INTRODUCTION

Within the project entitled: »Survey of the Market for Handicraft« implemented by USAID/CHF through Foundation for the Development of Northern Montenegro in cooperation with the NGO »The Greens of Montenegro«, and financed by the Embassy of the United States in Montenegro, there was a survey carried out, and we are now presenting its results.

The project was aimed at gathering data about the conditions of production and creation of handicrafts in Montenegro in order to obtain a picture that can serve as a basis for further efforts in this field exerted in popularization and improving the economic status of handicraft producers.

The most difficult task was to identify the people or organizations dealing with handicrafts. The main obstacle to this was that handicraft producers are most often not registered, and are dealing with handicrafts at home, during their spare time and depending on personal needs or possible demand. Therefore, there is no systematic database of handicraft producers and sellers. The contacts and data on producers and sellers were gathered in parallel with preparing relevant questionnaire to obtain valuable information about this field covered in solely a few available documents. Two types of questionnaires have been designed, one related to producers and the other to handicraft sellers.

Different manners were used to collect contacts. Initially, there was an attempt to gather relevant data on potential respondents, both handicraft producers and sellers through local tourist organizations. Unfortunately, nobody responded to our invitation for assistance in our efforts. Due to our previous good cooperation with CSTI/Montenegro Adventures in various fields, we received the most significant input data from this organization. In addition, FORS Montenegro had its own database created during implementation of previous projects aimed at promoting handicrafts from Northern Montenegro, for example from Kolašin and Pljevlja. Contacts have been also gathered at visited field sites where surveyors asked people for information and kept records about all places where handicraft items could be found, and about methods to access people dealing with this activity.

One of our main ideas when implementing this project was to carry out a survey of the demand for handicraft, i.e. of handicraft sellers in Southern Montenegro, and the survey of supply, i.e. to interview handicraft producers in Northern Montenegro. We considered that analyzing the gathered data, and presenting the results is the best manner to assist all those who displayed interested in Montenegrin handicrafts, both handicraft funs, and individuals or organizations seeing this field as a potential for income generation, or organizations that would like to improve the conditions of handicraft artisans possessing skills that are not to be forgotten.

SURVEY RESULTS – HANDICRAFT PRODUCERS

I. Introduction to Survey Data Analysis – Handicraft Producers

The survey of handicraft producers is a process that took place over a nearly 2 month period and encompassed following municipalities: Berane, Plav, Kolašin, Nikšić, Pljevlja and Žabljak. During that period we succeeded to establish contacts with, and successfully interview 36 respondents.1

II. Current Products and Customers (Market)

Question No 2. What kind of Montenegrin handicrafts do you produce? Please explain. When asked what kind of Montenegrin handicrafts they produce, respondents gave a wide spectrum of answers. Following is the list of products given by our respondents:

If trying to group the above listed products, we can get the impression that mostly produced products are knitted items for everyday use (sweaters, socks, vests), followed by wooden items, parts of different folk costumes, and products made using different crochet techniques.

Question No 3. How many items do you currently produce on a monthly basis?

It was not possible to obtain comparable reply to the question of how many items producers make on a monthly basis, so that the most common replay was »when necessary«.

Question No 4. How many items do you currently sell on a monthly basis?

The greatest number of respondents were not able to reply to the question of how many items they currently produce on a monthly basis.

Question No 5. What is the average price for each product?

Due to a wide variety of products and materials being used individually by producers to make their handicraft products, it was not possible to draw conclusion from offered replies to the question of what the average price for each product is.

Question No 6. Are your handicrafts typically uniform or unique items?

On the question if their handicrafts are typically uniform or unique items, respondents could choose one of the following answers: always uniform, often uniform, often unique, always unique, and I don't know.

A total of 94% respondents replied to this question, of which the greatest number, 55, 88% replied: »always unique«. The following most common answer was »often unique«, selected by 29, 41% respondents. Only 5, 88% answered: »always uniform«, i.e. 8, 82% answered: »often uniform«.

Thus, we can draw a conclusion that the majority of handicraft producers almost often produce unique products.

On the question what materials producers need to make their handicraft following answers have been provided:

Respondents mostly indicated following tools and equipment: needles, scissors, hooked needles, loom, and chisel.

Question No 8. Do you have any difficulties with the supplying of materials? On the question about difficulties with the supplying of materials half of respondents answered that they experienced some difficulties.

On the question about difficulties with the supplying of tools almost one fourth of respondents stated that they faced difficulties in supplying tools.

Question No 10. What are the main obstacles to supplying these materials? When indicating the main obstacles to supplying necessary material the greatest number of respondents, almost 39%, mentioned lack of selection as the main problem. A total of 50% respondents stated that aside from the main obstacle, the second important problem is high price.

A significant percentage of respondents, nearly 17%, mentioned changeable quality and high prices as the main obstacles to supplying material. Nearly 60% respondents, being a significant percentage, mentioned lack of selection as a main or the second most important problem.

Among the other obstacles respondents most often gave answers that can be categorized as lack of availability of material in Montenegro, what implies traveling abroad for the supply. Respondents mentioned countries such as Italy and Turkey.

On the question about the main obstacles to supplying tools and equipment, respondents could choose one of the following answers: changeable quality, lack of selection, high prices, availability only during season, high transport expenses, lack of available funds, other and I don not know.

The same percentage of respondents (30%) mentioned lack of selection and high prices as the main obstacle to supplying tools and equipment. A total of 50% respondents mentioned high prices as the second important obstacle to supplying tools and equipment.

Question No 15. Who are your primary customers? The greatest number of handicraft producers we had an opportunity to interview mentioned individual customers as their primary customers. For 81% respondents individual customers are primary customers, while 36% respondents put traders/wholesale buyers in second place in order of importance, and 29% put individual customers in second place.

Thus, we can draw a conclusion that individual customers are far most significant customers of handicraft products.

SURVEY RESULTS – HANDICRAFT SELLERS

I. Introduction to Survey Data Analysis – Handicraft Sellers

Surveying sellers having handicrafts from Montenegro in their assortments was nearly a month long process carried out from late March to late April 2007. The survey was carried out in the following municipalities: Cetinje, Kotor, Risan, Budva, Tivat, Bar, Ulcinj. The survey included a couple of sellers from municipalities of Kolašin and Žabljak, identified during the survey period. The survey interview encompassed twenty two (22) respondents, handicraft sellers from Montenegro.2

We have formed 11 groups, as follows: parts of Montenegrin national costume, ornaments made from wood, ornaments made from ceramics, different adornments (dolls, etc.), wooden ornaments with national motives, other ornaments with national motives, knitted and embroidered clothes, ceramics with national motives, copperplate, small metal objects and different folk costumes. Thus, we came to the conclusion, based on respondents' replies, that the most represented products in the offer are those that can be grouped into the following categories: parts of Montenegrin folk costumes and ornaments made from wood (17, 24%), followed by ornaments made from ceramics and different adornments, dolls, etc. (14,94%) and 10,34% are products that can be put into the group of wooden ornaments with national motives, and the other adornments with national motives.

Question No 8. What are your main obstacles to supplying Montenegrin handicrafts?

A total of 91% respondents answered the question what their main obstacles to supplying Montenegrin handicrafts are, however, 68% respondents mentioned the second main obstacle, while 55% mentioned also the third main obstacle to supplying Montenegrin handicrafts.

Respondents could choose one of the following answers: lack of information about producers/suppliers, lack of organized supply, discontinuity of supply, poor quality, discontinuity of quality, high prices, other (the first option), other (the second option) and I do not know. Respondents could to choose one of several options for the third obstacle to supplying Montenegrin handicrafts.

The most significant obstacles to supplying Montenegrin handicrafts were lack of information about producers/suppliers and high prices, each indicated by 30% of respondents. In second place in order of significance respondents again put the most often indicated problem with the lack of information about producers/suppliers, while the third obstacle was lack of organized supply and high prices (25%), followed by poor quality (17%).

The conclusion drawn from the results below is that the lack of information on producers/suppliers and high prices are problems that cause serious obstacles to producers of Montenegrin handicrafts in the supply of goods.

In addition, there are a non-negligible number of respondents that aside from the offered options also mentioned obstacles not included in the list. The most often indicated second reason is that producers are not issuing invoices when selling their products what has been defined as the lack of registered producers. Besides, one of the most often indicated obstacles is the lack of funds.

Almost all handicraft sellers we interviewed showed great interest in improving their offer of handicraft items. On the question if they are interested in improving their offer of handicraft items 90, 48% respondents stated that they are very interested in that. A total of 9, 52% respondents stated that they are interested in that to a certain degree. Nobody stated that he is not at all interested.

Traditional Montenegrin Handicrafts Producer and Retailer Assessment (Berane, Plav, Kolašin, Nikšić, Pljevlja, Žabljak, Cetinje, Kotor, Risan, Budva, Tivat, Bar and Ulcinj Municipalities)

In the period from March-June 2007, FORS Montenegro together with partner NGO Greens of Montenegro, at the request of USAID and the US Embassy, conducted an assessment to identify the needs of handicrafts producers and retailers in the country. FORS and Greens collaborated in the development of two survey tools: 1) A Handicrafts Producers Survey and; 2) A Handicrafts Retailers Survey. Assessment of producers was conducted in Berane, Plav, Kolašin, Nikšić, Pljevlja and Žabljak Municipalities. During two months, the survey was conducted among 36 producers from April to June 2007. Assessment of retailers was conducted in Cetinje, Kotor, Risan, Budva, Tivat, Bar and Ulcinj Municipality. Assessment also included couple of retailers from Kolašin and Žabljak Municipality. During two months period, the survey was conducted among 22 retailers from March to May 2007. Through this research initiative and by collecting this information FORS became acquainted with the Traditional Montenegrin Handicrafts market. The assessment helped FORS better understand the needs of producers and the market and will contribute to defining and implementing follow-on activities to assist producers design products for the tourist market. In order to determine the level of producers’ awareness of the importance of additional market requirements for better selling of their products, one of the questions they were asked was whether they packed their products. A vast majority of respondents only sporadically or never pack their products (80%) and only 20% of producers surveyed always or often do so. An absolute majority of the respondents (54.29%) never pack their products. A very small percentage of respondents (11.43%) always packs handicraft products (please refer to the table 12 on page 18 of this report). Answering the question on the primary market for selling of their handicraft products, most of the respondents (38%) said that they sell their products in their own municipalities. Due to a number of reasons, including but not limited to bad linkages between north and south, lack of knowledge of the market and awareness of its requirements, lack of readiness for market production, lack of organized approach to producers/retailers, an overwhelming majority (58%) of producers surveyed sell their products in their village, municipality or neighboring municipalities of the northern Montenegro. Only a very small percentage of producers (12%) responded that they did sell their products in southern Montenegro, i.e. on the coast where most of tourist who visit the country stay, and obviously the most logical market choice. This gap between the producers and the most logical market is further emphasized by their second choices: respondents were offered to name their second choice of the primary market and again only 13% of them additionally indicated that they saw South of Montenegro as their other primary market.

Answering the question on the primary buyers of handicraft products, for a vast majority of respondents (81%) individuals are primary buyers. Although associations of handicraft's producers are supposed to be key link between the producers and the market, a very small percentage of producers (11%) indicated handicraft associations or cooperatives as the primary buyer of handicraft products. Respondents were members of two handicraft producers associations, “Vrijedne ruke” from Berane and from Kolašin. The analysis has shown that a great number of producers surveyed (83%) are not members of handicrafts producers’ associations. However, 81% of respondents see interest in joining and becoming the member of such association. (Please refer to the table 27 on page 32 of this report). Our analysis led us to the conclusion that existing associations lack management, marketing and business skills; that they are not sufficiently familiar with market demands; and that they do not have developed market linkages. Although small percentage of respondents indicated associations as primary buyer of handicraft products, 27% of producers identify buyers through associations. Majority of respondents (63%) identify buyers through friends and family members. In addition, the analysis of data obtained by the survey showed that there is no adequate link between the producers and stores. Only a very small percentage of the producers surveyed (7%) indicated stores as their second choice. It should be emphasized that no one respondent indicated stores as the

first choice. For most of the respondents (36%) traders are rated as second primary buyers, opposite to small percentage of producers who found associations as primary buyers of their products.

The analysis of survey also led to the conclusion that it is obvious that there is no organized and continuous demand for and offer of handicraft products in the market. Most of the respondents-producers answered that the number of handicraft items that they produce depends on their needs determined randomly. In addition, most of the respondents could not answer the question about how many items they sell every month. In order to determine what are the plans of handicraft producers for future production one of the questions they were asked was whether they are interested to improve and increase their production. A vast majority of respondents are interested to do so (86, 1%) and to approach new markets (85,7%). At the same time, almost all of the retailers surveyed (90.48%) are willing to improve their offer and assortment.

Even though the majority of respondents claim that they are interested to work with other producers (69%), it is evident that there is almost no cooperation between handicraft producers. 91.67% of respondents never worked with other producers (please refer to the table 28 on page 33 of this report). Only a very small percentage of producers surveyed occasionally cooperate with other producers. According to retailers’ opinion, the most important requirements during selection of handicrafts that they sell in their stores are quality material, fine design and good price. In addition, lack of information about producers/suppliers and unfavorable prices of handicraft products stand out as obstacles for retailers during supply of products. Taking into consideration data obtained through this assessment it can be concluded that handicraft producers should be assisted to: • better design their products according to market demands; • improve quality of their products; • establish linkages with suppliers; • promote their products; and • approach the market.
