    2. BRIEF OF SURVEY RESULTS

    2.1 2013 MID-TERM NATIONAL ELECTIONS

    If the 2013 senatorial polls are to be held today, Senators Francis ChizEscudero and Loren Legarda are likely to romp away with top honors with60.3% and 49.5%, respectively.Rounding up the top 12 or those who would likely be in the winners circleare the following:

    Transportation Sec. Mar Roxas (44%), Former VP Noli DeCastro (41.5%),Sen. Alan Peter Cayetano (41.5%), Sen. Gregorio Honasan (39%),Former Rep. Cynthia Villar (36%), Rep. Gwen Garcia (14%) and,Customs Commissioner Ruffy Biazon (14%).If only to prove that politics has indeed become a national past timeamong Filipinos, there seems to be a growing trend among the countrysregistered voters with respect to their senatorial choices even if there arestill 11 months to go before the scheduled senatorial elections in May2013.

    2.2 SATISFACTION RATING OF TOP 4 PH OFFICIALS

    Vice President Jejomar Jojo Binay continues to lead the other top officials

    of the country insofar as satisfaction ratings are concerned which showsthe level of appreciation that the respondents have in relation to theperformance of their duties and responsibilities related to their positions.Vice President Binay had the highest satisfaction rating of +65%. SenatePresident Juan Ponce Enrile had the second highest satisfaction rating of+52%. The satisfaction rating of President Benigno Simeon Aquino III is at+46% and House of Representatives Speaker Feliciano Sonny Belmontehad a satisfaction rating of +23% which is considered as the highestpositive rating that an House Speaker had in recent years.Vice President Binay was highly rated in the NCR (71%), Luzon (66%),Visayas (59%) and, Mindanao (65%) and as expected made his presencefelt among the survey respondents in the D and E classes with 56% and59%, respectively.The high poverty index, the ongoing conflict with China over the KalayaanIslands, the Power Crisis Management in Mindanao, the Management ofthe Philippine Economy and, the high crime rate now being experiencedhas pulled down the satisfaction rating of President Aquino in these areasof concern. However, the Anti-Corruption campaign of President Aquinoseems to be holding as far as mindsets are concerned especially now thatit may have received a shot in the arm with the recent conviction of ChiefJustice Renato Corona who was found guilty by the Senate ImpeachmentCourt of culpable violation of the Constitution when he did not disclosecertain assets in his SALN.Thus, the senatorial elections of 2013 will not just be an interesting eventto watch but how the contending parties (LP and UNA) will fare willdefinitely have a bearing in the 2016 presidential elections.

    2.3 POLL AUTOMATION

    With a high 52% of the survey respondents saying they dont trustautomated polls, it would perhaps be timely for the Commission onElections to review the Terms of References of its contract withSmartmatic if only to satisfy the call of the voting public for a transparentand error-free conduct of the next national elections. Even the initialobjective of a quick tally and release of results have been achieved whenautomated election system was first adopted in the 2010 presidential polls,there remains a need to review the parameters in connection theretoespecially with claims that certain safeguards in the AES have beendisabled on the day of the election itself in 2010.

    2.4 ISSUES RELATED TO FORMER PRESIDENT AND

    PAMPANGA REP. GLORIA MACAPAGAL ARROYO

    While 56% of those surveyed said they agree with the decision of theAquino Government to formally charge Former President and Rep. GloriaMacapagal Arroyo for electoral fraud and violation of the anti-graft law inconnection with the botched ZTE broadband deal as against the 43% whosaid they do not agree with this decision for a net of +14%, there seems tobe a growing number of Filipinos who prefer that Mrs. Arroyo be releasedfrom continued detention at the Philippine Veterans Hospital (41%) andplaced under house arrest instead (59%). At the same time, when thesame respondents who favored house arrest were asked if they will agreewith the plan of Mrs. Arroyos lawyers to file a petition to post bail, 61%said they favor that Mrs. Arroyo be allowed to post bail while only 39%said they do not favor bail for Mrs. Arroyo for a net of +22%.

    2.5 IMPEACHMENT TRIAL OF CHIEF JUSTICE RENATO

    CORONA

    The Impeachment Trial of Supreme Court Chief Justice Renato Coronamay have become the crowning glory of Senate President Juan PonceEnrile who was hailed by almost all sectors of society not only for his defthandling of the impeachment proceedings but for the impartial demeanorthat he displayed throughout the duration of the trial. In fact, there hadbeen a growing consensus evening the legal practitioners that theimpeachment trial would result in an acquittal for Chief Justice Corona as

    Million and some P80-Million in Philippine currency deposit.This seeming change in the fortunes of the Prosecution and the Defensewas so noticeable that even Defense Counsel Serafin Cuevas appearedto be unsure of his responses when Senate President Enrile said thatthere was no legal provision that would stop the Chief Justice from notdeclaring his dollar and peso deposits in his SALN if he wanted to.The survey showed 59% of the respondents saying they believed theSenate sitting as an Impeachment Trial Court was fair and only 24% saidthe Senate was not fair. There was an overwhelming bias in favor ofSenate President Enrile whom 88% of the respondents said was impartialin his handling and supervision of the impeachment trial as Presiding

    Senator Judge while only nine per cent said he was not. As a whole, 61%said the conviction of Chief Justice Corona was the right decision and22% said it was not leaving some 17% saying they were not sure whichcould have gone either way had they clearly understood what theimpeachment trial was all about.

    SURVEY MECHANICSThis latest non-commissioned survey of The Issues and Advocacy Center is the first

    publicly available survey of The Center as data research sampling activities of the

    organization during the past year were dedicated which means they were culled forspecific audiences.

    This survey was conducted from May 30, 2012 June 2, 2012 using face-to-face

    interviews with some 600 respondents divided equally among registered voters in MetroManila, Luzon, Visayas, and Mindanao. The survey carried a margin of error of+ 3%

    Respondents representing all four social classes (ABC, D, E) were polled at random

    with ages ranging from between 18 to 65 years of age.
