Police reportsBike accidentA 19-year-old man who crashed his motorcycleinto a car in Perth's outer-north has died.

Police say the crash happened in Two Rocks,last Saturday night and the man died from hisinjuries in hospital on Sunday.

National nomination surprise Long time Yanchep residentand manger of IGA TwoRocks, Chris ‘Bondy’ Young,received a surprise letter andcertificate, this week.

Chairperson of the NationalAustralia Day Council, BenRoberts-Smith congratulatedChris on being nominated forthe 2015 Australian of the Year Award.

The letter states: “TheAustralian of Year Awardsshine a light on outstandingAustralians of all ages. Eachyear the Awards unearthAustralians who lead byexample, inspire others ormake significant achieve-ments in their chosen field.”

Chris told the Sun City Newsthe nomination came as amassive surprise to him, hehas no idea who nominatedhim, but was stunned atreceiving the nomination.

With the letter was a beautifulcertificate recognising thenomination.

More than 2,000 nominationswere received for the 2015awards which will beannounced in Canberra, onthe lawns of ParliamentHouse on Sunday 25 January.

West Australian finalists inthis year’s Australia DayAwards include: scientist,Professor Lyn Beazley; radiopresenter and social justiceleader, Graham Mabury; deafadvocate, Drisana Levitzke-Gray; and road safetycampaigner, Stacy Dunbar.

Six of the eight finalists for the2015 Australian of the YearAward are women - Thehighest number of femalefinalists since the State andTerritory award process wasintroduced in 2003.

Community history awardsApplications are now open forthe 2015 Community HistoryAwards. This is a competitionrun by the WannerooRegional Museum toencourage research into thehistory and heritage of theCity of Wanneroo.

Entries can focus on anyaspect of Wanneroo historysuch as a building, pioneer

family or individual, history ofan organisation, Aboriginaland Torres Strait Islanderstories or memories of aparticular decade or event.

The two categories areoriginal research in the formof an unpublished essay andpersonal memoirs/migrantstories.

Submissions will be added tothe Community HistoryCentre collection where theywill be preserved and sharedwith the community.

First prize in each category is$500 and runner-up is $150.

Entries are now open andclose at 4pm Friday 24 April,2015.

Your lettersMy family and I used to live in oneof the more established and so-called ‘affluent’ suburbs in the Cityof Wanneroo area until we movedto Yanchep about a year ago.

We have noticed a hugedifference in how little the councilspends here compared to wherewe were.

For example, at our previousaddress, a few locals decided thatwe had ‘hoons’ using the road sothey lobbied their ward councilorsand within eight months we hadmultiple traffic islands, speedhumps and improved streetlighting.

This work was not supported byany statistics demonstrating theroad was a danger - There hadbeen only a few minor trafficaccidents in the previous 12months.

Yanchep, however, has two wardcouncilors who are noticeable bytheir silence, their lack ofapparent enthusiasm forrepresenting the ward and whatseems to be a vendetta by theMayor to starve this area of basicinfrastructure by promising a fewprojects, but not allocating anyfunds in current budgets orindeed, future budgets.

We even see childish and pettybehaviour by refusing to speak toor publish at no cost variouscouncil reports in this newspaper.

This means the council iswithholding all information fromthe ratepayers in this area

The council now receives a largelump payment for each new landblock sold. I wonder if this is infact being spent in the wards thatare generating these funds, or thefavoured ones.

If the mayor and our twocouncilors do want to surviveanother term in office, then showus all how council receipts arebeing spent on a ward by wardbasis.

Basic services like rubbishcollections can be excluded as allwards receive these, but it will beeasy for the Council to show howfair they are in where they spendthe money.

Mayors and councilors are nowwell remunerated by ratepayerswith a reasonable salary and araft of expense items such ascomputers, phones, mileage,clothing and so on and we expectthem to be professional in theirdecision making.

I would expect new areas, likeYanchep, Alkimos and others tobe receiving much more of thespend, than the long establishedwards who have all theinfrastructure like parks, trafficlights, sporting facilities and thelike.

Who’s responsible?Driving along Marmion Ave, goingsouth, I came to the Pippdinnyroundabout, which I do lots oftimes, and was surprised to seethe 60km sign had been changedto 80km.

Now, being a good citizen andalways obeying traffic signs, etc. Iwent onto the roundabout at theprescribed 80ks.

As my two driver side wheels leftthe ground, I knew I was introuble and had to bring my bestdriving ability to the fore, takingmany kilometres off the life of mycar and years off my life.

I now know this 80k sign hasbeen in place for quite some timeand must have been passedmany times by our people of thelaw yet, nothing has been doneabout it.

At this time, I know of quite a fewspeed signs around Yanchep thatare hopelessly wrong. I wonderwho would be held responsible ifan out of town stranger came intothe area at night and followed thespeeds the signs tell us to androlled their vehicle or did damageas they flew over the curbing? Council’s double standard

From the editor’s deskChristmas and the festiveseason is only a week away, thisis a time of the year to reflect onthe past 12 months and thinkabout what you might have donedifferently.

Over the past 12 months, aseditor of the Sun City News, Ibelieve the gap between the‘haves’ and ‘have nots’ has grownfaster, effecting more local peopleand causing unwanted stresseson family life.

Over the course of the year, Imake numerous decisions aboutwhich articles to publish or not -Occasionally, I might get itwrong, but from the feedback wehave received, I’m guessing weare getting it right most times.

Unfortunately, there are manynews snippets or informationthat comes across my desk, thatdoesn’t get published for avariety of reasons, including:legally not possible; notappropriate or the article cannotbe substantiated.

By far our biggest news articlerelated to the Caraboodachicken farm - This shockingarticle made national news andissues are still be investigated byofficials.

This news article and manymore started from ‘news tip offs’from Sun City News readers.

Thank you to all the people whohave helped out with news tips,articles and photos.

Looking to 2015, I invite andwelcome everyone’s contributionor opinion articles.

There has been much publishedover the past five years aboutthe ‘death of the newspaper’.

The national and statewidenewspapers are suffering, andsuffering badly. Even some ofthe regional newspaper aresuffering a major downturn dueto reduced advertising and theinternet.

To me, the true local news-papers, especially independentlyowned and operated ones havean important place in ourcommunities - Where else canyou get your local news, localsports, local community noticesand free local classifieds.

At the Sun City News, 2015 willsee us enter a new era of thelong term plan to become aweekly publication - With theever-changing technology, weare re-locating our office, allcontact details remain the sameand the first issue of the Sun CityNews for 2015 will be out onThursday 15 January.

I hope you and your family havea very happy, safe festiveseason and the 2015 will be aprosperous and healthy year.

Local volunteers kept busyTwo Rocks Volunteer Bush FireBrigade have had a busy yearattending local fires andassisting in other areas ofWanneroo as called upon.

As well, the extension to thebrigade station is just aboutcomplete and it’s lookingfabulous. The final bits and bobswill be done over the nextfortnight.

Last week, Yanchep BeachJoint Venture executivemanager, Jon Kelly, visited thenew fire station and presentedthe group with a generousdonation to help out.

Over the weekend, the TwoRocks brigade held a ‘Bush FireAwareness Day’ which showedlocals how to be bush fire awareand how to prepare theirproperty to ensure they are‘bush fire ready’.

Brigade captain, Kye Cartersaid: “New members arewelcome and the ladies shouldnot be shy, as they are alreadywell represented on ourbrigade.”

Local business wins awards

Last week, local business, LittleGumnuts, won three WannerooBusiness Association awards -Best new business, mostinnovative business and they

were runner-up in the environ-mental sustainability award.

Little Gumnuts’ nature programsstarted at the beginning of theyear with three children. This

has grown to 26 children invarious age groups from onemonth through to ten year olds.

The programs provide localfamilies with the opportunity toattend a nature based programwhich has many educationalbenefits as well as connectingchildren to nature.

Little Gumnuts proprietor, Lee-Anne Groenewegen, is a mumof two daughters and also aqualified early childhoodeducator with 12 years teachingexperience.

Lee-Anne is very passionateabout teaching and especiallyplay-based learning and thecombination of the wonderfulplay-based approach withnature being a recipe for fun,growth and learning.

Trails to be clearedWhile landowners have beenreminded to ensure theirfirebreaks are properly installedand maintained, several residentsin Seatrees Estate have beenconcerned about theunmaintained bridle trails in theestate.

City of Wanneroo told the SunCity News: “Landgate owns theland where the bridle trails arelocated in Seatrees Estate, TwoRocks. Landgate is responsible

for maintaining the land torequired standards.

“The City of Wanneroo is thepolicing agency and works withlandowners to ensure sufficientfirebreaks are installed for thebushfire season.

“The trails were inspected by theCity of Wanneroo on 25November, 2014. The Cityreported that the implementedbreak was insufficient due to asection of long overgrown grass.

“A letter requesting theinstallation of sufficientfirebreaks was sent to Landgateon 1 December, 2014. Thefirebreak will be re-assessed ata later date.”

Another source told the SunCity News, that the City ofWanneroo was responsible anda letter requesting firebreakmaintenance had been sent tothe council.

While the City of Wanneroo iscurrently having a “Review ofWards and Representation’,concerns have been madeabout equal representationthroughout the council.

Currently the council isoffering four different options,but the question is: ‘Is it truelyequal representation acrossthe entire City of Wanneroo?’

The options being offeredlook at changing boundariesand varying the number ofcouncillors in each ward,without true representation.

The most obvious option, thathasn’t been included, wouldbe three wards each withequal number of councillors.For example North, Central

and South Ward, each withfive elected councillors plusone community elected mayor.

With this system, whenever areview is required, theboundary may vary, but eachward retains equalrepresentation.

The current system is heavilytilted against the North Ward,with only two councillors,where as each of the otherwards have three (CentralWard); four (Coastal Ward);and five in South Ward.

Sadly, some councillors aretouting options that best suittheir chances of re-election orother political means.

Is this really in the interest ofgood local council governanceand fairness?

And, especially as manyNorth Ward residents andratepayers haven’t receivedany notification or informationabout the Ward Review.

While many Yanchep andTwo Rocks residents havebeen ratepayers for manyyears, believe this region isbeing neglected by City ofWanneroo; there is growingunrest from the newerdevelopments at Alkimos,Shorehaven and Ambertonabout the City of Wannerooneglect of these regions too.

The Sun City News urges allNorth Ward residents and ratepayers to contact the Cityof Wanneroo on 9405 5000,asking for a copy of the‘Review of Wards and

Representation’ document,read it and make a submission.

If the North Ward does notspeak out, the region willcontinue to be treated as the‘poor cousins’.

The City of Wanneroo told theSun City News that they areorganising a workshopscheduled for the end ofJanuary, and others areplanned but dates are not yetavailable.

City of Wanneroo, CEO,Daniel Simms said: “Thesubmission period will beextended to 31 January 2015to ensure appropriate andadequate consultation isundertaken.”

At the recent Wanneroo Business Awards, localbusiness, Chocolate Drops won the ‘BestTourism and Hospitality Award’ sponsored byYanchep Beach Joint Venture; and collected arunner-up award for ‘Business of the Year, over5 and under 20 Employees’.

The Employee of the Year Award was presentedto Gemma Orford from Chocolate Drops.

Seatrees Accommodation was runner-up for the‘Best Home Based Business Award’.

Has council got it right?

Three City of Wanneroocouncillors are off to Europeon a 17 day tour. Over thepast 12 months, two of thethree councillors have missedseveral formal council meetingsand briefing sessions.

The total cost of the trip isestimated at $42,800 forthree councillors and twoemployees.

Mayor Tracey Roberts andfour councillors did notsupport sending Crs HughNguyen, Bob Smithson and

Domenic Zappa on the trip forvarious reasons.

Until recently, the City ofWanneroo councillors had anunwritten policy of ‘nointernational trips for anycouncillors’.

A second unwritten policywas that any councillor didnot go to any conferences inthe last 12 months of theirend of elected term - CrSmithson’s current term endsless than six months from theinternational tour.

In addition, since beingelected, both Crs Nguyen andSmithson have the highestabsentees from councilmeeting and briefing sessionsof all councillors.

The council report states thetour would allow the attendeesto better understand urbanplanning, economic, develop-ment, job creation, housingpolicy and public transport -All areas that are controlledby State and/or FederalGovernment agencies.

The council could easily havesent staff and councillors tothe ‘Making Cities LiveableConference 2015’ in Melbournein July, and complied with theiragreed policies.

The tour is based on a PeterHall publication ‘Good Cities,Better Lives’ which include 12European cities includingCopenhagen, Malmo, Hanover,Kassel, Rothenburg, Karlsruhr,Freiburg, Strasbourg, Duisburg,Dortmund, Almere, Amersfoortand Amsterdam.

MLA comments on frackingMember for Moore, ShaneLove, said: “As your localMember of Parliament, I amwriting to you about onshoregas exploration in theTurquoise Coast district.

“I appreciate that there is agreat deal of concernfollowing an announcementthat Norwest Energy hasbeen granted an explorationlicense throughout the Shiresof Coorow and Dandaragan.This permit also includes anumber of National Parks andreserves.

“I am personally disappointedthat the exploration permitsgranted to Norwest Energycover an area which includessections of the Nambung,Drovers Cave and LesueurNational Parks. It is my beliefthat our pristine coastline andthese iconic areas should beexplicitly protected from anysort of drilling associated withfracking and I have written tothe Minister for Mines &Petroleum, Bill Marmionexpressing this.

“As a long-term resident ofBadgingarra, I fully under-stand the concerns that havebeen raised with me inregards to this issue. I tooplace a profound value on thequality of water stockslocated within the Yarragadeeaquifer and the continuedprotection of the uniqueenvironment which existsacross the Turquoise coastand the wider region.

“In regards to the process ofhydraulic fracturing (fracking),it is important to note that thecurrent drilling which isoccurring across the region isearly explorative work and istherefore very limited in itsextent. Also, in WesternAustralia the regulatorycontrols which govern theprocess of fracking haverecently been tightened.

“Following my election as theMember for Moore, Iwelcomed the announcementin August 2013 that theLegislative Council’s Environ-ment and Public AffairsCommittee would conduct an

inquiry into the implicationsfor WA of hydraulic fracturingfor unconventional gas. Imade a submission to thisCommittee outlining theconcerns I felt the communityheld about the industry.

The Committee willinvestigate:a) How hydraulic fracturingmay impact on current andfuture uses of land;b) The regulation ofchemicals used in thehydraulic fracturing process;c) The use of ground water inthe hydraulic fracturingprocess and the potential forrecycling of produced water;andd) The reclamation(rehabilitation) of land that hasbeen hydraulically fractured.

“It is my intention to await theoutcome of the Committee’sinquiry before taking aninformed policy position inregard to fracking’s effect onthe environment.

“As mentioned earlier, thecurrent phase of fracking

which exists in the region isexplorative work. However, Iam determined to ensure thatany possible shift towards themuch more intensiveprocessing phase will onlytake place following a full andcomprehensive evaluation bythe Environmental ProtectionAuthority (EPA).

“To that end I have hadextensive discussions withthe Chairman of the EPA, DrPaul Vogel, the Minister forMines and Petroleum, theDepartment of Mines andPetroleum, APPEA (the peakbody of the gas industry),local landholders and thewider community.

“Please be assured that I willdo all that I possibly can toensure that the interests,views and concerns raised bymy constituents in regards tohydraulic fracturing are takenvery seriously and relayed tothe relevant authorities.

“Please contact my office ifyou would like furtherclarification on 9927 2333.

Property rights advanceGingin Private PropertyRights Group president,Murray Nixon, released thefollowing media statement:“Christmas is a wonderfultime of the year and landowners can expect somethingspecial this year, theGovernment’s long promisedProperty Rights legislation.The Premier has confirmedthat the legislation will be inParliament before it rises inDecember.

“Secure Property Rights areessential to a free andprosperous society. Propertyin land is particularlyimportant as it is so oftenused as collateral for homepurchase and business.Whilst the government hasalways had the power toresume private property forpublic works, in recent years,environmental and planningissues has caused the ChiefJustice to comment thatpeople should not beconcerned about the robberor blackguard, the greatestthreat to property is theGovernment!

“Demand for change hascome from many sources. In1980s a Standing Committeeof the Legislative Council,chaired by Hon. Mark Neville,recommended that one Actshould deal with all landacquisition by Government,whatever the reason.

“In the Thirty-Fifth Parliament,a Standing Committee of boththe Legislative Assembly andthe Legislative Council hadeach commenced inquiriesinto Government actions thatwere eroding Property Rightsand causing hardship toindividuals. These reportswere taken over by theLegislative Council’s StandingCommittee on PublicAdministration and Finance inthe Thirty-Sixth Parliamentand a Report “In Relation toThe impact of StateGovernment Actions andProcesses on the Use andEnjoyment of Freehold andLeasehold Land I WesternAustralia, “was tabled in May2004. (The House Report,available on line).

“Many other groups have alsocalled for better legislationincluding the Law Society,PGA, WAFF, WAPRA,GPPRG and the Real EstateIndustry. The Liberal PartiesRural Policy Committee hasbeen a strong advocate andmany calls have been madefor reform at StateConferences.

“Recently, Liberal Member ofParliament, Murray Cowper,has produced a ‘PrivateMember’s Bill’ in theLegislative Assembly, whichis at the second reading stagebut unlikely to progress atleast until the Governmentlegislation is dealt with.

“Following the tabling of theHouse Report, the then LaborGovernment referred thematter to the Law ReformCommission who in turnreported in 2008, in a paperentitled ‘Project 98’, which isalso available on line.

“At the direction ofGovernment, the reports mainrecommendations were for

amendments to the LandAdministration Act, ratherthan a separate Act.

“I believe the Government’sLegislation will be based onthat report.

“I only hope that after such along gestation period, theresult is a healthy child. Theimportant result must be thatif Property Rights are takenfor the communities benefit,the community must makefair and just compensation!”

Residents asked to reportsuspicious behaviour

Following recent acts of vandalism at the newlyopened Brazier Road, Yanchep, residents arebeing asked to be vigilant and inform police ifthey witness any suspicious behaviour.

The most recent act of vandalism includes theremoval of coir matting on the sand dunes. Thisfollows the attacks on the new YanchepBoardwalk. The City of Wanneroo urgesresidents to be its extra eyes on the street andreport any acts of vandalism or suspiciousbehaviour to WA Police on 131 444.

Free paper makingTwo Rocks Yanchep Culture and Arts Network(TRYCAN) will be holding a free ‘Children’sPaper Making Workshop’ at CapricornCommunity House on Saturday 24 January, forkids aged seven to 14 years old.

Children will learn to make their own recycledpaper and develop skills and knowledge tomake paper from waste in the home.

Shire has been busyThe Shire of Gingin libraryhas been made that extra bitspecial with the addition of astunning work of art.

Local artist, Crystal Pascoe,who specialises in metal art,donated a beautiful rusticscene of Gingin town’s iconicwater wheel to the Shire ofGingin which is now ondisplay at reception of theGingin library located in theCRC building.

Ms Pascoe, who wascommissioned to produce thesteel sculptures in the gardenin front of the CRC buildingfor its official opening in 2012,decided she wanted to givesomething back to thecommunity for supporting herblossoming artistic career.

It took several weeks toproduce the two-dimensionalwater wheel sculpture.

“Once I came up with thedesign it took me about aweek to cut the metal,” shesaid. “Then there’s the rustingeffect – you can usechemicals to achieve theresults faster, but I prefer thelook that the natural rustingprocess delivers, despitetaking longer.”

An artist from childhoodCrystal is passionate abouther craft and supporting herlocal community.

Storm UpsetsBeach Repairs

in LancelinLast month, in preparation forthe busy summer season, theShire of Gingin carried out itsannual sand nourishment

works at Grace Darling Parkin Lancelin. Unfortunately arecent storm washed awayapproximately fifty per cent ofthis sand.

As part of its commitment tomaintain this area’s erodingshoreline, the Shire movedapproximately 1,000 tonnesof sand to Grace DarlingPark, which is popular beachspot for locals and tourists.

Edwards said: “The beach atGrace Darling Park is also apopular site for windsurfersand the sand nourishmentwas intended to cater for theinflux of visitors andcompetitors of the LancelinOcean Classic windsurfingcompetition in January.

“However, despite thedamage from the recentstorm we will replenish thelost sand in time for theevent.”

Remedial sand replenish-ment is expected to becarried out prior to the Classiccommencing and this is stillthe preferred course of actionto address eroding coastlineswhich is supported by theDepartment of TransportCoastal Engineers as amitigation strategy.

The Lancelin Ocean Classicwill be held from 10th Januarythrough to the 18 January2015.

Research bythe Real EstateInstitute ofW e s t e r nA u s t r a l i ashows thatselling a homeby auction cutsthe number ofdays on marketby an averageof 26 days.

REIWA deputyp r e s i d e n t ,Hayden Groves, said a look at theInstitute’s data over the last five yearsshowed that the average number of dayson market for an auction was 39, comparedto 65 for the more traditional sales methodof private treaty.

“Auctions are not as common in WA as theyare on the east coast, but this seems to bechanging,” Mr Groves said.

Mr Groves said that auctions accounted forabout two per cent of sales in Perth,compared to 30 or 40 per cent of sales inSydney and Melbourne.

“West Australians have grown very familiarwith the offer and acceptance method ofbuying a property, which involves a simplecontract process and some gentle hagglingon price, but there is growing interest inauctions as a quicker way to sell in asluggish market,” Mr Groves said.

Mr Groves said the main difference with anauction was a shorter campaign period toflush out the more serious buyers on theday, and the requirement for those buyers

to pay ani m m e d i a t edeposit.

“With thenumber ofproperties onthe marketgrowing everyweek, moreand moresellers arelooking for thebest ways tostand out from

the competition and to sort the genuinelykeen buyers from the casual lookers andthe undecided in a weakening market,” MrGroves said.

In the 2014 September quarter, theaverage number of days on market fromthe traditional selling method was 65. Bycontrast, it was just 39 days from propertiesthat were sold by auction,” Mr Groves said.

“The auction method saves sellers almost amonth on average, which in the currentclimate is very attractive to many peoplethinking of selling their property,” Mr Grovessaid.

Mr Groves said that most auctioneerscharged a set fee for auction day itself anda commission on the sale price of theproperty.

“However, every agency operates a littledifferently, so if you are thinking of tryingthe auction method it’s best to shop aroundand ask the right questions to yoursatisfaction,” Mr Groves said.

In Two Rocks, at 4:30pm, Santa will be at Shamrock Park in ShamrockCourt, Two Rocks; 5:00pm at Charnwood Park, Charnwood Avenue, TwoRocks; 5:30pm at Whitfield Park in Whitfield Drive, Two Rocks; 6:00 pm atMontebello Park, Montebello Boulevard, Two Rocks; and at 6:30pm atCountryside Park, Countryside Drive, Two Rocks (Seatrees Estate).

Please be advised that all brigades are on call at this time of the year, so if Santa should not arrive at the designated park it will be because

they have been called to an emergency.
