The purpose of the Recreation Facilities Association of British Columbia (RFABC) is to promote general interest, education, safe operating standards, professionalism and support among recreation facility operators, Commission and Board members in the successful operations of arenas, auditoriums, community centres, swimming pools, stadiums, parks and other recreation facilities.

MISSIONThe mission of the RFABC is to promote safe and efficient operation of recreation facilities through the provision of educational opportunities, networking, training, and advocacy for recreation facility personnel.

6 RECREATION FACILITIES ASSOCIATION OF BC

Formerly known as the British Columbia Arena, Auditorium and Stadium Association was formed in the spring of 1948 in order to bring people of mutual interests together to discuss similar problems and exchange ideas. Mr. V. “Ben” Williams, General Manager of the Pacific National Exhibition at that time, chaired the first meeting which attracted representation from Victoria, Vancouver, Kelowna, Nanaimo and Trail.

From the nucleus of five members in 1948, the Association has grown to its present membership of over 500 Members.

In 1975, at the Annual Meeting the membership voted unanimously to change the name of the Association to the British

History of RFABCColumbia Recreation Facilities Association to encompass all facilities related to leisure time services. Again, in 1985 at the Annual General Meeting the name was changed to the Recreation Facilities Association of British Columbia (R.F.A.B.C.) in order to become registered under the Society Act of British Columbia.

The RFABC strives to offer the traditional services of a trade association: education certification courses, topical information exchange, and an advocacy network. The Association has essentially two revenue streams, courses and membership. Active membership has remained steady throughout the years at approximately 250.

Ideal for less experienced arena operators learning their trade and experienced operators wishing to upgrade skills. Topics include Principles of Ice Making and Painting: humidity and building conditions, ice temperatures, water quality, ice installation, mid season logo installation and removal, ice energy management, ice measurements, edging, cross cutting and facility changeovers; Ice Resurface: maintenance, laser level and Fast ice conditioners; Preventative Maintenance: establishing a program, log books and software programs; Dasher Board Systems: construction and maintenance, shielding and netting systems and current participant safety issues. Hands-on sessions in making, marking, painting and maintaining artificial ice surfaces. Students passing written exam will earn RFABC certification.

This 8-hour classroom course prepares students to write the British Columbia Safety Authority Refrigeration Safety Awareness exam. Course is suited for personnel working in any regulated refrigeration facility but whose job duties do not include operation and/or repair of the refrigeration plant or for IFO or RO certificate holders seeking a refresher on plant safety.

Course covers:

1 BC Refrigeration Safety Legislation including: safety regulations, CSA refrigeration code, RSA certificate holder responsibilities, log book use, accident reporting and safety committee.

2 REFRIGERATION SYSTEMS: Basic refrigeration system components, refrigerants and lubricant use and monitoring, safety valves and operating and safety controls.

3 SAFETY EQUIPMENT: accident types and prevention, fire classification and prevention and, emergency breathing apparatus.

4 GENERAL SAFETY: safety alarms and shut down devices, emergency shutdown, evacuation procedures and safe work practices.

This 40 hour course (5 consecutive - 8 hour days) prepares students to write the British Columbia Safety Authority provincial IFO exam. Course includes basic applied mathematics, safety, codes and regulations, basic refrigeration thermodynamics and system components, floor systems, coolants, electrical systems, heat reclaim and humidity control and general maintenance procedures. The prerequisites for BCSA IFO Exam are: 40 hours job training through completion of the IFO course and exam and 30 days’ work experience including completion of the practicum Log Book. For more information on applying to write the provincial IFO exam, visit www.safetyauthority.ca . A Casio fx 260 solar calculator is recommended for course. Students interested in pursuing their BCSA Refrigeration Operator RO provincial certification, may use IFO classroom time as first of 3 weeks classroom time required by BCSA to qualify.

Approved by the BCSA, this course prepares students to qualify to write the provincial Refrigeration Operator exam. Topics conform to the BCSA and Standardization of Power Engineers Exam and Certification SOPEEC Syllabus including The Act, Regulations and Codes, Safety, Refrigeration Systems Administration, Refrigeration Fundamentals, Compressors, Controls and Instrumentation, Condensers and Cooling Towers, Evaporators and Cooling Coils, Operation and Maintenance, Electrical,

Air Conditioning, Mathematics and Science and Practical Experience.

Course runs 2 consecutive weeks Monday - Friday 8am to 4pm. Students must complete one month of pre-reading prior to course. Following course, registered students can participate in the RFABC RO Online Forum to prepare for the provincial RO examination. Fee includes texts and study manuals. Introduction to the skills required to work in building service custodial field. Upon successful completion of the course, including written and skills demonstration exams, students are issued a BSW 1 certificate. Classroom and hands-on experience for those involved or wishing to be involved in swimming pool operations. In the municipal aquatics field and private sector, this course is a minimum requirement and is recognized by the Provincial Health Authority for meeting the minimum Health Act training requirement. Topics include water circulation equipment, pool volume calculations, basic chlorine chemistry, Langlier Saturation Index, water balance, water testing, safe handling and storage of pool chemicals. Participants should bring a calculator. Successful candidates will receive Level I Swimming Pool Operator certificate which is recognized inter-provincially through the Western Facility Operators Master Certificate Program.

Swimming Pool Operator I

Two day program introduces advanced principles in swimming pool operations. Students deal with more complex pool problems and develop skills to solve them. Topics include problem solving, advanced chemistry, energy conservation, trouble shooting, new technology, risk management and program maintenance systems. Focus on current Health Regulations and how they impact pool operations including the Pool Safety Plan. Time will be available for discussing existing safety plans. Successful candidates completing a written exam will receive a Level II Pool Operator Certificate. Certificate is recognized by Facility Associations in Western Canada, the BC Ministry of Health and BC municipalities.

Special Events are a big issue for many Parks & Recreation facility management and staff. Course focuses on simple processes, techniques and tools to assess and manage the risks involved in planning, organizing and running special events. While the course is aimed at those new to special event planning, seasoned planners will benefit from the hands-on exercises. Upon successful completion, students will know how to:

1. Develop a simple framework to effectively manage special events

2. Learn how to apply risk management for special events;

3. Identify and evaluate risks specific to an event

4. Avoid, control and share the risks of special events

5. Develop event emergency response plans

6. Understand the role of insurance.

MARK STITT RSA/IFO Instructor

I started working in the HVAC/R industry in 1984 after graduating from the SAIT HVAC/R program. Since then I have worked in wholesale, inside and outside sales, system designs and installations. I also received my Power Engineering 5th class refrigeration in 2008 and I have been a member of ASHRAE since 1994. I had the pleasure of working with Accent Refrigeration Systems for over 15 years.I am familiar with the electro/mechanical/refrigeration equipment and controls and have practical knowledge of the operation and maintenance of ice facilities. I look forward to teaching the RFABC refrigeration courses and sharing my industry experiences. In my spare time, I enjoy sailing, boating, skiing, motorcycles, and travel.

RON DIETRICH Pool Operator 1/2 Instructor

I grew up in Saskatchewan playing hockey, baseball, and golf from the age of 4. An avid Rider fan, with a solid sense of small town community, I moved to the west coast where school led to aspirations toward architecture. I studied in Victoria for a BSc, but recreation lured me away where I have spent the

last 25 years as chief operating engineer for Westshore Parks and Recreation. One of the largest recreation centers in BC, WSPR enjoys offering recreation to 5 municipalities. While hosting local, national, international and world events, WSPR has facilitated everything from curling, hockey, concerts, festivals, ball, soccer, swimming, wild play, golf, BMX; you name it we deliver it. With a love for sports and recreation I have spent the last 5 years as an active volunteer for the RFABC as co-education chair, treasurer, and instructor.

WENDY HANSENBSW1/2 Instructor

I have been in the Building Service industry for 35+ years, and have extensive knowledge of all aspects of cleaning, floorcare procedures, carpet cleaning, and equipment use and maintenance. I also have many years of supervisory and management experience and facility cleaning audit experience. I have instructor courses such as Building Service Worker Introduction, Commercial Hard Floor Maintenance, Commercial Carpet Cleaning, Hospitality Services/Room Attendant, WHMIS, Blood-borne Pathogen and Sharps Safety, and Supervisory Skills for the Cleaning Service Industry. I really enjoy the sharing of information and knowledge with others.

RYAN GRAHAM Pool OP1 Instructor

Ryan has been working in recreation for 27 years, 16 as the current Facility Technician at Saanich Commonwealth Place in Victoria BC. Ryan enjoys teaching students about the pool trade and hopes his students can draw from his experience during the Level 1 and Level 2 pool operation courses.

ROBERT BAKER RSA/IFO Instructor

I’ve worked in recreational facilities and event management for over 20 years, and am committed to helping develop our next generation of recreation facility operators. I bring with me Olympic, professional, and collegiate sport experiences from multi-use and multi-surface venues across British Columbia and the US. Personal highlights include driving the ‘Olympia’ for the 2010 Winter Olympic and Paralympic Games, working with the Vancouver Giants of the Western Hockey League, and now as Deputy Director of Parks & Recreation with the City of Trail.

GEOFF CHESTERTON RSA/IFO/RO Instructor

After 51 years working in the refrigeration contracting industry, which included 30 years in the rinks of BC. Geoff is excited to teach the next generation of Operators. Geoff will use his background to help students successfully pass their exams, but also understand and apply the knowledge that is learned in the course. Most of his education comes from doing the job, rather than courses, although the courses are essential to gain qualifications and Geoff has certainly had many tuition hours, including college level refrigeration courses in the UK.

STEVE MCLAIN RSA/ Pool Op1/2 Instructor

I have been a resident of North East BC since 1976. I have enjoyed several careers involving agriculture and production, operations, and construction positions in the Oil and Gas field. In 1994, I began the first in what became a series of positions in Facilities Management with the City of Fort St. John. During my time in Local Government, I earned my SPO levels 1-3 as well as my 5th Class Power Engineering Certificate. I have taken numerous leadership and facilities maintenance related workshops certificates and University credits. In approximately 2000, I was very pleased to start facilitating SPO courses for the RFABC and have regularly presented a variety of courses for the Association ever since. I have also had the honour of being a Zone Director for the North Zone, and the President of the RFABC.

CORRINNE GARRETT Pool Operator 1/2 Instructor

At that age of 16, I entered the workforce as a lifeguard/swimming instructor for Coquitlam and Surrey and have 25 years of Aquatic supervision experience. I started teaching for the RFABC in 2005 and became the Aquatics Liaison in 2006 as well as the Education Chair in 2008. I took some time off from teaching from 2009 – 2012 to deal with some health issues that I lovingly refer to as “cancer “cation. After returning to employment I picked up teaching where I left off and have been teaching courses across the lower mainland and training new instructors ever since. I enjoy being able to share my hands-on experiences during each course and ensure that each student feels comfortable contacting me regarding any facility issues they may be having in the coming years.

STEVE HEBDEN Pool operator 1/2 instructor

I became qualified as a pool operator in 1990 when I obtained the Institute of Sport and Recreation Management qualification (ISRM pool plant operator) I kept this up to date until I moved to Canada in 2011. I am now a maintenance supervisor at a state of the art aquatic facility called H2O Adventure and Fitness Centre in Kelowna. After enrolling on a Pool Operator 2 course with the RFABC (so I could obtain the Canadian pool operator qualification) I was persuaded by a very nice guy called Ron Aubrey to have a look at instructing.

RON AUBREY Pool Operator 1/2 Instructor

I have been an active supporter of RFABC for many years, currently in the role as the Education Chair and have also held the position of RFABC President. I was working in Municipal Parks and Recreation for over 30 years, managing pools and arenas, before retiring. I have been teaching courses for 35 years and hold certification to teach in Alberta and BC. In the past years, I have also

As a kid, I was a competitive swimmer representing Slovakia internationally, which my family exploited to escape the Eastern Block regime. Unable to compete in Canada, I spent the last 2 decades as a lifeguard, headguard, aquatic programmer, and now as a pool service worker.

As a pool operator I am now proficient with open vacuum and closed pressure systems; familiar with growing pains and passing of the Ozone system; I have been through countless pool facility shutdowns and have seen pool-water problems that stretch the colours of the rainbow in a sample vial. I flooded my first basement in the late 90s and have been training Surrey staff not to do the same for the last 15 years.
