New K to Year 12 school for Two RocksEarlier this week, in a jointannouncement, Nick Perrignonfrom Capricorn Village JointVenture and Gary Harris, principalfor the Atlantis Beach BaptistCollege, said the new ‘school-of-the future’ would be open inFebruary 2016.

The college will utilise the latesttechnology in modular building, toenable the school to commenceon site construction in July 2015and be ready to open on firstFebruary 2016.

The speed of construction andthe high technology modularbuilding techniques guaranteesthat Atlantis Beach BaptistCollege will be at the forefront ofnew education facilities.

This includes a special emphasison IT communications both inspeed and range, especially tofacilitate virtual classrooms whichwill widen the capacity of theschool to provide on-line linkagesfor remote learning for countrystudents.

Atlantis Beach Baptist College willcommence with a target ofaround 200 students fromKindergarten to Year 11, with Year12 classes to commence in 2017.

Atlantis Beach Baptist College willcommence with 16 class rooms,administration buildings and alibrary for the opening of thecollege in landscaped grounds.

The demand will come from therapidly growing areas of Eglinton,

Alkimos, Yanchep and Two Rockswhich are all within 15 minutestravel time of the school.

Public bus transport is alreadyavailable in Two Rocks andarrangements are underway forschool buses to be established toservice the college.

It is expected that students fromouter areas of Gingin andLancelin will also take advantageof this latest generation educationfacility.

The college will also boast amajor auditorium and sportsfacilities.

The auditorium will also be usedby a new Baptist Church, which isa much needed facility in the localcommunities of Yanchep and TwoRocks.

The track record of educationalperformance across the BaptistColleges is demonstrated in theirflagship Lake Joondalup BaptistCollege, which achieves one ofthe highest outputs of Universityready and Vocational EducationTrained students in WesternAustralia.

This school is a model of theCollege to be established at TwoRocks, and represents one of themost modern, leading educationfacilities in Western Australia.

Towards the end of last month,the Minister for Transport, DeanNalder, announced that work toupgrade the parking, widen theboat launching area andestablish a new 50 metrefloating jetty at Two Rocksmarina in a two stage processcosting in total around $1.7million, would be completedbefore summer 2015/16.

Work has already started onimproving the parking andsafety concerns at therecreational boat ramp.

Mr Nalder said: “Sinceassuming short term operationalmanagement of the facility lastNovember, the Department ofTransport has been workingwith local stakeholders and

marina users to develop a workplan to improve operations atthe increasingly busy site.”

The second stage of theupgrade will see the launchingramps widened to two lanes anda central 50 metre floating jettyinstalled.

Work will be carried out torealign the revetment wall,provide an access path, installsolar lighting and upgrade thesignage.

The Sun City News under-standsthe Department of Transport isstill preparing their report on theissues and problems related tothe commercial facilities andmoorings in the Two Rocksmarina.

The Sun City News was toldunofficially, that this part of themarina is a mess with many andvarious issues and problemsincluding concerns aboutasbestos, general jetty safety -some section of the hard-standare fenced off.

The Department of Transporthas been establishing anunderstanding for past leases atthe facility plus the ‘housing’arrangements for a number offamilies at the Two Rocksmarina.

Once these issues have beenresolved Expressions of Interestare expected to be called for aninterim management of the TwoRocks marina, while the StateGovernment develops a longterm vision for an expanded andupgraded regional facility at thissite.

This long term plan has been onthe WA State Government’sagenda for some 20 years, backin the 1999-2000, Yanchep SunCity Pty Ltd consultants alongwith City of Wanneroo seniormanagement spent many hoursand thousands of dollarsdeveloping a long term plan thatappears to have been shelved.

Marina upgrades

New plan for dust managementLast week, City of Wannerooannounced it would review itsdust policy to manage sand driftfrom large scale developmentsin the northern corridor.

Chief Executive Officer, DanielSimms, said with 16 residentialdevelopments currently underconstruction north of QuinnsRocks, a new approach wasneeded to manage sand driftand dust.

“Council has requested thecurrent policy be reviewed andthe City is looking at how other

local governments are respondingto this issue,” he said.

“In the meantime the City’splanning team will contact landowners to discuss how they canbetter control the sand drift anddust.”

Mr Simms said the City wasaware of recent dust issues inTwo Rocks and was workingwith developers of AtlantisBeach Estate to manage theproblem.

“We are confident a positiveoutcome has been achieved inthe short term but will continueto prioritise this issue over thewinter months so it isn't an issuein summer. The City is eager towork with the community for abetter approach to themanagement of sand and areencouraging land owners oflarge scale developments torevise their management ofearthworks and subsequentoccurring dust before thecommencement of construction.”

Minister for Lands, TerryRedman was handed a $1million plus rescue plan forSeabird.

Seabird residents met MrRedman, last Friday, to showhim the extent of the erosionand demand StateGovernment funding to helpfix it.

Mr Redman was also givendetails of a proposal devisedby marine engineering group,Subcon, that would involvethe installation of artificial ‘reefmodules’ offshore and thecreation of onshore groynesthrough sandbagging.

The proposal, which is similarto a plan proposed for thesame site in 2002 by aGovernment-commissionedWorley engineering report, isestimated to cost between $1million and $1.5 million.

Seabird Progress Associationpresident, Garry Thomas,said Mr Redman toldresidents he would raise itwith Cabinet.

Mr Thomas said in the nearterm they wanted to find$150,000 for detailedengineering and feasibilitystudies.

Nationals WA Member forMoore, Shane Love, who alsoattended the Friday meeting,said the Subcon proposalwas beyond the resources ofthe Shire of Gingin andresidents.

Mr Love said: “I think thereneeds to be a very strongresponse here because the

houses of residents are atimmediate risk.

“There are legal impedimentsto both the residents and theshire protecting this property... the only authority that cando it is the State. I don’t knowof any other situation where aperson’s house can justdisappear from under theirfeet where they have nocomeback.”

Erosion has been threateningSeabird since 2000, when thebig swells claimed part of aroad. Erosion beganaccelerating again last yearand is within metres ofseveral houses.

The erosion is on unallocatedcrown land, which falls underthe State’s jurisdiction.

Residents say State Governmentmust save Seabird

Council providesanswers

At last week’s City of Wanneroo council meeting,administration provided answers to threequestion John Quigley asked at the previousmonth’s meeting.

To Mr Quigley’s questions, it took City ofWanneroo four weeks to provide an eight lineanswer to the three questions.

Council declared they had spent $256,077.23during the 2013/14 financial year for externalrepresentation and advice on SAT relatedmatters.

They also disclosed that they had spent a further$109,617.13 on external representation andadvice on SAT related matters in the 2014/2015financial year up to the end of December 2014.

The City of Wanneroo also declared that$195,000 was spent by the council related toSAT matters involving Greenpark Asset Pty Ltdand Goldrange Pty Ltd.

No further details were provided.

What meeting?Over the past month, numerous Yanchep andTwo Rocks residents have complained at thelack of notification about the City of Wanneroocouncil meeting that was held in Two Rocks lastmonth.

Just over 12 months ago, a former manager ofCity of Wanneroo’s Media and Public Relationsdepartment engineered the council to reducetheir newspaper advertising and use online andsocial media.

Newspaper advertising, the only reliable form ofnotification in the region, was drastically reducedor ceased in various publications, leaving manylocals uninformed.

Capricorn Village JointVenture has endorsed aprogram of streetscapeupgrades in selected areas oftheir Capricorn Yanchepproject to ensure key areas ofthe project are wellpresented.

The works are focussed onareas along Two Rocks Roadand Lookout Drive close to

the Capricorn Beach precinct.

The upgrade work includesthe removal of some olderstreetscape plantings,including four trees that wereoriginally installed astransplants by the developer.

Unfortunately, the transplantshave not been as successfulas anticipated, and as a result

the developers have madethe decision to remove thetrees and replace them withnew stock that will provide abetter standard ofpresentation.

The final tree selection iscurrently being discussedwith the City of Wanneroo.

The first phase of works are

underway including weedingand mulching along TwoRocks Road and the removalof plants along Lookout Drive.

CVJV said in many cases,the plants being removed hadbeen offered free of charge toCapricorn residents for theirown gardens. The worksshould be completed by theend of May.

Minister for Planning, JohnDay, said the ‘Perth [email protected]’ report hadidentified enough land forurban and employment tomeet the expected demandfor homes and jobs in thesub-region.

Mr Day said: “Almost 50,000of the required homes will beprovided through greater infilldevelopment at activitycentres such as Joondalup,transport corridors and stationprecincts, coupled withgreater residential densityand mixed-use development

to revitalise existing suburbs.The emerging centres atYanchep and Alkimos willprovide significant numbers ofhomes.

“Almost twice the amount ofemployment-generating landrequired to meet projecteddemand has been identifiedin the sub-region with asubstantial reserve inNowergup, North and SouthPinjar and Carabooda, aswell as undeveloped land atthe existing industrial centresof Neerabup and Wangara.

The Minister said boostingemployment options acrossthe sub-region would requirestrengthened access to

existing and plannedtransport infrastructure inother sub-regions.

“The north-west’s proximity tothe north-east sub-region andthe potential intermodalterminal at Bullsbrook couldmaximise this economicadvantage,” he said.

“An upgrade to existing roadswill facilitate urbandevelopment within theYanchep-Two Rocks and eastWanneroo areas. A potentialfuture extension of thenorthern suburbs passengerrailway from Butler toYanchep will link activitycentres and provideemployment opportunities.

“In addition, a second railoption from Clarkson to thecentral business district isbeing investigated. Thesetransport initiatives willcontribute to reducing thereliance on roads.”

Wanneroo key to growth in Perth’s north-west

Get your flu shotbefore the flu gets youFederal Member for Pearce, Christian Porter, iscalling on all residents in his electorate ofPearce to get their annual influenza shot, with anew, improved vaccine now available.

Mr Porter said the influenza vaccinationavailable under the National ImmunisationProgram now protected against the three mostprevalent flu strains following a severe fluseason in the northern hemisphere winter justgone and a record season in Australia last year.

“Vaccination is the best defence against the flu,which contributes to many thousands of deathsannually across Australia,” he said.

“The more people who are vaccinated, the lesschance the illness spreads throughout the rest ofthe Pearce community.Those most at risk of theflu are those members of the community whoare ill, vulnerable, pregnant or elderly.

“The message for Pearce is simple - get your flushot before the flu gets you this winter.”

The National Seasonal Influenza ImmunisationProgram began on Monday 20 April, following arare double strain change in the vaccine toensure Australians were protected against themost likely strains this winter.

Mr Porter said influenza activity across thecountry is currently variable, but there arealready early indications of a severe seasonahead this upcoming Australian winter withhigher levels of the disease across the easternseaboard states and South Australia.

Earlier this week, residentsfrom Yanchep presentedLocal politician, John Quigley,with a petition with over 3,000signatures petitioning for theestablishment of an AustraliaPost office shop in Yanchep.

Mr Quigley, WA StateMember for Butler said: “Withthe population explosion inYanchep and surrounds,there is definitely a need for apost office in Yanchep.

“Three thousand signatures isthe biggest petition I havepresented to Parliament.

“Australia Post says thatthere must be at least twoand a half kilometres betweenAustralia post office shops,but the nearest is nine

kilometres to the north in TwoRocks and it does not openSaturdays.

“I am calling upon thegovernment to advertiseexpressions of interest for theestablishment of an AustraliaPost Office shop in Yanchepimmediately.

“I shall continue to fightvigorously until Australia Postannounce that they willestablish a post in Yanchep.”

Mr Quigley said he would readthe petition in State Parliamentat the earliest opportunity andhe would forward the petitionto the Federal Minister forCommunications, MalcolmTurnbull, requesting a postoffice.

The WA Golf Foundation has replaced theGraham Marsh Junior Golf Foundation and isexpanding its scope to support golf at all levels,not just juniors.

Encouragement and assistance is offered toGolf WA and all affiliated clubs to improve andexpand their development programmes foradults. With the challenges that golf faces incompeting with other sports an increasing focusof the Foundation will be to provide funding forprogrammes that target adults who have notplayed the game before and those with highhandicaps.

Following a recent successful application to theWA Golf Foundation, the Gingin Golf Club hasbeen awarded funding for the coaching of adultladies and men who are either highhandicappers or novices. Over the past month there hasbeen extensive coverage aboutbullying and other issues thatappear to have been around forseveral months.

The Acting Principal, IanJohnston, said in last week’sschool newsletter: “I amconcerned about the quantity andnature of some of the Facebookmaterial being circulated throughthe community at present.

“I can assure you the school isactively engaging in proceduresto address issues, such asbullying and theft and if you areconcerned about aspects such asthese, I would appreciate hearingfrom you.

“The truth of the matter differsfrom that being published throughsome media communications andI would encourage you to speakwith the school regarding thefacts of issues being raised.”

It has been reported to the SunCity News, by many parents, thatthe school is and has been awareof the bullying at Yanchep DHS,but continually fail to do anythingabout it.

As one parent told the Sun CityNews: “The teachers are wellintended, but not very bright whenit comes to dealing with theseissues at school.”

The Sun City News is aware thatYanchep District High School istrying to get one Facebook pageclosed down - The administratorof the site says: “I've created this

page due to my frustration of theschool and the constant bullyingthat occurs there. The staff seemsincapable or unwilling to dealwith.”

North Metropolitan Educationoffice regional manager, PaulMeacock, told the Sun City News,last month: “We have receivedvery little evidence orcorrespondence to supportsuggestions that Yanchep DistrictHigh School has major issueswith drugs, assaults and bullying.”

Several parents contacted theSun City News stating, they hadtried to contact the district head

office, but were unable to get thecontact details and asked if theSun City News could provide thecontact details - See bottom ofthe article.

No doubt there are somewonderful achievements beingshown by some students atYanchep DHS, but these arebeing over-shadowed by thebehaviour of some students andteachers.

When a school enters into legaland verbal issues with ‘mediabans’ it is questionable what theschool’s or certain teachersmotives really are.

Only last week, local statemember, John Quigley, raised theurgent need for a new high schoolin Yanchep.

He demanded the BarnettGovernment allocate $70 millionto build a new high school and re-allocate the $10.5 to bringYanchep DHS up to standard.

In state parliament Mr Quigleysaid: “The people of Yanchephave been dudded three timesover. Firstly, we were told thatthere would not be an increase inthe tax base. Secondly, we weretold that millions and millions ofdollars, $10.5 million, would bespent on upgrading Yanchep HighSchool.

“I agreed that that was a lostcause. The government actuallyneeds to build a new high school.

“The government has spentWestern Australian taxpayers’money on acquiring the site,which is now sitting idle inYanchep.

“Thirdly, the government hasfailed to come good on its brokenpromise about rail to Yanchep.

“My electors out there just wantthe basics, a road to get to workthat is not a parking lot at six

o’clock in the morning. They wantto see employment created outthere and that can only becreated once the rail head hitsYanchep.

“It was all sunny until the publicgot conned by the Premier, whosaid the government would spend$10.5 million upgrading theYanchep District High School togive the kids half a chance.

“A temporary headmaster hasgone to Yanchep high school fromone of the inner-city high schoolsto fill in the while the headmasteris on long service leave.

“He walked onto the campus andhe was shocked that such aschool existed in the metropolitanarea.

“He has already been to see theDepartment of Education and hehas told all this to the schoolcouncil, which has reported thesame to me. He said he did notthink people in high school wouldbe taking lessons on what amountsto a verandah in the design andtechnology department.”

The annual Gingin HeiferCompetition was held in mid-April. Competition wasintense with 12 local breedersbringing a high standard ofquality to the day.

The commercial section waswon by local breeder, SteveNeville, with a score of 90points out of a possible 100for a pen of four superiorBlack Angus heifers.

Second place, with 89 pointswas awarded to AlanGreenwell. There was a tie forthird place between DavidRoe , Murray Hyne and DavidKelly each with 88 points.

There was also a tie for thestud section of thecompetition. Equal winnerswere Dale and John Jansen'sBlack Angus and Errol andBrendon Howard's SpecklePark heifers.

Twelve entrants selected upto two pens of four heiferswith a total of 80 heifers beingjudged on the day andincluded Black and RedAngus, Murray Grey andSpeckle Park breeds.

Judges, Tony Sudlow fromKapari Angus, and BradKupsch from Tara Limousin,with Black Tara Angus hadthe tough job of assessing theentries and awarding thepoints.

At the conclusion of the day,Brad Kupsch said: “The cattlebreeders in the Gingin areaare to be congratulated onachieving a high level ofquality.

“The standard of cattlebreeding in Gingin hasimproved consistently overthe years of the competitionand it’s very pleasing to seethe results of quality manage-ment by local breeders.

“The day highlighted thedepth of Gingin cattlebreeding and showcased theseason’s top commercial andstud heifers from the Gingindistrict.”

The heifers were judged ontheir suitability as futurebreeders with pointsawarded for temperament,structural soundness,femininity, carcass quality andevenness of pen for amaximum score of 100.

Competition organiser,George Gifford, said: “Thiscompetition has seen asteady improvement in qualityof cattle coming from theGingin region.

“Over the years, the quality ofour Gingin beef has improvedenormously, and continues toshine a spotlight on the localindustry.”

Consumer Protection has issued advice to WAconsumers who have ordered a Robomaidautomatic vacuum cleaner and are yet toreceive it, to claim a chargeback from their creditcard provider or PayPal.

ANZAC Day services acrossthe region attracted recordcrowds to commemorate the100th anniversary of Gallipoli.

At the Yanchep Dawnservice, held at the YanchepSports Club, over 1000people attended this movingceremony.

A further 3000 plus peopleattended the service andparade at the memorial in theYanchep National Park.

There were 100th anniversarycommomerative ANZAC Dayservices held at Gingin,Lancelin and Guilderton - Allwere strongly supported byveterans with their familesand descendents of soldiersall honouring and recognisingthe Australian and NewZealand soldiers from WorldWar I and many otherconflicts of war since then.

Pastor Jon Spurgeon led aprayer of remembrancesaying “a generation of men,women and children whohave died - Save us from everglamorising the horror andtragedy of war.”

ANZAC Day draws big crowds

The game got underwayunder clear skies after thematch ball was dramaticallydelivered by parachute.

Jurien Bay had a number ofplayers out injured whichresulted in a handful ofreserves being plucked fromthe ground during the lastquarter of the reserves’ gameto play league.

Luke Innes scored the firstgoal of the game and from

early on, it was evident thatJurien’s poor tackling andlack of speed was going tocost them dearly. By quartertime the Bulldogs were lookingat a 7 goal deficit and hadfailed to post a goal. One of thefew shining lights for JurienBay was Harley Litchfieldproviding some strongrebound from the backline.

In the second quarter JurienBay had no answer tostrongman Aaron Jarvis, and

slick on-baller WarrenBenjamin, who wereunstoppable for the Pirates.Lancelin Ledge Point kickedthe first two goals and lookedlike they might run awayhowever, Jurien Bay steppedup the pressure and were nodoubt relieved to score theirfirst goal when JacksonLavell-Lee marked in thepocket at the 17 minute markand kicked truly.

Luke Bakker scored theirsecond on the siren andgiven the first quarter, theBulldogs would have beenhappy to only concede acouple of points to the Piratesin the 2nd quarter andheaded to the long breakdown 2.5 to 9.8.

The Bulldogs kicked the firstgoal of the third quarter andsome were questioningwhether a comeback mightbe on the cards. But theBulldogs run came to an end

as the Pirates piled on 9goals to 3 in the third quarter.

Daniel Hookway wasinstrumental for the Pirates inthe backline, marking stronglyand rarely missing a target viahand or foot. A couple ofumpiring decisions in the thirdquarter left the Piratessupporters bewildered but thesuperior fitness and skills ofthe playing group were clearlytoo much for Jurien Bay.

Their fortunes weren’t helpedwhen one of the bestperformers, Luke Bakker,suffered an injury to his leg andretired from the game at threequarter time with the score-board reading 18.12 to 5.8.

With the result in no doubt,the last quarter was a meretraining run for the Pirates asthey kicked 4.8 to Jurien’ssingle goal resulting in an 18goal win for Lancelin LedgePoint, 22.20 (152) to 6.10 (46)

Eleven talented photographers have beenrewarded for their talent with the camera inthe City of Wanneroo’s Capture YourWanneroo Experience photographycompetition.

When can food really be called 'natural'?

What is natural anyway?

It is a question Michael Pollanasks in a new analysis for theNew York Times.

In the past few years, he says200 class-action suits have beenfiled against food manufacturers,for the misuse of the word‘natural’.

There are ‘natural’ Cheetos Puffs,‘all-natural’ Sun Chips, ‘all-natural’Naked Juice, ‘100 percent all-natural’ Tyson chicken nuggets.

"The plaintiffs argue that many ofthese products contain ingredients– high-fructose corn syrup,artificial flavours and colourings,chemical preservatives andgenetically modified organisms –that the typical consumer wouldn'tthink of as 'natural'," says Pollan,a professor of journalism atBerkeley University as well as the

author of bestselling Food Rules.

Judges sought the definition ofthe word so they could adjudicatethe cases and found there wasnone.

At least, no defining one when itcame to its questionable use onfood products.

The judges wrote to the Food andDrug Administration (FDA),requesting a definition, which theFDA refused.

"The only advice the FDA waswilling to offer the jurists is that afood labelled 'natural' should have'nothing artificial or synthetic' in it'that would not normally beexpected in the food'," Pollanexplains.

"The FDA states on its websitethat 'it is difficult to define a foodproduct as "natural" because thefood has probably been processedand is no longer the product of theearth', suggesting that the industrymight not want to press the pointtoo hard, lest it discover thatnothing it sells is natural."

In Australia, where labelling rulesare regulated by Food StandardsAustralia and New Zealand(FSANZ), the situation is similar.

"'Natural' claims are particularlypersuasive to Australianconsumers but there are noenforceable food standardsregulating the use of the term,"say the authors of a recent paperexploring the subject.

"These kinds of voluntarystatements may be subject toAustralian Consumer Law whichis administered by the ACCC," anFSANZ spokesman said.

Looking at ingredients commonlyused in foods marketed as'natural' they found additives asvaried as natural colour caramel,the synthetic colour 129 (allurared), gelatine, vegetable gum,hydrolysed vegetable protein,maltodextrin and inulin.

One recent survey found thatnearly 60 per cent of people saidthey look for the term ‘natural’ onfood labels when they shop.

We are as confused about what itmeans as everyone else though itseems, with a lack of consensusamong those surveyed aboutwhether these ingredients were OKto be included in ‘natural’ foods.

"Can we really distinguishbetween healthy and unhealthyfoods by looking at the wrappers,"

asks Sandra Jones, professorand director of the Centre forHealth Initiatives at University ofWollongong.

The best wrappers are the onesmade by nature, Jones says, likebanana peels and the skin onvegetables.

"If you are buying your foodwrapped in plastic or paper, it's alittle more complex. We need tosee past the colours, pictures andcleverly crafted claims and take acareful look at the ingredients andnutrition panel."

Obviously the foods that don'tneed an ingredients label, letalone to claim that they're naturalin the first place, are the closestto nature.

"The most natural foods in thesupermarket seldom bother withthe word; any food product thatfeels compelled to tell you it'snatural in all likelihood is not,"Pollan says.

For most of us, that rule is enough– or if we look for a ‘word’ we lookfor certified organic in our fruit andveg, dairy and meat.

That said, in this day and age,Pollan questions what natural (the

dictionary's definition is "existingin nature and not made or causedby people: coming from nature:not having any extra substancesor chemicals added: notcontaining anything artificial")actually is.

On the one hand, everything isnatural – made from nature, as inmatter. This makes even yourchickenless chicken nuggets‘natural’ in some sense of the word.

"And yet at the opposite end ofthe spectrum of meaning, wherehumanity in some sense standsoutside nature, as most of us stillunthinkingly believe, what is leftof the natural that we haven'taltered in some way?

"We're mixed up with all of it now,from the chemical composition ofthe atmosphere to the genome ofevery plant or animal in thesupermarket to the human bodyitself, which has long sinceevolved in response to culturalpractices we invented, likeagriculture and cooking. Nature, ifyou believe in humanexceptionalism, is over. Weprobably ought to search else-where for our values."

Do you need a buildinginspection before you buy?

Before committing to buying a property,consider including a building inspection aspart of your contract for the purchase soyou can avoid any nasty surprises onceyou've moved in.

A good building inspection will provide youwith information that could ultimatelyinfluence your decision to purchase theproperty.

It will assess things like whether the houseis structurally sound and whether you canexpect major expenditures in the future.

When should a buildinginspection be carried out?

Ideally, a building inspection would becompleted before you make an offer topurchase. However, this process isn'talways practical as it can cause delays.

More commonly, a buyer will include abuilding inspection as a condition to anoffer to purchase a property. This conditionshould be carefully written in order to avoidconfusion or misunderstanding.

A pre-purchase building inspectioncondition should state:

n who pays for the report (usually thebuyer);

n the required completion date;n any criteria, such as an assessment ofany structural defects;

Building inspections should be personalised

Your building inspection report should alsobe tailored to suit the age of the property.When buying a recently built home forexample, it makes sense to have athorough inspection of the property’sfixtures and fittings (including the quality ofthe cabinet making and tiling) in addition tothe structural report itself.

Naturally, with an older home you wouldexpect a reasonable amount of wear andtear so your primary concern should bewith any structural faults that could lead toexpensive repairs, like damage to thefoundations and not with minor matters likerusty gutters.

A reputable building inspector, ideally aregistered builder or architect, will discussall these issues with you and more tocreate an inspection that suits yourrequirements and provides you with peaceof mind about your greatest asset.

Who is responsible fordamage in a tenancy?

When things break or are damaged duringa tenancy, it can be tricky to work out whois responsible for rectifying the problem.

If you find yourself in a situation where youare renting and damage has occurred,figuring out who is responsible comesdown to two factors; what kind of damage itis and how did it occur?

Intentional or negligentAny damage that is a result of anintentional act or negligent behaviour onyour part is your responsibility.

If you cause damage to the property, youmust inform the owner or property managerof this immediately. They will then advisehow to proceed with repairs orreplacement, both of which you will beexpected to pay for.

Third party damageAny damage caused by a third party notdirectly connected to you or anyone elseliving in the premises is the responsibility ofthe owner to repair or replace.

This would include damage from someoneyou did not invite into the premises or by anevent outside of your control e.g. a break-in or storm damage.

Your possessions are damagedIn the event your possessions aredamaged from a problem within the home,such as the roof collapses or there arewater leakages, then you might be able torecoup the cost of these damages from theowner.

The owner is also liable for damages if theydamage your possessions while they areinside the home.

Who takes care of urgent repairs?An urgent repair is required when anessential day-to-day necessity of the homerequires immediate fixing or to avoidexposing anyone living in the home to riskor hardship.

If something within the home requiresurgent repair, you must inform the owner orproperty manager as soon as possible.Once they have been informed, they mustarrange for repairs within 24 hours foressential services and 48 hours for urgentrepairs.*

Essential services include;

n gasn electricityn water (including the supply of hot water)n a functioning fridge (if supplied)n working sewerage, septics or otherwaste water treatments

In the event you are unable to reach theowner or property manager, or you contactthem and they fail to take action, you arethen within your rights to have the minimumrepairs carried out by a qualifiedtradesperson and claim back costs.

These costs must be reasonable and youshould be reimbursed as soon as ispractical after repairs are completed.
