This was approved on August 3, 1977. It was amended in 1978, 1980, 1981, 1982, 1983, 1984, and 1987. This was a
National law which set forth requirements for all coal surface mining on federal and state lands. This Act regulates surface mining activities and the reclamation of coal-mined lands. This includes exploration activities and the surface
effects of underground mining.

Mine operators were required to minimize disturbances and adverse impact on fish, wildlife and related environmental values. Restoration of land and water resources is ranked as a priority in reclamation planning. The Act was a part of the Office of Surface Mining, Reclamation and Enforcement, in the Department of the Interior.
