SURVEY REPORT Hakku Patras among the performing communities of Andhra Pradesh
1. Introduction Andhra Pradesh is one of the 21 States of India. It is situated in central India
between the rivers Godavari and Krishna. Modern Andhra Pradesh was once
belonged to various dynasties in the central India such as Shatavahanas,
Ikshvaku, Kakatiyas, Vijayanagara, Bhamanis and Qutub Shahis. Culturally it
is considered one of the richest regions, where different arts and crafts were
practised by the various artisan communities in rural, tribal and urban areas
communities in the cities have richly contributed to its is multi faceted
culture.
The state is situated on the south eastern coast of central India. It is India’s
fourth largest state by area and fifth largest by population. Hyderabad is the
capital city of Andhra Pradesh. Andhra Pradesh is called the rice bowl of
India. Two major rivers Godavari in north and Krishna in the south are the
main water source for cultivation.
Andhra Pradesh is called in Purana as Andhra Pathas or Andhra Desha, The
main language of the state is Telugu, spoken by 90% of the population. The
inscriptional evidence shows that an early kingdom was established in this
region, in 500 BCE at Bhatiprolu, which was the capital city of this kingdom.
With the fall of Mauryas, the Shatavahanas established their rule at
Dharanikota, it was their capital. Buddhism and Jainism were the popular
religions of Andhra around 3rd 5th Century CE.
After the decline of the Shatavahanas in 220 CE Ikshavaku dynasty
dominated this region, Pallavas, Vishnukundins, Eastern Chalukyas and
Cholas were also ruled in this region. Kakatiya dynasty established their

domain in 12th, 13th centuries. They united the Telugus into one region and
Warangal was their capital city.
In 1323 Delhi Sultan conquered this region and extended their political hold
in south India. Later the Bhamanis of Bidar and Qutub Shahi of Golconda
ruled from 14th to 17th centuries. At the end of the 18th it was the Asif Jahis of
Hyderabad who established new political and cultural patterns. Later Nizam
of Hyderabad ceded five of their large territories to the British, which was
later on called coastal Andhra and Rayalaseema. In 1948 Nizam’s
Government became part of the Indian union.

Land :
The State of Andhra Pradesh, was formed as a result of the States
Reorganization Act of 1956, the state is situated between 120 – 14’ and 190 – 54’
Lat N and 760 – 50’ and 840 – 50’ E Long, with Telugu as the main spoken
language. It comprises a total area of 294,700 sq.kms., with 23 districts,
divided into three cultural regions, coastal Andhra, Telangana and
Rayalasima.
It is irrigated by five main rivers namely Godavari, Krishna, Tungabhadra,
Penna and Nagavali, besides a large number of tributaries, rivulets, and lakes
like Pulicat and Kolleru. It is endowed with a rich haul of natural resources –
high mountain ridges like the Eastern Ghats and a dense forest area. The
Eastern Ghats, also known as “Turpu Kanumalu” occupy the whole length
and breadth of Andhra Pradesh, about 2000 meters in elevation. To the West
of the Eastern Ghats lies the upland plain, a section of which is known as the

Deccan plateau. Telangana forms part of the South Deccan plateau. Telugu is
the main language of the state. The other languages are Urdu and Hindi; at
one time Persian and Sanskrit languages were also in used. Some old
documents are found in Persian and Sanskrit scripts. ‘Modi’ script was also
found in manuscript documents. Some Hakku Patras were also found in the
neighbouring languages of Tamil, Kannada and Mharati languages.
Andhra Pradesh is an amalgam of many cultures. The art and architecture of
this region is a synthesis of many styles. It also developed a vital tradition of
painting, sculpture and various crafts as well as many kinds of folk arts, some
still survive, among them Yakshagana, Burrakatha, Jangama Kathalu, Hari
Kathalu, Chekka Bhajan, Ghanta Natyam, Urumula Natyam.
4. Notes on performing Communities 1) General Folk Performances
This kind of folk performances belong to a low caste category. They are not
specific to any particular caste but they are general in nature. These
performances are open to any person who wants to share the joy. All
communities in the village would participate in this type of performance.
There are no caste restrictions for participation. During these performances
genealogical myths are narrated. These narratives are bases on heroic legends.
These folk performances cater to common interests of the people. The folk
performers receive the katnam (gratis) not from the caste people but from the
audience, because these performances belong to no particular community but
to all the people of a village. So no Hakku Patras are given to them. Some of
the most popular narratives which are enacted during the performance are
Burrakatha, Sharadakatha, leather puppetry which do not have any caste
themes or any glorification of a particular caste but are based on deeds of
popular heroic personalities.
2) Particular folk performances

These kind of folk performances are linked to some particular religious
groups and associated with some castes. During my research I have
discovered that in the caste hierarchy every caste has its own sub-caste. Edgar
Thruston called these castes as “Mendicant community”, Dr. M.V.T. Raju
called them “satellite caste” and some other scholar called them “sustained
caste”, Prof. P. Subbachary called them “dependant caste”. I named them
“sub-caste”. The main caste is known as patron caste and sub-caste, is called a
dependent caste. The patron and sub-caste are associated in an independent
relationship, as patron and client. Dependent caste or sub-caste is socially and
economically dependant and subservient to its patron caste. One patron caste
may have 1 to 7 sub-castes as its dependant castes.
The castes which are known as dependent caste are primarily folk performers.
They narrate myths related to the origin of the patron caste. These
performances include various legends and caste genealogies (Gotras). These
performers essentially are folk bards or folk singers. They hold “mirasi right”
(right to perform in a particular region). They have right to go every year to
their patrons. The elders of the patron caste or the patron community have to
treat them with respect, as their caste “Guru” or “Pujaris”. Patrons provide
them with food and share other facilities. These folk performers also visit
their patrons at the time of birth and death ceremonies, on these occasions
they also narrate various ballads and legends. Some of the elders of sub-caste
communities are Vaidyas (Medical Practices) treat their patrons with herbal
medicines, and take care of their health requirements. They also act as caste
priest and perform various religious rituals. The sub-caste communities have
their own manuscripts. These manuscripts are records of caste related legends
and records of their medicinal practices.
Some of these sub-castes such as Gowdajetti, Dakkali, Patamvaru perform
their narrations by showing the pat painting (Patams). These Patams are
scrolls measuring 4/6 metres in length and they are painted on cloth. These

Patams are prepared by the Nakashi community from Cherial Village, in
Warangal. The sub-caste communities use Patams as visual aids for their
verbal narrations. The other communities who do not have Patams such a
Manda Hechu use Toys (Bommalu). These Bommalu are symbolic sculptural
representation of various characters in the popular legends, such as Kattam
Raju, who is a very popular hero.
3) Social Hierarchy of dependent or sub-caste
The caste is an essential part of the Indian social system; it is deeply
embedded in all Hindu hereditary communities, both in urban and rural
areas. It is also found at the lowest social level among the Adivasis (tribals)
and Panchamas (untouchables), who are considered as outside the Hindu
Varnashrama. C.F. Haimondrof in his book “The Gonds of Andhra Pradesh”
(1979) wrote that the caste and sub-caste is very much prevalent among the
Gonds. The Gonds who consider themselves as a superior caste have Pradhan
as their sub-caste. The Pradhans are the priests and the folk performers of
Gonds. The patron caste and sub-caste system is very much prevalent among
the more advanced communities in many parts of India. In Gujarat many
advance castes have this concept of dependent castes. Bhats in Gujarat and
Pradhans in central India are two independent manifestations of this
institution. It is more probable that these institutions were developed in the
urban feudal society and later passed on to Tribals, and other communities.
To my observation all tribal communities in Andhra Pradesh have this
hierarchy of patron caste and sub-caste. Names of some sub-castes are given
below who have this hierarchy of sub-caste.

Here I cannot say that all the above mentioned communities have Hakku
Patras but I am sure that these communities are have written and unwritten
rights or permission to perform and sing. They perform various rituals at the
time of festivals and on other occasions. They also treat people with herbal
medicine. These sub-caste communities still possess medical manuscripts.
During my research I came across many scheduled castes who have their own
priests (Gurus).
5. What is Hakku Patras
Hakku Patras are a kind of grant or entitlement for certain privileges,
accorded by some authority to a person or group of persons, to hold land,
enjoy certain rights and to provide some services. In India, awarding such
grants are common from ancient times. We are well aware of revenue grants
and land grants, given to Brahmins or other high castes but we know very
little about the other grant systems prevalent at the lower social structures.
Indian historians, anthropologists and folklorists have so far not noticed
much on the grants given to folk performers and artisan communities, at
village level. These grants are known as Hakku Patras. Hakku Patras are
letters of entitlements for folk performances. The Hakku Patras are a kind of
documents of grant or Sanad, which permits the folk performers to perform in

a pre-assigned regions called “Patti” in perpetuity. Hakku Patras are found in
the form of copper plates (Ragi Rekula) and Paper scrolls (Chuttalu) and
paper documents (Sanad). These documents are historical records which
contain detail information about the various communities, their names and
their villages and it provides a rare insight into the nature of folk
performances and the inter-relationship among the village communities.
Hakku Patras are found among many other folk performing communities in
Andhra Pradesh. The Hakku Patras usually inscribed on metal sheets and
also written on hand made paper in the form of scrolls. Hakku Patras are
considered as a community grants and still accepted by the members of
patron communities. It is a wonder, how inspite of so many social changes
and economic up-heavels, that the tradition of folk performances is still
regularly organized and very much vibrant.
6. About the Project
The pilot project, deals with the study and collection of Hakku Patras found
in the possession of nomadic and non-nomadic performing communities. This
pilot project is important and a unique study in the context of performing
communities, no such study has ever been undertaken in India. This project is
the first of its kind. The study highlights many aspects of socio-cultural life of
dependent communities and may reveal unknown aspects of their life. These
dependent communities are not specific to Andhra Pradesh, such
communities may existing all over India (may not have Hakku Patras). The
socio-political changes in the recent past, have thrown new challenges for the
survival of these people and endangered their documents and visual art
materials related to their performance. Now, these communities are
threatened by the flux of film and video culture and as well as the invasion of
television and electronic media. Once these performing communities were an
essential part of the socio-cultural rural environment but now they may not
survive another generation. The proposed survey has opened many
possibilities, there was an intense interaction between the principal

investigator and people of dependent caste and performing communities,
who have provided uncommon glimpses into unknown patterns of rural life,
their allotted duties, and the services they provide. In rural society every one
is allotted certain privileges and rights. All performing communities are given
certain rights to perform in the fairs and festivals organized within the village
and beyond, called patti, their presence at the birth, marriage and death
ceremonies is inevitable.
The main purpose of the pilot project is to study the nature and function of
Hakku Patras. To locate the folk performing communities, to findout which
particular region (patti) they belong to, and which Hakku Patra they have
obtained. The documents of rights are important for the study of socio-
economic conditions, and recent changes among the village communities,
particularly among the folk performing communities. These communities are
nomadic or semi nomadic, going to various villages in the allotted regions to
perform folk dramas and recite folk ballads.
The aim of this survey is to discover Hakku Patra, the document of Right,
among various folk performing communities and gather information by
collecting paper documents and copper plate Hakku Patras. It is important to
have dialogues with folk communities and gather information about the
nature and function of these documents in detail. These neglected and
archival documents contain hidden vital facts about the castes, folk arts, folk
narratives, cultural rights and social patronage in a rural milieu. The survey
throws new light on these village communities, which will be of great help to
the academicians and scholars working on these communities, before they
disappear and vanish due to sheer neglect and ravages of time.
7. Details of the Survey Methodology
The Survey / Research began from 1 September 2008 with the appointments
of qualified surveyors, necessary for the completion of the project.

The appointed staff was trained by conducting seminars, lectures and
interacting with experts from folklore, anthropology and sociology
disciplines. The trainees were also introduced to village priests, folk
performers and village gurus to acquaint them with the rural environment.
They were also introduced to dependent communities and their patrons. The
workshop was organized from 12th-13th September 2008.
The trainees were instructed about the survey’s requirements and they were
acquainted with the methodology of the survey for gathering relevant
information in the field study. A comprehensive questionnaire was prepared
to obtain required information from the largely illiterate folk performers.
Tentative lists were also prepared indicating the names of the folk performing
communities, their possible locations, the language of the inscriptions and the
nature of Hakku Patra materials.
Detailed tour maps were prepared of all the four cultural regions and the
neighbouring states, indicating districts, mandals and possible locations of the
performing communities.
The survey began soon after the completion of the training of the selected
staff. In the first phase, a team consisting of four survey members went to pre-
selected locales and gathered detailed information, as mentioned in the
questionnaire. The surveyors also photographed the discovered copper plate
or paper Hakku Patras. The principal investigator visited the location for
verification of the collected data by research scholars and surveyors.
The principal investigator visited many locations in the four cultural regions
with research scholars and surveyors to: verify, review and scrutinized the
materials discovered in the field work.

The principal investigator sorted out the various problems related to
identification of Hakku Patras that surfaced during the field work. He also
interacted with owners of the Hakku Patras. The principal investigator visited
many locations in the neighbouring state of Karnataka, Tamilnadu,
Maharashtra and Chhatisgarh for obtaining information regarding Hakku
Patras.
1) Field work Plan
The field work began from October 2008 and continued up to August 2009.
During this period the survey / research scholars and surveyors team visited
more than a thousand villages and identified one hundred performing
communities who had Hakku patras with them. The area visited by the
research scholars and surveyors covered four hundred villages in Telangana,
two hundred fifty villages in Rayalaseema and two hundred villages in
Coasta region and one hundred fifty villages in Kalinga region. The mode of
travel was generally by cars or a van.
The survey team also visited neighbouring states to identify and collect
information. During these visits, the team covered one hundred villages and
contacted six performing communities in Tamilnadu, Seven performing
communities in Karnataka, Five in Maharashtra and four in Chhatisgarh.
2) Problems in Field Work
I have encountered many problems for locating the Hakku Patras and other
documents. During the field work.
(a) This is a new kind of research, looking at the lowest levels of the caste
hierarchy, so far no one has ventured into this area. During the field
work we met performing communities who are illiterate and reluctant
to show their Hakku Patra and other documents.

(b) The copper plate inscriptions are unique documents. The owners do
not want to show them to others. Though the right to own these
documents is entrusted to a single person, ownership is claimed by
many and sometimes there are family disputes.
It is very difficult to locate these performing communities when they
are on tour, they do not carry these documents with them. The
nomadic practice of performing communities creates many problems
in locating their whereabouts. Some times we have to wait till they
returned to their village.
(c) The copper plate documents are closely written. They could be
observed only in day light. Even photographing these documents
depends on the availability of perfect day light.
(d) Sometimes the performing communities ritually display their copper
plate or paper document at the place of their performance. We have to
wait for the entire day to have access to these documents, at the end of
the show, it may be night, when all day light has gone.
(e) Many times the owners are reluctant to show the Hakku Patra. Either
they expect some money or honorarium or we have to convince them
about the importance of the research. These small problems take a lot
of time and require patience. Sometimes we have to return without any
information and wait for some other time and place.
(f) During the survey I have travelled along with my research scholars
and surveyors in search of Hakku Patras and spent more money and
time which was beyond the estimation we had planned.

Detail information about these sources is expanded below.
I. Oral Sources
Hakku Patras are available with folk performing communities in the
rural areas of Andhra Pradesh and elsewhere.
We began by gathering oral information from the informants who
know about the performing communities and prepared lists about their
location. In the second phase we have ascertained whether these
communities belong to the old traditional families or not. Not every
one from the performing community possessed Hakku Patras, only the
elder of a community may have the copper plate. We searched for
names of the owner of Hakku Patra and his village or a native place. If
he was not available in the village we tried to search for him
In the third phase we followed him wherever he was staying or
visiting. Most of the performers usually stayed outside the village in
temporary huts or tents. In the leisure time they go hunting, birds and
rabbits or grazing their cattles and sheeps. The surveyors waited till
they returned in the evening and gathered relevant information.
The patron-class also gave some information about the performers, his
name and his village. The major problem was to locate the elders, who
had the right information. Many times these elders, though in
possession of relevant information were reluctant to reveal it. With
meager information sometimes we were able to search and locate the
documents.

II. Written sources
Fortunately I could find out some published books, dissertations and
reports, which have referred to these performer communities. The
scholars who have done research in this field also provided some
relevant information.
Alhough the written sources provided very scant information about
these performing communities, it was still very important. The books
which deal with the sub-caste people have mentioned the performing
communities, but this information is devoid of reference to any Hakku
Patras. These books or booklets are not easy to locate in well known
libraries. Personally I have tried to seek such information in the local
libraries.
III. Archival Sources
There are some metal Mudras or Copper Plates which have
inscriptional information related to performing communities and are
kept in museums. However the curators are not aware about the
content of these artifacts. I found one such Mudra in the Tirumala
Museum, other Mudras from Egmore Museum, Chennai. Two copper
plates found in the manuscripts wing of Kannada University, Hampi,
Karnataka.
8. Condition of the Hakku Patras
The period of Hakku Patras, which we have discovered both on copper plate
and paper, generally are dated from four hundred to fifty years old. It is
difficult to ascertain exact dates of these documents, the textural evidence
within the documents help us to calculate an approximate date by identifying
and locating the person or persons mentioned in these documents. Confusion
is created due to variation in the use of calendars by the scribes of these
documents. Some documents mention the Saka Calendar, some Higri or Fasli

eras, some used Telugu year names. To find out the correct dates of these
documents, we have to refer to the almanacs or take some expert’s opinion.
Few copper plate documents mention Telugu year names of recent periods
which may mislead us. We have to see the condition of both the copper plate
and paper documents to know the proper date of these documents.
Whenever the documents have official seals or issued by some official
authority, we can, with certainty, derive correct dates of these documents. For
example if the documents are issued in Qutub Shahi period, Asif Jahi period
or British period, we can easily guess the approximate date of these
documents.
The oral information given by the owners does not help us to arrive at the
exact date of these documents, because the owners usually count the date by
generations. There is no exact date from one generation to another. They say
that this document was prepared before my grandfather or great-grandfather.
Any how we have prepared a tentative list of approximate period. The
research scholars and field surveyors could gathers exact period of these
documents. We have taken the help of experts, such as people who can read
the text, or have knowledge in anthropological field work, an epigraphist, and
expert in metallurgy and expert in deciphering the text, to arrived at the dates
of document mentioned in the lists.
The condition of all the copper plates is the same. Some of documents are
much used so they appear old and others are less used, they appear new.
9. Photographing the Hakku Patras The main goal of the project is to survey and locate the Hakku Patras, to
achieve this goal we had selected surveyors, keeping in view their back
ground and their dedication. Out of the three surveyors, the first person we

selected was Mr. Anjaiah, he belongs to a folk performing community, though
he does not know how to operate a camera. But he knows a lot about his own
communities. He is an insider. In the survey he had been an asset to the
project and helped us in locating Hakku Patras.
The second surveyor we selected was Mr. Mettu Venkat Narayana, he is
educated and a member of a performing community. He knows photography
and took the photographs.
The third selected surveyor was P.J.V. Sridhar who has good knowledge of
photography and is an art student but knows less about the rural areas.
Apart from these three main surveyors, I sought help of other photographers
that is why there was a duplication of works and visits. There was a constant
demand from EAP for the improvement in the quality of photographs. If the
quality of the photographs is not up to the mark, the photographer had to
visit the same place, once again. We have not compromised with the quality.
Many of the photographs were taken in the available sun light and in difficult
situations. If a major research project is granted to us we will arrange a mobile
photo-unit to fulfill the EAP’s standard.
It was very difficult in the preliminarily survey to concentrate on the survey,
and the quality of the photographs. I realized that many of the photographs of
the documents taken were not good but they serve the purpose as evidence.
The preliminary survey has dealt mainly, with the location of Hakku Patras.
All the photographs sent to EAP with the list are infact evidence for the
existence of Hakku Patra.
10. Copyright
Traditionally all the rights are granted by the king, Jagirdar or head of the
religious institutions to the head of folk communities and their Guru. These
rights are allotted to only two to four families in the entire folk communities.

If a dispute exists among two brothers in a single family regarding the sharing
of the right to perform in a region (patties) they have also documents of
agreement for divided rights. The division in the families also leads to
dividing the rights among family members. They may practically use these
rights, orally but the possession of Hakku Patras is important. Few owners
have lost their rights as they could not perform their duties. Some have lost
the rights because they lost their documental evidences. Others purchased
these documents to have the right to receive the honorariums. Very few
mortgaged the copper plates at the pawn brokers. So it is not practically
possible to take the copyright of the Hakku Patras from the performers.
Folk documents do not belong to a single owner. Whoever possesses the
documents is considered the owner / possessor. Sometimes the documents
are owned by different communities. It is difficult to establish the ownership
right to one particular person, a family or a community. The documents are
owned by the entire community but remained in the possession of one person
within the community. Those who are willing to show their documents, we
can take their consent to copy. This is a usual practice of the folk researchers
and field workers that they never insist the owner to part with the documents.
If the owner is reluctant to permit the photocopying of the document we have
pursued the local people or close relatives to seek the owner’s consent.
Consequently, the photographs will become the property of Survey /
Research Project. Generally, no question arises of copyright and property
right. In this regard if the original are intact and remained with the owners.
The photocopies of the documents will be used for research purposes. It will
be explained to the owners that the copies of the documents, will be used only
for academic and research purpose.

We have to assume that those owners who have given their consent to
photograph Hakku Patras and paper documents, have also permitted the
scholars and academicians to used these documents for research purpose.
11. Number of families contacted
During the survey, we have visited many villages and met people belonging
to performing communities and made enquiries about the persons who have
Hakku Patras, they invariably asked us to contact someone else inside the
village or outside the village, who had these documents. Their instructions we
have followed and discovered the families of performing communities who
actually possessed the Hakku Patras, in the Indian village some names are
very common and number of people carried the same name. To hunt the right
person and right family was a difficult task. During the survey we talked to
thousands of families in various villages. This gave an opportunity to interact
and contact two hundred and forty four families who actually had Hakku
Patras with them.
12. How Many Hakku Patras located in each Village
This is a detailed list of the Hakku Patras located in each village during our
survey. We have visited more than one thousand one hundred sixty villages
and discovered nearly two hundred and forty four Hakku Patras.
I am also providing information along with Hakku Patras and other related
documents which may be very important. The importance of these related
documents we can only know when the inscriptions in the copper plates and
paper documents are deciphered and the content known.
