationsfor temporary accom-modation at Lots 334 and336 Casuarina Way, Nilgen.The council approved bothapplications for a 12 monthperiod or on completion ofproposed residential construction,whichever occurs first.

City of WannerooAt the City of Wanneroocouncil meeting, the councilconsidered 27 different reportsplus three confidential itemsbehind closed doors in their417 page agenda.

Twelve residents askedvarious questions duringQuestion time.

Martina Thomas from TwoRocks, asked questionsabout the Two Rocks Fore-shore Management Plan.

The Acting Director forPlanning, Mark Dickson,provided a response stating:“The existing coastalmanagement study presents

a number of coastalmanagement options at aconceptual level and furtherassessment and detaileddesign is required prior toimplementation. Accretion ofsediment at the marinaentrance is not expected tobecome an issue as a resultof the seawall and groyneconstruction to the north ofthe marina; however this willbe investigated andconfirmed during the detaileddesign of the coastalmanagement option.”

Phil Smeeton from Yanchepasked the council: “If therecommendation wasadopted, how long would theprocess take to engage anadditional staff memberbefore that person couldbegin working on theOldham project?”

Director for Infrastructure,Dennis Blair, responded: “Theapplications for a similarposition have just closed anddepending on the quality ofapplicants it could beconsidered as part of thatprocess to appoint thesecond preferred applicant

provided that person isprepared to accept a twelvemonth [contract]. Thereforethere is an opportunityprobably within the next 3-4weeks subject to Council'sresolution tonight to make anappointment with a startingtime subject to negotiationswith the applicant.Alternatively, the position willneed to be advertised, withup to eight weeks tocomplete the recruitmentprocess.”

About 50 Yanchep playersand supporters attended thecouncil meeting for thesecond month in a row, toobserve the council discussion,debate and deliberationrelated to the extension tothe Oldham Reservechangerooms.

The project has been on thecouncil’s books for over 15years without any progressto finalisation. Clubs that useOldham Reserve arewanting the extensioncompleted before the start ofthe 2015 winter sportseason.

Postal problemsBy Terry Loftus

Australia Post are the first towhinge about the drop off inthe number of letters peopleare posting, so recently theydecided to up the cost ofletter postage from 60 centsto 70 cents - A whooping 17per cent increase.

Now, is this going toencourage more people towrite letters?

No way, and let’s not talkabout the decline in deliveryservice or the number ofletters lost every week.

I am informed that thousandsof letters are ‘misplaced’every week, up to millionsevery year.

Australia Post respond withthe corporate line, but wedeliver 98 per cent on time.

So should we just forgetabout the millions lost?

Now, this doesn’t take intoaccount the growing parcelpost business, which justhappens to be growing at afast rate, mainly due to thenumber of people shoppingonline.

So what did Australia Postdo - Put the rates up!

Now guessing people willaccept fair, justified priceincreases, but when theprices go up and the serviceget worse, we have a veryvalid reason to whinge.

The only trouble is AustraliaPost don’t listen. On morethan one occasion I have

followed up on Australia postdelivery service without asatisfactory response.

Recently, I was made awareof a Parcel Post smallsatchel being sent fromMalaga to Two Rocks, a 64ktrip, and it took Australia Postnearly three weeks to deliverthe package.

I wonder what the excuse isfor such a slow deliveryservice?

But then, Australia Post is afederal government ownedbusiness, so should weexpect any better?

To me, the powers at the topof Australia Post need to getout of their ivory towers andget in touch with the realissues, or is that asking toomuch?

Councillorsplaying politics

Over the past three months, the number ofresidents from Yanchep and Two Rocksattending at the City of Wanneroo briefingsessions and council meeting has been atrecord numbers.

For many locals, this was their first time theyhad the opportunity to see how council worksand how the Mayor and councillors perform.

Several residents approached the Sun CityNews with a variety of comments: “Do the NorthWard councillors know where Oldham Reserveis?” “The Mayor and councillors need to stopplaying politics and stop wasting public money.”and “I can’t believe how some of thesecouncillors got elected. They can’t string twowords together.”

Local councils that operate efficiently andeffectively for their ratepayers and residentsusually comply to the following principles:transparency and effective processes, anddecision making in the public interest;sustainable development and management ofassets and infrastructure, and delivery ofservices; democratic representation, and socialinclusion and meaningful communityengagement; good governance of, and by, localgovernment; and ethical and legal behaviour ofthe Mayor and councillors.

The decisions of council, affect the communityin a variety of ways including the level of manyvital infrastructure facilties and services, yetlocal government usually only attracts less the30 per cent voter involvement.

It’s not until an issue directly affects a resident,local group or community, that residents andratepayers develop a better understanding ofwhat their mayor/councillors are or are notdoing for their community.

Council’s action confusingAt the August City ofWanneroo council meeting,after extensive discussion, itwas finally agreed to supportthe construction of thechange room extension atOldham Reserve, Yanchep.

Administration’s originalrecommendation did notsupport the extension andrecommended including theextension as part of theYanchep Open Active Spaceproject.

North Ward councillor, LindaAitken, moved an ammend-ment to approve theextension, but putting it in the2015/16 budget forconsideration.

Eventually, South Wardcouncillor Brett Treby,suggested to council that theChief Executive Officer,report back to the Septembermeeting on the financial andresource capacity of thecouncil to complete theproject before the next wintersports’ season starts - Thecouncil, unanimously supportedCr Treby’s suggestion.

At last week’s councilmeeting, the revised reportdetailed how it was possibleto build the Stage 2changerooms in time for thenext football season - Thereport states: “the demandfor multi-purpose space at

Oldham Reserve is clearlyevident, based on the levelof usage being experiencedat Oldham Reserve andpopulation growth within thesurrounding community."

The report detailed how theproject could be funded andbuilt in time for next season.

Coastal Ward councillors,Russell Driver and GlynisParker then proceeded tomove an alternative motionto seek ‘a further report to bepresented at the Octobercouncil meeting, seekingendorsement of the generalarrangement concept, post

endorsement by residentclubs at Oldham Reserveand outlining the extent ofconfirmed resident clubs'contribution being one thirdof the project costs.’

After months of discussionsand support from the Mayor,tracey roberts; she back-flipped and supported herfellow coastal ward councillors.

The reasons provided by theMayor and Coastal Wardcouncillors did not supportthe amendment they wereseeking.

Cr Driver said: “It’s all aboutthe money.”

The amendment wasdefeated four votes (MayorRoberts, Crs Parker, Driverand Cvitan) to ten.

Eventually the originalmotion was supportedunanimously to build theOldham Reserve Stage 2changeroom and have itcompleted, ready for the2015 winter sports season.

Several Yanchep residents,who attended the meeting,couldn’t believe/understandthe performance of theMayor and the North Wardcouncillors.

Editorial - Terry LoftusIt was fantastic to see so manylocal residents attend lastTuesday’s City of Wanneroocouncil meeting - It definitelyhighlighted to the council, thatthe local community wants tosee sporting facilities improvedacross the region.

Too many times, councildecisions are made without thewider community being awarewhat their local council isdoing, how they are spending

ratepayers’ money and howthey go about determiningwhich projects ‘get up’ or ‘fall’.

The business of a localgovernment authority, yourcouncil, is very different to whatmost people think.

The Mayor and councillorsworks as much or as little asthey desire, with more andmore residents taking aninterest in their council, the true

worth of their mayor and wardcouncillors, who are elected torepresent them gets seen.

From the last two City ofWanneroo council meetings,many local residents havefound out more about theirrepresentatives on council.

Being a mayor or councillor isa privilege, not and right, electedrepresentatives need to earn thecommunity’s respect.

Your lettersDisappointedIn response to the articleregarding the Mary LindsayHomestead, it is indeed atragedy to see the homesteadboarded and left when there isinterest from groups andproposals in place that havebeen accepted by the City ofWanneroo.

In June 2013, a Memorandumof Understanding signed by thefollowing interested parties:City of Wanneroo, CapricornVillage Joint Venture, WestCoast Institute of Training,Yanchep Two Rocks LionsClub Inc and Two RocksYanchep Culture & ArtsNetwork Inc.

These parties have formed acollaborative relationship forthe restoration and develop-ment of Mary LinsdsayHomestead, so that it isrestored to retain its heritageand focus on showcasing itshistory and culture for thebenefit of the local communityand future generations.

The development of thehomestead is to provide acommunity facility and an Arts& Culture Centre.

Plans have been made for therefurbishment of the interiorand landscaping.

City of Wanneroo initiallyresponded to residents and thelocal community proposal touse the homestead forCommunity and Arts & CultureCentre in 2008.

It is disappointing that after thistimespan we are no furtherforward and sadden by the factthat City of Wanneroo seemsuncommitted to preserving ourheritage and history in the MaryLindsay Homestead.

Fire warningWe spotted a fire on the cornerof Caporn and Pinjar Roadsand phoned the Joondalup FireBrigade to ask whether thiswas a controlled burn or a fireout of control as we couldn’tsee anyone attending.

The answer we got was thatthey didn’t know and wouldhave to ring 000 to find out.

Why is it not possible in thesetechnological times for theDEC, or whoever doescontrolled burns, to send emailnotifications to all local firedepartments of their plannedburns?

Surely local fire brigadesshould be informed aboutthese on a daily basis to savetime in emergencies?

Or maybe they do and the firebrigades don’t read their emailsand have answers ready forthe public!

New parkJust had a great morning downat the new park with thegrandies, now we need somerubbish bins down there.

Unfortunately not everyonetakes their rubbish home withthem, there are disposablenappies, coke cans, alcoholcans, water bottles and emptyfood packets just droppedwhere people stand.

I didn't bring my kids up todump and run and I don'tsuppose these other peoplewere either, but a few rubbishbins around the park, and TwoRocks in general wouldn't goastray, love the park though.

Chicken farm under investigationThe poultry farm industry hasstrict standards and conditionsrelated to the running, operatingand maintaining for both broilerand egg production farms.

Recently, the Sun City News wasalerted to the sub-standardconditions at Swan Valley EggFarm on Carabooda Road.

From the main entrance, theproperty looks like anotherfarming venture, but access tothe back of the property throughCrown Land shows a verydifferent impression.

Thousands of dead chooks,discarded eggs, tonnes ofdumped chicken manure plus100’s more chooks, that appearto be in very poor condition, arewandering on Crown Land andother rubbish covering 80 metresby 50 metre area.

The manure, which is up to threemetres deep in places, is smellyand magotted with flies. It reeks.

After the City of Wanneroo andDepartment of Environmentwere alerted, City of Wanneroohealth inspectors attended thesite, taking numerous sample forprosecution purposes.

The Sun City News understandsthis environmental disaster willbe reported to several stategovernment departments forinvestigation, clean up andprosecution.

Several local, nearby farmershave regularly complained aboutwater pollution problems.

One local property owner whowas shocked at the enormity ofthe disaster described it as theworst he had ever seen.

Records show that this is not thefirst time the City of Wanneroohave had to deal with chickenmanure dumping at this property.

Swan Valley Egg Farm wasprosecuted, last year, formisleading consumers abouttheir free range eggs andconditions on its farm at WestSwan.

In early January 2013, SwanValley Egg Farm lost an appealat the State AdministrativeTribunal to keep its eggproducing operation.

Described as WA’s biggest freerange egg producer, they had toreduce their chicken numbersfrom 80,000 to 24,000 andremove sheds that had beenbuilt without planning approval.

According to the EnvironmentalCode of Practice for poultryfarms it states that nutrients frompoultry litter/manure should notbe allowed to leach into theenvironment, either directly fromsheds or during storage prior toremoval.

The code states: “Farmmanagers have a legal andmoral welfare obligation touphold the standard of carerequired and is contained in Stateand Commonwealth animalwelfare legislation.”

Kathryn - Trainer of the yearKathryn Schache, from TwoRocks, has been namedWestern Australian Trainer ofthe Year 2014, at the WATraining Awards presentationdinner, held last week at thePerth Convention Centre.

Minister for Training andWorkforce Development,Kim Hames said: “The WATraining Awards is thepremier event that allows usto acknowledge andcelebrate high achievers inthe State’s vocationaleducation and training sector.

“The awards’ judges wereimpressed with Kathryn’sskills and knowledge of herindustry, as well as thepassion she showed forteaching.

“Kathryn left the panelwithout any doubt that shewould be a tremendous

ambassador not only for herindustry but also as a trainerwithin the vocational educationand training sector.

“I congratulate Kathryn on herexceptional accomplishment.”

Kathryn has 15 years’experience as a nurse, but isalso passionate aboutteaching. She mentoredenrolled nursing studentsand graduates at thehospitals in which sheworked before becoming aqualified lecturer at WestCoast Institute.

Kathryn delivers training inthe areas of general nursing,surgical acute care nursingand aged care, while alsoproviding mentoring andleadership.

One of her achievementswas developing the

Advanced Diploma ofNursing course to trainqualified enrolled nurses towork in the specialised areasof theatre (peri operative)and maternity ward. Thecourse was introduced as apilot program, in partnership

with St John of God Hospital,where it continues to beoffered to enrolled nurses.

She will now represent WA atthe Australian TrainingAwards to be held inAdelaide in November.

Change to school bus serviceLast week, ‘ImportantInformation’ signs wereattached to school bus stopsaround Yanchep and TwoRocks, catching a numberfamilies out.

The sign stated the schoolbus service was beingremoved from 21 September2014, and if anyone wantedmore information to contactTransperth.

Transperth told the Sun CityNews that they had made anumber of changes to bus

routes in suburbssurrounding the new Butlerstation, which opened onSunday 21 September.

Transperth explained: “TheTwo Rocks-Yanchep servicehas not stopped, it hasbecome a public bus open toother members of thecommunity including studentsfrom other schools.

“It will continue to operate inthe morning and theafternoon, and will now travelalong Two Rocks Road.

“The decision to shift the busservice is consistent withTransperth policy to realignschool bus routes with roadsalready serviced by regularTransperth bus operations.

“It is important to note thatany other students livingwithin Two Rocks who catchthe bus to school arerequired to board a serviceon Two Rocks Road. In otherwords, the change makes itconsistent for all students.”

Cupcakes very popularLast week, Gingin DistrictHigh School held a cupcakestall to beat all cupcake stalls.

All 13 student councillors,school chaplain, MichelleDiver, and Acting DeputyPrincipal, Robyn Kapor,cooked a variety of cupcakes.

They had to adhere to strictcooking regulations - All cup-cakes had to be nut free, inkeeping with school allergenrestrictions and they wantedsome gluten free options.

looked fantastic and tastedeven better!

There were cupcakesdecorated to look like theMinions from Despicable Me,Elmo, the Cookie Monster,palm trees, fish, boats,flowers and all manner ofsprinkles, lollies and allthings naughty.

Councillor Liza Joubert said:“It was fun making them andjust as much fun selling them.

“Everyone was laughing andenjoying the different icing. Itwas hard to choose which

one to buy because they alllooked fabulous.”

The school councillors thenbecome sales people atrecess to sell their wares.

The cupcake sale was a sell-out, raising over $500 in just20 minutes.

The money raised will go toGingin DHS’ sister school inNepal, Sree BhumeshwarSchool.

This tiny school was foundedby Gingin DHS’ ex-deputyprincipal. Barrie Broomfeld.

Gingin District High Schoolholds a couple of fundraiserevery year for their sisterschool. They use the moneyfor different supplies likebooks and art equipment.

Great Aussie Crunchat Two Rocks

Over 300 Two Rocks Primary School studentssimultaneously crunched into an apple or carrotas part of The Great Aussie Crunch last week.

Nearly 30,000 other Western Australian schoolkids, will be aiming to send the ‘crunch-o-meters’ off the scale, just by crunching on anapple or a carrot.

The Great Aussie Crunch is designed to makeeating apples and carrots fun. While the amountof fruit eaten by Western Australian children hasincreased over the last 10 years, most childrendo not eat the recommended daily amount offruit and vegetables.

$80,000 in fines A Wangara motor vehicle dealer and its soledirector have been ordered to pay a total ofmore than $80,000 in fines and costs by theJoondalup Magistrates Court for selling usedvehicles without a warranty.

Ridgehaven Holdings Pty Ltd, trading asWanneroo Cars and Commercials of Wangara,now closed, and its sole director, BrianWhitehead, pleaded guilty to 29 charges underthe Australian Consumer Law and 10 chargesunder the Motor Vehicle Dealers Act.

The charges related to the sale of 29 vehiclesbetween October 2011, and September 2013,where the dealership had buyers sign astatement that no warranty would be provided.

This court case shows there are devastatingconsequences for any motor vehicle dealer whodisregards consumer law.

Volunteer contributions celebrated The efforts of City ofWanneroo’s heritage andlibrary volunteers wasrecognised at a dinner atBridgeleigh ReceptionCentre, last Friday.

Memorial cricket match

The annual Reid-JonesMemorial cricket matchbetween Yanchep CricketClub and Quinns Rocks issteeped in history.

This year’s 20/20 match willbe played at OldhamReserve on Saturday 4October, starting at 12.30pm.

The umpires for the matchwill be the president of eachside, Adam Fields forYanchep and DamienSlattery from Quinns Rocks.

Each year, this great day is agreat family event with plentyof social activities availablefor the children - Egg ‘n’spoon races, sack races,three-legged races and abouncy castle.

There will be plenty of foodand drinks for both the kidsand adults, so if you arelooking for a day out at yourlocal park, don’t miss this one.

CWA do so much, and have fun tooThe Yanchep and Districtsbranch of the CountryWomen's Association has 20members who work very welltogether to achieve the aimof their association 'toimprove the well being of allpeople, especially those incountry areas by promotingcourtesy, co-operation,community effort, ethicalstandards and the wise useof our resources'.

CWA activities are many andvaried, some fund raising sothat we can support our localcommunity and also supportthe aims of CWA of WA.

They also enjoy a variety ofsocial activities, and this yearincluded a visit the new CWAHouse in Perth CBD; a visitto Moora to celebrate their85th birthday, plus trips toWanneroo to join in BreastCancer fundraising,Koorunga Pyjama Party atBindoon Bakery, Choir andDrama festival at Cervantes,Geranium day at Jurien,Caversham Friendship Day,Annual Yanchep Two RocksVolunteer Breakfast andJoondalup branch.

Some of the local CWAmembers assist theSalvation Army with cateringwhen bush fires or accidentsoccur in our region, othermembers are involved in

knitting or crochetingpoppies for the WannerooMuseum Anzac Project.

As a branch, CWA Yanchep,supports the inauguralAlkimos Shipwreck 50thAnniversary and the TwoRocks Bush Fire Brigadeand have catered for awedding and are regularswith supper at BunningsLadies Nights.

Next month, they will becatering for the Yanchep TwoRocks Community Bus 25year morning tea.

During the year, theybecame aware of a project'Wheelchairs for Kids' whichoperates from Wangara andinvolves volunteers buildingand donating wheelchairs forneedy children worldwide.

The Yanchep CWA ladiesasked Textile Traders in

Joondalup for assistancewith the purchase of polofleece for the rugs and wereoverwhelmed with theresponse.

It has taken them some time,but recently they completedover 35 double sided rugsand innumerable knitted andcrochet rugs which will bepresented to the projectwhen members visit thefacility in October.

The CWA State Conferencewas held in York in July, theYanchep branch put forwarda motion to extend the rangeof the Country Age PensionFuel Card.

Unfortunately the motion wasunsuccessful, but they tried.

Guest speakers fromWanneroo Museum andNorth Coastal Women'sShed have attended

Yanchep meetings makingthe local ladies aware of theiractivities.

Next month, the YanchepCWA will celebrate their 37thbranch birthday, plans are inhand for a bus trip toPenquin Island.

The Yanchep CWA has along history of supporting thelocal schools - YanchepDistrict High School, YanchepBeach Primary and TwoRocks Primary with awardsfor students at graduationceremonies each year.

They have continued toprovide the 'Verna HuckstepAward' each year to astudent at Yanchep DistrictHigh School who isconsidered to be anou t s tand ing /dese rv i ngstudent.

As you can see The YanchepCWA group is active,involved and keen to make adifference. They welcomenew members to theirmeetings which are held onsecond Thursday of eachmonth, starting at 9.30am inthe main hall at the PhilRenkin Recreation Centre onLisford Avenue, Two Rocks.

Students get involvedwith Mandala project

Over 200 students from Yanchep BeachPrimary School, over the past week, have beenworking with project leader and artist, NicoleAndrijevic, to create the beautiful mandala.

This mandala is the first in-school art project inWestern Australia with Nicole, an artist and pre-service teacher.

For four days, students have been using about50 kilograms of coloured sands to create theirvision and story. The program is designed foreach class to participate with the projectuniquely tailored to the theme selected by theschool. The theme usually represents theschool ethos, the values of the schoolcommunity and local surrounding natural areas.

At the completion of the project, yesterday, theschool assembly was invited to inspect themandala and absorb the interpretation.

Later in the day, the mandala was swept up andthe sands and materials were returned tomother earth.

Project manager and artist, Nicole Andrijevic,hopes to work with more schools in developingtheir individual mandala.
