Upon motion of Dwayne Carter, seconded by Karen Tate, the board voted to approve the minutes. The board unanimously passed the following resolution: Resolution of the Surry County Board of Elections Concerning the Counting of Absentee Ballots. BE IT RESOLVED by the Surry County Board of Elections that: 1. The Surry County Board of Elections shall meet at 2:00 pm on Election Day, Tues., Mar. 15, 2016 at the Board of Elections Office at 201 E. Kapp St., Dobson, NC to count absentee ballots. 2. Any voter of the county may attend this meeting and observe the count. 3. The results of the absentee ballot count will not be announced before 7:30 pm on that day. The director updated to board on the February 1-2, 2016 training being held by the NC State Board of Elections in Durham. The meeting adjourned at 4:40 p.m.

The Surry County Board of Elections met in their office at 201 E. Kapp Street, Dobson, NC on Tuesday, January 19, 2016 at 4:00 p.m.

The board considered the minutes of the November 10, 2015 meeting. Upon motion of Dwayne Carter, seconded by Karen Tate, the board voted to approve the minutes.

The board unanimously passed the following resolution: Resolution of the Surry County Board of Elections Concerning the Counting of Absentee Ballots.

BE IT RESOLVED by the Surry County Board of Elections that:

1. The Surry County Board of Elections shall meet at 2:00 pm on Election Day, Tues., Mar. 15, 2016 at the Board of Elections Office at 201 E. Kapp St., Dobson, NC to count absentee ballots.

2. Any voter of the county may attend this meeting and observe the count. 3. The results of the absentee ballot count will not be announced before 7:30 pm on that day.

The director updated to board on the February 1-2, 2016 training being held by the NC State Board of Elections in Durham.

The Surry County Board of Elections met in their office at 201 E. Kapp Street, Dobson, NC on Tuesday, March 1, 2016 at 4:00 p.m.

The board considered the minutes of the January 29, 2016 meeting. Upon motion of Angie Crews, seconded by Karen Tate, the board voted to approve the minutes.

The director made recommendation to approve all properly executed absentee requests received and to approve all properly executed container return envelopes received for the March 15, 2016 Primary. Angie Crews made motion to approve and Dwayne Carter seconded the motion. Ninety one container return envelopes were approved.

The director presented seven improperly executed container return envelopes. Six did not have the required witness signatures and one had been signed by a person other than the voter. All voters have been notified and given the opportunity to reapply for an absentee ballot. The board voted to deny the seven container return envelopes. The board voted to consider the continued eligibility of Mr. Paul Johnson to remain a candidate on the March 15, 2016 primary ballot at their next meeting. Mr. Johnson has been removed as a registered voter in Surry County as a convicted felon. Mr. Johnson will be notified and be given an opportunity to attend the meeting.

The board considered the minutes of the January 19, 2016 meeting. Upon motion of Angie Crews, seconded by Karen Tate, the board voted to approve the minutes.

The director made recommendation to approve all properly executed absentee requests received and to approve all properly executed container return envelopes received for the March 15, 2016 Primary. Angie Crews made motion to approve and Karen Tate seconded the motion. Two hundred and six container return envelopes were approved. The envelopes were opened and the ballots ran through the tabulator.

The director presented eight improperly executed container return envelopes. Five did not have the required witness signatures; one had not been signed the voter and two were spoiled by the voters. All voters have been notified and presented an opportunity to receive a new ballot or given information on voting at an onestop voting site. The board voted to deny the eight container return envelopes.

The Surry County Board of Elections met in their office at 201 E. Kapp Street, Dobson, NC on Friday, March 18, 2016 at 5:00 p.m. Linda Haney attended as a representative of the Democrat Party.

The director made recommendation to approve all properly executed container return envelopes received for the March 15, 2016 Primary. Angie Crews made motion to approve and Karen Tate seconded the motion. Fifty six return envelopes were approved. The envelopes were opened and the ballots ran through the tabulator.

The director presented nine improperly executed container return envelopes. Five did not have the required postmark for ballots returned by 5:00 pm on the third day after the election; one had not been signed the voter and three did not have the required witness signatures. The board voted to deny the nine container return envelopes. The board reviewed provisional ballots cast in the March 15, 2016 Primary. The board approved one hundred valid provisional ballots; forty six partial ballots for counting of non-partisan offices only and denied eighty two. Fourteen ballots are awaiting further information to determine if they are qualified. The board instructed the director to determine eligibility according to the information obtained and to open and tabulate all valid ballots.

The Surry County Board of Elections met in their office at 201 E. Kapp Street, Dobson, NC on Tuesday, March 22, 2016 at 11:00 am to Canvass the March 15, 2016 Primary. David Diamont attended as a representative of the Democrat Party. The director presented one absentee container return envelope. This envelope had been returned to the Board of Elections office through the US Postal Service after the deadline of March 18th. The board rejected the absentee. The Board canvassed the March 15, 2016 Primary. All vote totals were reviewed and the Board signed all election abstracts.

The board considered the minutes of the March 22, 2016 meeting. Upon motion of Angie Crews, seconded by Karen Tate, the board voted to approve the minutes.

The director made recommendation to approve all properly executed absentee requests received and to approve all properly executed container return envelopes received for the June 7, 2016 Primary. Dwayne Carter made motion to approve and Karen Tate seconded the motion. Eighty six container return envelopes were approved. The envelopes were opened and the ballots ran through the tabulator.

The director presented seven improperly executed container return envelopes. Four did not have the required witness signatures and three had not been signed by the voter. All voters have been notified and presented an opportunity to receive a new ballot or given information on voting at an onestop voting site. The board voted to deny the seven container return envelopes. The director presented two undeliverable ballot packets. The voters have been contacted and did supply a new mailing address for absentee material. Both voters have been issued new ballot packets. The board reviewed and unanimously approved the OneStop plan for the November 8, 2016 General Election. The county will offer four early voting sites with a total of two hundred and twenty eight hours. The board approved the following resolution:

Kapp St., Dobson, NC and adopted the following resolution: BE IT RESOLVED by the Surry County Board of Elections that:

1. The Surry County Board of Elections shall meet at 2:00 pm on Election Day, Tues., Nov. 8, 2016 at the Board of Elections Office at 201 E. Kapp St., Dobson, NC to count absentee ballots.

2. Any voter of the county may attend this meeting and observe the count. 3. The results of the absentee ballot count will not be announced before 7:30 pm on that day.

The board discussed showing returns on election night in a courtroom of the Judicial Center. During recent elections, members of the public have not utilized this event. The board decided in view of the fact that this is a Presidential Election, results would be shown in a courtroom and the matter discussed again after the November General election. The board reviewed a provisional information document for voters. The board is in favor of this information being available at the polling location election day. The director will continue to edit the document and the board will review it before the November General Election. The director informed the board of the State Board of Election training seminar to be held on August 8-9. All board members plan to attend.

The Surry County Board of Elections met in their office at 201 E. Kapp Street, Dobson, NC on Tuesday, November 1, 2016 at 4:00 p.m. The board considered the minutes of the October 17, 2016 and October 25, 2016 meetings. Upon motion of Angie Crews, seconded by Karen Tate, the board voted to approve the minutes. Ms. Betty Nelson addressed the board concerning voting machine security. The board and director explained how Surry County’s voting machines were programmed and maintained.

The director made recommendation to approve all properly executed absentee requests received and to approve all properly executed container return envelopes received for the November 8, 2016 General Election. Three hundred and thirty five container return envelopes were approved. The envelopes were opened and the ballots ran through the tabulator.

The director presented two executed container return envelopes where the voters had registered in other North Carolina counties before the registration deadline. The board denied the absentee ballot returned to Surry County. Both voters have been notified and advised to vote in their new county of residence. The board denied one Onestop absentee application. The voter had registered in another North Carolina county before the registration deadline. The voter has been notified and advised to vote in the new county of residence.

The director made recommendation to approve all properly executed container return envelopes received for the June 7, 2016 Primary. Angie Crews made motion to approve and Dwayne Carter seconded the motion. Thirteen envelopes were approved. The envelopes were opened, the ballots ran through the tabulator and the totals added to the election totals. Any additional properly executed container return envelopes received by the deadline will be considered before the canvass meeting.

The director presented two improperly executed container return envelopes. Both did not have the required witness signatures. The board voted to deny the two container return envelopes. The board reviewed provisional ballots cast in the June 7, 2016 Primary. Thirteen provisional ballots were cast Election Day. The board approved eight valid provisional ballots and one partial count. One provisional ballot was denied. Three provisional are awaiting further information to determine if they are qualified. The three remaining provisional will be re-evaluated before the canvass meeting.

SURRY COUNTY BOARD OF ELECTIONS Meeting Minutes June 14, 2016

The Surry County Board of Elections met in their office at 201 E. Kapp Street, Dobson, NC on Tuesday, June 14, 2016 at 11:00 a.m. to certify the results of the June 7, 2016 Congressional Primary.

The board considered the minutes of the June 6, June 7 and June 10, 2016 meetings. Upon motion of Angie Crews, seconded by Dwayne Carter, the board voted to approve the minutes.

The deputy director presented one civilian absentee ballot returned on June 13th by mail that lacked any kind of postmark from the US Postal Service. After examination, the board unanimously denied the returned ballot according to statute §163-231(b-2b). The deputy director presented two pending provisional ballot envelopes of voters that did not come to the office to present appropriate identification, and one pending provisional ballot envelope for a voter that came to the office to present proper identification after the 12 noon deadline. After examination of the “Provisional Voter Instructions” given to the voter to retain, and according to §163-166.14(e), the board voted unanimously to deny all three provisional ballots. The Board reviewed all vote totals, signed all election abstracts, and effectively canvassed the June 7, 2016 Congressional Primary. There was a short discussion to resolve a poll worker issue for the November General as well. The meeting adjourned at 12:05 p.m.

The Surry County Board of Elections met in their office at 201 E. Kapp Street, Dobson, NC on Tuesday, August 2, 2016 at 4:30 p.m.

The board considered the minutes of the June 14, 2016 meeting. Upon motion of Angie Crews, seconded by Karen Tate, the board voted to approve the minutes.

The director informed the board that the State Board of Elections had contacted the office regarding the 2015 proposed precinct consolidations. The state board is again considering the proposed consolidation of precincts in North Carolina, but at this time will not be considering any alterations to existing precinct lines. They have indicated that a decision should be announced by August 10th. The board passed the following resolution:

RESOLUTION

WHEREAS, G.S. 163-128(a) allows the County Board of Elections, with approval by the Executive Director of the State Board of Elections, the authority from time to time, by resolution to establish, alter, discontinue, or create election precincts or voting places as it may deem expedient;

THEREFORE, BE IT RESOLVED by the Surry County Board of Elections that,

The Dobson #1 Precinct, the Dobson #2 Precinct and the Dobson #3 Precinct will be consolidated to structure the new Dobson Precinct. The polling location for the newly formed Dobson Precinct will be the Badgett-Shelton Viniculture Center on the Surry Community College campus located at 630 S. Main Street, Dobson, NC 27017.

The Elkin #1 Precinct, the Elkin #2 Precinct and the Elkin #3 Precinct will be consolidated to structure the new Elkin Precinct. The polling location for the newly formed Elkin Precinct will be The Elkin Center of Surry Community College located at 1461 N. Bridge Street, Elkin, NC 28621.

The Mount Airy #2 Precinct, the Mount Airy #3 Precinct and the Mount Airy #4 Precinct will be consolidated to form the new MA234 Precinct. The polling location for the newly formed MA234 Precinct will be Grace Moravian Church Fellowship Hall located at 1401 N. Main Street, Mount Airy, NC 27030.

The Pilot #1 Precinct and the Pilot #2 Precinct will be consolidated to structure the new Pilot Precinct. The polling location for the newly formed Pilot Precinct will be the Armfield Civic and Recreation Center located at 873 West Hwy 52 Bypass, Pilot Mountain, NC 27041.

These changes will be effective immediately. The director distributed the current candidate list for the November 8, 2016 General Election. The board discussed the recent election law changes brought about by the July 29th ruling by the Fourth Circuit court. The board agreed to extend onestop voting for the additional week, October 20-26 to voting at the Board of Election office only. The board additionally approved provisional voting laws being posted at the polling locations and being available for all provisional voters to read. The director informed the board that the office will start a facebook page in August. This page will have information primarily directing voters to the Board of Election website. The office staff will also be attending several municipal and county functions in the coming weeks to hand out information concerning voting in the upcoming General Election. The director distributed the tentative agenda and information on the State training to be held in Concord on August 8-9.

The board considered the minutes of the August 2, 2016 meeting. Upon motion of Karen Tate, seconded by Dwayne Carter, the board voted to approve the minutes.

The board discussed dates, hours and locations for OneStop Absentee Early Voting for the November 8, 2016 Election. With the July 29th ruling by the Fourth Circuit Court and additional week has been added to the schedule. The director made recommendation to approve all properly executed absentee requests received and to approve all properly executed container return envelopes received for the November 8, 2016 General Election. Karen Tate made motion to approve. Two hundred and seventy three container return envelopes were approved. The envelopes were opened and the ballots ran through the tabulator.

The director presented twenty improperly executed container return envelopes. Eighteen did not have the required witness signatures and two had not been signed by the voter. All voters affected have been notified and presented an opportunity to receive a new ballot. The board voted to deny the twenty container return envelopes. One absentee by mail packet was returned to the Board of Elections as undeliverable by the USPS. The voter had contacted the office and requested a new ballot, stating they had not received the original one requested. This packet had been spoiled in the system and a new ballot issued. The board denied the undeliverable packet.

Kapp Street, Dobson, NC on Monday, November 14, 2016 at 2:00 p.m. The board examined one hundred and forty three of the provisional ballots cast on Election Day. One hundred and nineteen were approved, twenty one were approved for partial count and three were not approved. Surry County had four hundred and twelve provisional ballots cast on Election Day. The remaining two hundred and sixty nine provisional ballots will be considered when research has been completed on voter eligibility.

The director made recommendation to approve all properly executed container return envelopes received for the November 8, 2016 General Election. After examination of all container return envelopes, Angie Crews made motion to approve and Dwayne Carter seconded the motion. Seventy-three envelopes were approved. The envelopes were opened, the ballots ran through the tabulator and the totals added to the election totals. Any additional properly executed container return envelopes received before the deadline will be considered before the canvass meeting.

The director presented four container return envelopes with post marks after the November 14 deadline. The board denied the four envelopes. The director presented three container return envelopes that were returned to the office as undeliverable by the USPS. All were confirmed to bear the address the voter had supplied. All three were deemed spoiled. The director presented one container return envelope with an unreadable postmark. After careful examination the board determined that the postmark could not be validated. The envelope was denied. The meeting adjourned at 6:05 p.m.

The Surry County Board of Elections met in their office at 201 E. Kapp Street, Dobson, NC on Friday, November 18, 2016 at 11:00 a.m. to certify the results of the November 8, 2016 General Election.

The director presented one civilian absentee ballot request received on November 10, 2016. The request was denied. The director informed the board that a voter, after submitting a valid absentee by mail ballot, did present at (10) Longhill precinct Election Day and voted in person. The director talked to the voter by phone and he stated that he did not think his absentee ballot had been received by the board of elections office in time to be counted and this was why he voted on Election Day. The board unanimously voted to deny the absentee by mail vote and remove it from the vote totals. The director will forward all information to the NC State Board of Elections for investigation and review. The board reviewed Election Day returns, authorization to vote forms and vote totals. The board reviewed the sample audit count, write in votes and audit date. The director informed the board that data on provisional ballots had not yet been received for the NC State Board of Election. Without this information provisional ballots cannot be finalized. The board voted to recess until 11 am on Tuesday, November 22, 2016.

The director presented two civilian absentee ballot received from the USPS on November 18, 2016 showing a postmark of October 31, 2016. The board denied the returned ballots as being returned after the November 14 deadline. The board examined the remaining thirty one provisional ballots cast on Election Day. Per the North Carolina State Board of Elections nine ballots were approved as the voters attempted registration at the NC DMV. Two additional ballots were approved as the voters had attempted registration prior to the October 14, 2016 deadline. The Board reviewed all vote totals, signed all election abstracts, and effectively canvassed the November 8, 2016 General Election. The board considered the minutes of the November 7, November 8, November 14, November 17 and November 18, 2016 meetings. Upon motion of Angie Crews, seconded by Dwayne Carter, the board voted to approve the minutes. There board reviewed and signed mileage sheets. The meeting adjourned at 12:20 p.m.
