Sunrise Powerlink Transmission Project Weekly Monitoring Report No. 01469 From: Through: 02/20/2011 02/26/2011 INTRODUCTION ALL LINKS Alpine RFO: No ground disturbing work conducted. Alpine Construction Yard: Set up of additional field offices initiated. San Luis Rey Substation: Roel completed work for 69 kV line on south side of new circuit breaker. Biological monitor on site. Great Horned Owl nest buffer in place. Work conducted on Sunday, with approval from the City of Oceanside, 2/20/2011. Rough Acres Construction Yard: PAR conducting steel tower assembly and moving their activities to the JVR Yard. TTS-I continues to receive steel deliveries. The Wash Station on site is being used several times daily to prevent the spread of weeds. Driveway improvements conducted. Encina Switchyard: Roel building new control shelter. Foundation in and block work being done. Excavating for gas circuit breaker pads and switch stands. Anderson drilling During the week of 02/20/2011 through 02/26/2011, construction continued at the Alpine RFO, Alpine Construction Yards, San Luis Rey Substation, Encina Switchyard, the Rough Acres Construction Yard Phase I & II Use, the Thomas Yard, Link 4 Underground, Link 3, Suncrest Substation, for NTP No. 13 for Links 1, 2 & 5, non-Federal lands only, and the Imperial Valley Substation. Pre-Construction Activity with appropriate monitors: Monday, 2/21/2011: Five crews verified tower and reference points at EP 106-3, EP 107-3, EP 105-2, EP 109-1, EP 106-3, EP 182, EP 183, EP 184-1, EP 185-1, EP 186-1. Tuesday, 2/22/2011: Four crews verified tower and reference points at EP 143-1, EP 144, EP 145, EP 146, EP 147, BLM Land. Two PAR crews conducted staking at EP 191-2, EP 193-2, EP 243, EP 196-2, EP 197-3 and EP 198-3B. Wednesday, 2/23/2011: Crews conducted existing access road staking at EP 68 to EP 70, EP 67 to EP 70 and EP 71 to EP 79. Two PAR crews conducted staking at EP 83, EP 87-1, EP 88-2, EP 85-2, EP 93, EP 94, EP 95 and EP 96. Thursday, 2/24/2011: Crews conducted existing access road staking at EP 75-2, EP 76-2, EP 78 and EP 79. Two PAR crews conducted staking at EP 102-3, EP 102A-1, EP 103-2, EP 108-2, EP 97, EP 98-1, EP 99-2, EP 101-2. Friday, 2/25/1011: Crews conducted reference point verification at EP 187-2, EP 188-1, EP 200A-1, EP 201-3, EP 173-1, EP 174, EP 175. Two crews set reference points at EP 187-1, EP 188-1, EP 200A-1 and EP 201-3. One crew staked existing access roads at EP 105-2, EP 112-3 to EP 113-4 and EP 116. Two PAR crews conducted staking at EP 113-5, EP 114-2, EP 115-1, EP 116-1, EP 109-1, EP 110-2, EP 111-4, EP 112-3, EP 112A-1. Saturday, 2/26/2011: Two PAR crews conducted staking at EP 121A-1, EP 122-1, EP 123-1, EP 124, EP 117-2, EP 118-2, EP 119-2, EP 121-3. Elliot Jr. Wildlife Reporting: The following listed or Species of Special Concern were found dead in Project construction limits during this period: Yellow-rumped Warbler (Dendroica coronate) During this reporting period, a rain event began on 2/25/2011 with precipitation occurring through 2/26/2011. The following precipitation totals have been recorded for this period: Link 1: 0.4 to 4.0 inches; Link 2: 1.1 inches; Link 3: 1.5 inches; Link 4: 1.5 inches; Link 5: 1.7 to 0.65 inches; Alpine HQ/Yard: 1.5 inches; Rough Acres Yard: 0.4 inches, Encina Switchyard: 0.9 inches. Pre-storm inspections were conducted and maintenance of BMPs was conducted as identified. In Link 2 and Link 3, precipitation of 1.5 inches was recorded in a period of less than 24-hours, causing a breach of BMPs. (A post-storm inspection identified areas where BMP maintenance and improvement was initiated.) Minor leaks and drips from equipment were contained and cleaned. Leaks and drips are also recorded in the SWPPP log along with reporting to appropriate agencies as needed. Summary of Construction Yard activities where monitors were on site for any set-up and ground disturbing activities: JVR: TTS-I yard set-up complete; PAR utilizing the yard. Visual screening fence slatting modifications in progress. Helix: Access road improvements in progress. Hartung: Two active red-tailed hawk nest with buffers in place causing a halt to construction access. Bartlett-Hauser Creek: Field office set up and road improvements in progress. Thomas Yard: No ground disturbing work being conducted. The Link Lead monitored for any Burrowing Owls during activity on site.Link 4 Underground:Vaults 2L. Excavation continues at the exit pit to the Hwy 8 Jack and Bore (North Side of I8), V15L, V18L, V8L, V13L, V2L, V9L. Potholing was conducted Alpine Blvd. fromSouth Grade Rd. west for 700¿, from 1850 Alpine Blvd west to Tavern Rd. Drilling/saw cutting was conducted at V7L, V6R, V13L, V3R, V4R, V5R, V19L, V16L, V7R.Trenching was conducted at V7, V15, V14, V18 and East of West Willows Road. Work continues for the Bauer Bridge. BMPs in other areas checked for any neededmaintenance before expected rain. Minor hydraulic fluid leaks were reported and were immediately contained, cleaned up and were not in storm water, waterways or ESAs.Reporting was made to the County of San Diego, Storm Water Hotline.

Link 3 Suncrest Substation and Wilson Yard: Rough grading along the access road and pad. Blasting was conducted on the eastern and western slopes on the pad. Boulderswere moved from the road to the pad. BMP installation maintenance conducted in many areas, as needed. Wilson yard set-up by TTS-I complete. Variance for the water supplypond and secondary entrance has been approved and work is scheduled.Links 1, 2 & 5, NTP No. 13: Note: No work conducted on Monday, 2/21/2011, Holiday. Link 1: Conventional foundations conducted at EP 244, EP 218-1, 217-1, EP 215, EP214, EP 213, EP 211, EP 210 and EP 219-1. Helicopter structure assembly at EP 230-1, EP 245-1, EP 44, EP 238-1, EP 237-1, EP 234-1, EP 233-1, EP 232-1, EP 231A , EP227, EP 199-3, EP 194-2, EP 197-2, EP 195-1. Micropile drilling conducted at EP 238-1, EP 235-1, EP 231A, EP 231-1, EP 229-1, EP 226-1, EP 224-1, EP 223-1, EP 221-Aand EP 230-1. Conventional structure assembly at EP 206-1, EP 203-3, EP 200A, EP 205-2, EP 209-1, EP 204-3, EP 202-3, EP 201-3, EP 208, EP 207, EP 218-1, and EP 217-1.12kV relocation continued on the West side of McCain Valley Road.

Link 2: Installation of a radio communications site at EP 87-1 TSAP. Soil boring at EP 85-2. Erosion repair and BMP maintenance on access roads to EP 84 and EP 85-2.TSAP grading and structure clearing at EP 79, EP 80, EP 81, EP 87. Clearing scheduled but not started because of fly permit at CP 51-2 and CP 45-1 TSAPs.Link 5: Installation of a radio communications site at CP 108 TSAP. Soil boring at CP 20. Access road rough grading at CP 31-2. Conventional foundation installation at CP17-1.

Imperial Valley Substation Upgrade: Foundation work continues for new 500 circuit breaker stands. Drilling conducted for the piers. On February 22, 2011, a small collectionof freshwater mollusks were recovered from the excavated sediments by the Paleontologist. These paleontological discoveries were from the Lake Chuilla sediments. No workwas stopped or diverted.
