Sunrise Powerlink Transmission Project Weekly Monitoring Report No. 01467 From: Through: 02/06/2011 02/12/2011 INTRODUCTION ALL LINKS The following is a summary of construction activity where monitors were on site: Alpine RFO: No ground disturbing work conducted. Alpine Construction Yard: Equipment, reel and monopole deliveries were made. San Luis Rey Substation: Roel construction is on site and excavation work being conducted. Work conducted on Sunday, with approval from the City of Oceanside, 2/6/2011. Rough Acres Construction Yard: PAR conducting steel tower assembly. TTS-I continues to receive steel deliveries. Improvements made to the entrance of the Rough Acres Ranch site. Encina Switchyard: Contractor TBEA on site building a transformer. Contractor Roel has mobilized on site. Monitors present for excavation activity. Thomas Yard: No ground disturbing work being conducted. The Link Lead monitored for any Burrowing Owls during activity on site. Link 4 Underground: Excavations were conducted at vaults(V) 4 and 5. Excavation work continues in the bore pit at the CalTrans Hwy 8 jack and bore site. V6 was set on 2/8/2011 and V4 was set on 2/11/2011. Ins/Outs conducted on V14, V15. Vegetation clearing was conducted on Alpine Blvd. near V19. BMP installation took place on the Bauer property. Work continued for the Viejas Bridge Hang. Work on V9 on Saturday, 2.12.2011 and on the Bauer property. During the week of 02/06/2011 through 02/12/2011, construction continued at the Alpine RFO, Alpine Construction Yards, San Luis Rey Substation, Encina Switchyard, the Rough Acres Construction Yard Phase I & II Use, the Thomas Yard, Link 4 Underground, Link 3, Suncrest Substation, for NTP No. 13 for Links 1, 2 & 5, non-Federal lands only, and the Imperial Valley Substation. Pre-Construction Activity with appropriate monitors: Monday, 2/07/2011: Three crews conducted TSAP staking. Four crews staked work areas, crane pads, access roads and TSAPs; one crew staked existing access roads. One PAR crews staking towers and RPs. Tuesday, 2/08/2011: Three crews conducted TSAP staking. Five crews verified GPS, RPs and tower sites; one crew staked existing access roads. One PAR crews staking towers and RPs. Wednesday, 2/09/2011: Three crews conducted TSAP staking. Five crews verified GPS, RPs and tower sites; one crew staked existing access roads. One PAR crews staking towers and RPs. Thursday, 2/10/2011: Five crews conducted tower staking and verified reference points; one crew staked existing access roads. One PAR crews staking towers and RPs. Friday, 2/11/1011: Five crews conducted tower staking and verified reference points; one crew staked existing access roads. One PAR crews staking towers and RPs. Saturday, 2/12/2011: Three crews conducted staking for EP 73 tower and 12kV relocations; Seven crews conducted tower staking; Two crews conducted land surveys. During this reporting period, no rain event occurred. Installation of BMPs continues to be conducted at all sites given CPUC clearance. Maintenance and repairs were conducted on BMPs as identified in existing areas. Minor leaks and drips from equipment were contained and cleaned. Leaks and drips are also recorded in the SWPPP log along with reporting to appropriate agencies as needed. Summary of Construction Yard activities where monitors were on site for any set-up and ground disturbing activities: JVR, Helix, Hartung, Bartlett-Hauser Yards, Kreutzkamp: TTS-I continued installation of BMPs, access grading, vegetation clearing, disking (at some sites) and fence installation. The access roads to Hartung and Helix Yards were prepared. Conducted herbicide application at SWAT Yard to prevent spread of weeds and PAR installed a wash station. INTRODUCTION

ALL LINKS

The following is a summary of construction activity where monitors were on site:

Alpine RFO: No ground disturbing work conducted.

Alpine Construction Yard: Equipment, reel and monopole deliveries were made.

San Luis Rey Substation: Roel construction is on site and excavation work being conducted. Work conducted on Sunday, with approval from the City of Oceanside, 2/6/2011.

Rough Acres Construction Yard: PAR conducting steel tower assembly. TTS-I continues to receive steel deliveries. Improvements made to the entrance of the Rough AcresRanch site.

Encina Switchyard: Contractor TBEA on site building a transformer. Contractor Roel has mobilized on site. Monitors present for excavation activity.

Thomas Yard: No ground disturbing work being conducted. The Link Lead monitored for any Burrowing Owls during activity on site.

Link 4 Underground:Excavations were conducted at vaults(V) 4 and 5. Excavation work continues in the bore pit at the CalTrans Hwy 8 jack and bore site. V6 was set on 2/8/2011 and V4 was seton 2/11/2011. Ins/Outs conducted on V14, V15. Vegetation clearing was conducted on Alpine Blvd. near V19. BMP installation took place on the Bauer property. Workcontinued for the Viejas Bridge Hang.Work on V9 on Saturday, 2.12.2011 and on the Bauer property.

During this reporting period, no rain event occurred. Installation of BMPs continues to be conducted at all sites given CPUC clearance. Reporting was made to the County ofSan Diego, Storm Water Hotline.

Link 3 Suncrest Substation and Wilson Yard: Vegetation removal was completed on the pad and the road; rough grading along the access road, BMP and fence installation wascompleted at the Wilson Construction Yard. BMP maintenance in other areas as needed. Began installation of canyon drains. Continued rough grading on the pad. Temporaryculvert crossing of Peterson Creek was completed for equipment delivery and access.

Links 1, 2 & 5, NTP No. 13: Link 1: Conventional drilling conducted at EP 211, EP 213, EP 214, EP 215, 217, EP 218, EP 219 and EP 244. Air track drilling at EP 243, EP244, EP 214, EP 218, EP 219. Helicopter structure assembly at EP 244, EP 245-1, EP 230-1, EP 238-1, EP 238-1, EP 232-1 EP 231, EP 233, and EP 237. Micropile drillingconducted at EP 231-A and EP 238-1. Soil borings conducted at EP 220. 12kV relocation inspections conducted and work started on the West side of McCain Valley Road.Clearing of Tower Staging Access Pads (TSAPs) and set-up for micropiles conducted at EP 226-1, EP 231, EP 238, EP 229, EP 235 and EP 225.Link 2: Soil boring at EP 93. Access road rough grading at EP 92, EP 91 and EP 93.Link 5: Soil boring at CP 20. Access road rough grading at CP 29-1, CP 31. Conventional foundation installation began at CP 17-1, CP 18-1, CP 19-1, and CP 22-1.Imperial Valley Substation Upgrade: Trenching and excavation for foundations began on Monday, 2/7/2011. Access road limits staked. BMPs installed and existing BMPsimproved.

Wildlife Reporting: The following listed or Species of Special Concern were found dead in Project construction limits during this period:Nine (9) Silvery legless lizard (Anniella pulchra pulchra); one (1) San Diego pocket mouse (Chaetodipus fallax fallax); two (2) Coast Horned Lizard (Phrynosoma blainvillii)

EP 21402/07/2011 Y Remarks: Monitoring was conducted on theWuest Property at Structures EP 214 and EP215. URS was drilling small holes within thestructure footprint. All holes were filled inagain after completion. Approved access roadgrading/marking and vegetationgrubbing/chipping had already been conducted.Crews were compliant with speed limits, parkedand turned around only in designated areas, andchecked under vehicle tires for wildlife. Nonesting birds were previously mapped in thevicinity based on the most recent nesting birdsurvey; no bird nests were observed during themonitoring visit either. Crews stayed within thelimits of the construction area and did notapproach marked ESA areas and jurisdictionaldrainages. At the end of the work dayequipment was parked well outside the 200 footbuffer limit of jurisdictional waters.

Thecrew was reminded that activities and temporaryequipment storage must be confined to the limitsof the staked work areas. Where cut and fill wasrequired (at EP 238), straw wattles wereinstalled at the base of the fill side of the TSAPpad. Two cactus wren nests were mappedwest/northwest of EP 226-1; however, they areoutside the 100 foot buffer of the work area. Nonests were observed within the work area orbuffer at either TSAP and tower location.
