U.S. ARMY CORPS OF ENGINEERS

DIVISION AND DISTRICT BOUNDARIES

U.S. Army Corps of Engineers (USACE) employs

approximately 34,000 Civilian Employees and 800 Military

personnel with a presence in more than 43 countries and

providing reach-back technical and construction expertise

to more than 110 counties worldwide.

USACE owns and operates 700+ dams; maintains 12,000

miles of waterways, 240 locks and 2,200 levee systems.

About 2 trillion of U.S. trade moves through the ports and

waterways that we manage.

USACE is the Nation's largest provider of outdoor

recreation operating 93K campsites and 36K picnic sites.

Our projects host about 370 million visitors who spend

some $16 billion yearly; supporting an estimated 270,000

jobs.

USACE is the largest owner and operator of hydroelectric

power plants in the U.S., providing 3% of the total national

electric capacity, producing approximately 75 billion

kilowatt-hours of electricity in its 75 hydropower plants. The

electricity generated nearly $4 billion in gross revenue.

WHAT WE DO

No MILCON

No Civil Works

Programs and projects assigned by HQs which require…

― Centralized program management

― Unique/highly specialized/niche technical expertise

― National or broad in scope – crosses MSC boundaries

― Requires systems functionality, commonality, adaptation

― Emerging technology which later must be promulgated across the

enterprise

― Backup to MSC/District as required

Chief of Engineers

18 April 2019“I can’t afford nor do I want all 43 Districts/Centers to have

the exact same capability. HNC fills the gaps for the entire

enterprise on those skills sets and programs which are

USACE’s toughest engineering challenges”

HNC ORGANIZATIONAL OVERVIEW

Huntsville Center’s more than 1,000 employees manage nearly 3,000 ongoing projects at any given

time. These projects fall into five portfolios: Medical, Facilities and Base Operations, Energy,

Operational Technology, and Environmental. The portfolios comprise 43 program areas, as well as 8

mandatory and 6 technical centers of expertise, and 17 centers of standardization. Projects are

generally broad in scope, require specialized technical expertise, centralized management or are

functions not normally accomplished by a Headquarters, USACE organizational element.

Response to Industry Queries Panel Discussion

1. Reference: ProjNet. For the past few years, during a “new procurement” RFP/Proposal cycle, questions are typically being answered after the question period is over. This does not allow for clarifying or follow-up type questions.Question: Can the Gov’t answer questions incrementally (at regular intervals) while the questions period is still open?

2. Reference: Transition of CPARS, FBO, etc. to beta.SAM.govQuestion: What impacts, if any, does CEHNC anticipate during this transition?

3. Reference: Market Research via Sources Sought responsesQuestion: Once Market Research is collected, how long is it considered current if a solicitation is not readily issued? 6 months? 12 months?

4. Reference: Market Research via Sources Sought responsesQuestion: Once Market Research is collected to ascertain Small Business capability, does the government apply the rule of two when the sources sought is for IDIQ contracts?

5. Reference: HNC Office Relocation: Will the Huntsville Corp of Engineers be sending out bid requests for their future Office Relocation from the current facility to the new facility on Quality Circle? How can we make sure we are on that bid list? Is this the correct contact - [email protected] <mailto:[email protected]>

6. HNC Property: Things your companies or organizations such as USACE group typically need; Relocation of contents and computers disposal or disposition of item in current facility Lease surrender broom swept services
