In 2000 the United Nations Millennium Dec-laration identi�es the targets of global deve-lopment 2015 – the Millennium Development Goals (MDGs). The UN Summit convened in 2010 for a major review of progress against the MDGs initiated a �rst intergovernmental dia-logue on the substantive preparations for the post-2015 global development agenda.

In 2012 the Rio+20 Conference on Sustainable Development the Governments of UN Member States made proposals for a new set of goals, to be named the ‘Sustainable Development Goals’ (SDGs). It launched a process of formulation of

the new development goals over the next 15 years, with a deadline of 2030.

The new SDGs were adopted by world leaders in September 2015 at the United Nations Sus-tainable Development Summit. UN General Assembly Resolution ‘Transforming Our World: the 2030 Agenda for Sustainable Develop-ment’ identifies 17 SDGs and 169 supporting targets.

SDGs serve as benchmarks for setting goals at the national level and a monitoring tool to measure social progress in 193 countries.

Sustainable Development Goals should set up a platform for drafting the national strategies over the next 15 years

Ms. Yulia Kovaliv, the First Deputy Minister of Economic Development and Trade of Ukraine.

The national consultations involved around 300 par-ticipants representing government institutions, UN Agencies, academia, civil society and think tanks. During the consultations seventeen SDGs were dis-cussed according to four areas: Sustainable Economic Growth & Employment, Equitable Social Development, E?ective, Accountable & Inclusive Governance & Jus-tice for All, Environmental Sustainability & Resilience Building. Results of the consultations will be captured in a National Baseline Report “Sustainable Development Goals: Ukraine”.

Participants worked in roundtable groups and dis-cussed contextualization of global SDGs in Ukraine taking into account national realities. During the con-sultations, attendees completed a questionnaire de-signed to highlight the most relevant goals for Ukraine and the most important actions to be taken in order to integrate the SDGs in existing national strategies and plans. More than 130 questionnaires demonstrating experts’ opinion were processed and summary survey results presented in the following graphs.

The results of the National consultation prove that Ukrainian society stands ready to draft new long term development strategy that will specify and articulate the SDGs and targets to be reached by 2030. In a traditional development model of Ukraine the challenge is to manage trades-o? between three goals: fostering economic growth and competitive-ness, reducing social inequalities and preserving the natural resource base. A sustainable development model consider these three objectives as mutually reinforcing rather than seeing them contradictory.

National Report “SDGs: Ukraine” will be designed in this spirit: national targets require a consistent integration of e?orts aimed at jointly inducing a new type of economic growth, responding to the aspiration for social justice and taking care of the environment. Considering the current development process in Ukraine, this approach requires a change in mindset, an in-depth socio-economic transfor-mation and new types of partnerships.

A pre-requisite for achieving each and every SDG will be the move towards high-quality governance which include sta? competence, simpli�cation of the administrative structures, eradication of corruption, and a genuine commitment to social support. Accordingly, the issue of proper governance, fair and transparent authorities, and people’s participation in decision-making and accountability mechanisms should be introduced in the formulation of the various goals.

A crucial factor of success in SDGs monitoring is the strengthening of the statistical capacity in the local and central administrations of the country so that the data attached to the indicators are reliable, regularly collected, known and used by policy makers, and broadly dissem-inated to the media and the population at large. Disag-gregation of data is a major issue at stake as this is the �n-est way to compare the real impact of policies on groups according to age, gender, ethnic backgrounds, education attainment, income level and places of residence. Equally important, it is the only possibility to track inequalities in terms of poverty, access to health and education, territo-ries, social status, etc.

Success in the effective implementation of the SDGs in Ukraine will depend on the capacity to create an open platform gathering a wide range of partners willing to participate in the shaping of the SDGs, and subse-quently in their monitoring. The government will have a key role in this regard and it is expected that the SDG framework, once established, will be fully taken into consideration in the various governmental processes of strategic planning, macroeconomic forecasting and development programming, as well as in the reform documents of the country. It could even be envisaged that in part or in all, the existing strategies and planning documents be subsumed within the future SDG frame-work for Ukraine.
