Resume 1. About this Report

ScopeThis resumed report presents, in a resumed way, the performance and the fulfillment of objectives by the Administração do Porto de Lisboa (APL) with regards to sustainability, during the year of 2008, evaluating, wherever possible, the evolutions achieved versus 2007 and defining short, medium and long-term targets.

APL regulates the functioning of the Port of Lisbon and promotes its economic operations, conservation and development, including the exercise of competencies and prerogatives of port authority and of territorial management, through a Landlord Port model.

The scope of this report corresponds to all the activities and installations of APL, over which APL exercises direct operational control.

In order to complete this resumed report, we have developed two complementary documents: the Guide of APL’s Best Practices and the 2008 Performance Tables.

The Guide of Best Practices is designed to provide the most complete description of APL’s management approach and best practices, with regards to the terms of APL’s sustainability strategy. This report will always be updated, whenever this is justified with regards to the evolutions that have taken place.

The 2008 Performance Tables present values of performance achieved in 2008 against descriptors established in the strategy and the remaining indicators from the Global Reporting Initiative (GRI), including the respective GRI Table.

Resume How it was developedThis report is intended to present, in a resumed way, APL’s management approach and performance, based on the principals and indicators of the GRI, in its 3.0 version, in the scope of the sustainable development of port cities and the company’s sustainability strategy.

This report was developed as a complementary tool to the Guide of Best Practices and the Performance Tables. Only after reading the three elements can one obtain a complete evaluation of APL’s performance regarding sustainable development.

The present report was developed in accordance with the GRI directives (version 3.0), for application level B.

Resume 1.1 Message from the Board of Administration

The objective of this sustainability report is to communicate to stakeholders the defined strategy and the performance with regards to the needs and expectations of the different interested parties of the company or organization in question

The development of APL’s sustainability report is a challenge of enormous complexity, taking into account the quantity and diversity of stakeholders involved in port activity, and the territorial management of a zone which is so central and important, such as the zone under APL’s jurisdiction.

A large number of jobs, the financial sustainability of many suppliers, the efficient and safe transport of many goods consumed in the area of Greater Lisbon and many Portuguese exports depend, directly and indirectly, on the Port of Lisbon. For this reason, we want loading and unloading operations to have as efficient a performance as possible.

Maritime transport of merchandise is known as the most efficient in terms of energy, although it isn’t because of this that it ceases to have important impacts and risks that should be avoided and limited. For this reason, we guarantee maximum security for sailing, while we demand the greatest environmental respect from concessionaires and other operators that operate in the estuary.

Lisbon is more and more a destination for cruises, which constitutes optimization of the city in tourist terms and also, of the Portuguese culture. Aware of our role in this spirit, we want to increase the attractiveness of the port for these activities.

The Port of Lisbon is located in a European capital, whose population is ever more demanding, with regards to port activities, and infrastructures

that are provided to it for leisure and to benefit from the riverfronts. For this reason, the spaces managed by the company respect quality criteria and the different activities carried out by concessionaires are monitored with rigor.

APL aims to make the Port of Lisbon better recognized as a port of reference in terms of security, quality of service, innovation, logistics, environmental protection and territorial integration.

In the development of this second report we found many challenges, among which include: the evaluation of the satisfaction of the established strategy, updating it with regards to the challenges found in 2008 and our objective for continuous development.

Once we wish to communicate our strategic principals in a more detailed and improved manner, a second consultation with stakeholders took place, which allowed us to adjust our strategic lines and adapt the content to their expectations, with a considerable effort made in terms of breadth of information contained within the report.

We are grateful for all the contributions made, as well as your attention to this report, which we intend to continue to provide as a transparent vehicle of our efforts and accomplishments. We also ask for your active collaboration through feedback on the work developed and the results achieved, through which we can respect our objective for continuous improvement.

Resume 2. Our vision of sustainability

2.1. Principles of Sustainability

At the Administração do Porto de Lisboa we understand that we will reach a level of sustainable development of company business if we are capable of ensuring the best practices with regards to the performance of port activity, be it at the level of collaborators and the organization, or at the level of clients, suppliers and other partners that work with us, in accordance with the principles of social and environmental responsibility and transparency, with a profound respect of current and future generations.

Principle of SOCIAL responsibility

This is partly achieved through initiatives destined at maintaining a relationship of well-being and sharing with collaborators, clients, suppliers and local communities.Collaborators are a priority, and we recognize the support and added-value they bring, with a permanent acknowledgement of their various professional capacities.The Port of Lisbon and the Tagus Estuary are a common thread that joins eleven municipalities. We will continue to enrich this relationship, constituting a space open to the community and supporting initiatives in the areas of education, sport, culture and leisure.As responsible for the management of the port, we aim to involve our clients and suppliers, encouraging them to share our principles.For this, we intend to show in an unequivocal and transparent way how we manage our assumed commitments, to formulate clear and shared objectives that improve the integrated performance of the port.

Principle of ENVIRONMENTAL responsibility

With a view to an ever improved integration of the port in its urban and natural surroundings, permitting a development of our activity and the mutual integration of interests, in an ever more demanding future context.The Port of Lisbon is integrated in the Tagus Estuary, the largest humid zone in Occidental Europe, which presents important natural values, species and habits that need preserving. This estuary congregates the largest metropolitan area of the country, as such APL adopts a proactive attitude in its defense of the estuary environment.

Principle of ECONOMIC responsibility

With a view to guaranteeing budgeting autonomy, outlined in the Statutes, and the capacity of APL to create value for current and future generations. As an administrative entity, APL must promote the competitiveness of the port and its increasing socioeconomic importance at an Iberian level, favoring the rationalization of its resources, the profitability of its capital and, naturally, its capacity to invest in the permanent modernization of the Port of Lisbon.

Principle of TRANSPARENCY

It is the natural and open way in which we develop our activities, how we embrace our ambitions and how we communicate the results that we achieve.It is also the way that we place ideas and projects in an open forum for common and pondered discussion, between the port and the surrounding communities.

With this commitment, we intend to achieve a status of reference in the group of European ports and, by consequence, become a unifying pole of wills and of the creation of wealth for the companies which, directly or indirectly, intervene in port business.

2.2. Strategy

We believe that future generations have the legitimate right to use a port at a European or world level, as an environment that provides them with stability and the best conditions for life and for work. We intend, through this, to develop a port of international quality, with a positive regional socioeconomic impact, which could represent an advantage for the installation of diverse activities, supported in a good working environment and in conditions of operational sustainability.

Our commitment with sustainable development is outlined in the following strategic pillars:

Involvement with stakeholders

We consider that collaborators and the partners are fundamental for the development of the port in its multiple aspects. For this reason, we invest in bidirectional communication with collaborators and partners, promoting their knowledge, training and active participation in the company.Aware of the relevance of the performance and the attitude of the port community in the development of port business, it is our purpose to define strategies that support the growth of the business, incorporating the objectives, concerns, assistance and proposals of our partners.

Port-city relations

Taking into account the geographical reality of the Port of Lisbon, we intend to integrate, in a qualified way, the port and urban areas, considering the necessities of port activities and the expectations of populations. The establishing of protocols and partnership agreements with municipalities, consolidates and encourages the good results that we have been achieving, above all through the participation in the development of diverse instruments for territorial management, that we consider fundamental in the articulation of objectives and purposes. APL intends to promote the social usefulness of the space under port jurisdiction, strengthening the identification of the individual with the port, with its aspirations and responsibilities, and its objectives for future development.

Safe and pollution-free saline

The maritime transport is a form of transport that presents the best performance in terms of environmental and energy sustainability, with the ports assuming a strategic importance in he development of integrated and more efficient transport systems.We are committed to guaranteeing the quality and security of port maritime traffic; as such we position ourselves at the forefront in the use of technology to support navigation. We intend to ensure, in a more efficient and effective way, the provision of services to navigation, to prevent and minimize incidents of marine pollution, to increase control over the collection of ship waste, the discharging of ballast waters, the movement of dangerous merchandise and the gas emissions of ships. We want to simultaneously modernize and adapt our response capacity to emergency situations, within the scope of the National System of Civil Protection.

Optimization of the Tagus Estuary

Attentive to the principal biophysical characteristics of the estuary of the Tagus River – the largest maritime-fluvial wetland in Europe and one of the largest in terms of ecological value, constituting a patrimony whose optimization, in all its aspects, is fundamental – we intend to have progressively deeper knowledge of the dynamic equilibrium of this system and adopt management practices that promote its preservation and qualification. Our particular attention should be given to questions related to the hydrodynamic equilibrium of the bars of the Tagus and adjacent coastal zones and the increase in the environmental quality of the estuary, broadly speaking.We intend, in close collaboration with the remaining entities with responsibilities in the estuary, to minimize the existing environmental passive, to establish commitments based on management strategies with environmental concerns and to harness tourism.

Resume 3. Involvement with stakeholders

Stakeholders are a determining part of APL’s pursuit of its strategies. In this senses, the company identified groups of priority stakeholders, taking into account the implication levels of each segment for the company and the implication level of the company for each segment.

The quality of the services provided by APL depends on the performance of its collaborators, whom the company considers an active part in the attainment of its key strategic objectives and for the fulfillment of its principles of sustainability. This quality is also related to the interaction with the remaining port community.

Port Community of Lisbon

The Port Community of Lisbon is the driving force of all aspects of port business, among which associations or service companies, haulers, concessionaires, ship operators, brokers, ship-owners, stevedoring companies, freight forwarders, warehousing/storage, ship repairs, other suppliers, road, fluvial and rail transporters and still, public administration entities (customs, boarder services, health and veterinary services).

The efficiency in the satisfaction of APL’s mission is associated with the continuous articulation with its direct and indirect clients, in a relationship of dependency. The company has very diverse direct clients, such as port or non-port concessionaires, ship agents and the users of recreational docks. As indirect clients, APL has shippers / receivers, owners, line operators, passengers from cruises and fluvial passengers, forwarders, customs brokers, the suppliers to ships and the road, rail and fluvial operators. The good performance of the Port of Lisbon allows it to reduce the prices at which goods arrive at the end consumer. In this perspective, the end consumer is also an indirect client.

APL Regulation of the Purchase and Rental of Goods and Services

APL, in order to guarantee transparency in its relations with suppliers, has developed the “Regulation of the Purchase and Rental of Goods and Services”.The regulation, approved internally in 2008, relating to the purchase / rental of goods and services determined that the criteria of selection and qualification of suppliers should take place in an objective way, all things being equal; it should opt for certified entities, notably those in environmental and quality matters.

Resume The relationship APL has with all its interested parties is favored by transparency, allowing the company to consolidate mutual trust and common development. There is an effort to create permanent bidirectional communication, adapted to the particularities of the stakeholders.Simultaneously, APL’s portal has increased in importance and usefulness for its stakeholders. This is visible through the increase in visits to the site. The key indicators of this strategic plan are presented together with the theme “collaborators” and are complemented by the indicators from the table “Key indicators of APL performance and principal events” presented at the start of this report.Similar to the previous report, the company’s stakeholders were consulted, in order to identify the strengths, weaknesses, opportunities and threats related to the functioning of the Port of Lisbon in relation to APL and to its future challenges.Below, you will find the results of this consultation with regards to the question: “To what extent do you think the content presented in the report (from 2007) is sufficient to evaluate the performance of the company with regards to its involvement with collaborators and other stakeholders?”

We intend to extend the information supplied in this report, to improve the results obtained. In this resumed report, we have chosen to present our involvement with collaborators, clients and other stakeholders.

3.2. Collaborators

The involvement with collaborators, their sense of relevance and performance are fundamental. APL aims at communication that allows, in a rapid and efficient way, contact and connection throughout the organizational structure. The satisfaction and the motivation of collaborators are considered ever important factors for success in the competitiveness of organizations. With this in mind, the optimization of human capital, the talents, knowledge and intellectual resources and the recognition as an asset of the company contrasts with the more conservative vision that considers them as a cost.APL targets security and training of its collaborators and this has increased significantly, as can be seen in the following table.

Evaluation Study of Employee Satisfaction

In 2008, a study was conducted to evaluate the satisfaction of collaborators, with the objective of gauging the organization’s index of satisfaction. The results of this study are relevant for the understanding and resolving of difficulties that are faced by companies and collaborators on a daily basis. Among the questions that came up, the following obtained a positive result: the dedication and performance of the company; the desire to stay connected with the company; pride felt in being part of the company; the importance of individual work to meet the quality objectives of the company; the contribution of daily work to the global objectives of the company; adequate and feasible objectives; as well as the help, collaboration and cooperation among colleagues. As the most negative points the following came up: the reduced acceptance of suggestions made by collaborators and the few sport, cultural and social activities.

The big increase in the index of training this year is due to APL’s subscription to the RVCC Project – Recognition, Validation and Certification of Competencies -, as well as various legislative changes and the new alterations to the IT system.

• Diverse internal actions took place to create a greater involvement with and between collaborators, notably: - The offering of tickets to collaborators and their families to visit the Lisbon Zoo, in the scope of the sponsorship of the sea lion Marduck; - The distribution of 20 euro vouchers for meals at Hard Rock Café; - The distribution of merchandising pieces.

• Some meetings outside of the workplace were organized, such as the dinner at Kubo, offered to all collaborators;

• The team of sailors, constituted of APL collaborators that participated in the Port of Lisbon Regatta;

• Visits were organized for collaborators to see cruise ships and the VTS Tower at Algés.

3.3. Clients

In the scope of the management of clients, the principal objective of APL continues to be the orientation toward quality of service, seeking to respond in a timely fashion to all requests, as well as the strengthening of communication and cooperation with the Port Community in order to encourage the development of port business.

Maritime Motorways

APL is presently developing a study on maritime motorways. The idea of the project is to evaluate the economic sustainability of transferring road traffic to maritime means, over short distances, as well as identifying potential partner ports and ship-owners that intend to operate these lines of navigation.

APL analyses complaints in an attempt to improve the service offered to its clients, within the scope of property management, responding over an average period of 7 days to 66 complaints.

As responsible for the management of ship waste, APL also receives complaints from the various contributing parties in the process, including ships, navigation agents, ship-owners and contracted operators. In 2008, 32 complaints were received from ships, mostly associated to the absence of a certificate of waste delivery, to the delay in starting the operation and the cost of the inspection service associated to the operations of waste collection.

In the case of cruise clients, the Tourist Observatory of Lisbon develops annually, in cooperation with APL, the study “Questionnaire to International Cruise Passengers” which evaluates, among other things, the degree of satisfaction with regards to the port call at Lisbon. In accordance with this study, the level of satisfaction with the visit to Lisbon is, for 67% of those questioned, high or very high; 94.6% of those questioned would recommend Lisbon as a stop on a cruise; and the quality of welcome services for passengers at the port received a classification of 3.69, on a scale of 1 (very low) and 5 (very high). It is important to mention that the number of cruise passengers has increased

In order to increase the quality and efficiency of the service offered to clients, APL has developed synergies with partner ports, ship-owners and authorities.

In January 2008, the PCOM/SDS platform began working. Developed by the ports of Lisbon, Leixões and Sines and by the Directorate General of Customs, it seeks to permit the electronic flow of information related to ships and merchandise and to the respective dispatches. This platform facilitates all of the process of ship dispatching, with added value for the Navigation Agents and for the diverse Authorities involved in the process..

Welcome Ceremony to Ships Calling for the First Time at the Port of Lisbon

APL carries out welcome ceremonies to cruise ships on their first call at the Port of Lisbon, for their passengers. During these ceremonies, passengers are received by a group of musicians and artists at the pier, and they are also offered a small gift.Besides being a strategy of commercial promotion, this practice allows APL to create an element of differentiation recognized by operators and, simultaneously, to transmit a welcoming image of the destination.

Code of Conduct for Cruise Activity

The Code of Conduct for Cruise Activity was approved in the scope of the Forum for the Simplification of Procedures, with the objective of establishing a set of procedures related to the functioning of cruise terminals and the reception of cruise ships.

3.4. Other forms of involvement

APL has also developed some actions and events with various themes, to strengthen the relationship with some of its stakeholders. These actions and events are described in the following table.

• Support to the Orient Foundation during an event presenting the Dragon and Lion dances;• Continuity in the program “Port of Lisbon open to schools”, with around 1600 national and foreign visitors in 2008, representing an

increase of more than 7% from 2007;• Visits of a port nature – 300 visitors from national and foreign universities, and other entities, stemming from various countries such

Sport • The offer to the Amorense Naval Association of five dragon-boats and the provision of a space for mooring the boats free of charge, in the scope of the Dragon-Boats Regatta 2008, as well as a space for athletes to socialize;

Resume 4. Port-City Relations

4.1. APL and Cities

The port-cities relationship is a key strategic area of APL’s sustainability that seeks to join the needs of port activity with the ever-increasing demand for quality of life from the populations of the 11 surrounding municipalities that circulate the Tagus Estuary: Alcochete, Almada, Barreiro, Benavente, Lisbon, Loures, Moita, Montijo, Oeiras, Seixal and Vila Franca de Xira. It is also a privileged form of commitment and sharing with estuarine communities.The extent of the riverfront under APL’s jurisdiction is 205km, of which 76% is accessible to the population. In part, the prohibition (remaining 24%) is connected to the installation of port infrastructures and to the necessity to guarantee minimum criteria of security within these areas. The zones of APL’s area of jurisdiction without occupants or port vocation do not have a unique model of management, once the situation of the riverfronts in each municipality is very different, as well as the capacity for intervention by the port authority in each municipality.The policy of modernization and revitalization of the Port of Lisbon is orientated by a set of interconnected and interdependent action points, summed up in the following figure:

Resume 4.2. Relationship with Local Authorities

APL recognizes that the possibility of the municipalities participating in the management of goods and infrastructures integrated in the public domain of the State under port jurisdiction, in situations foreseen in the DL 100/2008, will provide APL with an improved rationalization of its activity, that is centered, fundamentally, on port activity and on the aspects that condition the sailing on the water under its jurisdiction. For this reason, APL has reinforced the dialogue with the 11 municipalities that possess areas under its jurisdiction.APL aims at a close and business relationship with the local authorities, as its objective for improved integration in the urban surroundings:

Supporting and contributing in an active manner to the elaboration of diverse plans, of which the PDM (under revision) is of particular importance, the detailed plans and those of the urbanization;

Establishing various protocols of shared management of the territory and the patrimony in some areas under its jurisdiction;

Intensifying the establishment of applications to the Regional Operational Program of Lisbon, in the spirit of City – Partner Policy for Urban Regeneration, in Projects for the Optimization of River and Maritime Fronts.

As can be easily recognized, the relations Lisbon City Council/APL, by the nature of the questions being studied and by the extension of the area of jurisdiction that APL possesses, assumes a particular and undeniable importance.

The amplification project of Alcântara Terminal continues to be the object of diverse studies involving the current concessionaire, APL, Refer and the Lisbon City Council. A set of public relations actions have occurred in relation to this theme with a view to informing and clarifying the public opinion and the Media. It is worth mentioning the

exhibition at the Alcântara Maritime Station, open to the public during approximately one month. The exhibition provides the opportunity to see some of the less visible and debatable aspects of this project, as such promoting a better understanding of the project. This initiative is part of a logic of social responsibility and of respect and active concern for our partners, with the port community and with the civil society;

The subterranean car park at Cais do Sodré, whose structures project was already readjusted to the location of the new lifting station, as well as the project for access ramps compatible with the new approved road solution. The recent decision by the Lisbon City Council, with the intention of adopting the mode of public tender for the concession/construction of the aforementioned car park (450 spaces), requesting that FrenteTejo articulates with APL the procedures for the launch of this tender, which will provide a solution to a problem of interest for the city and which has been delayed for too long;

The Detailed Plan of the area of Matinha which extends over an area of 317.206m2, obtained APL’s approval.

The development of the DL 75/2009, related to the participation of the Lisbon Municipality in the management of goods and infrastructures integrated in the public domain of the State and under port jurisdiction, when urban areas without actual or future recognized port use are in question.

Participation in Port City Associations

To exchange experiences and find the best practices in the relationship between the ports and the cities that host them, APL actively participates in two port and port city associations: AIVP and RETE.APL was elected president of this last association – RETE – in October 2008, which shows the company’s commitment to the theme..

Barreiro Objective: Application of the Barreiro Town Council and APL, to be present in the Regional Operational Program of Lisbon and the Tagus Valley, incorporating actions to combat the erosion of the coastal defenses, in the areas of Alburrica and Mexilhoeiro Bridge, where four boilers and their respective tide mills are located besides three windmills. Seixal Objective: Reinitiating the old Fluvial Terminal at Seixal, and the recuperation of the Pedra do Seixal Wharf, property of APL, removal and the dismantling of ten boats in Seixal Bay (application in the scope of the Program “City – Partner Policy for Urban Regeneration”).APL Commitment: financial effort of 124 thousand € (associated with the removal and dismantling of the boats).

Almada Objective: Plan of the Urbanization of the Upstream Riverfront, contemplating, among diverse equipment, a Cruise Terminal, a recreational port and a new Fluvial Station to connect with Lisbon in articulation with the Metro Station at the south of the Tagus; still awaiting the indispensable approval from CCDR.

Benavente The Riverfront of the Benavente County is particularly conditioned in its organization, waiting to be integrated into the Natural Reserve of the Tagus Estuary, a Zone of Special Protection in the Tagus Estuary and a Site of Community Interest – Tagus Estuary. As such, in a previous study on the eventual areas of Strategic Consultation, the inclusion of the entire Riverfront of this County was considered, with its disaffection considered advisable in the terms foreseen in the DL 100/2008.

Loures The deepening and strengthening of the synergies of the Parque das Nações with the development of the new Parque do Oriente, through the new crossing of Trancão as an extension to the Heróis do Mar walkway, constitute priorities and concerns for the Municipality of Loures.

Oeiras Objective: Continuity of the maritime walkway from Paço de Arcos to Algés, recuperation of the right margin of the Jamor riverside, recently subject of the Porto Cruz Investment Project.

Resume 4.3. Cultural SupportThe cultural activity is a fundamental concern of the company. Assuming its social responsibilities, APL actively intervenes through support and partnerships, offering inter-activity between citizens and the port, expressed in artistic and musical ways.

In 2008, and under the aegis of the D.Manuel II Foundation, the “D.Carlos – 100 Years” Commission, resulted in diverse initiatives, signaling the hundredth anniversary of the death of King D.Carlos, among which was the “Mares da Lusofonia” Congress which took place in the Alcântara Maritime Station and sponsored by APL. These initiatives allowed people to see the various facets of this man of State, of culture, of science and of seas, who instituted the bases of port operation creating the Administração do Porto de Lisboa in the Letter of Law of 11 March, 1907. It was with immense satisfaction that the Administração do Porto de Lisboa welcomed this event, in a space that depicts Lisbon’s riverfront and the maritime and adventurous vocation of the Portuguese.

Still within the scope of culture, APL supports the organization of the Festival dos Oceanos 2008, an event with leisure activities, exhibitions and actions related to the aquatic milieu, allowing thousands of children to learn and to consolidate their knowledge of maritime fauna.

In close collaboration with Oeiras Town Council, APL supported the Festival de Ondas e Contos on Torre beach, with reading sessions on the beach for children and adolescents, and a reggae concert on the Santo Amaro de Oeiras beach – a musical show destined to a younger public, within the program of Oeiras Youth Week, and that included 9.000 people. APL gave Lisbon Tourism a riverside area of Junqueira, for the carrying out of street theatre shows.

APL had the honor of sponsoring the publication and launch of the bilingual book “Roteiro of the Tagus Estuary”, by José Gomes, doctor and great enthusiast of recreational boating. It is with a great sense of satisfaction that APL is involved in the edition of this unique work, which is a real public service for recreational boating, with a sure positive impact for the users of the river, notably in the scope of fluvial tourism and nautical sport and as a socioeconomic added-value for the riverside populations, through the increase in the use of the estuary by resident and foreign boats.

APL and the fine artist Joana Vasconcelos signed a partnership agreement, through which the artist installed her atelier at the Gonçalves Zarco Building (at Alcântara Docks), in a space provided by APL. This agreement is part of a spirit of social responsibility and of support to the arts, which has become the image of the Administração do Porto de Lisboa since its foundation.

APL welcomed the headquarters of the application “Tagus Universalis – Tejo Ibérico a Património Mundial”. In April 2008, the Association of Friends of the Tagus and its Spanish counterpart Tajo Sostenible de Toledo signed a twinning protocol to prepare together the unique application of this Iberian asset to UNESCO. On 11 September, 2008, together at an international level, the declaration of intentions took place at the Portugal Pavilion in the World Expo at Saragossa, with which APL immediately committed itself. The Association of Friends of the Tagus was designated by our country to promote the aforementioned application, which has achieved a new dynamic with APL’s provision of a space to host the international headquarters of “Tagus Universalis - Tejo Ibérico a Património Mundial”. It is with pride that the Administração do Porto de Lisboa hosts the headquarters of this important application.

Resume 5. Safe and Pollution-free Sailing

5.1. Environmental and Social Responsibility in Maritime TransportA APL has the absolute responsibility for the safety and protection of the port (people, equipment and goods), of the control of maritime traffic (accident and incident prevention), of the prevention and combat of pollution by port activities and vessels, in all the area under its jurisdiction.

Safety and the environment are preserved at the Port of Lisbon with the support and use of the most complete port VTMS system for vessel traffic management, of support to pilotage (whose responsibility and operation is guaranteed 24 hrs / day) and of other means of intervention to combat pollution. These means of intervention are integrated with other systems such as: the ISO 9001 quality management system, implementation of services of pilotage and port and maritime traffic control; the innovative system for the dynamic evaluation of the under keel of vessels using DUKC (Dynamic Under Keel Clearance); the systems of maritime signaling; the internal emergency plan; the ISPS certificate of port installations; the non-intrusive inspection system for containers – X-ray Scanner; the protection plan for the Port of Lisbon, the regulation of the Port Authority of Lisbon, which defines the environmental, port safety and sailing conditions.

ISPS Certification - - International Ship and Port Facility Code

The International Ship and Port Facility Code norms define the minimum safety requirements for ships, ports and governmental agents. They were established in 2004 and describe the responsibilities of governments, companies, people on board and the port community in the detection of security threats and the taking of preventive measures against incidents that affect ships and port installations

APL believes that Pollution-free sailing should be guaranteed at two levels:

Controlling the pollution generated at the port, managing ballast waters, checking the shipyards for the repair of vessels and ships and the movement of solid bulk;

Reducing the impacts of activities at sea, through the collection of waste produced on board vessels.

In accordance with the feedback obtained, and with regards to developments, we decided to highlight, within this key strategic area, the collection and management of waste produced on board.

5.2. Collection and Management of Waste Produced On Board Ships

In accordance with the implementation of the Community Directive 2000/59/CE, APL became responsible for the definition, implementation and management of a system for the collection of waste from ships and the cargo, which implies:

Provision of a collection service 24 hours a day, 365 days a year, without causing unnecessary delays to ships that call at or operate at the port;

Implementation of a not-for-profit system of tariffs, that allows the port to cover its operating costs and that, simultaneously, encourages the delivery of waste;

Inspection of ships and of the necessity, or not, for waste disposal at port before starting on their journey to the next port;

Implementation of a port management plan for ship and cargo waste that, uses the ISO 14001 Standard for its organization, and creates a schematized system for procedures and defines the responsibility of the diverse parties involved. This plan is evaluated and approved by the IPTM, which reports the results to the European Commission, and audited by the European Agency for Maritime Security.

Given the physical extension of the port and the innumerous existing wharves, almost all operations for the collection of ship waste are carried out by the ship, in other words, without fixed collection at the wharf. In terms of the destination given to the waste, APL guarantees the optimization of all solid, recyclable waste collected in containers with a capacity equal or superior to 6m.

Resume 6. Optimization of the Tagus Estuary

6.1. APL’s Contribution to the Conservation of the Tagus Estuary

APL is attentive to the principal biophysical characteristics of the Tagus Estuary, the largest maritime-fluvial plane in Europe and one of the most valuable in ecological terms. APL intends to obtain a greater understanding of the dynamic equilibrium of this system and to adopt management practices that promote its preservation and classification. It also intends, in close collaboration with other entities with responsibilities in the estuary, to minimize the existing environmental passive, establishing commitments with a basis in environmental management strategies and tourism promotion.The great morphological diversity in the Tagus Estuary gives origin to a considerable diversity of habitats and species. APL intends to combine the interests of conversationalists of the Estuary with port activities. With the objective of avoiding estuarine erosion, APL promotes diverse studies of the systematic modeling and monitoring of all the bar area of the Tagus, thus, seeking to maintain the equilibrium of the hydromorphodynamic system of the zone. As it is APL’s responsibility to maintain the sailing conditions in its area of jurisdiction it is necessary to conduct dredging of the navigable canals, wharves, among others. APL frequently carries out the classification of sediments to assess the quality of materials to be dredged and to define their final destination, given that if they are not contaminated, their privileged destination would be their immersion in the interior of the estuary.In order to guarantee the ecological quality of the water in the Tagus Estuary, APL intends to reduce all of the discharges of untreated residual waters carried out. The company also guarantees the cleaning

of the water lines to minimize the effects of flooding episodes and to guarantee superficial flow conditions in the hydrographic network under its jurisdiction.In the Tagus Estuary and in its margins there are environmental liabilities from abandoned boats and boats in poor condition of conservation and port industrial activities that are important to address. APL has looked to legally unblock these situations, to dismantle the abandoned ships, and has worked in the direction of finding solutions with a view to the remediation of soil, sediments and contaminated subterranean waters.In terms of dismantling boats, great objectives were met in 2008; boats were removed that were deteriorating for more than 10 years in the Tagus Estuary.On the other hand, to safeguard the patrimony of the estuary with 43 centuries of human occupation, the interventions managed by APL occur with archeological supervision.

The values include the dredging of the bar zone associated to protocols established for the artificial feeding of the beaches at Costa da Caparica.

We can see an accentuated variation in the indicators corresponding to the number of campaigns and volume of sediments dredged, which are accompanied by a particularly marked evolution in the reuse of sand and sampling points classified.

The results obtained regarding the satisfaction of stakeholders with the content presented in this strategic point are very positive: 86% of internal stakeholders and 83%% of external stakeholders said they were very satisfied with the content presented regarding the optimization of the Tagus Estuary.

6.2. Combat of Estuarine and Coastal Erosion and the Management of Dredged Sediments

The maintenance of sailing conditions in its area of jurisdiction is APL’s responsibility, which involves the dredging of the navigable canals, wharves, access and maneuver basins and also, the docks.Annually, on average, around 600.000 to 800.000 m3 of muddy materials in the interior of the estuary are dredged.APL favors the immersion of these materials, whenever they are not contaminated, in the interior of the estuary, with a view to maintain its load of sediments. Therefore, this is of particular importance for the generation and maintenance of the vase areas between tides, that characterize the Tagus Estuary and upon which a vast ecological richness depends.Recognizing the complexity of the hydromorfodynamic system of the zone and the importance of its equilibrium for the maintenance of hydromorfological conditions in the estuary, APL has carried out diverse modeling studies. Complementarily, a systematic monitoring of the entire area of the bars of the Tagus is carried out, through periodic hydrographic assessments and the maintenance of an ondograph system.In the area under its jurisdiction, APL does not authorize the extraction of inert for commercial purposes or the commercialization of dredged sand. This practice aims to counter the erosive tendency that is currently occurring in the continental coastal zone, seeking to find solutions that allow for its reuse in a perspective of sustainable management of the system.

Resume An example of this practice is the protocol signed with INAG and COSTAPOLIS, in 2007, for the strengthening of the beaches at Costa da Caparica, and that has been followed up by a new protocol established with INAG in 2008. The process for using the sands dredged from the bars to fill the beaches on the Atlantic front of the municipality of Almada, which started in 2007, was repeated during the summer of 2008 and, possibly, will occur again in 2009 and 2010. APL, has a history of similar situations of which the following are worth mentioning in particular: the protocol with the Municipal Council of Cascais, in 2005, to artificially feed the beaches of the Estoril coast using sands dredged in the bar canal and, in previous years, the placement of sands dredged in the bar canal at the front of the beaches at Costa da Caparica. Sand has also been used from the dredging of the protection of the Bugio Fort, to feed the beach at Santo Amaro de Oeiras and the strengthening of the banks at the mouth of the Tagus Estuary.With a view to the correct environmental management of the sediments dredged, APL conducts with regularity the characterization of the existing sediments in the estuary, in the zones subject to maintenance dredging, to investigate the quality of materials to be dredged.Finally, with a view to reducing the pollution in the estuary, APL started the works for the connection of residual waters produced at the Altis Belém Hotel, with the SIMTEJO interceptor.

Resume 7. APL in the Present

7.1. Description of the company

In the terms of Decree-Law No. 336/98, of 3 November, APL, S.A. constitutes a company with exclusively public capital and the objective of the company is the administration of the Port of Lisbon, with a view to its economic operation, conservation and development and includes the exercise of competencies and prerogatives of port authority. As such, and in accordance with its Statutes, it will ensure the exercise of the necessary competencies for the regular functioning of the port in its multiple aspects of an economic, financial or patrimonial nature, of asset management and port business and still, any complementary, subsidiary or accessory activities.

APL concluded its transformation into a model of port authority based on a Landlord Port type, thanks to its development over the last few years, of a program of concessions to private operators of the majority of port activities. Today, APL dedicates itself to property management and the exercise of other essential functions of coordination, facilitation and promotion for the maintenance and improvement of the competitiveness of the port and of its partners in the port community of Lisbon.Integrated in a trans-European network of transports, the port is responsible for an important multimodal logistic infrastructure that provides it with an advantage of being the “meeting port” of maritime, rails and road transportation.

7.3. Direct Environmental Performance

At the same time that it contributes to the reduction of environmental indirect impacts associated with its activity, APL conducts itself based on criteria of environmental efficiency, following good practices in the management and consumption of energy and associated emissions, consumption of resources and the production and management of waste, as well as the consumption of water and the production of associated residual waters. 7.3.1. Consumption of EnergyAPL’s consumption of energy was evaluated (electricity, diesel, and natural gas) associated with APL’s seven buildings, as well as the consumption of electricity associated with the three cruise terminals, four recreational docks, street lighting in the areas under its jurisdiction in Lisbon and other spaces and equipments of a varied nature. The consumption of electricity associated with clients and spaces under concession from APL were not considered.

Resume The total consumption of electricity in the year of 2008 was approximately 5.23 GHz, which represents an increase of almost 4% compared with 2007, almost 5.04 GHz. Street lighting, even though restricted to the Municipality of Lisbon, is the element which represents the greatest weight on the structure of consumption of electricity: 35% in the year of 2007, and 42% in the year of 2008, with consumptions of 1.75 GHz and 2.22 GHz, respectively. An increase was registered in the consumption of this component of 26%, 2008 versus 2007.The evolution of consumption of APL’s automobile and maritime fleet was also assessed.

Resume With regards to the consumption of the automobile fleet, there is a generalized reduction in consumption between 2007 and 2008, for both diesel and gasoline.With regards to the maritime fleet, diesel represents the largest part of the consumption of fuel, with a decrease of 7% in the consumption of this fuel. Gasoline, on the other hand, is not assessable due to the lack of complete data for the year of 2007.

7.3.2. Greenhouse gas emissions

The calculations of greenhouse gas emissions consider:

Direct emissions associated to APL’s own fleet – automobile and maritime;

Indirect emissions as an end consumer of electrical energy;

Indirect emissions associated to the traveling for work in third party vehicles (plane, train and road) and to the treatment of waste and residual waters.

The evaluation of the carbonic intensity associated with APL services was also conducted. This has a reduction of about 1.82%, given that the total GGE emissions present an increase of 0.54%.

Resume To compensate its emissions, APL joined the CarbonZero® project, through the purchase of carbon credits managed by the forest area situated at Companhia das Lezírias. APL intends to compensate its greenhouse gas emissions produced in its principal buildings and by its automobile fleet, during the period of 1 August, 2007 until 31 July, 2008.

7.3.3. Consumption of materials and production of waste

The analysis of consumption of materials was restricted itself to the consumption of A4 paper and plotter paper. There was an accentuated decrease in the first and stabilization in the second. The waste presented is that associated with APL buildings and to the urban cleaning activity (the waste associated to ships are described in the chapter “Safe and Pollution-free sailing”).

Resume The unsorted, solid, urban waste represent more than 90% of the total waste collected, which reflects a need to increase the percentage of selective waste be at the level of APL buildings, or at the level of urban cleaning in the surrounding area.

7.3.4. Consumption of Water and Production of Residual Waters

From the total volume of water purchased from EPAL, the consumption by clients and for the supply of water to ships are accounted for, therefore, the difference between the total volume and the volumes of these two types of consumption correspond to a global volume for APL that includes the consumption of APL buildings, recreational boating, watering and losses for which there are not differentiated counters.The table that follows also presents the quantity of residual waters generated in the networks that serve the APL buildings and coming from the ship discharges.
