Over the past month, Danish born, Perth artist, Kirsten Biven, has been conducting a series of art workshops with local residents in Yanchep’s first artist residency. Ms Biven has conducted a series of walks collecting, cataloguing and photographing our region through the eyes of artists. Ms Biven said: “Different artists see the region from different perspectives and angles. We have collected a mixture of local culture, history and discovery.” As part of the residency, Ms Biven has visited Yanchep District High School and Two Rocks Primary School, holding workshops with students. Over the upcoming weekend, Saturday 23 and Sunday 24 March, between 10.00am and 4.00pm, each day, the artists are presenting their ‘perspective’ of their works and efforts. The local artists have created a variety of canvases from their experiences. One artist has put together a collection of ‘specimen jars’ from each of the walks. Over the free exhibition weekend at Capricorn Community House, on the corner of Two Rocks Road and Lindsay Beach Blvd, visitors are invited to come along and view the collection of photos taken, items collected and various artworks created. Artsource facilitated the artist residency after discussions with the Two Rocks Yanchep Culture and Arts Network (TRYCAN), a Capricorn Yanchep community- generated group, whose objective is to promote growth and development of arts and culture within the region. Capricorn Village Joint Venture Chief Executive and TRYCAN Chair, Russel Perry, said: “We hope this first artist residency will act as a catalyst for cultural growth amongst the local community; pulling together creative, like-minded people.” The Capricorn Yanchep Residency has been a welcome addition to Artsource’s well-established residency program. The program already includes two international residency opportunities, the Artsource Basel Exchange Residency and the Artsource Go Anywhere Residency, as well as the Artspace Sydney Residency and seven residencies in regional Western Australia. Each year, the residency program gives Western Australian artists the opportunity to develop their artistic practices outside of their normal routines, across the globe. Debate about reporting ‘goodnews’ and ‘bad news’ has manyopinions. Occasionally I’mfronted with the comment:“There's nothing but bad newsin the paper. Why don't youwrite about some of the goodthings happening in this town?"

Of course, you scratch yournoggin' when you take anotherlook at the latest edition stuffedfull of positive news - weddings,engagements, sports coverage,people features, club meetingreports, church news, etcetera,etcetera, etcetera - Seemingly,none of it noticed by thecomplainer.

Bad news is good news fornewspapers for a number ofreasons:

n Like it or not, we humans areprogrammed to pay moreattention to an emergency or amajor problem brewing thanstories about two straight weeksof hot weather or the mayorgloating over a balanced budget.

n There is good reason we areprogrammed this way - The badnews must be dealt with, andour instincts and emotionscorrectly tell us so.

We may not always like it, butbad news harpoons our interestand demands action.

n Bad news is important newsand a newspaper that fails toreport it is akin to a bad parentignoring a teen's drug problem.If confronted, the kid won't likeit just as many readers won'tlike a story about teen drugabuse in our paper. But it needsto be exposed and dealt with.

n Bad news builds readershipbecause it attracts attention anddeep down readers want it,although they may not like it.

Yes, there are local newspapersthat cop the most flak in theirrole as the messenger, some inthe community would love tokill. But, invariably they are the

best-read, most relevant news-papers, and deservedly so.

At the Sun City News, we havealways tried to provided thecommunity with the bestcoverage of local news, good orbad - We have always offeredthe community the opportunityto publish their good news, butat the same time, we are notafraid to publish the ‘bad news’.

More importantly is that all thenews is factual, accurate and ofinterest to the wider community,rather than generic broad-based ‘of-no-interest’ news.

Shire of Gingin CEO, JeremyEdwards explained: “The MeatInspection Restricted CashAccount is funded from surplusmeat inspection fees collectedfrom the Gingin Abattoir. At theend of each year any excess ordeficit resulting from provision ofmeat inspection services istransferred to/from the MeatInspection Restricted CashAccount. All costs associatedwith the meat inspection serviceare fully funded by the abattoir.”

Quigley re-electedJohn Quigley has been re-elected to the West Australianstate parliament for a fourthterm. Mr Quigley was firstelected to parliament in 2001 forthe electorate of Innaloo. Thenin 2005, and again in 2008, hewas elected to the seat forMindarie

In 2011, this electorate wasabolished in the redistribution,and Mr Quigley was re-electedto parliament for the new seat ofButler at the March election.

Voting was very close acrossthe electorate with Mr Quigleypolling 11,950 votes to LindaAtken 11,136 votes, afterdistribution of preferences.

In the Moore electorate, GrantWoodhams, had announced hisretirement, leaving the electionto the three major parties.

After the distribution ofpreferences, former shirepresident of Dandaragan, theNational candidate, Shane

Love, was a clear winner, with11,299 votes or over 10 per centadvantage.

Across most polling booths inthe Shire of Gingin, Mr Love didnot receive the majority of votes.

The seat of Moore covers nearly72,000 square kilometres andsix local government authorities.

At the time of going to press, theUpper house voting was stillbeing finalised.

Grand Prix racing

Daniel Ricciardo was not theonly Western Australian on theMelbourne Grand Prix track lastweekend.

Perth businessman, Kym Illman,was on the track for three of thefour days in his Mitsubishi Evo 9tarmac rally car.

Mr Illman was one of 30 rallycompetitors invited to competein demonstration sessions and

they were the only categoryallowed to take passengers.

Mr Illman said: "I took my eldestson on the Friday and he wasbeaming afterwards, confidingthat it was the best thing I'veever done and I really only saidyes a month ago to please you"

The younger son got the driveon qualifying day and chattedthe whole way around, callingout speeds and letting his dad

know when they were on the bigscreens - "My top speed wasnothing like the F1 cars, buteven at 210km/h it commandsyour full attention." he said

Councillor forced to apologiseNorth Ward councillor andDeputy Mayor, Laura Gray, hasbeen forced to apologise toYanchep Beach Joint Venture(YBJV) for her accusations thatthe developer had demanded asum of $13 million to proceedwith the Yanchep Active OpenSpace (YAOS) project.

On 27 February, Cr Gray‘sincerely and unreservedlyapologised’ for her commentsat the January Two RocksYanchep ResidentsAssociation meeting that werepublished online byCommunity News Group.

Member for Butler, JohnQuigley, under Freedom ofInformation legislation isseeking copies of all

documentation related tonegotiations between thecouncil and the developer.

The Sun City News under-stands the council is reluctantto release the documentationand a meeting between theparties is being organised.

Mr Quigley said: “It is clear tome that after the secretmeeting some councillors weremisinformed at the state ofnegotiations and this lead tothem voting against theYanchep ovals.

“I am seeking an urgentmeeting with the Mayor, TraceyRoberts and City of WannerooCEO, Daniel Simms, to see ifthis decision by council can bereversed. I hope on behalf of

families in Yanchep it will bereviewed.”

Mayor Tracey Roberts isscheduled to be the guestspeaker at next Monday’s (25March), Residents’ Associationmeeting.

The meeting starts at the earliertime of 7.00pm and will be heldat Capricorn House on thecorner of Two Rocks Road andLindsay Beach Blvd, Yanchep.

Letters to the editorSecurity patrolsCast your mind back a few years,and the areas of Yanchep andTwo Rocks received securitypatrols of which was supposed toprevent crime in the area.

Do we still pay for this in ourcouncil rates? If so, couldsomeone explain to me wherethis service has gone, as I haven'tseen them for a number of years?

Not only can it help with truancy butalso the increased amount ofbreak-ins, assaults, car theft, arsonand suspicious behaviour thatappears to be happening of late.

Just a thought.

Charnwood ParkCharnwood Park is one of themost beautiful and wellmaintained parks in the area of

which the City of Wanneroo canbe proud of.

It is used frequently by young andsenior citizens of Two Rocks forleasure with the family, strollingaround with the dog or justenjoying a quiet time in the shadeunder the trees watching thegalahs and rare birds.

It is also an ideal ground forvarious community activitiesincluding the annual concert ofthe City of Wanneroo.

Until today, nobody would eventhink of that such a jewel could bechanged in a football and cricketarena. Was it not said that thispark is completely unsuitable fora sports ground? And isn't it still?

The present proposal requires alot of tree to be removed, levelingthe ground etc., but at what cost?The result would be a sports

ground squeezed into its existingboundary limits and still too smallfor the real needs of the varioussport clubs taking intoconsideration the fast growingpopulation, particularly inYanchep.

Why give up such a jewel for thesake of an unsuitable sportsarena?

Better to use the money andinvest it in a more suitable area,preferably in Yanchep.

Who moved the signs?I notice the speed limit signs onYanchep Beach Road have beenmoved about 500 metres easttowards St Andrews Drive and thespeed camera is a regularattraction within the old 80km/hzone - There was no warning andno public notices in any West

Australian newspaper. City ofWanneroo plead ignorant, sayingMains Road WA are responsible.

How many people have receivedspeeding tickets since this sneakyantic?

However it delivered nothing tothe local community it appears alot of groups are involved. five atlast count, but no decision hasbeen made, who actually decideson what is a mystery?

There is a lot of procrastinationaround this project, surely itcannot be that hard, as anyimprovements would be welcome

especially the walkway down tothe homestead which in myopinion is an accident waiting tohappen with slips/falls.

The nearby boardwalks arefantastic down to the beach, butplease finish off what you started.I remember seeing an artistimpression of the area publishedin the Sun City News, back inDecember 2007.

Chook farmIs planning certainty out the door in Gingin?

Recent approval resulting from a 5/5 vote in councilto install large scale poultry farming in Wanerieamong the sub-divisions leaves a question onfuture planning certainty within the whole shire.

Many neighbours’ homes will be directly within theodour plume of the approved poultry enterprise.Those that have not yet built will be compromisedto do so, on their own land. Other offsite impactpotentials have been poorly assessed.

This is not a compatible land use, we all rely oncouncil to support and maintain proper review ofcompatible land use to have confidence in planningcertainty.

The subject will not only result in numerouspotential for off and on site impact but is within aknown tuart tree woodland and wildlife remnant ona high exposure road/alternate north route near theMoore River.

This has now the attention of the EPA, submissionto EPA will be available soon on the web site,www.epa.wa.gov.au the district of Wanerie inGingin would seek all concerned within the shire tosupport opposition to poultry venture interfacingincompatible areas in support of more sensibleplanning to prevail.

Worst roadMarmion Avenue is nearly as bad as KwinanaSpeedway - The amount of speeding, hooning anddangerous driving is nearly as believeable as thenumber of police you will see patrolling in Yanchepor Two Rocks.

The Sun City News hasestablished the ‘Police Beat’column which will featuredirect reports from the NorthWest Metro DistrictSuperintendent, CharlieCarver.

AssualtedJoondalup police areinvestigating an alledgedassualt on a 73 year oldYanchep resident, MurrayMcLeod.

Mr McLeod told the Sun CityNews that three youthsentered his backyard, whenthe assualt occurred.

Mr McLeod said one youthpushed him over, andstomped on his head, whileanother youth kicked him.Mr McLeod was dignosedwith broken ribs, minorabbrasions and severebruising.

Crime spreeAbout 25 homes and carswere broken into lateSaturday night and earlySunday morning - 9/10March, in Two Rocks.

Police received severalphone calls around 3.30am;police had their first vehiclein the area within tenminutes.

Five hours later, with theassistance of several morepolice and continuing callsto 131 444, police arrested a38 year old male from Butler.

He has been charged with21 offences and remandedin custody to appear inJoondalup Magistrates Court.

ShootingA 17-year-old youth, was ina utility with several othershunting rabbits at aMuckenburra farm, lastweekend, and was loadinghis gun when it discharged,firing a bullet into his chest.

Police and ambulanceofficers tried unsuccessfullyto resuscitate the boy. Policeare preparing a report forthe Coroner.

Drug warningNorth West Metro DistrictSuperintendent, CharlieCarver, told the Sun City

News that police were aboutto heavily target Yanchep andTwo Rocks for drug usageand people selling drugs.

“Anyone using or sellingdrugs can expect a knock ontheir door and no one will betreated as ‘personal use’.”

How often have you witnessed some sort of criminalactivity, hooning, graffiting or even worse, had yourhome or car broken into, and done nothing about it?

Sadly, too many people are turning away and notbeing a responsible community citizen. Often peoplewill use the excuse - I don’t want to get involved’ or ‘Ifear comeback’.

Honestly, this is a very poor excuse, lazy excuse andindirectly supporting criminal activity in your area. Themore criminal activity that goes unreported will onlyencourage these criminals and they come back again,and again.

If everybody in your street was alert, supported eachother and worked with the police, then the overallcrime rate of the district would decrease dramatically.

Don’t use the excuse that there’s no-one at theYanchep police station - To report any criminalsuspicions, call 131 444 as soon as you notice it.

Old Nursery Park in Yanchep,was underwater 48 hoursbefore the Capricorn Festivalwas due to kick off.

The photo (left) was taken at5.00pm, Thursday prior to thefestival - 26mm of rain fell inYanchep earlier in the day,with most of the stormwaterfrom Harford Grove runningoff into the park.

A number of locals thoughtthere was no-way the festivalwould go ahead on Saturday.But with two hot, muggy daysand our local sandy soils, thepark dried out in time for themarques, etc to be set uphours before the festivalstarted.

Last Saturday afternoon, theCapricorn Festival attracted abig crowd of local residents

and visitors. Everyone wasentertained by local and statebased groups.

Mug punters: the people and theirrelationship with politics and the mediaWe live in an era of expandedmedia and accelerated newscycles, in which citizens haveaccess to more information,and more opportunities toparticipate in the publicsphere, than ever before inhuman history. Yet pessimismreigns about the negativeimpact of political media onthe democratic process.

Citizens are said to bedisillusioned about politics andpoliticians, turned off by adysfunctional media. Theperiod running up to the 2010federal election, and since, hasseen regular debate andcommentary not just on policymatters such as the carbon taxand immigration, but on thepresentation of these by theparties and their spin machines.

Although Australia has acompulsory voting systemwhich, to a degree, maskspublic dissatisfaction anddisengagement, there is awidespread perception thatcitizens are fed up with thepolitical process, in large partbecause of the way in whichit is represented in the media.

Former ALP cabinet ministerLindsay Tanner’s 2011 book,Sideshow, argues thatAustralian media coverage ofpolitics undermines effectivedemocratic governance byfocusing on the trivial andephemeral – we recall thebrief, if intense media frenzywhich followed Tony Abbott’ssaying ‘shit happens’ toAustralian soldiers inAfghanistan in February2011. Should he have said‘shit’? Does it matter? Do wecare? It became the leadnews story across the mediathat day and into the next.

Former Liberal leaderMalcolm Fraser, quoted onthe cover of Tanner’s book,asserts that ‘the relationshipbetween politicians and themedia degrades public lifeand diminishes our future’.Media commentators andscholars – in Australia andinternationally – have beencritical of trends in the media-politics interaction since atleast the 1990s, when JayBlumler identified ‘a crisis ofpublic communication’ in theliberal democracies.

Critics have referred to aprocess of ‘dumbing down’ ofpolitical journalism, of a riseof “infotainment” and thecrowding out of hard or‘serious’ news andcommentary in the publicsphere by fluff and trivia, suchas the style of Julia’s glasses,or Abbott’s swimwear.

There has been one thinglargely missing from thisdebate, however – the viewsof the public itself; the greatmass of ordinary citizens whovote in elections, and who arein the end what it’s allsupposed to be about(politics, that is).

What do they think of the waypolitics is covered,represented, spoken andwritten about, in the myriadmedia forms and platformswhich take that job on?Beyond the occasionalopinion poll indicating thatlevels of trust in politicians arelower than journalists, orhigher than bankers, orroughly equivalent to what wefeel for used car dealers, wedon’t really know.

At QUT we’ve embarked onan ARC-funded researchproject which we hope willshed light on these questions.We’re calling the project:Politics, Media andDemocracy in Australia:public and producerperceptions of the politicalpublic sphere.

It will assist the makers ofpolitical media, we hope, todo a better job of engagingcitizens in the democraticprocess.

We’ll be constructing a ‘map’of all the media outlets and

formats in which politics isreported, analysed anddiscussed in Australia,exploring their interactions,and how they each contributeto the broader goal of aninformed, active citizenry.

We’ll be asking political mediapractitioners – the pundits,the producers, the editors, thewriters – what they believetheir role to be in Australianpublic life, and how that roleis reflected in their work.Then, we’ll ask ordinaryAustralians in cities andtowns across the country totell us their perceptions ofhow effective the twenty firstcentury public sphere is inproviding them with theinformation they need tomake rational choices inelections.

We’ll be exploring the role ofpublic participation mediaformats such as Q&A, andtalkback radio, where thepublic are physically presentin the political debate andable to make a contribution.One response of mediaorganisations to theperception that they – and thepoliticians – are too remotefrom the ordinary people hasbeen to introduce moreinteractive, participatorystyles of coverage; to engagetheir audiences moreproactively. Q&A is the bestexample of this trend, andwe’ll ask – does it work? DoAustralian viewers feel thatthis kind of live participation,augmented now by socialmedia (see the stream oftweets which crosses thescreen throughout abroadcast of Q&A),addresses their issues andconcerns more effectively

than traditional journalism, inwhich a presumed expert tellsus what it all means?

We’ll explore publicperceptions of another trendin political media – theattempt to humanise ourpoliticians. Now, there arethose who believe that the‘dumbing down’ of politics isseen nowhere more than inthe rise of light, insubstantial,human interest journalismabout political style andpersonality – the sideshowcondemned by LindsayTanner. But it might also beargued that, for better orworse, twenty first centurycitizens want to see theirleaders, actual and aspiring,in ordinary, non-professionalcontexts – to judge them as“real people”, rather than onlyas members of an exaltedelite. ABC’s Kitchen Cabinet,in which Annabel Crabbbreaks bread with a well-known pollie is an example ofhow media organisations aretrying to address that desire.

We’ll also ask about the roleof political satire in formingthe public’s perceptions. Weenter this project with a firmbelief in what someone oncecalled the ‘revolutionarypower of laughter’. Revolutionmay not be on the cards, butpoliticians in a moderndemocracy should expectcritical scrutiny of their effortsto include the kind of joshingthey receive on ShaunMicallef’s Mad As Hell. TheProject also has that satiricalquality, as has The Chaser atits best.

Such programs are not quitewhat Jurgen Habermasmeant when he rathersomberly defined the publicsphere in the late 1960s, butin 2013 perhaps they canplay a positive role inengaging the disengagedwith a different kind of politicalknowledge.

PACKAGE UP TO $176,749This position will contribute in a management andleadership capacity to ensure the Shire’sPlanning, Development and Engineeringobligations are met - including all major capitalworks projects, major planning and developmentprojects and all corporate reporting associatedwith the projects.

This position will be offered on the basis of aninitial three to five year Contract with aremuneration package of up to $176,749 perannum, consisting of a salary between $115,000- $125,000, private use of a Council vehicle,superannuation up to 15%, subsidised housing

and professional development.

COORDINATOR – ORGANISATIONALPLANNING

& DEVELOPMENT

This position will contribute in a management andleadership capacity to coordinate theimplementation of the Integrated PlanningFramework, Strategic Community Plan andCorporate Business Planning processes for theorganisation.

This position will be offered as a permanent fulltime position with a remuneration package of upto $80,500 per annum, consisting of a salarybetween $60,000 - $70,000 and superannuation

up to 15%.
