Highly qualified candidates who are recommended by superintendents are sought for this one-year program. Candidates will acquire knowledge and skills in a problem-based learning approach. Candidates come from ESC Region 11 districts and, when space is available, other Texas school districts. A collegial relationship will be fostered among candidates and their mentors. Training includes face-to-face and online seminars delivered by practitioners, field-based experiences, and monthly support through a mentor superintendent. Training takes place during the months of June and July and continues with a one-day session per month during the school year. Training is directed toward successful passage of the TExES test. ESC Region 11 makes a recommendation to the state for a standard superintendent certificate at the end of the program contingent upon successful completion of all program requirements, recommendations from the intern’s employing district, and a passing score on the TExES test. • To assist school districts with formalized succession planning, which results in development of quality educational leaders for the future • To attract capable leaders to the superintendency • To provide an alternative preparation and certification process • To provide tomorrow’s school district leaders with practical knowledge and relevant problem-based preparation ESC Region 11 and school districts cooperate in the identification, preparation, and certification of future superintendents. The agreement form outlines specific responsibilities such as exchange time, administrative experiences, mentoring, and authorization for training schedule requirements. Placement of the intern in an administrative position after completion of the program is left to the discretion of the district. Program candidates will benefit from the mentorship support provided by experienced superintendents. Networking among candidates will offer support during the program and later while serving as superintendents. Program Application Fee – A $75 nonrefundable application fee is required when an application is submitted in order to establish eligibility for program entrance.

State Technology Fee – A $55 fee is due upon program acceptance beginning March 15, 2017.

Program Fee – A fee of $4,600 will be paid to ESC Region 11 to cover program fees. Some districts may allow payments through payroll deduction: $1,400 due when accepted and the balance paid in eight additional payments. Credit cards are accepted. Lack of payment may result in dismissal from the program.

TExES Examination Fee – A fee of $131 will be paid to Educational Testing Service (ETS) at the time that the candidate is ready to take the Superintendent TExES test.

Application Fee for Probationary Superintendent Certification – A fee of $52 will be paid to the State Board for Educator Certification (SBEC) when application is made for probationary superintendent certification (if the candidate is serving in a superintendent position).

Application Fee for Superintendent Certification – A fee of $78 will be paid to SBEC upon successful completion of the TExES test and recommendations for certification from mentor and TLC program staff.

The first level of screening looks at the candidate’s qualifications, completed TLC application, district agreement form, and a writing sample.

Acceptance into the TLC program requires that the employing district recommend the candidate; however, the TLC program does not guarantee placement into a superintendent position following completion of the program.

Applications will be accepted at any time.

The TLC application, application fee, official transcripts, copy of current certificate, copy of service record, mentor agreement form, and district agreement form must be received at ESC Region 11. Application documents may be printed from our Web site (www.esc11.net).
